Sahakyan is currently in the U.S. on a working visit to take part in
the annual fund raising event organized by Hayastan All-Armenian Fund,
the central information department of the office of the NKR President
told PanARMENIAN.Net.

On 19 November, President Sahakyan met in Boston with representatives
of the Armenian Relief Society (ARS), Youth Union of the Armenian
Revolutionary Federation Party and Hamazgayin Cultural Union to
discuss issues referring to different projects implemented in the
NKR, socioeconomic development of the republic and Artsakh-Diaspora
relations.

Mr. Sahakyan underlined that new format of relations with different
Diaspora organizations, in particular with the ARS, has already brought
positive results. The new format based on close cooperation between
different Diaspora organizations and the government of the NKR is a
solid guarantee of effective cooperation, according to him.

Special attention was paid to possibilities to strengthen ties between
the youth in Diaspora and Artsakh.

On the same day, President Sahakyan held a meeting with president of
the board of trustees of the Armenian Assembly of America (Assembly)
Carolyn Mugar, vice-chairman Anthony Barsamyan, executive director
Bryan Ardouny and member of the board of trustees Van Krikoryan.

Today the special session of State Committee for Economic Competition
took place and procedures on increase of oil, wheat and rice prices
have started.

According to the monitoring results of the committee the price of
wheat in the local market does not correspond to the price of the
international market. "Salex Group" and "Manana Gain" companies have
leading role in the market.

Court: Wrestler who dropped medal was right

BEIJING (AP) – It turns out that the Greco-Roman wrestler who was
stripped of his bronze medal for dropping it in disgust on the mat had
reason for being angry, according to the Court of Arbitration for
Sport.

Ara Abrahamian of Sweden complained to CAS that a penalty in the
second round of his 84-kilogram bout on Aug. 14 against Italian Andrea
Minguzzi wasn’t assessed until after the round ended. Once factored
in, Abrahamian automatically lost the match. Minguzzi went on to win
the gold medal.

Abrahamian’s coach was then denied a request for a video review, then
the wrestling federation – the International Federation of Associated
Wrestling Styles, or FILA – refused to consider a protest.

The 28-year-old Abrahamian had to be restrained from going after
matside officials following his loss to Minguzzi. He stormed away from
the area where interviews are conducted and slammed a door to the
dressing rooms.

After he was given his bronze during the medals ceremony, Abrahamian
walked off the podium, went over to mat and dropped it in disgust and
walked away. On Aug. 15, the International Olympic Committee
disqualified Abrahamian and stripped his medal for violating the
spirit of fair play during the medal ceremony.

The Armenian-born Abrahamian – who also lost a 2004 Olympic semifinal
match on a disputed call – initially wanted judges in the bout tossed
out and his medal restored. But in the end, he only wanted CAS to
verify that the lack of an immediate appeals process is a loophole
that needs to be fixed. It also was referred to as a violation of `the
Olympic Charter and FILA’s own rules about fair play.’

Judges said Abrahamian was right.

`We limit ourselves to ruling that FILA must, consistently with the
(Olympic) Charter and general principles of fairness, establish for
the future a jury of appeal to determine the validity or otherwise of
complaints of the kind ventilated by (Abrahamian),’ the judges wrote.

Elsewhere in the 20-page ruling, judges noted several times that FILA
did not appear at a hearing.

Interview with editor-in-chief of Day.Az news agency Elnur Baimov.

– What do you think are the reasons of the current military clash
between Georgia and Russia?

– The events, now ongoing in Georgia, whose integral part is South
Ossetia, can be assessed as a new and, unfortunately, bloody stage
of the geopolitical clash for influence in the South Caucasus region
between Russia and the United States. It is clear that the United
States undertake steps for extruding Russia from our region and thus
establish a single control over this area, which is a strategical
knot of energy and transport communications.

Naturally, Russia will never agree on leaving the region on the
voluntary basis, for the empire ambitions of its working leadership,
highly encouraged by large oil revenues, are a bad basis for
comprehension of the current realities and predicting possible
consequences of open military counteraction with Georgia, which
we are witnessing at the moment. In the result, Russia allowed to
involved itself into a military conflict with Georgia and it has been
presented as an aggressor to the world society, while its influence
in the region has been undermined.

In other words, we have all witnessed the next diplomatic defeat of
Russia, which is also strengthened by the erroneous and unacceptably
impulsive refusal of the Russian leadership to hold talks with Georgian
President Mikhail Saakashvili. No matter if the Kremlin wants it or
no, but today the head of the Georgian state is Mikhail Saakashvili,
which means that talks with him are inevitable.

– How will Russia try to justify itself for bombing Poti, Gorum,
Maneuli and other cities and regions of Georgia?

– We have heard some Russian diplomats saying that Russia’s actions
are explained by "an attempt to protect the population of South Ossetia
from "genocide" by Georgia. But in the eyes of the world society, which
recognizes the supremacy of the principle of territorial integrity of
the states over the national right for self-determination, in the eyes
of a number of states, who have their own problems with separatism,
such Kremlin’s statements are unclear.

I would like to suppose that in current conditions, to justify itself,
Russia will focus on the attempt to prove that Georgians were first
to start fire, that they fired at the peacekeeping forces, while the
main duty of the Russian leadership is to defend its peacekeepers.

I will not be a bit surprised if some "independent political
scientists", disciplined by the Kremlin, will play on the revenge
jingoism of the public on the "independent" Russian TV channels and
will start to prove that in 1989 US forces intervened in Panama to
overthrow general Noriega and the cause for intervention became a
murder of the US servicemen at one of the bloc posts.

But these grounds, acceptable for average Russians, are absolutely
inappropriate in the eyes of international diplomats, for it would be
extremely difficult for Russia to prove that these were not Russian
peacekeepers but Georgians who fired the first.

Moreover, Russia attacked different parts of Georgia, which were
by no way the areas of the Georgian-South-Ossetian conflict, which
makes Georgian positions in the diplomatic counteraction with Russia
more advantageous.

– How do you view Azerbaijan’s position in the said conflict?

– I view it as balanced and the only admissible one. Official Baku
has openly supported the territorial integrity of Georgia, which is
in fact the condemnation of Russia’s actions.

At the same time, the leading Azerbaijani mass medias, including
Day.Az, present the most objective and comprehensive information from
the conflict area, filling the information vacuum, established by a
number of problems with Georgia’s access to internet and Georgian TV
channels, watched by few people throughout the world.

In fact, it is we that oppose Russia disinformation medias, which have
started the anti-Georgian hysteria on their TV channels by means of
a one-sided provision of information, demonstration of terrifying
materials about killed Georgian servicemen, who fought for the
territorial integrity of the country, but who are now presented as
fascists and barbarists, committing "genocide" of the Ossetian people.

I want to believe that this anti-Georgian hysteria in Russia will not
cause serious consequences, such as the demonstrative "Lynch law" over
the pupils of Georgian origin, who will soon attend Russian schools,
and not encourage skinheads, who may start beatings of Georgians at
Russia’s streets.

I call on the Russian human rights activists to be ready to such
developments and openly state their inadmissibility.

Speaking of Azerbaijan’s support to Georgia, it should be reminded that
the current actions of official Tbilisi, rule of democratic powers in
this country, has become possible due to country’s becoming a place
of geopolitical clash of interests between Russia and the United
States. This was possible because Georgia has become a transit country
in the regional projects, implemented in the South Caucasus region.

I think it would be unnecessary to recall that the appearance
and implementation of such projects as Baku-Tbilisi-Ceyhan and
Baku-Tbilisi-Erzirum gas pipeline and the Kars-Akhalkalaki-Tbilisi-Baku
railroad became possible owing to the will and correct external policy
of Azerbaijan.

In other words, Azerbaijan has firmly stated its future development
of the region and openly helped Georgia. It can not and must not do
anything more at the current stage, as the open military support
of Azerbaijan to Georgia may turn our country into the conflict
party, which is not just a mistake but a crime due to the unsettled
Armenian-Azerbaijani conflict.

– How do you think this conflict will end?

– South Ossetia’s further destiny will be settled in the direct
dialogue between Russia and the United States. It means that it will
not be recognized by anyone, but its status will not be defined in
the next ten years.

As for the nearest perspective, the main events, I think, will flow in
the political and diplomatic course, that is: Russia will be accused
of aggression against a weaker neighbor and coarse interference with
its internal affairs.

A global propaganda campaign on diplomatic, political and military
protection of Georgia from Russia’s aggression, whose actions were
represented as an attempt of Russia’s regime to suppress the just
established Georgian democracy, will be initiated.

Everything will be considered as a political and legal basis for
the soonest admission of Georgia into western international military
and political institutions, primarily NATO. In turn, it will become
a legal basis for deployment of any US troops, including strategic
ones, in Georgia. It will lead to Russia’s eventual loss of the
South Caucasus region and creation of conditions for the growth of
anti-American moods in Russia.

In the result, the fight for domination in the strategically important
regions of the world will continue between the United States and
Russia.

This fight will become direct and more open and like in the years of
cold the war the parties will just throw off their masks.

Turkish President Abdullah Gul yesterday visited Kars to
attend a ground breaking ceremony of the Turkish section of the
Baku-Tbilisi-Kars railroad, APA reports with reference Turkish news
agencies.

Gul met Head of the Kars Municipality Naif Alibayoglu.

Alibayoglu has presented a symbolic key of the city to the
President. Armenian journalist Tatul Akopian asked Gul to comment on
invitation of Serzh Sargsyan.

"I have information about the match invitation. Our policy is
transparent. We have cooperated with all region countries, which
supported peace, stability and security every time. If their (Armenian
leadership is implied-APA) policy is based on peace, stability and
security in the region, cooperation will be possible", he said.

Gul stressed that the event to be held tomorrow also served to
above-mentioned purposes.

President Serzh Sarkisian met today with representatives of Ayb club
and educational foundation.

The presidential press service told Armenpress that representatives of
Ayb told the president about their activity, which is aimed mainly at
educational reforms, creation of an exemplary educational environment
and helping gifted children.

Speaking about their future plans, they presented Ayb Educational
Juncture, which, if realized, will become the first school campus
in Armenia with all facilities-school, church, gyms, workshops,
dormitory and so on.

Saying that the government had allocated a land plot for implementation
of this project, the representatives said they would welcome also
private sector’s assistance.

The president guaranteed the government’s involvement and support
for the project saying although the idea seems kind of utopian now,
he nevertheless believes strongly that it will succeed.

Serzh Sarkisian said also he welcomes all initiatives aimed at raising
the level of public education and society’s consolidation.

By agreeing that Armenia has limited natural resources the participants
of the meeting said that Armenia’s mayor resource is its intellect
which should be developed to maximum. As a results instead of physical
values Armenia will give the world ideas.

"Together" youth movement is not politicized and there is no need to
politicize it, said Hakob Hakobyan a member of the movement group.

According to him the member of the movement are from different
political parties, NGO-s and neutral citizens who do not belong to
any party. H. Hakobyan said that recently they have organized a march
on breaking the rules of traffic.

Erik Antaranyan, a member of the group said that they should implement
a project introducing the symbols of our country to our citizens. They
are going to put boards of our flag in the main roads of our country.

If Russia claims military way of conflict resolution is impossible,
it should demand withdrawal of Armenia armed forces from the occupied
territories of Azerbaijan, spokesman to the Azerbaijan`s Foreign
Ministry Khazar Ibrahim said at the regular weekly briefing.

According to him, official Baku is continuing talks to find a peaceful
solution to the Nagorno-Karabakh conflict and expects constructive
steps from Armenia.

Ibrahim stressed Azerbaijan does not want to solve the problem by
military ways. However, these ideas cannot be applied to Armenia
because Armenia armed forces were deployed in the occupied territories
of Azerbaijan.

Speaker of the National Assembly Tigran Torosyan answered the
questions of the journalists yesterday, the overwhelming majority of
which were regarding the draft law on making amendments in the law on
"Holding meetings, rallies and demonstration marches", submitted to
the parliament by his signature.

"Venice Committee has recorded in its conclusion that the bill mainly
meets the terms of the European standards, but meanwhile considers a
"regress" that the notification term has changed from three to five
days. Don’t you intend to return to the previous version?"

"With pleasure! But how? I asked the experts to give an option. How
can we reduce the term? Another problem has appeared – the conclusion
of the competent body and for this naturally we need some time. In
case of appealing, people must get the answer to their question
beforehand. That is why we can’t remove the two days previewed for
the court hearing. This is the problem."

"The pro-oppositional powers complain and even consider it strange
that only you have signed under the bill?"

"It was only due to some limitations linked with the organization
of the work. According to the regulations the bill, signed by the
Speaker of the National Assembly is immediately included in the
agenda. Otherwise the bill must pass all the required procedures –
the conclusion of the Committee, etc.

And besides that, my attitude towards the signatures under any bill
is philosophic. I’m sure anyone would have signed under the bill
had they been given this chance. And after all it is not a book or a
scientific discovery it is a simple bill that requires discussion. When
it turns into a law, it will be a law passed y the National Assembly
and there is no issue of copyright here. People need to be a bit
honest and if they failed to understand the explanations given by
others, they should ask again."

"In your speech you underscored that you haven’t received any proposals
regarding the bill. Whereas "Heritage" declares that they have only
recently familiarized themselves with this bill."

"Beginning from April 25, the bill has been in our website. Moreover we
have sent them to the fractions and those who wanted to make proposals
regarding the bill could do so within 25 days. When people speak
about artificial delays about "swiftly" submitted bills, without
making any proposals, in my view everything is clear itself."

"Do you think there has been any practical steps made towards the
implementation of the PACE resolution 1609: the dialogue between the
government and the opposition."

"Firstly this is the bill that fully complies with the requirements
of Venice Committee and was estimated positively. Secondly, we have
established a working group to study the election processes, where
we have included extra-parliamentary political powers and observation
organizations as well.

During the coming four days most probably we will set a temporary
committee, in which we will again include extra-parliamentary powers
and representatives of different organizations, whose professional
skills will be helpful to the committee. Those who have participated
in the electoral processes can have their representatives in this
committee. But if they don’t have the desire, no one has the right
to force them. We will also invite representatives and experts of
different international organizations.

After a week or so, we will circulate a bill linked with the amendments
in NA regulations, which will envisage certain competences for the
parliamentary pro-oppositional powers. There is a resolution passed
this January, which envisages the competences of the parliamentary
opposition.

There are 27 points there, 22 is at the moment, being envisaged by
our regulations.

We shouldn’t also forget about the committee established by the
country’s President. The formation of the Public Palace should also
be observed on the plane of the dialogue. Parliament is also a place
for a dialogue, a limited dialogue, of course, because the seats of
the pro-oppositional powers are strictly limited as compared with
the parliamentary majority."

"Don’t you intent to give the position of the vice Speaker of the
National Assembly to a pro-oppositional candidate to raise the role
of the opposition?"

"In my view opposition will have their vice Speaker of the Parliament,
but in the next, 5th parliament."
