RA Prime Minister Serge Sargsyan left for Gegharkunik marz today to
visit a number of communities that suffered form floods.

Taking into consideration that spring floods still continue causing
damage to the settlements and infrastructures of the marz ` bridges,
interstate highways, etc. – Serge Sargsyan will discuss with the
leadership of the region the measures to be taken by state and
regional and local self-governance bodies to expel the consequences of
the floods and prevent new disasters.

A Moscow region jury has acquitted a man suspected of murdering an
Armenian teenager, news reports said Friday.

The verdict comes amid escalating xenophobia and hate crimes in
Russia.

A jury at the Moscow Region’s Court has found the suspect, Anton
Polusmyak, innocent despite the testimony of two witnesses who said he
assaulted Artur Sardarian, the Interfax and ITAR-Tass news agencies
reported.

Officials at the court could not be reached for comment on Friday.

The 19-year-old Armenian was fatally stabbed in the neck and chest in
May 2006 by two young men who approached him on a regional commuter
train near Moscow. His lawyer said the attackers yelled "Glory to
Russia!" and "Long live Russia!"

"The decision is a complete surprise to me and my wife," Sardarian’s
father, Eduard, told the daily Kommersant. "The jury preferred the
opinion of the defense attorneys who claimed Polusmyak spent that
night with his friends."

The second suspect’s identity has not been established. Sardarian’s
lawyers said they would appeal the sentence.

Russia has seen a surge in racism and hate crimes in recent years,
with a series of attacks on nonwhite or dark-skinned residents,
foreigners and Jews.

This year, 31 people were killed and another 203 wounded in apparent
hate crimes, said Galina Kozhevnikova of the Sova analytical center.

Rights groups say authorities do little or nothing to combat
xenophobia, often prosecuting hate crimes as simple hooliganism.

LEBANESE INVESTMENTS FOR $67,014THS TO ARMENIA IN JAN-APR 2007

YEREVAN. June 1. /ARKA/. In January-March 2007, Lebanese investors
sent investments for a total of $67,014ths to Armenia. Of them
$34,725.9ths are direct investments. The National Statistical Service
reports that it makes 49.04% of the overall foreign investments to
Armenia in the accounting period. Lebanon ranks first among the
countries making investments in Armenia.
Lebanese investors allocated 99.53% ($66,698.2ths) of their funds for
the communications sector of Armenia. In addition, $315.5ths of
direct investments were allocated for food industry.
In January-March 2006, the Lebanese investments totaled $26,867.5ths,
of them $411.7mln were direct investments.
In fact, investments from Lebanon increased 2.5 times compared to
January-March 2006, while direct investments increased 84.3 times.
The overall amount of foreign investments in Armenia’s economy
totalled $136,634ths in the 1st quarter 2007. Of them, $88,854.3ths

Vladimir Karapetian told a PanARMENIAN.Net when commenting on the
latest statement by OSCE MG U.S. Co-chair Matthew Bryza.

In an interview with The Associated Press Matthew Bryza said that
"the two sides have agreed on the return of districts surrounding
Nagorno Karabakh that are also under ethnic Armenian control."

YEREVAN, JUNE 1, NOYAN TAPAN. The index of consumer prices made 104.2%
in Armenia in May 2007 on December 2006, including the index of prices
of food commodities (including alcoholic drinks and cigarettes) –
106.9%, of non-food commodities – 100.6%, of service tariffs – 101.3%.

According to the RA National Statistical Service, a 2.1% inflation
was registered in the Armenian consumer market in May on April 2007:
prices of food commodities (including alcoholic drinks and cigarettes)
increased by 3.6%, a 0.8% inflation was registered in the non-food
commodity market. Tariffs of services remained unchanged in the
indicated period.

The average monthly increase of consumer prices in January-May 2007
made 0.8%, which is lower by 0.3 percentage points than the respective
index of the same period of last year (1.1%).

The index of consumer prices made 103.8% in May 2007 on May 2006,
including that of food commodities (including alcoholic drinks and
cigarettes) – 104.5%, of non-food commodities – 99.2%, of service
tariffs – 105.1%, while the indices of January-May 2007 on January-May
2006 made 104.5%, 105.5%, 99.5% and 105.3% respectively.

AZERI PARTY FAILED TO LEAD OSCE MISSION TO ITS FRONTLINE IN THE COURSE OF MONITORING

Monitoring of the Karabagh and Azeri armed forces’ contact line was
held without incidents.

Planned monitoring was held to the east of the Seysulan settlement
of the NKR Martakert region. No cease-fire violations were fixed in
the course of the monitoring.

According to the information DE FACTO got at the NKR MFA Press Office,
the monitoring had passed according to the schedule in the main,
however, the Azeri party had again failed to lead the mission to its
frontline, as a result of which the OSCE monitoring groups had to
conduct observations from more remote distance.

The NKR MFA officials specially directed OSCE mission’s attention to
this breach of the Azeri party.

>From the positions of the NKR Defense Army the observation was held
by the OSCE office coordinator sub-colonel Imre Palatinus (Hungary),
filed assistants of the OSCE Chair-in-Office’s Personal Representative
Gunter Folk (Germany) and Zhaslan Nurtazin (Kazakhstan). From the
Karabagh party the observation mission was accompanied by the NKR
MFA and MOD officials.

Foreigners Are Shocked By Azerbaijan

FOREIGNERS ARE SHOCKED BY AZERBAIJAN

They cannot understand how one can say something but do something
completely different.

Another drama between the Azeri government and the media is underway
in Azerbaijan. The Azeri National Security Service and the Ministry of
Emergency Situations searched the offices of the opposition newspapers
"Realni Azerbaijan" and "Gundeliq Azerbaijan" and confiscated the
equipment. The apartment of the chief editor of Realni Azerbaijan
newspaper Eynuli Fatulayev was also searched, the editor was arrested
with charges of calls for terrorism.

The Azeri journalists are asking – how can it happen that in
their country that is a member of the Council of Europe and has
undertaken commitments for democratic development and freedom of
speech journalists are arrested, bitten and even shot in front of
the eyes of foreign diplomats, international organizations and law
enforcemene agencies?

The media in Azerbaijan are writing that the Azeri authorities
are completely ignoring the opinions of any international
organizations. And this happens in all spheres, not only with the
media, leader of the public forum For Azerbaijan, one of the opposition
leaders Eldar Namazov says. "We can observe the same situation in
our economic policies when the government is trying to convince us
that the economy is developing only at the expense of the oil industry.

Meanwhile, the existing oil processing contracts show that the oil
industry is going to decline in 2011. Linking the country’s economy
only to the oil industry is a suicide for any country. We have
stagnation, if not a regress in many other sectors. There is not a
single sector in Azerbaijan where the situation would be positive.

Corruption is eroding the entire public administration system. The
judicial system is fully controlled by the government. We have
political prisoners.

Media are constantly under pressure from the government. I do not think
it will be possible to achieve any positive results by improving the
situation in any particular sector.

The government does not need independent media because they do not need
fair trials and free elections. They do not want public control of the
state because that would eliminate corruption. This is a government
crisis," Namazov says.

He believes the Azeri government is violating both its international
commitments and treaties and the Azeri legislation. Europe is not
happy with this situation. The international organizations do not
have a clue that the Azeri government deserves sanctions. At the
same time Strasburg is worried that the Azeri authorities "are trying
to get rid of the Council of Europe monitoring which will result in
greater pressure and more violence against the independent media and
the political opposition."

Namazov points out that the Azeri government is making the most
unexpected, sometimes even ridiculous decisions right before the CoE
Parliamentary Assembly sessions as if trying to push this organizations
to apply sanctions against Azerbaijan.

"The same thing happened on the eve of the last Parliamentary
Assembly session and the other international events where the issue
of Azerbaijan was discussed. This is the Azeri authorities’ strategy
which causes serious concerns in the West."

The Azeri authorities are trying to build their relations with
other countries based on oil – we give you oil, you give us a
carte blanche for repressive domestic policies. And they succeed in
this. "The government is saying that it is fulfilling its Council of
Europe commitments while the situation is completely the opposite,"
Namazov says.

The international and European organizations have been ignoring the
arbitrary actions in Baku’s domestic and foreign policy front for
the sake of oil.

Namazov says he is aware of dozens of cases when representatives of
authoritative international organizations have stated that an issue has
been settled and agreed with the Azeri government while in a couple
of days the government did something completely opposite. "It was
a pain for me to look at these foreigners faces. They simply could
not understand how one can say one thing but do something completely
different".

Meanwhile, the same foreigners are trying to convince us, Armenia
and the Republic of Nagorno Karabagh, to come to an agreement with
the government of Azerbaijan that has been cheating the international
community for so long.

Moreover, they are trying to convince us of the Azeri government’s
"peace loving" nature and its "goodwill". Let us remind our respected
European colleagues that we, the Armenians have already passed through
this as opposed to Europe.

As they talk continuously about returning of Azerbaijanis to their
previous residencies, they also should speak of Armenians’ return
to Baku, Kirovabad and Shahumian. Touching upon the announcements
of OSCE Minsk group co-chairmen, that the refugees should not be
sorted by their ethnicity, and an opportunity of returning home
should be granted to each refugee, the NKR President Adviser, NKR
former Foreign Minister Arman Melikian mentioned that it was first
time that the co-chairmen made that kind of announcements. "The issue
of the refugees cannot be solved without the issue of the Armenian
refugees. If the Armenian refugees don’t want to return to Azerbaijan,
in that case, we must think what their new country will be.

>From this viewpoint the liberated regions are the best place for this
purpose", thinks NKR ex Foreign Minister.

Melikian hasn’t an idea "when the Republic of Nagorno Karabakh
may become the member of Minsk group negotiations". The co-chairmen
announced it was not their fault that Nagorno Karabakh was left aside
of the negotiation process. In spite of this, NKR President Adviser
considers that the co-chairmen also have their part of fault in it,
if they have decided something in prejudice of one side.

"Anyhow, the NKR President represents the Republic of Nagorno
Karabakh. There was a situation, when the Republic of Nagorno Karabakh
was left aside of the negotiation process and the Minsk group process
changed into a negotiation model of Azerbaijani-Armenian presidents and
ministers, which is difficult to call the Minsk group model. This false
model will change into a real one, when Karabakh takes part in it".

According to Arman Melikian, as far as Nagorno Karabakh is not
a member of negotiation process, Armenia will be presented as an
"aggressor" state.

In reply to the changes of the sentence "Armenia captured Nagorno
Karabakh" in USA Department of State report, Arman Melikian said that
the reports and announcements of USA Department of State frequently
contradict one another.

The mistake of the Republic of Armenia is that the latter doesn’t
actively show the international societies that the Republic of Nagorno
Karabakh is not a part of the Republic of Armenia. "The Republic
of Nagorno Karabakh is Armenia, but not the Republic of Armenia",
mentioned Arman Melikian.

Estonian Authorities Widened Non Grata List

Estonian authorities have added 2013 names to persona non grata list,
Interfax reported with reference to SL Ohtuleht.
The Russians account for the better part of addition to non grata
list of Estonia. They are followed by people of no citizenship, the
Ukrainians and the residents of Armenia. The ban is permanent for 398
and temporary for the remainder.

The ban on entering the country is applied to the persons, whose
visits are undesirable or dangerous for the state. One of the grounds
could be staying in the country illegally, representatives of
Estonian citizenship and migration department explained.

Estonia expelled 11, including three Russians, in April 2007.
