that the status quo in the Karabakh issue creates danger.

"It is evident because people still die in firings.

Both sides have suffered and they should find common ground and
come to an agreement, which implies search for compromise," he
said. "Peaceful agreement is impossible without concessions on
Azerbaijan and Armenia’s part. And this depends on the parties to
conflict but not on the mediators."

Asked what else is necessary for finding a mutually acceptable
solution, Ambassador Bryza said, "The sides need talks, political
will, common sense. This means that the Presidents should create the
atmosphere of trust. We will see whether they will succeed. As to me,
I will do everything in my power to encourage the process."

Commenting on his expectations for the June 6 Sargsyan-Aliyev meeting,
he said, "This will be an acquaintance and I do not expect anything
else.

Negotiators should know each other," Day.az reports.

Baku. Tamara Grigorieva-APA. EU special representative on the South
Caucasus Peter Semneby has started his visit to Azerbaijan.

Peter Semneby said he would discuss EU-Azerbaijan relations, political
reforms in the country, preparations for the presidential elections,
energy cooperation and the solution of Nagorno Karabakh problem at
the meetings in Azerbaijan, APA reports. He said the meeting between
Azerbaijani and Armenian presidents was important. "We hope that the
leaders of both countries will agree to develop the negotiations. It
is impossible to expect full solution of the conflict from this
meeting". Semneby said post-election situation in Armenia was
normalized, but there were still some problems there. "We hope that
those problems will find their solutions". EU representative said they
would express opinion on the amendments to the Electoral Code. "We
will express our opinion on the basis of Venice Commission’s report".

During the two-day visit to Azerbaijan, Peter Semneby is expected to
meet with the President, Foreign Minister, Chairman of the Central
Election Commission, NGO representatives and party leaders.

Second Iraq Tour Brings Soldier A Darker Outlook

SECOND IRAQ TOUR BRINGS SOLDIER A DARKER OUTLOOK

ASHLAND — When Army Reservist John Merguerian returned from his
first tour in Iraq during Operation Iraqi Freedom, he was pleased
with what his civil affairs brigade had accomplished.

Four years later after returning from his second deployment in March,
so upset with death and dying, Sgt. Merguerian asked his mother to
remove knives and scissors from their home.

"He asked me to set the table without knives because of all the
torturing with knives and cutting off heads with knives," said his
mother Dicranuhi Merguerian. "And I hid the scissors."

Born in Framingham and raised in Ashland, the 34-year single soldier
does not like to think about the death toll. But as Memorial Day
approaches, he reflects on the more than 4,000 Americans who have
died in the war.

He thinks about when insurgents hit his base, Camp Liberty, killing
two and injuring 18 while they ate in the chow hall.

He thinks about the three women who died while riding a treadmill
when the gym was attacked at Camp Liberty.

And Merguerian remembers Vartan, a local Iraqi, who worked with him
during his first tour – Iraqi Freedom. Together Vartan and Merguerian
talked to local people. Merguerian, who speaks Armenian and Arabic,
served as an interpreter, supporting Lt. Colonel Byron Dowse on
security and intelligence.

When Merguerian returned to Iraq in 2007, he asked about Vartan.

Vartan, a widower and father of two children 10 and 12, was kidnapped,
tortured and killed – his body thrown in the street as an example of
what happens when Iraqis work with Americans, said the 1992 Ashland
High School graduate.

When Merguerian compares what he accomplished from 2003 to 2004 to
the last two years, he gets frustrated.

"The first tour was about reconstruction – fixing the water pipes,
building schools, but during my second tour a lot of that had been
scrapped because of security," he said. "It was too dangerous to
go outside the wire (base). The first time I traveled all over
Iraq. The second time, I could only travel on a helicopter, but
only occasionally, because the insurgency has weaponry to hit
helicopters. The second time wasn’t fulfilling."

During the second tour, Merguerian worked with another local Iraqi, who
kept him informed because the soldier could not go outside the wire.

"He has a 13-year-old son," said the 11-year veteran of the
military. "He is threatened because he works with Americans."

When speaking of the war, Merguerian believes in staying the
course. "But there has to be a plan set forth in what needs to be done
to settle the situation," he said. "I’ve heard local Iraqis complain
that the American government caters to the current Iraqi government."

Fighting back tears, Merguerian’s mother, a native of Jordan, said
she understands the culture and feels frustrated, too. "Those people
don’t know what freedom is. In the ’50s they tied their own King
Faisal to the tail of an animal and dragged him through town.

"Faisal’s brother, King Abdullah, was the past king of Jordan. I know
the history. These are corrupt people."

"It can’t be democratized," her son added.

Like his younger brother, Edward, who served in the military, John
signed up for the reserves while a junior at UCLA. "I wanted to do
something challenging," he said.

That was 1997. Merguerian felt prepared. From 2001 to 2002, he served
with the Armenian Volunteer Corps teaching English to disadvantaged
Armenian locals. He studied Arabic and political science at UCLA in
a joint program with the University of Egypt. From 1992 to 1993,
he volunteered as a teacher’s aid at Blackstone Elementary School
with City Year, Boston’s urban peace corps.

"It gave me insight into the city and prepared me for what the real
world is like," Merguerian. "It prepared me to some degree."

Now safely back home, his mother expressed both her happiness and
sadness.

"I’m happy he’s home in one piece," she said. "But I’m sad for
the hundreds of mothers who aren’t enjoying their children this
minute. When he returned, we met him at the airport with flowers and
balloons. The mothers whose children died didn’t have that moment. They
saw them when they were wrapped in a flag instead. Sometimes I sit
and cry. My heart goes out to the mothers whose sons and daughters
sacrificed their lives. They won’t be forgotten."

YEREVAN, MAY 23, ARMENPRESS: On May 22 Armenian parliament chairman
Tigran Torosian met in Strasbourg with Bogdan Borusewitsz, chairman
of Poland’s Seim, who according to the parliament press office, once
again congratulated Torosian on the occasion of successful elections
in Armenia and reaffirmed the official invitation sent to Torosian
to visit Warsaw.

Borusewitsz was quoted by the parliament press office as saying that
the interest in the Caucasus is growing not only in Poland but in
the European Union as well.

While speaking about March 1 events in Armenia the Polish official
emphasized that the situation in Armenia has stabilized. He also
expressed hope that the Armenian parliament will eliminate restrictions
on holding mass gathering and all arrested people who did not commit
grave crimes on March 1-2 will be set free.

Bogdan Borusewitzs also reconfirmed Poland’s position on the basic
settlement of the Nagorno-Karabakh conflict through negotiations.

For his part Tigran Torosian presented the details of March 1-2 events
saying that the parliament has set up an ad hoc commission for a
thorough inquiry into these events. Torosian said that all those who
committed grave crimes on March 1-2 will be held accountable and no
one will be prosecuted or persecuted for his or her political views.

He recalled that ten people were killed in the clashes between
opposition demonstrators and security forces and hundreds received
different injuries.

On May 22 Tigran Torosian met also with Stellian Stoyan, the new head
of the Council of Europe Ago Monitoring Group, who visited Yerevan
twice with Ago Group. At his request Tigran Torosian presented what
Armenian authorities are doing to implement the conditions listed in
the Council of Europe Parliamentary Assembly’s (PACE) resolution 1609.

Tigran Torosian again reiterated that all people who committed
grave crimes on March 1-2 will be held accountable. On May 22 Tigran
Torosian also delivered a speech at the meeting of the Council of
Europe’s parliament heads.

On May 23 Tigran Torosian was expected to meet also with PACE chairman
Louis Maria de Piugi.

Beirut: Al Markaziyeh News agency has revealed the composition of the
new government of 30 ministers that was agreed in Qatar in which the
majority will have 16, the opposition 11 and president 3 ministers.

The sectarian composition will be as follows:

The ministers that will represent the majority will be : 3 Christian
Maronites, 1 Shiite , 5 Sunnis , 1 Christian Orthodox, 1 Christian
Catholic, 2 Druze , and one Armenian . The sectarian composition of
the remaining 2 for the majority has not been revealed

The ministers that that will represent the opposition will be :
5 Shiites, 1 Sunni , 2 Christian Maronites , 1 Christian Orthodox,
1 Christian Catholic and 1 from the Druze community

The composition of the three ministers that will represent the
president has not been finalized , but some sources close to the
president have reported that he intends to name either 2 Christian
Maronite ministers and one Christian Orthodox minister Or 1 Christian
Maronite , 1 Christian Orthodox and 1 Catholic minister . The reports
also mentioned that the Ministries of Interior and Justice will go
to the president

Dima Bilan during the Eurovision 2008 Song Contest Final and calls on
Russians to support a talented Armenian singer Sirusho. Dima Bilan
and Sirusho successfully overcame the Contest’s semi-final and will
perform in the Eurovision 2008 Final.

To remind, the voting is interactive, via SMS and phone
calls. According to the Contest’s terms, one cannot vote for his
country’s participant.

Russia TV Channel will broadcast the Eurovision Song Contest 2008
Final on May 24, at 11 p.m.

EP Rejects Amendmments To Turkey Report Regarding The Armenian Genco

EP REJECTS AMENDMMENTS TO TURKEY REPORT REGARDING THE ARMENIAN GENCOIDE

The European Parliament (EP) adopted on Wednesday a report on Turkey
urging the government to accelerate reforms.

In a plenary session the EP debated and voted the report, prepared by
Dutch parliamentarian Ria Oomen-Ruijten. The report is a non-binding
and recommendatory one.

The parliament rejected amendments to the report regarding the
incidents of 1915 submitted by a group of French MEPs.

However, the amendment on EP`s concerns about news reports regarding
Turkish riot police’s disproportional use of force during May Day
celebrations was accepted.

The amendment also said that the changes made in article 301 of Turkish
Penal Code were not enough and urged Turkish parliament to revise
the article and completely remove other restrictive stipulations.

The report, adopted last month by the European Parliamentary Committee
on Foreign Affairs, expressed concern about the potential consequences
of the recent dissolution case filed against Turkey’s ruling Justice &
Development (AK) Party.

Another amendment to the report said the EP expected Turkish
Constitutional Court to act in accordance with the Venice Commission
guidelines and European standards on the prohibition of political
parties.

It also called on the Turkish government to respect pluralism,
secularism and democracy while carrying out reforms and to reach a
compromise with political parties and urged the political parties to
distance themselves from violence and terrorist organizations.

The report says the parliament takes note of the process underway to
prepare a new, civilian constitution; regards it as a key opportunity
to place the protection of human rights and freedoms at the core of
the constitution and underlines the need for a broad involvement of
civil society in this process.

The report also says the parliament "welcomes the commitment of
Prime Minister Recep Tayyip Erdogan that 2008 is going to be the year
of reforms; urges the Turkish government to make use of its strong
parliamentary majority to resolutely pursue reforms that are crucial
for Turkey’s transformation into a modern democratic and prosperous
society."

It says "(the parliament) encourages the Turkish government to make
further systematic efforts to ensure that the democratically elected
political leadership bears full responsibility for formulation of
domestic, foreign and security policy and that the armed forces
respect this civilian responsibility; points out, in particular,
the need to establish full parliamentary oversight of military and
defense policy and all related expenditure."

The report also urges the Turkish government and the parliament
to abolish immediately article 301 of the Penal Code as a symbolic
and substantive step towards full respect of freedom of expression
in the country and underlines that, once the urgently needed
abolition of article 301 has been carried out, further legislative
and implementation steps will be required in order to ensure that
Turkey fully guarantees freedom of expression and press freedom in
line with ECHR and European democratic standards.

It says the parliament encourages the Turkish authorities to resolutely
pursue investigations into the Ergenekon affair, "to fully uncover
its networks reaching into the state structures and to bring those
involved to justice."

The report also calls upon the Democratic Society Party (DTP), its
members at the parliament and mayors "to engage constructively in
the quest for a political solution to the Kurdish issue within the
democratic Turkish state."

It strongly condemns the violence perpetrated by the terrorist
organization PKK and reiterates European Parliament’s solidarity with
Turkey in its fight against terrorism. The report urges the Iraqi
government and the regional Kurdish administration not to allow Iraqi
territory to be used as a base for terrorist acts against Turkey.

The report stresses the need to arrive at a comprehensive settlement
of the Cyprus question within the UN framework, claiming that "the
withdrawal of Turkish forces would facilitate the negotiation of
a settlement."

Oomen-Ruijten`s report also calls on the European Commission and
the Turkish government to start negotiations on an agreement to ease
granting of visas to Turkish nationals.

The Bar-Shira Auditorium at Tel-Aviv University was packed with
cinephiles today, eager to see Canadian-Armenian filmmaker Atom
Egoyan. In Israel as a guest lecturer and recipient of the 2008 Dan
David Prize, Egoyan delivered a stunning lecture on the Armenian
genocide, using his critically acclaimed film Ararat (2002) as a
springboard for discussing the representation of history in art,
and the tragically unending efforts of the Turkish government to deny
the atrocities of the past.

The Academy Award nominated filmmaker (The Sweet Hereafter, 1997)
took time to acknowledge his own past, and share his journey into
his forgotten Armenian heritage and his formative years in Toronto
, where he first decided to become a filmmaker. It was a revealing
lecture which was followed by a candid question and answer period.

Poster art for ‘Ararat’

This month will see the premiere of Egoyan’s latest film, Adoration
(2008) at the Cannes Film Festival. It was selected as a finalist
for the Palm d’Or Award. It stars Rachel Blanchard and Scott Speedman.

The Dan David Prize is an annual award of $1 million each for three
categories of recipients. As a prize laureate, Egoyan will donate ten
percent of his winnings to deserving doctoral students and researchers
within the field of cinema studies.
