ANCA CALLS ON U.N. TO OVERRIDE DECISION TO CLOSE RWANDA GENOCIDE EXHIBIT

YEREVAN, April 12. /ARKA/. One of the biggest Armenian lobbyist
organizations in the USA Armenian National Committee of America (ANCA)
calls upon the U.N. to reverse its recent decision to close a major
exhibit on the Rwanda Genocide.

ANCA reported that the U.N. made the decision due to the Turkish
government’s objection over a portion of the display that referenced
the Armenian Genocide.

"Armenian American community’s profound disappointment over the
decision to allow the Turkish government to delay the exhibit,"
said ANCA Chairman Ken Hachikian, in a letter sent today to Kiyotaka
Akasaka, the UN Under-Secretary-General for Communications and Public
Information.

"The exhibit intended to help ensure that the lessons of the Rwanda
Genocide are used to help prevent future genocides," the letter said.

Hachikian stressed that the dismantling of the exhibit represents "a
troubling retreat from the founding principles of the United Nations".

"Turkey’s protest over the exhibit, very unfortunately, undermined
the credibility of the United Nations on a central issue of our time –
ending forever the cycle of genocides," he said.

The Rwanda Genocide exhibit was planned to be held in the
U.N. Headquarters in New York, however, it was delayed due to Turkish
objections over the exhibit’s historically accurate mention of the
Armenian Genocide and the conclusion made by Raphael Lemkin, a Polish
lawyer who credited with coining the word genocide, ‘urged the League
of Nations to recognize crimes of barbarity as international crimes.

Earlier, Armenian Foreign Minister Vartan Oskanian seriously condemned
the UN’s decision. "It is not enough that the Turkish Government
thinks it can conceal its own history from its people, and now the
campaign of keeping silence and distortion of the facts has gone
so far that it breaks the initiative of opening genocide exhibit on
"Lessons of the Rwanda Genocide," Oskanian’s comment ran.

YEREVAN, APRIL 11, NOYAN TAPAN. 250 mln drams (about 687 thousand
USD) has been allocated to the tourism sector from the 2007 RA state
budget. 180 mln drams of this sum will be spent on demonstration
of two commercials about Armenia on CNN and Euronews. Head of the
Tourism Department of the RA Ministry of Trade and Economic Development
Mekhak Apresian stated this on April 11 at the 4th two-day conference
dedicated to problems of competitiveness of Armenian tourism.

According to him, 70 mln drams against 35 mln drams in 2006 has been
allocated to the Armenian Tourism Development Agency (ATDA) this
year. "This money will be used to implement many programs in Armenia
and to ensure ATDA’a participation in several famous international
tourism events abroad," M. Apresian said.

It was noted that 270 mln drams (about 742 thousand USD) was allocated
to the tourism sector by the 2006 state budget. 21 mln drams of this
sum was spent on making two commercials about Armenia, and 139 mln
drams – to show these commercials on CNN.

EASTER EVE CELEBRATED AT THE ACUSA CENTER

The Armenian Church University Students’ Association (ACUSA) members
happily greeted His Holiness Aram I in their center in Antelias on Easter
Eve.

This youth movement, which works under the patronage of the Armenian
Church (Catholicosate of Cilicia), has always received special attention
from the Pontiffs of this Holy See. Driven by his great interest in the
Armenian youth, His Holiness Aram I particularly focused his attention on
their active participation in the life of the Armenian Church. ACUSA became
an important medium contributing to the Catholicosate’s Youth Department and
youth movement, operating under the auspices of the Armenian Church, and
participating in international ecumenical meetings.

After the Easter Eve Service in the cathedral and dinner with the Seminary
students and Cilician Brotherhood members, the Catholicos visited the ACUSA
center accompanied by its spiritual advisor, Rev. Fr. Mesrob Sarkissian. The
Armenian youth received His Holiness with warm greetings on the joyful
occasion of Easter.

The Catholicos blessed the youth and praised their multi-faceted work,
including the creation of a socially safe environment for the Armenian
youth, providing social service to deprived Armenian families, publishing
the new volume of "Deghegadou" (the ACUSA publication) and establishing a
new website. His Holiness offered guidance on these projects to the ACUSA
members and its central committee.

The meeting also included the traditional "egg-game" and an Easter
reception during which ACUSA members thanked His Holiness for his Pontifical
care.

received Wednesday a delegation headed by Russian Deputy Prime Minister
Sergey Ivanov.

Armenian presidential press office reports that issues related to
Armenian-Russian economic cooperation were discussed at the meeting.

Both the Armenian president and the Russian premier said
Armenian-Russian partnership enlarged Russian capital presence and
speeded up trade turnover growth in Armenia.

The problems connected with re-launch of the five Armenian enterprises
handed over to Russia under property-for-debt agreement were discussed
among other issues.

National Statistical Service says investments from Russia have grown
1.3 times over 2006, compared with 2005, to $87.5mln.

The development of transport cooperation is the most painful issue
in the Armenian -Russian relations, RA Prime Minister Serzh Sargsyan
said during today’s meeting with the first deputy Prime Minister of
Russia Sergey Ivanov.

As the RA Governmental press-service told ArmInfo, S. Ivanov
congratulated S. Sargsyan with his designation as RA Prime Minister
and expressed confidence that the Armenian-Russian relations will
further develop successfully. In his turn, S. Sargsyan stressed
that the present visit of Sergey Ivanov will become the additional
stimulus for further deepening of the bilateral cooperation in
different spheres. The sides expressed satisfaction with activation
of the Armenian-Russian multilateral cooperation over the last
years. S. Ivanov noted that an active work was also carried out within
the frames of the Armenian- Russian intergovernmental commission
on economic and scientific-technical cooperation, the problems of
cooperation development in trade-economic, transport, energy and
other spheres were discussed, in particular. He expressed hope that
the issues of further bilateral cooperation will be also discussed
during his present visit.

RA Prime Minister underlined that the relations between Armenia
and Russia in political and economic areas are being perfectly
developed. At the same time, he said, the issue of transport
cooperation remains the most painful one.

In view of this, he expressed satisfaction with commissioning of the
Caucasus- Poti ferry communication. S. Sargsyan also touched on the
issue of recurrent startup of the Armenian enterprises, given to
Russia within the frames of the "Property for Debt" Contract. He
noted that Armenia is ready to create all the conditions for the
soonest solution of this problem, in view of which S. Ivanov noted
the necessity of searching efficient commercial solutions.

During the meeting, the sides also discussed the issues of cooperation
development in energy, nuclear energy, transport , communication and
the military-technical cooperation.

YEREVAN, APRIL 9, ARMENPRESS: In an interview to The Financial Times
newspaper, published in today’s issue, Armenia’s new prime minister
Serzh Sarkisian spoke about the country’s economic development and
the process of democracy advancement, as well as about regional
developments and Armenia’s geopolitical concept.

In response to a question about the authorities’ commitment to hold
free and clean parliamentary elections on May 12, Sarkisian said
Armenia has assumed a long string of obligations and the failure to
observe them would make it ineligible for a number of economic and
political programs, promising effective incentives. He said Armenia
has to observe these commitments since they stems from its national
interests.

"We want to become a member of European family of nations,’ Serzh
Sarkisian said.

The Financial Times says one third of the landlocked Armenia, which
has a total of 3 million population, still lives below the poverty
level. In response to this question Sarkisian said, "It is hard to
speak about democracy and human rights, when one has to solve the
population’s social and economic needs." He added that Armenia does
not want to be a country stuck in the transitional period.

The newspaper writes that the new prime minister wants a bigger
involvement of the Armenian Diaspora in economic activity and the
government is looking for ways to encourage Diaspora investments.

In the interview Serzh Sarkisian also referred to the peaceful
settlement of the Nagorno-Karabakh conflict, improvement of
Turkish-Armenian relations and regional developments.

In a reference to the clash of superpowers’ interests in the region
he said," Some are trying to capitalize on their (superpowers’)
differences, some others are trying to cooperate with them. We choose
the second option."

Sarkisian also said he would like to see one day Armenia as a member
of the European Union. He also said that despite Armenia’s close
cooperation with NATO, a membership in it is not on the country’s
foreign policy agenda.

LET US FOLLOW THE EXAMPLE OF JESUS
OF HUMILITY AND SERVICE

Maundy Thursday is one of the most poignant days of Holy Week, a
day when we commemorate the Last Supper and the betrayal of Jesus.

On the afternoon of Thursday, April 5th, H.E. Archbishop
Moushegh Mardirossian, Prelate, conducted the Washing of the Feet services
at St. Sarkis Church in Pasadena, assisted at the altar by parish pastor
Rev. Khoren Babochian. Later in the evening the Prelate conducted Vigil
service at Holy Cross Cathedral in Montebello.

During services in Pasadena, the Prelate washed the feet of
children, the parish pastor and deacons, to symbolize Jesus washing His
disciples’ feet at the Last Supper. He called on the parishioners to follow
in the example of Jesus and to be led by His teachings on love, humility,
and service. "Let us live in humility and dedicate our lives to the true
path of our Savior," stressed the Prelate.

During vigil services in Montebello, the Prelate speaking on the
earthly mission of Jesus Christ, stressed that Christ was subjected to
betrayal, arrest, and torture for our sins, therefore we as Christians must
continue to follow in His example and atone for our sins.

The same services were also conducted in all of our churches.

MAVERICK INVESTOR BETS AGAIN ON DETROIT

Back in 1999, billionaire investor Kirk Kerkorian told a newspaper
reporter about growing up as the son of Armenian emigrants.

"Our first language, although we were born here, was Armenian," he
said. "We didn’t learn the English language until we hit the streets."

Evidently, he never learned the word for "quit."

Almost exactly 12 years ago, Kirk Kerkorian used the New York Auto
Show to announce his intention to take over Chrysler. Since then,
the maverick billionaire has remained a near-constant thorn in the
auto industry’s side, back now in his third attempt to buy or control
a major automaker.

After his failed bid for Chrysler in 1995, he forced cash and
concessions out of the company, launched a years-long suit over the
merger of "equals" with Daimler-Benz, then made an abortive run at
controlling General Motors Corp. last summer.

Along the way he’s battled and sided with the same few auto executives
— often at the same time. His quest for cars would make him appear
less like the heroic "Captain Kirk" nickname Wall Street gave him,
and more like Captain Ahab.

Or maybe Captain Queeg.

Instead, he’s a smart, patient businessman. Once he focuses on an
industry or a company, he’ll come back again and again, whenever he
senses that the time — and the money — is right.

Taking another at-bat

Kerkorian’s bid Thursday for Chrysler should come as no surprise.

Alex Yemenidjian, Kerkorian’s point man during his first run at
Chrysler, predicted as much when Kerkorian’s $55-per-share bid was
withdrawn in June 1995: "We’re in it for the long haul," Yemenidjian
told a reporter. "We’re not going away, this is just the second inning
of a nine-inning game."

The first time Kerkorian took a swing at Chrysler, his interest in
an auto company came as a surprise, but it actually came just as
naturally as everything else in his portfolio: a history of accidents
leading to big bets that seem brash at best, foolhardy at worst.

These deals also reflect Kerkorian’s thirst to take big risks on even
bigger deals.

According to a lengthy and rare 1999 interview that Kerkorian gave
to the Las Vegas Review-Journal, he made his first money with
airplanes, after a promising career as a welterweight boxer —
"Rifle Right Kerkorian" — turned into a job installing furnaces in
1939. His boss, an amateur pilot, got the 22-year-old into a plane,
and Kerkorian was hooked.

Kerkorian worked his way through a combination dairy farm/flight
school, then ferried planes from Montreal to Scotland for the Royal
Air Force during World War II.

The missions were near-suicide — three of every four flights crashed,
either in the snows of Iceland and Greenland or the icy waters of
the North Atlantic. But they paid $1,000. Kerkorian made 33 of them,
taking the route that was the most dangerous — but the fastest.

He returned to L.A. after the war, started a flight school and charter
company, where he started flying Angelenos to the emerging gambling
mecca of Las Vegas. He bought a small charter line, grew the business
and had an ironic first whiff of the car business when Studebaker
Corp. purchased the airline in 1962.

Kerkorian bought the airline back, then took it public in 1965,
eventually selling it for $85 million worth of TransAmerica stock
in 1968.

Likewise, a small bit of land speculation led to his Vegas casino
empire. And similarly, he wound up in and out of the business, taking
his International Leisure company public, and building the world’s
biggest hotel — twice.

His purchases of the MGM movie studio similarly launched a wave of
purchases and attempted purchases of everything from United Artists
to Disney. At last count, he’s owned the MGM studio three times.

Along the way, he kept up his airline interest, first making a bid
for defunct Pan American Airways, then launching the short-lived
luxury airline MGM Airways in 1992.

Not going away anytime soon

It was in 1989 that Kerkorian’s airline roots brought Chrysler to
his attention, when he tried to convince then-Chrysler Chairman Lee
Iacocca to sell the Gulfstream Aerospace division, maker of sleek
corporate jets.

He didn’t get the plane maker, but Kerkorian did invest $272 million
in Chrysler stock. He upped that bid years later, after trying to
keep his friend Iacocca from being ousted from the carmaker, then
launched a bid with the same buddy to buy the company outright in 1995.

It didn’t work, but it did set the wheels in motion for the now-failing
merger with Daimler-Benz. It got Kerkorian hooked not only on the
auto business, but also with advisers such as Jerry York, the CFO of
Chrysler during Kerkorian’s first pass at the company.

York became Kerkorian’s point man in his acquisition of 10 percent of
GM stock, then in his efforts to hasten reforms at GM and engineer a
merger with Nissan-Renault. When GM’s board rejected the notion last
year and Kerkorian dumped his GM stock, Detroit thought it had seen
the last of the man often derided as a troublemaker and green mailer.

"He’s relentless," said Peter DeLorenzo, publisher of the popular
automotive Web log Autoextremist.com. "I really believe it’s all
about the game to him. He has all the money anyone could ever want
but I just feel that he has to be part of the action."

Now Kerkorian’s back to swing at Motown a third time, and the
action-craving octogenarian looks to have a lot of innings left in him.

One thing’s for sure: If he doesn’t hit a homer this time around,
he’s sure to be back.

STETINA TO SUBMIT BILL ON RECOGNITION OF ARMENIAN GENOCIDE

Prague, April 4 (CTK) – Senator Jaromir Stenina (for the Green Party)
wants to submit a bill by which the Czech Republic would recognise
violence committed against Armenians in the Ottoman empire in 1915
as genocide, he told an international conference on the Armenian
genocide that was held in the Senate today. Turkey has refused to
recognise the extermination of Armenians as genocide and some Czech
and foreign politicians view this as a possible obstacle to Turkeys
admission to the European Union. Armenians consider April 1915 when
the government of the Ottoman empire arrested more than 2,300 Armenian
leaders as the beginning of the genocide in which up to 1.5 million
Armenians were killed in the following months and years.

Turkey denies that the Armenian genocide happened and links these
events with the fight against Armenians who, it says, collaborated
with the Russian army. It says that the accusation of the genocide
is supposed to delay its entry to the EU. According to Turkey, some
300,000 to 500,000 Armenians were killed during these events. "This
is the denial of the genocide by the whole nation. Europe should put
certain obstacles to Turkeys entry to the EU. Europe is based on the
principles that would be threatened if such Turkey joined the EU,"
chairwoman of the European-Armenian federation Hilda Tchoboian from
France said at the conference. "No government in Europe, except for
France, has recognised the genocide. The parliaments of some countries
are an exception," Vahakh Dadrian, an expert pn genocide who cooperates
with Harvard University in the USA, said. Armenian Deputy Foreign
Minister Arman Kirasosyan said that Armenia had not registered any
real changes in the position on the genocide as efforts to deny it
continued. "This prevents us from settling our relations with Turkey,"
he said. Stetina said it was important for Turkey that seeks to join
the EU to come to terms with its past. He said that the recent passage
of a similar law in Slovakia inspired his activities. Former Slovak
prime minister Jan Carnogursky told the conference about Slovakias
experience. By passing such a law, the Czech Republic would join
some two dozen countries that have passed such legislation, including
France, Russia, Italy, Switzerland, Canada and Slovakia. The European
Parliament recognised the killings of Armenians as genocide in 1987.

Azerbaijan hurries, by all means, "to resolve" the Karabakh Conflict in
its own way, taking advantage of Europe’s extreme interest in Baku’s
hydrocarbons, which may be of lower price than that of Russian. In
exchange for oil and gas, and particularly for gas, Ilham Aliyev
intends to have Europe, particularly OSCE Minsk Group, falsify
the events.

/PanARMENIAN.Net/ As insurance, Azerbaijan also wants to enlist UN
support, though recently the mentioned Organization "has been good
for almost nothing".

Neither the UN plan regarding Cyprus, and moreover nor Ahtisaari’s
plans regarding the further developments in Kosovo will be realized,
unless both of them defend one of the parties only, refusing the
other party’s rights.

In this sense the Karabakh Conflict as well as any other conflict
is impossible to be resolved according to the UN Plan. The proposed
Resolution about the "frozen conflicts", even if it is not discussed
may serve as one more propagandistic step from Baku.

However, if Azerbaijan got acquainted with UN Charter more carefully,
it wouldn’t take any hasty measures, which could result in just
the opposite outcomes. The Article 73 of the Charter states, that
"The UN Members, which are responsible for the administration of
the territories, whose nation has not achieved self-government yet,
recognize that the interests of the nations of those territories are
of paramount importance."

Baku prefers better to speak about the territorial integrity of
Azerbaijan and its right over Nagorno-Karabakh, which according
to Azeri experts "was recognized by the International Community in
1992." Perhaps the admission of Azerbaijan in UNO in the existing
limits at a point in time of the USSR breakdown is meant. That is to
say, that again all the matter is in UN which in fact becomes a big
obstacle in the resolution of Nagorno-Karabakh Conflict, as well as
other conflicts.

Besides the UN plan there is also the so-called Aland Model,
whose main point is the strong autonomy and guarantees for the
Islands’ population. The fundamental principle of the Document
was giving the population of the Aland Island noticeable freedom
in administering their home policy for providing inner and external
security of Finland. In the Document there is also mentioned Finland’s
responsibility in assuring the security of the Island’s population. But
projecting the given Model for the Karabakh Conflict is impossible for
one main reason – Azerbaijan will never be able to give any guarantees
for the lives of the Armenian population of Nagorno-Karabakh. In this
case Baku tries to convince more itself than others that it is able to
assure the security of Nagorno-Karabakh, which doesn’t console itself
with illusions, since the anti-Armenian mood on the national level in
Baku is more than obvious. Even Turkey will never catch up with what
the Azeri Mass Media, totally under control of the Aliyev clan, writes.

Most probably Azerbaijan binds up the resolution of the
Nagorno-Karabakh Conflict with the US possible war with Iran. In the
opinion of Ruben Safrastyan, Director of the Oriental Studies Institute
of RA, in case of exacerbation of the US-Iran relations Azerbaijan
may take advantage of the emerged chaos and will try to resolve the
Karabakh Conflict by use of force. The question is whether or not the
World Community will shut its eyes to such a step from Ilham Aliyev.
