Asbarez: Yerevan Says Self-Determination of Artsakh Cannot be Suppressed by Use of Force

Armenia’s Ministry of Foreign Affairs

YEREVAN—On the occasion of the third anniversary of the April 2016 War the Armenia’s Foreign Ministry issued a statement condemning Azerbaijan’s aggression against the people of Artsakh and called for Artsakh’s participation in the Karabakh conflict negotiations.

Below is the text of the foreign ministry statement.

Three years ago on April 2, 2016 Azerbaijani armed forces resorted to large scale military offensive against Nagorno-Karabakh. Azerbaijan flagrantly violated the ceasefire and its commitment of non-use of force undertaken within Nagorno-Karabakh peace process under the auspices of the OSCE Minsk Group Co-Chairs.

The use of force was accompanied by atrocities perpetrated by Azerbaijani armed forces against both militaries and civilians in the most horrible manner. They replicated the massacres and ethnic cleansing committed by Azerbaijan against the Armenians of Nagorno-Karabakh in the beginning of 1990s.

This time the eminent threat of larger scale of atrocities against civilian population was prevented by the effective defense of the Nagorno-Karabakh army. The sacrifice of militaries and voluntaries became a part of continued heroic struggle of the people of Artsakh to live free and in dignity in their ancestral homeland.

The April war demonstrated once again that the right of people of Artsakh to self- determination cannot be suppressed by the use of force. The status and security of Nagorno-Karabakh stand as indispensable issues of substance in any result oriented negotiations that should guarantee the peaceful life of the people of Artsakh.

The non-use or threat of use of force, strict adherence to the ceasefire, introduction of the risk reduction and confidence building measures are essential for the creation of an environment conducive to peace.

The stalemate created by the April aggression showed that there is no alternative to the peaceful and negotiated resolution of Nagorno-Karabakh conflict under the auspices of the OSCE Minsk Group Co-Chairs.

On Friday, during lunchtime, the ANCA delegation served Armenian desserts in a large meeting room, during which a short documentary on the Near East Relief was shown. In addition to lawmakers, several dozen staff members and interns stopped by to enjoy desserts and further interact with the Armenian delegation.

Henrikh Mkhitaryan could leave Arsenal in the summer as the club look to free up some funds for new recruits.

The Gunners’ wage bill has spiralled out of control in recent years with Mesut Ozil on a staggering £350,000-a-week, and Mkhitaryan earning £180,000.

Neither player is a regular first team starter under Unai Emery and Armenian international Mkhitaryan has been linked with a move away.

Emery has his eye on a new left-back, centre midfielder, attacking midfielder and central defenderand could sign players in these positions once the wage bill has been lowered.

Patrick Vieira reveals who ‘forced him out at Arsenal’ in joke at reunion

The Chinese Super League has become an increasingly popular destination for ageing players due to the lucrative wages on offer, and the Far East is the most likely destination for Mkhitaryan, should he leaveArsenal.

Mkhitaryan left Dortmund forManchester Unitedback in 2016 and could return to the German club in the summer should Arsenal part company with him.

The Toffees have had a disappointing season given the excitement following their summer spending spree and could move for the Armenian in a few months.

Galatasaray and Fenerbahce are among the Turkish teams who could afford Mkhitaryan’s wages should he decide to leave Arsenal.

Andres Iniesta and Fernando Torres are among the former greats who have moved to Japan in recent months and Mkhitaryan could follow suit.

He and his family are participating in the cleanup in Yerevan. However, he has not informed journalists of his whereabouts around the city in order for him to focus on the work and not waste time giving interviews.

Some government members and MPs are also participating in the cleanup, as are residents of the country.

Starting earlier this morning, residents of many communities across the country have been cleaning up their yards and surrounding areas.

The cleanup day was initiated by the Ministry of Territorial Administration and Development, and garbage collection is being carried out as part of the Clean Armenia programme.

Historic and cultural monuments, parks, inter-communal roads and areas adjacent to settlements are also being cleared of garbage.

On some streets of the capital, cleaning is noisy and fun. It is accompanied by, among other things, the songs of children.

Baku calls for all-for-all exchange of POWs with Armenia

 BAKU. March 19

The Azerbaijani State Commission on Prisoners of War, Hostages and Missing Persons has asked the International Committee of the Red Cross (ICRC) to facilitate the return home of a mentally disabled resident of the Qazakh district who crossed the Armenian-Azerbaijani border and was injured by Armenian servicemen.

“The state commission asked the ICRC to help return home resident of the Qazakh district Elvin Ibrahimov. It is noted in the address that Ibrahimov is a mentally disabled person and is retarded,” the state commission said in its address.

The State Commission on Prisoners of War, Hostages and Missing Persons stresses “the need of carrying out the all-for-all exchange of prisoners.”

The Azerbaijani State Border Service has earlier said that Ibrahimov had attempted to cross the Armenian border.

“A number of Armenian media outlets reported the arrest of an Azeri citizen on border crossing charges. In view of these reports, the Service hereby informs that on the night of March 15-16 there was an instance of state border violation by an unknown individual from Azerbaijan. This unknown man turned out to be Elvin Arif oglu Ibrahimov, born 1986, from the village of Salahli, Qazakh district. An inquiry found that he had a Group II disability and suffered from a mental disorder,” the agency said.

The Azerbaijani citizen was unarmed during the attempt at illegal Armenian border crossing, the Armenian defense minister’s spokesman, Artsrun Hovhannisyan said on Saturday.

“On March 16, at around 1:30 p.m., Armenian servicemen detected, warned and disarmed after disobeying the warning an unidentified individual, who had violated the state border of the Republic of Armenia, in the northeastern sector of the border,” Hovhannisyan said on Facebook.

“After sustaining a gunshot wound to his lower limb, the man received first aid and was taken to a medical facility. His life is not in danger,” he said.

According to the documents found on the trespasser, he is Elvin Arif oglu Ibrahimov, a resident of the Qazakh district, Azerbaijan, born in 1986. The investigative department of the Armenian National Security Service has initiated a criminal case, the inquiry is underway, Hovhannisyan said.

A huge amount of money is spent on black anti-propaganda against the Armenian government. Pashinyan

A huge amount of money is spent on black anti-propaganda against the Armenian government. This will not give any result, because the train of the previous regime has gone. Prime Minister Nikol Pashinyan said this at a press conference on March 19.

According to him, this is not the case that the Prime Minister does not know the reality of the country, because “I am often in direct contact with people”. In this context, Pashinyan addressed the criticisms of the government’s activities.

“What they are trying to say, they write, is that there is some instability in the country, turbulence… the cycle starts again: hot spring, hot summer, hot autumn, hesa, see what will happen. Nothing will happen,” responded the Prime Minister and added that there are people who should understand that their train left a long time ago, and if they try to get there with a Ferrari, they will not be able to catch their train. Their page is closed.”

“And they have one way: to stand in front of the people and apologize and ask for forgiveness from the people. They have nothing else to do with the Republic of Armenia. Although I say, we will guarantee all their wishes – political, social, “he said.

According to the Prime Minister, a huge amount of money is being spent on black anti-propaganda against the government. “The fact is that millions of dollars are spent every day to make black counter-propaganda against the government and the government does not take any action against it, because for us freedom of speech is an absolute value.”

According to him, those circles should understand that they cannot have anything of that kind to do in Armenia, they cannot have support among the people of Armenia. “They want to spend a million, they want to spend a billion,” he said and added that the news about instability and turbulence in the country is created in three rooms, the location of which he knows. “I know the location of those three rooms. They come from there every day and tell us what they are doing,” said the Prime Minister.

Referring to the social situation, Pashinyan noted that the social allowances and pensions of 85,000 people and the salaries of 200,000 people were increased. “In January 2019, gross trade in the country recorded a 19 percent increase. Is it an indicator or not? Yes, there are people in Armenia who do not live better, but the question is: are there people who live worse? We have to create opportunities for people.”

He also assured that the authority of the ruling power is very high among the public and expressed his conviction. “If there are elections tomorrow, our force will get more votes than in the parliamentary elections.”
