Arrest of a once-loyal politician suggests feuding among the ruling
elite.

A fight on the floor of parliament and the subsequent arrest of a
deputy have exposed increasing tensions within the once monolithic
governing elite in Azerbaijan.

During a debate on March 16 on the government’s report on its
activities, parliamentary deputy Husein Abdullayev, formerly a loyal
supporter of the government, launched a stinging attack on Prime
Minister Artur Rasizade and his cabinet.

The speaker tried in vain to get Abdullayev to calm down, and
pro-governmental members responded to his tirade.

The exchange of angry words ended in a fight between Abdullayev and
Fazail Agamaly, the head of the pro-government Ana Vatan (Motherland)
party. The younger and more athletic Abdullayev sent the other man
crashing onto a table and then left the chamber.

Agamaly apologised to members of the government, deputies and guests
for the incident, saying, "Someone had to stop this ill-mannered man,
and that’s what I did.

"Everyone can see that he’s gathered a gang of cut-throats around
him. The law-enforcement bodies know that and should take serious
action."

Three days later, Abdullayev was summoned to the prosecutor’s office
and arrested for hooliganism and assault. Later, he was stripped of
his parliamentary immunity and given two months’ pre-trial detention
in Baku’s Bailovo prison.

Eynulla Fatullayev, editor-in-chief of Realny Azerbaijan newspaper and
a friend of Abdullayev, told IWPR how the arrest happened. He said
Abdullayev had been on his way to a meeting with diplomats from the
Organisation for Security and Cooperation in Europe when he was stopped
by a group of men who asked to see his documents, then seized him,
pushed him into a car and drove him to the prosecutor general’s office.

Fatullayev said that his friend had been expecting to be arrested
even before the fight in parliament, and described that incident as a
"provocation".

"Sources in the government told him as much. They forced Abdullayev
to choose between leaving Azerbaijan and going to prison. He wanted
to stay and carry on his struggle, and he asked me for advice. I said,
‘You’ve already made your move, so you have to fight to the end.’"

Abdullayev is now also being investigated for tax evasion.

As often happens in Azerbaijan, relatives of a disgraced public figure
are suffering alongside him. On March 26, Husein Abdullayev’s brother
Azer was sacked from his post as head of the anti-smuggling department
at airport customs.

Husein Abdullayev can lay claim to being the first of the oligarchs
in post-independence Azerbaijan. In 1992, his fortune was estimated
at five million US dollars, a huge sum for that time. He set up a
big trading company, called Nakhichevan after his home region, and
was a major player in the oil business.

He is now head of a large private security agency.

In recent years Abdullayev has moved into politics and was an
ardent supporter of the late president Heidar Aliev, who also came
from Nakhichevan. He personally led an armed group that broke up
opposition protests.

In 2005, he was elected to parliament as an independent deputy.

However, the political landscape has changed since Ilham Aliev
succeeded his father Heidar in 2003, and in his new role as legislator
Abdullayev did not toe the government line.

He first caused a stir in parliament last year, when he demanded
that Interior Minister Ramil Usubov give a report on the case of Haji
Mamedov, a police colonel who had recently been given a life sentence
after years of collusion with criminal gangs.

Abdullayev is only one of a number of politicians who have quarreled
with their former allies in the government and presidential
administration. Several of them have ended up in jail.

Former health minister Ali Insanov was arrested on the eve of the
October 2005 parliamentary election and accused of plotting a coup
d’etat. The charges against him have changed since he has been in
detention, and he is now accused of corruption, embezzlement of state
funds and abuse of power.

Insanov’s court appearances have attracted much public attention,
since he was one of the founders of the ruling Yeni Azerbaijan
party and was considered the leader of a large influential "clan" in
government drawn from Azerbaijanis with roots in Armenia. In court,
Insanov has accused his accusers of being politically motivated and of
"anti-state activities".

Insanov’s supporters have joined protests by the opposition party
Musavat, which has held three political rallies this year.

Musavat and another opposition party, the Popular Front, are now also
demanding the release of Abdullayev.

Another ex-minister, Farhad Aliev, also arrested in October 2005,
is also due to stand trial soon. Analysts believe his arrest marked
the start of a period of strife within the governing elite.

Political expert Eldar Namazov said the feuding was almost inevitable.

"No political reforms have been carried out in Azerbaijan since 2003,"
he said. "Heidar Aliev controlled the system by virtue of his personal
authority. The system ran on autopilot for several years after he died.

"Now it’s begun to crumble from within. Even those who built this
power structure are worried about the situation."

Namazov said the breakdown of the elite was a long drawn-out process,
but might pick up speed as circumstances changed.

"Every day there are new scandals and rows," he said. "People who
used to be strong supporters of the authorities are now strongly
criticising them. They cannot stand the situation any longer, and
they are speaking out."

Abdullayev has complained that he is being held in poor conditions
and is being subjected to pressure by the prison authorities. He met
the head of Azerbaijan’s Anti-Torture Committee on March 22 and has
appealed to international organisations to help him fight what he
says is an illegal arrest.

Federation Council Sergey Mironov said that a meeting of the "Caucasian
parliamentary four" (speakers of the Azerbaijani, Armenian, Georgian
and Russian parliaments) will be held in Tbilisi in May.

Mironov said that "Azerbaijan and Russia and tied not only by the
past but also by today’s problems including Caspian issues and
unsettlement of the Nagorno Karabakh conflict. Russia is ready to
support any decision on Karabakh taken by Baku and Yerevan, he added,
reports ITAR-TASS.

SENATE COMMITTEE APPROVES LEGISLATION CONDEMNING
HRANT DINK’S MURDER

Washington, DC – The Armenian Assembly of America today commended the
Senate Foreign Relations Committee for approving S. Res. 65, condemning
the assassination of Hrant Dink and urging Turkey to abolish Article
301, which fuels anti-Armenian sentiments and precipitated this heinous
crime.

The legislation, which was introduced by Committee Chairman Joseph R.
Biden, Jr. (D-DE), passed by voice vote. S. Res. 65 takes a strong stand
on the policies and practices of the Turkish government by calling on
Ankara to repeal Article 301 of the Turkish penal code and "work
diligently to foster a more open intellectual environment in the country
that is conducive to the free exchange of ideas."

The resolution also states that Dink "was subjected to legal action
under Article 301 of the Turkish penal code for referring to the 1915
massacre of Armenians as genocide."

"Hrant Dink was a man of strong conviction who wanted, above all, to
foster greater understanding and respect between Turks and Armenians,"
said Biden. "His assassination is one more tragic reminder of why
Turkey needs to reform its laws and allow for an open discussion of
events surrounding the Armenian Genocide. It should never be a crime to
speak the truth."

"The Armenian Assembly thanks Chairman Biden for his leadership and
thanks Members of the Committee for their timely consideration of this
issue," said Executive Director Bryan Ardouny. "Hrant Dink was a
law-abiding citizen who believed in democratic ideals and peaceful
change. It is only fitting that in his memory Congress has taken a
strong stand against attempts to intimidate journalists and scholars,
and roundly condemned the criminalization of the mere mention of the
Armenian Genocide."

"Armenians, and all other minorities in Turkey, must be protected,"
Ardouny continued.

As an outspoken advocate for democratic reform and greater understanding
between Armenians and Turks, Dink worked tirelessly to improve relations
between the two communities. As a fierce defender of freedom of the
press and founder of Agos newspaper, Dink wanted to publish his views
openly. For his efforts, he was unfairly targeted by Turkish
nationalists who labeled him a "traitor," and was repeatedly prosecuted
for allegedly "insulting Turkishness" under Article 301.

Also pending before the Senate Foreign Relations Committee is S. Res.
106, the Armenian Genocide resolution. The legislation, introduced by
Assistant Majority Leader Senator Richard J. Durbin (D-IL) and Senator
John Ensign (R-NV), would reaffirm the U.S. record on the crimes of
1915.

"Passage of this legislation is also paramount," Ardouny added. "To
prevent future killings, we must affirm the historical truth and end the
vicious cycle of genocide denial."

The next step in the legislative process is consideration of S. Res. 65
by the full Senate.

Armenian PM Margarian Dies at 55

YEREVAN, Armenia (AP) – Prime Minister Andranik Margarian died Sunday
of heart failure, government spokeswoman Meri Arutunian said. He was
55.

Margarian had been prime minister since May 2000. He was appointed in
a politically tense period that followed an October 1999 armed attack
on parliament that killed eight politicians including Prime Minister
Vazgen Sarkisian.

The assassinated premier was first replaced by his brother, Aram, but
President Robert Kocharian fired him and appointed Margarian amid
rising discontent over Armenia’s economic troubles.

Under the Armenian political system, the prime minister has mostly
executive powers and is a much less powerful figure than the
president.

Margarian, educated as a computer specialist, became active in
opposition to the Soviet Union in the 1970s and was imprisoned for two
years in that decade for espousing Armenian independence, according to
his official biography.

Margarian is survived by a wife, two daughters and a son.

An Armenian Police training Centre, renovated as part of an OSCE
police assistance programme, opened in Yerevan today.

Under the programme, implemented by the OSCE Office in Yerevan in
co-operation with the Armenian Police, six buildings of the Centre
have been renovated. They will be used for training non-commissioned
officers. The Office has also supplied new teaching aids and
equipment.

`The renovation was an important achievement of our joint Police
Assistance Programme, and an indicator of the expanding and deepening
co-operation between the OSCE and Armenia in the field of democratic
policing,’ said Ambassador Vladimir Pryakhin, the Head of the OSCE
Office, speaking at the opening ceremony.

`We will continue to closely work with the Armenian Police to further
develop the Centre’s training curriculum.’

Colonel Artashes Andreasyan, the Head of the Police Training Centre,
added: ` The renovation and refurbishment of the buildings will
contribute to enhanced teaching of the best international police
practices and human rights standards in our institution.’

The Head of the Armenian Police, Colonel-General Hayk Harutyunyan,
ambassadors of donor countries and media representatives got a tour of
the renovated premises.

The renovation of the Centre was financed by the Governments of
Belgium, the United States and Sweden.

Kayseri, 22 March: The resolution on (so-called) Armenian genocide
submitted to the US Congress will be no use to anybody, said Mesrob
II, patriarch of Turkish Armenians.

Speaking to Anatolia correspondent today, Mesrob II noted, "I don’t
find reasonable any move that will have a negative impact on the
dialogue process which could not even be launched between the two
nations."

Letter to prime minister regarding Akdamar Church

Stating that he wrote letters to Turkish Prime Minister Recep Tayyip
Erdogan and Culture and Tourism Minister Atilla Koc regarding the
Akdamar Church in eastern Anatolian region, Mesrob II suggested that
a festival should be held there every September.

Mesrob II stated that Turkish-Armenian relations will certainly be
normalized one day and argued that an Armenology Institute, to be
opened in Istanbul, can boost relations.

Member of Parliament, head of the Turkey Group at the NATO
Parliamentary Assembly Vahit Erdem, who visited Washington to call
for abortion of the so-called alleged "Armenian genocide" bill,
is interviewed by APA.

-Who did you meet within the scope of your visit to Washington?

-We met 25 members of Congress and had a gathering with 15. The
meetings were a success. During our stay, two congressmen withdrew
their signature and some promised that they will not favor the draft
bill. Prior to us, Turkish Foreign Minister and Armed Forces Staff
Chief had also pushed for this. I think everything is in positive
direction and I believe that the alleged draft bill will be struck
off the Congress agenda this year as well. We briefed congressmen
that the draft would harm the relations between Turkey and the United
States and is of no importance for any.

We tried to persuade them that the draft is wrong in context and
would likely cast shadow to the image of Congress. Our mission was
very important. The draft, it seems to me, will be dropped from the
agenda this year too.

-Can the U.S. side with Armenia against Turkey? Is it possible?

-U.S. Secretary of State Condoleezza Rice and Defense Secretary Robert
Gates have called on the House of Representatives not to endorse the
pending Armenian genocide resolution. This message was relayed in a
strongly worded letter sent to congressional leaders.

All these magnetized the compass to point to Turkey.

How is it expedient to pass the draft against the strategic cooperation
between Turkey and the US, continuing process in the Middle East,
collaboration in other projects? Turkey has great influence in the
Middle Asia and the Caspian region. We try to explain Americans that
on the one hand they give us huge missions to implement, on the other
hand, they want to pass decisions against us.

The double standards are against the interests of the United States.

-Did you touch on occupation of Azerbaijan’s territories by Armenia
during your meetings?

-We explained that on the one hand, they seek to pull Armenia towards
the West, on the other hand, they direct Armenian against Turkey and
drive it to the embrace of Russia. Armenia has been pursuing hostile
policy against both Azerbaijan and Turkey. Azerbaijan enjoys access
to the West while Armenia has a door – it is through Turkey. So,
the U.S. should pass positive decisions. By the way, Turk-American
Friendship Society will meet next week, a delegation under Minister
of State Ali Babacan will have some work there. The delegation will
also include representatives from the Armed Forces, Chambers and
Bourse Union. Another mission will leave fro the U.S. in mid April.

It is not enough to postpone the false draft, it should be deleted
completely. Turkey should set target to strike this off the political
agenda completely.

YEREVAN, MARCH 22, NOYAN TAPAN. The Armenian government allocated 322
mln 604.9 thousand drams (800 thousand USD) from its 2007 reserve fund
to the Armavir regional administration – for repairs of Baghramian
Street in the city of Armavir, and 10 mln 625 thousand drams – to the
Lori regional administration- for salaries, compulsory social insurance
payments and purchase of transport means. 160 mln drams was allocated
to the RA Ministry of Justice – for purchase of equipment to ensure
internal security at criminal executory establishments. According
to the RA Government Information and PR Department, the government
approved the bill on establishment and revision of tariffs of provision
of mandatory technical examination services for means of transport
and the bill on making an addition to the RA Law on the Public
Services Regulatory Body. Particularly, it is proposed that the RA
Public Services Regulatory Commision establsih the tariffs of the
above mentioned services. By another decision, the government will
allocate 253 mln 597.659 drams from its 2007 reserve fund to the RA
Central Electoral Commission in the second quarter of 2007.

On March 20 RA Foreign Minister Vartan Oskanian received Head of the
Observation Mission of the OSCE Office of Democratic Institutions
and Human Rights (ODIHR), Ambassador Boris Frlec.

Mr. Frlec informed that to carry out a long-term observation of the
parliamentary elections the first group of the OSCE/ODIHR observers
arrived in Yerevan on March 19.

Members of the Observation Mission are expected to meet with members
of the Central Electoral Commission, parties running and not running
for Parliament, mass media representatives.

On the eve of May 12 elections 300 OSCE observers will arrive in
Armenia to carry out a short-term mission.

Expressing willingness to support the observers in carrying out their
mission, Minister Oskanian emphasized the interest of the Armenian
authorities in holding free and fair elections. Special importance was
attached to the role of all the forces participating in the elections.
