Armenian Greek-Roman style wrestlers Arman Adikyan (66 kg) and Yuri
Patrikeev (120 kg) became winners of the international Grand Prix
Tournament in Tashkent, the capital of Uzbekistan. Arman Geghamyan (96
kg) achieved a silver medal, Denis Forov (84 kg) got a bronze medal.

The chief trainer of the Armenian team is Olympic Champion Levon
Julfalakyan.

Armenian free-style wrestlers did not perform that well in the same
tournament. The only winner from the Armenian team was Vadim Laliyev
(74 kg), Mihran Jaburyan occupied the 5th place.

The chief trainer of the Armenian free-style wrestling team is Hrant
Yenokyan.

Friends and family were at the Virgin Mary Patriarchy Church on Sunday
to remember Agos weekly’s Editor-in-Chief, Hrant Dink, on the 40th
day since he was buried on Jan 23 after being murdered at the hands
of a 17-year-old right-wing nationalist. The Armenian Patriarch of
Constantinople Mesrop Mutafyan, speaking in Turkish and Armenian at
the service, said it was a source of sorrow for all that the real
culprits of the Jan. 19 murder were not caught. Among the guests
at the sermon, on the second week of fasting before Easter, were
Å~^iÅ~_li Mayor Mustafa Sarıgul, Black Sea Economic Cooperation’s
Armenia representative Karen Mirzoyan, Turkish Daily News Executive
Editor Eyup Can Saglık, author Elif Å~^afak, Yeni Å~^afak and Agos
columnist Ali Bayramoglu and TDN columnist Cengiz Candar.Dink’s
friends and family wore black with a white scarf to show their sorrow.

After the sermon, those present were taken to Dink’s resting place
at the Balıklı Armenian Ceme tery, reports the Turkish Daily Ne.

INTE LLECTUALS MEETING IN ANTELIAS

His Holiness Aram I presided over an intellectual meeting and discussion
organized on the occasion of the "Year of the Armenian Language" in the
"Cilicia" Museum of the Catholicosate of Cilicia on March 2. The Ambassador
of Armenia to Lebanon, Vahan Der Ghevontian, as well as principles of
Armenian schools, teachers, intellectuals, newspapers editors and writers
attended the event.

The Pontiff stressed the importance of the Armenian Language as the basis
of the Armenian nation’s existence and one of the most important factors for
its future eternity. He said that recognizing this fact he wanted Armenians
to reflect on the importance of their language throughout the year, work,
analyze, worry and plan together ways of preserving the Armenian Language
and protecting it from foreign influences.

The moderator of the discussion, Bishop Nareg Alemezian highlighted the
importance of realizing the unique role the Armenian Language plays in the
life of the Armenian nation.

The attendants were then given a platform to voice their ideas, concerns
and proposals on this occasion. Concern was expressed on the issue of
dictation and proposals were made for solving the problem of dual dictation
through consultative meetings between representatives from Armenia and the
Diaspora. The attendants also stressed the importance of taking practical
steps to equip Armenian students with the necessary knowledge of their
language.

Among other concerns was the difficulty of preparing capable teachers of
the Armenian language, especially at a time when Armenian studies programs
are being shut down. Attendants also pointed out that a lot is expected from
Armenian schools, stressing that one of the reasons for the fallback of the
Armenian language is the Armenian schools. They added, however, that the
home environment in the pre-school years is a bigger problem.

The Catholicos delivered the concluding remarks, observing that the
difficulties the Armenian language faces are directly related to
globalization, "a force that destroys values, identities, traditions and
languages, and a force to the influences of which we are subjected
currently." His Holiness added that similar events are being organized in
all the dioceses of the Catholicosate of Cilicia, assuring that the
proposals made during these events will be brought together and materialized
into practical steps.

The event was the second initiative organized by the Catholicosate of
Cilicia within the framework of the "Year of the Armenian Language".

US ACCREDITATION OF AUA TO INFLUENCE ARMENIA’S EDUCATION SYSTEM

YEREVAN, March 2. /ARKA/. The accreditation of the American University
of Armenia (AUA) to the US Western Association of Schools and Colleges
(WASC) will exert considerable influence on Armenia’s education system,
RA Minister of Education and Science Levon Mkrtichyan told reporters.

"From now on, besides international universities founded under
intergovernmental agreements, an internationally accredited higher
school will be working in Armenia," he said.

Mkrtichyan pointed out that since the very first days of Armenia’s
independence the AUA has been involved in forming the country’s
independent statehood.

"We intend to apply the AUA’s positive experience in Armenia’s other
higher schools," he said.

In this context the Minister reported that the RA Government is
considering a new order of accrediting higher schools supposed to
improve the situation in Armenia’s higher education sector.

"We want the state-run and private higher schools that intend to get
accreditation to realize that this process must be started inside
the higher school through the estimation of internal resources and
settlement of issues of administration and education and consistent
preparation for accreditation," he said.

On March 2, 2007, the AUA was accredited to the US Western Association
of Schools and Colleges (WASC) for seven years. The AUA is the first
higher school outside the USA having this accreditation.

The idea of founding the AUA was suggested in 1989. The first students
were admitted in 1991. The AUA was founded by the RA Government, the
University of California, UAS, and the Armenian General Benevolent
Union. The AUA trains lawyers, specialists in medicine, business,
management, engineering, linguistics and diplomacy.

Shots fired into air in Istanbul after requiem service devoted to
memory of Hrant Dink

On March 4, shots were heard near the St. Virgin Mary Church in
Istanbul, when the ceremony of the fortieth day obit of Hrant Dink,
the editor-in-chief of the Armenian-Turkish "Agos" newspaper, had
just finished in the church.

According to Radio Liberty, the requiem service was held by Archbishop
Mesrob Mutafian, the Patriarch of Constantinople of the Armenian
Apostolic Church.

At 2:15 PM, Sunday, two young men entered the yard of the church,
fired into the air and ran away. They were arrested Sunday evening
and taken to the Department of Struggle against Terrorism. The young
men’s names were published in the "Hurriet" newspaper, Monday.

To remind, Hrant Dink was murdered by 17-year old Ogyun Samast in
front of the "Agos" editorial office in Istanbul on Jan 19, 2007.

The recurrent meeting between the Foreign Ministers of Armenia and
Azerbaijan Vartan Oskanian and Elmar Mammadyarov will take place in
Geneva on March 13, acting press secretary of the Ministry of Foreign
Affairs Vladimir Karapetyan told ArmInfo. `The Armenian side is ready
for the meeting,’ he added.

Let us remind that the recurrent session of the UN Human Rights
Council will take place in Geneva on March 13. Earlier the Foreign
Minister of Azerbaijan Elmar Mammadyarov had declared about his
willingness to participate in the meeting.

and Ukraine

Moscow-Washington opposition about US anti-ballistic missile defense
system in Europe is likely to escalate. The U.S. announced that after
the Czech Republic and Poland, ABM defense elements will be built in
Caucasus. It means that already in 2011, a mobile American radar
might appear in Georgia or Azerbaijan. Moreover, US Department of
State has for the first time named Ukraine among countries with which
Washington cooperates closely in ABM defense issues. Moscow made it
clear right away that it has already prepared an `adequate response’
to US plans.
Lieutenant General Henry Obering, director of the U.S. Missile
Defense Agency, disclosed US plans to expand its ABM defense system,
moving it closer to Russia’s borders. Speaking in NATO headquarters
in Brussels on Thursday evening, Obering said that Washington intends
to build an ABM radar in Caucasus by 2011. `It will be a mobile radar
requiring a couple of days to be installed. We still have time to
coordinate its precise location,’ said Obering. According to the
official, the radar will detect missile launches, and then transmit
data to a stationary radar in the Czech Republic.

Then the US general tried to calm Moscow: `Our radar will be turned
at Iran. We will not be able to turn it around and study objects in
Russia. And even if we are able to do it, the radar will not look
over Russian territory so far as to detect the launches of Russian
missiles.’

Obering’s statement became the first official acknowledgment that
Washington will not stop at building ABM elements in Eastern Europe
(in Czechia and Poland) only. Until Thursday, neither US military
officials, nor US diplomats spoke of the plans to install a radar in
Caucasus.

Apparently, US ABM elements might be placed only in two Caucasus
countries, those that keep up close relations with Washington, —
Azerbaijan and Georgia. Armenia, the country that had reckoned with
Russia almost openly before, refused right away to cooperate with the
U.S. in the ABM sphere. Armenia’s defense ministry declared it
yesterday.

However, Baku’s and Tbilisi’s response was different. Azerbaijan’s
defense ministry is so far disproving rumors about placing US radar
on its territory. Yet, Azerbaijani officials have not, in fact,
completely denied the possibility in future, saying that `the
decision is to be made by the country’s top officials’.

Georgia’s Ministry of Defense and its Foreign Affairs Ministry said
that `no offers to install ABM elements came from the U.S.’. Both
ministries refrained from giving comments on `the possibility of such
offer and Tbilisi’s response’. Meanwhile, head of Georgian
parliamentary committee on European and Euro-Atlantic integration
David Bakradze said: `Georgia is ready to attentively consider such
offer’. Taking into account that Tbilisi declared the military
cooperation with the U.S. and NATO one of the priorities of its
foreign policy, installation of a US radar on Georgian territory is
quite likely as well.

However, Washington is apparently going further than Caucasus while
expanding its ABM system in the post-Soviet space. Recently-appointed
Assistant Secretary for Bureau of International Security and
Nonproliferation John Rood, speaking in Washington on Thursday, named
Ukraine among `countries that are involved in the efforts to create
an ABM system’. Leaving the details of Washington-Kiev cooperation in
that sphere undisclosed, Rood began the onset on Moscow. He
criticized its suspicion against US plans, and the threats coming
from Russian politicians and military officials, in particular the
threat to withdraw from the Medium- and Small-Range Missile Treaty.
`Moscow’s gelid rhetoric and threatening declarations look like a
clumsy attempt to drive a wedge between NATO allies,’ he said. Rood
also accused Moscow of carrying out its own ABM programs: `Russia
maintains the ABM system around its main city – Moscow, and has
developed defense against missiles of smaller range.’

Rumors about involving Kiev into US ABM project had existed before.
Now, however, Rood’s statement became the first official
acknowledgement of those plans on such a high level. There has been
no official response from Ukrainian authorities yet. A few days ago,
Ukrainian President Viktor Yushchenko made quite a contradictory
statement on ABM. Speaking in Dnepropetrovsk, he said that Ukraine
`should go by collective obligations in what concerns placing US ABM
system in Czechia and Poland’. The president asked Ukrainian
politicians to comment on the issue `with regard to Ukraine’s
national interests and obligations’. Ukraine’s Defense Minister
Anatoly Gritsenko has not clarified Kiev’s position either. He said
yesterday that Ukraine is concerned about US plans to build ABM in
Czechia and Poland: `What if missile fragments fall on our territory?
If it’s not a nuclear warhead, it might be a `dirty’ bomb, for
instance with nuclear substances, a virus, or biologic weapon.’

Unlike the reactions of all those countries, Moscow’s response was
clear and tough.

Russian Air Force Commander-in-Chief, General of the Army Vladimir
Mikhailov responded to the U.S. yesterday: `Unfortunately, they speak
of installing US ABM elements even in such countries as Ukraine, and
in a number of other countries, including Russia’s neighbors. Let
them install ABM, after all it’s their problems, while we have
everything necessary for giving an adequate response to all those
installations.’ And Mikhailov proceeded to praising Russian air
defense missile weapon system S-400 Triumf.

Russia’s defense ministry refrained from additional comments
yesterday, saying that `Mikhailov has already expressed the
ministry’s position’.

On tue des Arméniens, de l’Est anatolien aux faubourgs de
Constantinople. Depuis l’été 1894, plus de 120 000 personnes sont
victimes des massacres ordonnés par Abdul Hamid II, le " sultan rouge
", et les puissances européennes ferment les yeux. Rares sont ceux
qui, comme Paul Cambon, ambassadeur de France auprès de la Sublime
Porte, prennent tout de suite conscience de ce qui se joue. Quelques
articles paraissent, mais la grande presse reste silencieuse.

Tout change le 3 novembre 1896. A la Chambre des députés, lors d’une
discussion " d’interpellations relatives aux événements d’Arménie ",
Jean Jaurès prend la parole. Le discours d’une heure et demie de ce
jeune député socialiste de 37 ans, que l’historien Vincent Duclert
publie chez Mille et une nuits avec deux interventions postérieures
sur le même sujet, aura un retentissement considérable. Pour Raymond
Kévorkian, auteur du Génocide des Arméniens (Odile Jacob, 2006), il "
marque les véritables débuts du mouvement arménophile en France ".

Images percutantes, envolées lyriques, art de la période… le jeune
parlementaire démontre ici toute sa maîtrise de l’art du discours.
Mais le plus frappant est ailleurs. Au-delà des accusations contre le
sultan, l’Europe et surtout le gouvernement français (" Pas un cri
n’est sorti de vos bouches, pas une parole n’est sortie de vos
consciences "), Jaurès a saisi la singularité de ces massacres. " Ce
qui importe, ce qui est grave, ce n’est pas que la brute humaine se
soit déchaînée là-bas ; ce n’est pas qu’elle se soit éveillée. Ce qui
est grave, c’est qu’elle ne s’est pas éveillée spontanément ",
souligne-t-il, insistant sur le fait que les Ottomans entendent
empêcher qu’on écrive la vraie histoire de ce bain de sang. " Il
s’agissait de faire dire aux Arméniens par force (…) que c’étaient
eux qui avaient commencé. " Planification, principe de négation : les
mécanismes du génocide de 1915, et, au-delà, des meurtres de masse du
XXe siècle, figurent dans ces remarques prémonitoires.

Malgré cet appel au secours, les massacres continueront, et ils
resteront impunis. Reste que Jaurès a magistralement souligné
l’universalité du drame des Arméniens. Quelques mois plus tard, il se
lancera à corps perdu dans la défense d’Alfred Dreyfus, au nom de la
même conviction. Beaucoup souligneront alors que la mobilisation en
faveur de l’officier devait beaucoup à la mauvaise conscience de ceux
qui n’ont rien pu faire pour l’Arménie.

En 1899, dans La Revue blanche, Péguy écrit : " Le monde n’était
plus, à l’heure où l’affaire Dreyfus commença, le même qu’il était
quelques années avant, quand le sultan rouge consommait l’affaire des
Arméniens. Peu à peu, une opinion publique universelle s’était
éveillée. " Porteur du même optimisme, Jaurès affirmera : " Nous en
sommes venus au temps où l’humanité ne peut plus vivre avec, dans sa
cave, le cadavre d’un peuple assassiné. " Le XXe siècle le démentira
cruellement.

Armenia’s Foreign Minister Visits Ireland

Armenia’s Foreign Minister, Vartan Oskanian, is in Dublin, for the
first-ever high-level visit of an Armenian official to Ireland.

Minister Oskanian met with Irish Foreign Minister Dermot Ahern and the two
held a lengthy meeting focusing on many bilateral and multilateral issues.
The Ministers acknowledged that the two countries – small, with few
natural resources, and with large diasporas – have much in common and can
cooperate in a variety of areas. They specifically discussed
Armenia-Ireland cooperation within the European Union’s Neighborhood
Policy, citing the EUs huge potential role as a facilitator of bilateral
goal-oriented collaboration. They discussed the geopolitics of the
Caucasus region, including energy issues.

Minister Ahern spoke about Northern Ireland, and explained the progress
that has recently been made in resolving that situation. The Armenian
Foreign Minister discussed Armenia’s relations with its neighbors.
Minister Oskanian also briefed Minister Ahern on the Nagorno Karabakh
conflict resolution process.

Following the meeting at the Foreign Ministry, Minister Oskanian went to
Ireland’s Parliament, and met with the members of the Joint Committee on
European Affairs. He presented Armenia’s political and economic
development and responded to questions. Members of the Committee expressed
interest in exploring the possibilities of closer cooperation.

Earlier in the day, Minister Oskanian spoke at the Institute of European
Affairs, on `Armenia – Foreign Relations in a Difficult Region, at a
Difficult Time.’

He also visited the Chester Beatty Library, which houses nearly 150
medieval Armenian manuscripts.

Minister Oskanian met with the leadership of the Dublin Central Library in
anticipation of a photo exhibition to be opened in the Library in April on
the occasion of Armenia’s 15th anniversary of independence.

Parliament Of Turkey To Give Legislators Booklets In Which Armenian

PARLIAMENT OF TURKEY TO GIVE LEGISLATORS BOOKLETS IN WHICH ARMENIAN GENOCIDE IS DISPROVED

ANKARA, MARCH 1, NOYAN TAPAN – ARMENIANS TODAY. The Grand National
Assembly of Turkey published booklets and books which will be given
to 550 American legislators to prevent discussion of the resolution
concerning the Armenian Genocide recognition at the U.S. Congress
House of Representatives and to propagate official position of Ankara
in that issue.

The second delegation of the Turkish Parliament leaving for Washington
on March 11 will undertake that "mission." The first delegation left
on February 26.

The booklets were published in the English, French, German, Turkish
and Italian languages. Those will be sent to parliaments of other
countries as well.

The booklets and books were published under the control of Egemen
Bagis, the Chairman of the Turkish-American Parliamentary Friendship
Group as well as of Aziz Akgul, the deputy of the Justice and
Development Party ruling in Turkey elected from Diyarbakir. They got
the documents "disproving" the genocide from the History Institute
of Turkey.

As the Turkish "Zaman" daily states, the first 4 pages of the booklet
tell about "events" of 1915-1918, and 14 pages "prove" as if those
"events" may not be qualified as a genocide.

Bagis expressed confidence that the U.S. Congress will not accept
that resolution: "I do not think that the United States will make
such a great mistake.

The U.S. will not be caught in the Armenian Diaspora’s trap."
