matter. Accumulating minor propaganda scores is a fragmentary and
peripheral occupation, it cannot speed up settlement of the
conflict. It is not that much important how it will tell on actual
search of compromise. Especially that partial publication of the
settlement scheme by the mediators has made `game in the dark’ with
their own people harder and made moving back. This should be either
compensated by something, or covered. The internal `logic’ of foreign
policy maneuvers of Azerbaijan looks like this. In other words, it is
seeking for effectiveness at the expense of effectiveness,’ Kazimirov

during parliamentary hearings March 29-30, 2005 was issued. In the
words of National Assembly’s Foreign Relations Committee Chairman
Armen Rustamyan, the Commission also included its conclusions, which
contain concepts for settlement of the problem. The book was a first
attempt to bring together all the key documents concerning the issue.

Rustamyan called on political forces to adopt a joint political
document based on the views expressed during the parliamentary
hearings, noting that such document would be significant if a broad
agreement is reached around the statements made in that document. In
his words, appearance of the collection will allow Armenia having a
united position in international organizations.

Foreign Minister Oskanian, in turn, said that while views expressed
in the collection may differ from each other, what unites them is that
they all admit the right of the Karabakh people to self-determination.

"With this book we send a message to Azerbaijan and the international
community that our society is united on this issue," Oskanian said,
reports the Yerkir.

VANADZOR, SEPTEMBER 14, ARMENPRESS: A German Gitec and SacenWasser and
two local companies in Vanadzor are set to launch the first stage of
an 11 million euro worth project designed to improve the water supply
and sewage water removal system of the province of Lori.

said the feasibility study took ten months. The project will
be implemented on a credit released by German KfW bank. The first
stage is set to be over by 2007 spring. Stenzel said a tender will
be announced to select a company that will do the work.

He said studies revealed that around 200 people were tapped illegally
on the main water supply pipe.

Four million AMD from the state budget will be allocated to a number
of young people to organize a "tour" round Armenia.

The money squandering in this way is determined by the fact that the
young generation of Armenia is unaware of its country’s history. NGOs
"Areg" and "Centre of Social Technologies" assume that they may
sow love and respect towards 15-year-old Armenia by presenting its
history. In this respect they initiated the program "Generation of
Independence."

"Our task is to give the youth an opportunity to acknowledge
the country and to make suggestions for the country’s future
well-being. There are places I don’t know myself and I am looking
forward to those visits," said Gerasim Barseghyan, head of the
scientific-cultural youth association "Areg" during the meeting
with journalists.

During their first tour, on September 16, they intend to visit
Noravank, Tatev, Noraduz. Each group will comprise of 30 people. The
participants will be mainly students. The students’ boards of higher
educational institutions will decide which students to include in the
groups. The initiators and participants of the tour are convinced
that it will contribute to the recognition of our homeland and its
historical background.

Azerbaijan’s State Border Service officers prevented 15
border-violation cases in August. At the result of this 14 Georgians,
10 Azerbaijanis, three Iranians, two Afghanis, two Britons and a
Russian were detained.

The SBS press service told the APA that eight Azerbaijanis were
arrested for border violation. Only once a criminal gang shot at
border guard. 51 wanted criminals were detained and handed over to law
enforcement bodies. "Magnum" gas pistol and 18 nine-caliber cartridges
were confiscated. 115 books, four maps and eight booklets violating
Azerbaijan territorial integrity and five photo-illustrations on so
called "Armenian genocide" were also confiscated in the reporting
period. 2 200 kg of hemps were annihilated.

Several Azerbaijani, Russian, Iranian, Turkish, Uzbek, Georgian and
Kazakhstani were detained for forged documents. Turkish, Iranian,
US, Philippines, Turkmen, Italian, French, Malaysian, South Korean,
Jordanian, Syrian, Russian, German, Norwegian, Singapore, Finnish,
Iraqi, Afghan, Chinese, Canadian, Moroccan, Israeli, Palestinian,
Indian, Lebanese, Saudi Arabian, Kyrgyz, Danish and Nigerian citizens
were detained for not having visa. The smuggling of US $23 467, AZN
86, 1 22 000 cigarette boxes, 500 alcohol drinks and other industrial
products were prevented in August.

The Writers Union continues to publish new books. Bagrat Alekian of
the Writers Union said that in recent months, the Union has published
more than two dozens of books, including, Sero Khanzandian’s "Karabakh
in Flames;" Walter Aramian’s ‘Kolima," which has been published in
Armenian for the first time, Mkrtich Armen’s "They Asked Me to Give
You This." In addition, the Union has published Norayr Adalian’s
"Transformations;" Gurgen Khanjian’s "No news;" Varuzhan Nalbandian’s
"Hope."

More books will be published in coming months.

building the second branch of Iran-Armenia gas pipeline, Iranian Mejlis
Chair Gholam-Ali Haddad-Adel stated at a news conference in Yerevan. In
his words, The building of the first pipeline is almost finished and
Armenian and Iranian Presidents will be present at its opening. "The
main goal of the gas pipeline is to supply gas to Armenia.

However, Iranian gas can go to other countries via Armenia. Energy
cooperation can also increase commodity turnover, which is now $200
million," said Haddad-Adel.

TEHRAN (Fars News Agency)- Iranian Parliament Speaker Gholam Ali
Haddad Adel, heading a parliamentary delegation, left Tehran for
Yerevan on a four-day visit to Armenia and Kyrgyzstan.

During his visit to the two northern neighbors of the country,
Haddad Adel who is also accompanied by the Deputy Foreign Minister
for Parliamentary Affairs Hamid Reza Asefi, is due to attend meetings
with senior Armenian and Kyrgyz officials to discuss bilateral ties,
and exchange views about regional and international issues .

Haddad Adel is also scheduled to make two speeches at the legislative
assemblies of the said two countries.

Prior to leaving Tehran, the top legislative official told reporters
that maintaining relations and developing cooperation with the
Middle-East and Caucasus countries sets a permanent agenda for
the Islamic Republic of Iran, adding that parliamentary ties with
the assemblies of the said countries constitutes a part of Iran’s
relations with such states.

He also said that during his visit which takes place at the invitation
of the Armenian and Kyrgyzstan parliament speakers, he is due to
discuss bilateral economic and political cooperation, and exchange
views about regional conditions and development of relations between
parliamentary friendship groups.

"Taking into account the Armenian minority population of Iran,
we will do our best to expand ties with the Republic of Armenia,"
Haddad Adel stressed.

The Iranian parliament speaker is accompanied by the representative
of Iranian Armenians at the Islamic Consultative Assembly, some other
MPs and Deputy Foreign Minister for Parliamentary Affairs.

UNITED NATIONS (AP)–The U.N. General Assembly adopted a resolution
calling for the U.N. to urgently assist in preventing environmental
damage from fires in the disputed territory of Nagorno-Karabakh.
Armenia disassociated itself from the resolution, which was approved
Thursday without a vote, and expressed concern at its title, "the
situation in the occupied territories of Azerbaijan."
The mountainous territory in Azerbaijan has been controlled – along
with some surrounding areas – by Karabakh and Armenian forces since
1994. Nagorno-Karabakh has been governed by a shaky cease-fire that
in 1994 ended a six-year separatist war.
The resolution stressed "the necessity to urgently conduct an
environmental operation to suppress the fires." It took note of the
Organization for Security and Cooperation in Europe’s intention to
organize a mission to the region to assess the short-term and
long-term impact of the fires.
Nagorno-Karabakh is inside Azerbaijan, but is populated mostly by
ethnic Armenians, who have run it and seven contiguous districts
since the 1994 truce. Sporadic border clashes regularly break out and
the unresolved conflict has held up development in the strategic
region.
Azerbaijan’s U.N. Ambassador Yashar Aliyev introduced the draft
resolution, saying that in early June Azerbaijan registered massive
fires in the eastern part of the territory occupied by Armenia, and
by August the fire had damaged more than 600 square kilometers.
After the vote, he thanked everyone who supported the resolution,
expressing dismay that Armenia disassociated itself from the text
which had been negotiated with its diplomats over 48 hours. As a
minimum, he said, it was "honest and appropriate."
Armenia’s U.N. Ambassador, Armen Martirosyan, said that although he
supported the content of the resolution, he had serious problems with
its title and opposed bringing any Nagorno-Karabakh issue to the
United Nations.
U.S. deputy ambassador Alejandro Wolff, speaking on behalf of the
OSCE group dealing with the Nagorno-Karabakh issue – the U.S., France
and Russia – said the three countries remain committed to promoting a
peaceful, negotiated solution to the conflict between Armenia and
Azerbaijan.
