ARF Homeland Initiative Project

GLENDALE—The Armenian Revolutionary Federation Western US Central Committee has launched its Homeland Initiatives Committee to coordinate and develop programs beneficial to the people of Armenia and Artsakh. Over the past few years alone, various ARF Western USA committees and local Gomidehs have sponsored a plethora of projects in Armenia and Artsakh.

Some of the completed and ongoing projects include the Shirvanian Youth Center in Gyumri and 10 annual college scholarships by the We Are Gyumri Committee, solar water heating in Mardakert by OC ARF Armen Karo, firetruck in Stepanakert by Montebello ARF Dro, dental clinic in Hadrut by San Fernando Valley ARF Rosdom, Sanitation truck in Karvajar by La Crescenta Zavarian, green houses in the border villages of Artsakh by Glendale ARF Aharonian along with 30 community organizations, and the recently completed renovation of the Nanulik Kindergarten in Gyumri sponsored together with the Knights of Vartan Orange County chapter, just to name a few.

In addition to projects already completed or in progress, the Homeland Initiatives Committee will coordinate these continued efforts and create additional opportunities to collaborate with other non-profit organizations, assistance programs, development grants, and others, such as the World Bank, to strengthen Armenia‘s infrastructure and provide tangible relief and actual development for the region.

The Homeland Initiatives Program will offer a wide array of infrastructural projects to select from and will equip those spearheading such projects with the necessary resources to support the socio-economic development of the Armenian homeland.

“The ARF Western US has organized the Homeland Initiatives Program to coordinate assistance from Armenian-American communities in our region to constructively participate in the nation building process, making a positive impact on the lives of Armenians in Armenia and Artsakh,” said ARF Central Committee Organization Representative, Garo R. Madenlian.

The mission of ARF Western US’s Homeland Initiatives Program is to coordinate and provide technical and financial resources to support the local communities and citizens of Armenia and Artsakh, and strengthen the bridge between our populations in the diaspora with those in the homeland. The campaign will integrate the capabilities of diaspora Armenians to improve the quality of life for Armenians in Armenia and Artsakh. The Homeland Initiatives Campaign is the vehicle which seeks to advance and enrich the communities in our homeland.

“This program will be a coordinated effort for the citizens of Armenia to reap benefits available to them by both worldwide and local community organizations,” said Patil Derderian, Chairwoman of the ARF Homeland Initiatives Committee. “It is essential for citizens of a country to gain the fundamental and essential resilient infrastructure base necessary for them to thrive, and this is something we can help achieve.”

All members of the community and organizations are encouraged to engage and invest in Homeland Initiatives that will positively impact the lives of many of our brothers and sisters in the homeland. To this end, we welcome suggestions and proposals and are prepared to look for specific projects in areas our community wishes to positively impact. Unless Armenia is “occupied” by Russia, Armenia should not have to make serious changes (video)

Actress Tamar Hovhannisyan doubts that the events of April last year in Armenia may be considered a revolution. At a meeting with journalists today, the actress said that if some branches of the state structure are not subjected to drastic changes after the revolution, it is difficult to call what happened as a revolution. “If the same justice is functioning so far, we can say that a revolution has not taken place yet.”

VERELQ presents the most notable publications of the Armenian press.

“Publication” the newspaper writes. “The other day it was written in the press that on February 1 Serzh Sargsyanthey invited the SIS for questioning and interrogated them for several hours regarding the March 1 case. But it turns out that this was not the first interrogation of Serzh Sargsyan, before that he was invited to the CSI. Moreover, we learned that yesterday he also visited the CSI and stayed there for a long time. Although the SIS refused to answer our question, they said that they do not answer any questions on this topic. According to our information, a team of professional lawyers has been created for Serzh Sargsyan, who are conducting consultations with him these days on how to behave during the interrogation. The team is headed by two former ministers of justice Davit Harutyunyan and Arpine Hovhannisyan, both of whom engaged in human rights activities after the change of power. Davit Harutyunyan opened a legal consulting company with Arpine Hovhannisyan. We learned that yesterday Serzh Sargsyan’s “defense” team gathered at the RPA office and had a long discussion with Serzh Sargsyan. Other lawyers and advocates were also present. In response to our question yesterday, Davit Harutyunyan categorically denied that they are engaged in the protection of Serzh Sargsyan. “No, I will not answer that question. In general, I have no comment on whether or not to summon Serzh Sargsyan for questioning. Your information is wrong,” said Mr. Harutyunyan. When asked whether there was a discussion with Serzh Sargsyan in the RPA office yesterday, Harutyunyan said: “I had a discussion on other issues.”

“Publication” the newspaper writes. “Prime Minister’s son-in-law, deputy Hrach Hakobyanon the initiative of the National Assembly of the previous convocation, a legislative project was presented, which will ban the advertising of bookmaking companies on television and online, which will be a big financial blow to the media, which are mainly financed by advertising, and in Armenia, since the economy is not developing, therefore, the advertisers are mainly the bookmakers. This initiative can at least be seen as a step against the independence of the mass media, and a protest is brewing in the media world. The project is still in the working discussion phase, but today the author organized a closed discussion in the National Assembly regarding the issue, showing a discriminatory approach and not inviting some media. In any case, “Hraparak” did not receive an invitation. Moreover, even the “My step” faction did not know yesterday that such a discussion had been initiated. Hrach Hakobyan apologized that his assistant invited the mass media, he does not know who.”

“People” the newspaper writes. “The “Prosperous Armenia” faction also suffered because of the “Bright Armenia” faction of the National Assembly. The point is that at the session of the NA Council, when the issue of the proportion of the members of the delegation of the parliamentary assemblies and the composition of the delegations was discussed, the ruling “My Step” faction expressed its willingness to concede one seat to the opposition factions, so that at least one of them would be represented in all the delegations. But there was one condition that they would give in if there was a consensus. According to the sources of “Zhoghovurd” newspaper, among the members of the National Assembly, the representatives of the “Bright Armenia” factionEdmon Marukyan and Mane Tandilyan, demanded to be given more space, threatening to vote against the decisions. After that, NA Speaker Ararat Mirzoyan said that they will not concede anything.”

“time” the newspaper writes. “Yesterday Prime Minister Nikol Pashinyan by his decision dismissed the chairman of the State Water Committee Inessa Gabayan: The reason was not Gabayan’s bad or good work at all, but the internal conflict within the government. Inessa Gabayan had a bad relationship with the water intake director Karen Epremyan, whose immediate superior she was. But Gabayan could not get rid of Epremyan, because he enjoyed being the director of the National Security Service Artur Vanetsyan sponsorship. And Gabayan’s patron is the deputy prime minister Tigran Avinyan was Thus, we can record that Vanetsyan came out victorious in the confrontation between Avinyan and Vanetsyan.

“Fact” the newspaper writes. According to “Past” newspaper, the meeting with the Minister of Foreign Affairs in the National Assembly on February 4 did not satisfy the representatives of the “Lusavore Armenia” faction. In narrow circles, they complained that the minister did not properly present the details of foreign policy and held a domestic level discussion in an amateurish atmosphere. In other words, it was not a professional, but an amateur meeting.”

“time” the newspaper writes. “Although PAP left the coalition after the events of October 2 of last year, some PAP members continue to hold office very successfully. In particular, the vice president of the PAP Armen Arzumanyan is the Deputy Minister of Communications, Transport and Information Technologies. Other PAP members are deputy governors or hold other positions in the state administration system. And under these conditions, a logical question arises: is the PAP a semi-opposition or a semi-government?”

“Publication” the newspaper writes. “In January, a remarkable appointment took place at the NSS. The head of the service and control department of the law enforcement system of the NSS counterintelligence department was appointed Serob Harutyunyan: He was the former police chief of Kotayk region, the former head of “Nubarashen” prison and was released from that position in June 2018. At one time, there were publications in the press about his connections with the gangster world, in particular with Suro from Lennaka, Zap.”

“People” the newspaper writes. “Prime Minister was announced yesterday Nikol Pashinyan led government project project. At the same time, yesterday the government decided to carry out certain editorial works on the program until February 8 and only then submit it to the parliament for approval. The newspaper, studying this 71-page document, recorded a remarkable fact. it almost completely repeats the previous plan of Nikol Pashinyan’s government, that after the Velvet Revolution in 2018 was presented to the National Assembly in June. It’s just that the new program is written for the next five years, and there are specified specific indicators for the long term, for example, the average rate of economic growth should be at least 5 percent. At the same time, let’s note that there are several remarkable emphasis in the field of foreign policy. “The government will act exclusively in the peaceful settlement of the Karabakh problem in the format of the co-chairmanship of the OSCE Minsk Group… The status of Artsakh and ensuring security are Armenia’s top priorities in the negotiation process. The existence of an atmosphere conducive to peace is essential for the effectiveness of the negotiations… The government reaffirms that Artsakh, as the main party to the conflict, should have a decisive voice and involvement in the resolution process aimed at establishing real and lasting peace.” Instead, there is no mention in the government’s program of improving relations with neighboring Turkey, although Pashinyan has expressed his support for establishing relations with that country without preconditions. The government’s plan only mentions steps towards international recognition of the Armenian Genocide.”

“168 hours” the newspaper writes. “Unfortunately, the total government propaganda and the consistent and aggressive practice of creating idols from the April government change is already penetrating the educational system, schools. Thus, during the “Armenian Language” city-wide Olympiad of the 8th grade, the children were assigned an essay on the topic “When they walk, they walk, they walk…”. In particular, “168 hours” received information from the regional stage of the Olympiad held in Yerevan’s primary school No. 56, but the same picture was present during the regional stages of the entire city. This is an unprecedented situation, because, in fact, the compulsion of the party, government propaganda is coming to replace the patriotic themes given during the Olympiads, which were so stoned by the opposition. What should a 13-14-year-old child write on the above-mentioned topic, what image do the authors of this “epoch-making” idea want to see? Is this how the authorities envision the depoliticization of the education system? By the way, this was also done in the Soviet years, when schoolchildren had to learn lessons of “Lenin в шалаше” class. It will be “logical” if the topic of the essay of the republican phase refers to, for example, “squeezing” speedometers or covering them with underwear, or laying siege to the building of the National Assembly on October 2.

“time” according to the newspaper, a new player will soon appear in the oil products market of Armenia. The speech is the former vice-chairman of the Supreme Council and the National Assembly, Ambassador Extraordinary and Plenipotentiary of Armenia to Kazakhstan Ara Sahakyan is about Sahakyan intends to organize the import of oil products of Kazakh production into Armenia, which will significantly increase the existing competition in this market, contributing to the reduction of prices.”

“People” the daily writes. “The Kotayk regional administration of the Republic of Armenia conducted inspections in the Yeghvard municipality. The identified shortcomings are quite telling. “Zhoghovurd” daily learned from official documents that it was found out that draft decisions of the Council of Elders were made with gaps. The justifications for the need to adopt decisions were missing, as well as the opinion formed as a result of the discussion in the competent committee of the council of elders. In other words, the issues included in the agenda of the meeting of the council of elders were previously discussed in the competent committees of the council, but the opinions formed as a result of the discussion were not attached to the materials of the agendas of the meetings of the council. In other words, in this case, the requirement of parts 3 and 5 of Article 14 of the RA Law “On Local Self-Government” was incompletely fulfilled. These are the mildest findings, however. A number of other abuses and omissions were also discovered.”

President Sarkissian’s New Year message

2018-12-31 21:03:06

President Armen Sarkissian sent a congratulatory message on the occasion of New Year and Holy Christmas holidays.

“Dear Citizens of the Republic of Armenia,

Dear Compatriots all over the world,

Year 2018 has been a year of great changes, challenges, expectations, and anticipations.

We have witnessed the best qualities of our nation – unity, togetherness, high moral and civic spirit.

Very soon, we will have a new parliament and a new government.

Their success will depend greatly on the citizens of Armenia. Their success will be conditioned by the support of the citizens, as well as by your active participation in the social, political, economic, and cultural life.

Armenia can truly become one of the brightest spots on earth in the areas of innovative ideas, culture, science, economy, and others.

However, the path will not be easy.

There will be difficulties, often conditioned by the factors beyond our control, including the geopolitical realities.

I wish you all alertness, composure, reasonable thinking, responsibility, and tolerance.
These are the keys for success.

Security and sovereignty of Armenia and Artsakh, just and fair resolution of the Artsakh problem will continue to occupy the pivotal place in our lives.

We are living with a deep understanding that regardless of the place we were born, we all have one Homeland.

The Homeland should be made prosperous through our joint efforts – through the united efforts of Armenia, Artsakh, and Spyurk.

We need to take care of the pillars of our national identity – our culture, education, spiritual, and familial values.

The role of our Holy Church in this is critical.

We need to be more considerate towards our historical and national heritage, our nature, rural areas, towns and cities, our country in general.

Fellow citizens,

At this moment, I am with all of you in spirit and my mind, I am standing by you, by the troops and officers on the border, by the ambulances and doctors on call in hospitals, policemen carrying out their duties, firemen, bakers, taxi drivers, villagers and workers, scientists, and artists, all of you.

I am especially concerned with the families which hardly make ends meet. With those who have no housing yet, those who live in border areas, I am concerned with wounded and sick. I wish you all relief and respite.

Let the new year open doors of success for all of you.

Let every citizen of Armenia feel the positive spirit of changes.

We all ought to be guided by this motto: “If others can, we can too, if no one succeeded yet, we will be the first.”

I wish our Fatherland peace, our families – health, success, prosperity, and happiness, to children I wish laughter and vigor, to eldertly – dignified rest.

Let in the new year all of you, your families and friends, every citizen of Armenia, every Armenian anywhere in the world be able to dream and see it come true.
Happy New Year!”

‘We are trying to balance both cultures’: 3 years on, refugee family from Syria applies for citizenship

Three years ago this week, Vicken Majarian and Alin Arekelian arrived with their two young children in Vancouver as refugees from war-torn Syria.

The family’s third anniversary of their arrival means they’re now eligible for Canadian citizenship, which they are preparing to apply for.

“It will take time, the process is a long process but I am starting to feel Canadian,” Arekelian said.

“As far as my kids, they are almost settled. Now they are saying, ‘Mom, we are very happy here — we have our friends, we have our community, we have our life here.'”

Eleven-year-old Haik remembers being nervous on his first day of school but quickly picked up both a group of friends and a new language.

“When I first went to school, I was shaking,” he said.

“I started moving on by getting some friends helping me, I learnt English. Now I’m in Grade 6 and I have lots of friends.”

His sister Karni, 7, also quickly settled in and made friends. Both children agree that the playgrounds and parks are one of their favourite things about Vancouver.

“In Syria, the parks — there was just war so there were all trees on the ground and we couldn’t play,” Haik said.

“When we came here, the first time we went to the park, we were so excited.”

Haik, 11, and Karni, 7, regularly attend classes to learn about Armenian history, culture, music. They had an end-of-year Christmas party this week. (Submitted by Vicken Majarian)

As the family moves toward Canadian citizenship, Arekelian and Majarian are making sure their children don’t lose touch with their roots.

Every week, Haik and Karni attend Armenian school at the church to study the language, history and culture.

“Before, we were Syrian-Armenian. Now, we are Canadian-Armenian, so we are trying to balance both cultures,”  she told CBC The Early Edition’sClaudia Goodine.

Arekelian said finding their footing in a new country hasn’t been without challenges.

“It was really tough years, to be honest,” she said.

“But having the community and the church beside us — they helped us a lot to at least support us emotionally and to always be with us whenever we had any questions.”

The family was privately sponsored to come to Canada through the Armenian Relief Society and St. Gregory Church in Richmond, B.C.

‘No one can feel what we are feeling because we came from the war. To be safe is the most important thing,’ says Vicken Majarian, pictured with daughter Karni. (Submitted by Vicken Majarian)

Finding housing and employment were two of the most difficult parts of being a newcomer. The family currently lives in a one-bedroom apartment, with the two children sleeping on couches in the living room.

Arekelian had been a civil engineer in Syria and her husband owned a dental surgery clinic for two decades, but both struggled to find work in their fields after the move because of a lack of Canadian work experience.

Arekelian is now employed as a settlement worker with another refugee-support organization and is planning to further her studies in education assistance.

Majarian has worked a number of different jobs but hopes to stay in the medical field.

“I have a respect for other jobs as a driver [or in] construction, but I know that I can give more,” he said.

Ultimately, the family said, they are happy to have made a home in Vancouver.

“No one can feel what we are feeling because we came from the war,” Majarian said.

“To be safe is the most important thing.”

Noting that a fair decision has been made, he nevertheless said that he ‘will continue proving his innocence’.

Belarusian pundit views row in Russia-led security bloc

[Armenian News note: the below is translated from Russian]

Commenting on the cancellation of the 6 December summit of the Russia-led Collective Security Treaty Organization (CSTO), Belarusian military expert Alyaksandr Alesin has told the Belorusskiy Partizan website that “there are serious contradictions and not a single agreement is ready to be signed” but predicted that there would be no split in the bloc.

“Everything depends on Russia. So far, the main opponents of [Armenian Prime Minister Nikol] Pashinyan are [Kazakh President Nursultan] Nazarbayev and [Belarusian President Alyaksandr] Lukashenka. Nazarbayev supports Minsk’s stance that the new secretary-general from Armenia will not be able even to acquaint himself with the state of affairs in the CSTO in one year. Russia, as far as I understand, has not publicly expressed its position and has distanced itself from this, letting allies to fight among themselves. But if Russia sees that pro-Russian forces are losing their positions in Armenia and pro-Western opposition could get more points in elections, Russia will start acting: it will gently talk Nazarbayev and Lukashenka into giving the post of secretary-general to Armenia. At the moment, the CSTO has a strong deputy head from Russia. With this strong deputy head the absence of the secretary-general will not harm the organisation. And there will be no split in the CSTO,” Alesin said.

“Russia is trying to bribe Pashinyan. We know that the preparation of an agreement to sell Armenia Su-30 multipurpose fighter-bombers has been intensified,” he said.

“It seems that for Armenia the best scenario would be getting Su-25, one of which had crashed. Additional Su-25 would be more useful for Armenia, taking into account the Karabakh conflcit. But, it seems, Russia has no choice. One can say that Armenia is blackmailing Russia. Pashinyan can put forward certain conditions. He could demand more to continue pro-Russian policy,” Alesin said.

“Lukashenka, being an experienced player, might use the situation to his advantage and ask Russia for preferences,” Alesin predicted.

“Lukashenka perhaps counting on getting Russian weapons at cheap internal Russian prices. He has long been asking for Su-30, and it was even announced that a preliminary agreement had been reached. But a single aircraft costs 55m-60m dollars, and 12 aircraft total the entire Belarusian annual budget. At the same time, I think Armenia will not pay this much,” the expert said.

Only Nazarbayev does not want any money, but wants the CSTO as a counterbalance to China’s growing influence. He is balancing between Russia and China,” Alesin said.

Azerbaijani press: Armenian POW asks acting PM to release hostages upon "all to all" principle

26 November 2018 20:13 (UTC+04:00)

Baku, Azerbaijan, Nov. 26

Trend:

Armenian prisoner of war, soldier Arsen Baghdasaryan, has sent an appeal to acting Armenian Prime Minister Nikol Pashinyan for releasing prisoners of war and hostages upon “all to all” principle, the Azerbaijani State Commission for Prisoners of War, Hostages and Missing People said in a message on Nov. 26.

Baghdasaryan was detained in Azerbaijan’s Aghdam district while trying to make a provocation on the contact line of Azerbaijani and Armenian troops, and was sentenced by Ganja Heinous Crimes Court to 15 years in prison.

Baghdasaryan asked the Azerbaijani State Commission for Prisoners of War, Hostages and Missing People to make his appeal public.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from the Nagorno-Karabakh and the surrounding districts.
