The European Union views the establishment of democracy and rule of
law in Georgia, Armenia, and Azerbaijan as being critical elements in
the resolution of post-Soviet conflicts of Abkhazia, South Ossetia,
and Nagorno-Karabakh.

"Without stability, without a consensus around the rules of the game in
terms of democratic institutions, elections, and so on, there will not
be a basis for a mutually beneficial relationship based on mutual trust
and common values with the [EU]," the bloc’s special representative
for the South Caucasus, Peter Semneby, said in a June 12 interview,
shortly after addressing the Permanent Council of the Organization
for Security and Cooperation in Europe (OSCE) behind closed doors.

Pointing to what he called the "very rough" election period
Georgia and Armenia have gone through recently, and to Azerbaijan’s
upcoming presidential polls, Semneby added that, in his view, lack
of progress in the field of democratization will make it even more
difficult both for those countries and the international community
to deal with regional conflicts. "I am deeply convinced that only by
having legitimate, strong governments will it be possible to make the
difficult decisions that will have to be made in overcoming [those]
conflict situations," he said.

Semneby said he devoted a large part of his address to the OSCE to
recent developments in all three conflict zones, especially to the
situation in Georgia’s separatist republic of Abkhazia, which he
described as "very volatile and worrying." "There is a need to lower
the temperature in that conflict, both on the Georgian-Abkhaz level
and the Georgian-Russian level," he said. [For background see the

Tensions between Moscow and Tbilisi have been increasing since
early March. In the course of the past three months, Russia has
withdrawn from the 1996 CIS sanctions regime on Abkhazia, sent
additional peacekeepers to the region — allegedly without notifying
Georgia — and dispatched railway troops to reconstruct the depleted
Sukhumi-Ochamchira railroad. In addition, then-Russian President
Vladimir Putin on April 16 instructed his government to build closer
ties with Abkhazia and Georgia’s other separatist republic of South

In late May, the United Nations Observation Mission in Georgia
(UNOMIG) released an investigative report that pointed to Russia’s
involvement in the shooting down of a Georgian military drone
over Abkhazia on April 20. Although UNOMIG also blamed Georgia for
carrying observation flights over Abkhazia, Moscow has described the

Russia’s moves and the quasi-unanimous international criticism that
ensued have galvanized Georgia into renewing calls for a revision of
the existing conflict resolution format. In particular, Tbilisi is
pressing for the replacement of Russian peacekeepers that have been
stationed in Abkhazia since 1994 under a joint UN-CIS mandate with
Georgian and Abkhaz police troops under international supervision.

Georgia’s efforts to have the peace mechanisms modified have so far
received limited, though symbolically significant, international
support. On June 5, the European Parliament approved a resolution
that urged Moscow to immediately withdraw all its additional forces
from Abkhazia. Arguing that the Russian troops had "lost their role
of neutral and impartial peacekeepers," the European MPs also called
for a revision of the existing peacekeeping format and suggested that
the EU’s Council "consider bolstering the international presence in
the conflict zone by sending a [European Security and Defense Policy]
border mission to the region."

Semneby told EurasiaNet that he believed neither the timing nor
conditions were ripe for an attempt at revising the peacekeeping
format. "I know there are some expectations that the EU should
contribute to a mission. The Georgians are asking us to do this. This
is still a hypothetical discussion. We need a basic understanding from
all the parties on this issue. We do not think that any precipitated
action should be taken," he said.

The EU envoy sounded equally noncommittal when asked whether Brussels
would consider acting as the guarantor of a nonaggression pact between
Tbilisi and Sukhumi, a suggestion Georgia’s Deputy Prime Minister
Giorgi Baramidze made on June 6. "In general the EU is ready to be
more involved and we’re ready to discuss any proposal. But a question
like this is very hypothetical," he said.

UN-sponsored peace negotiations between Sukhumi and Tbilisi have
been suspended since 2006, when Tbilisi dispatched police troops to
the Upper Kodori Gorge, the only part of Abkhazia that remains under
Tbilisi’s control. Georgian officials insist that security forces
in the Kodori Gorge are being used only in a local law-enforcement
capacity. As a prerequisite to reviving talks, Abkhazia demanded
that Georgia recall its troops and commit itself to not resuming
hostilities.

Abkhazia’s leader Sergei Bagapsh reiterated those demands after
meeting with Javier Solana, the EU’s High Representative for Common
Foreign and Security Policy, on June 6. He also said that Sukhumi
opposes the withdrawal of Russian peacekeepers.

Solana traveled to Abkhazia as part of a two-day mission to Georgia —
the aim of which, according to Semneby, was "to see what could be done
to stabilize that very volatile and worrying situation and identify
whether there is a way that the EU can be more involved in terms of
supporting a stabilization and eventually a settlement."

The EU has allocated more than $45 million to Abkhazia’s rehabilitation
and has a liaison police officer stationed with UNOMIG. Yet, its
political involvement in Georgia’s protracted conflicts remains fairly
limited, if only because EU member states disagree on that issue. Some
countries argue that those conflicts are already dealt with by the UN
and the OSCE, while others insist that the bloc should seek greater
political involvement to counterbalance Russia.

After an alleged Russian missile landed in the Georgian-held part of
South Ossetia in August 2007, EU member states decided to develop an ad
hoc instrument — called an Incident Assessment Mechanism (IAM). This
body is designed to provide independent assessments of such incidents
outside the bloc’s borders. Although the IAM is now operational,
Semneby said it was not activated after the shoot-down of the Georgian
drone in order not to interfere with the UNOMIG investigation.

While the question of a greater EU involvement in the Abkhaz conflict
remains hypothetical, Semneby says Brussels is willing, if asked to
do so, to facilitate contacts between the parties. "Any contact can
take place without a mediation and a process that can take place
without a mediation is better than [a process that takes place]
with a mediation," Semneby said in reference to the visit Georgia’s
Ambassador to the UN, Irakli Alasania, made in May to Sukhumi.

YEREVAN, JUNE 16, NOYAN TAPAN. As of June 14, the second nomination
order had been received for taking part in the by-elections to be
held by the majoritarian system on August 24 in Electoral District
17 for the post of the RA National Assembly deputy. According to the
information provided to a Noyan Tapan correspondent by Armen Margarian,
the Chairman of the Electoral Commission of Electoral District 17,
necessary documents for nomination have been introduced for putting
forward the candidature of Hovik Abrahamian, a member of the Republican
Party of Armenia steering body and the Head of the RA President’s
administration. The decision on his nomination was made by the party
in the sitting of the RPA Executive Body convened on the eve .

Before that, on June 13, former member of the People’s Party of
Armenia, currently non-party Grisha Virabian, who does not work
anywhere, had put forward his candidature.

It should be mentioned that the holding of a by-election in the given
electoral district is conditioned by the ahead of time stopping of the
deputy powers of Henrik Abrahamian, the brother of Hovik Abrahamian.

The deadline for the nomination of candidates is 18:00, June 15.

Edward Nalbandian To Visit Brussels

On June 17 RA Foreign Minister Edward Nalbandian will leave for
Brussels for a two-day working visit, where he will meet with the
leadership of Belgium and the European Union.

Minister Nalbandian is expected to meet with the Secretary General of
the Council of the European Union Javier Solana and EU Commissioner
for External Relations and European Neighborhood Policy Benita
Ferrero-Waldner.

Edward Nalbandian will have meetings with the President of the Belgian
Senate Arman de Decker and his counterpart, Foreign Minister Karel
de Gucht.

During the stay in Brussels the Armenian Foreign Minister will
meet with the leadership of the all-European and Belgian Armenian
communities.

The spring conference of NATO defence ministers began in Brussels
on Thursday with the participation of National Defence Minister
Evangelos Meimarakis.

Issues discussed on the first day were the course of NATO
operations in the Balkans and Afghanistan. On the question of NATO’s
presence in Kosovo (KFOR) and the security situation in the wider
Balkan region, the Greek defence minister once again stressed in his
address Greece’s position, according to which NATO’s involvement in it
must be maintained at the present high level of operational readiness.

As regards the presence of KFOR in the region, Meimarakis pointed
out that it guarantees security and stability in the region, the
population’s freedom of movement and the protection of historic and
religious monuments.

Also focusing on the course of NATO’s operations in Afghanistan,
the defence minister stressed during the Council of member-states and
non-member-states of the Atlantic Alliance which contribute to the
ISAF force, the need for the continuation of coordinated efforts to
enable the authorities in Afghanistan to be helped in consolidating a
stable, safe and democratic country, which will be rid of
destabilisation threats.

Meimarakis met on the sidelines of the conference with Armenia’s
new Defence Minister Seyran Ohanyan, at the request of the Armenian
side, with whom he discussed issues of bilateral interest.

OPIC LOAN SUPPORTS EXPANSION OF MORTGAGE LENDING IN ARMENIA

WASHINGTON

The Overseas Private Investment Corp. issued the following press
release:

A loan from the Overseas Private Investment Corporation Company
Profile (OPIC) will enable a mortgage company in Armenia to expand its
residential mortgage lending, helping the country close a gap between
its growing construction sector and its limited financial services
industry.

OPIC has begun disbursement of a $5 million direct loan to
FirstMortgage Company (FMC), a non-banking financial institution based
in Yerevan, for a project approved by the agency in June
2007. Proceeds of the OPIC loan will be used to expand FMC’s provision
of long-term residential mortgage loans for the purchase,
construction, refinancing and renovation of homes in Armenia. Nishan
Atinizian, owner of FMC and a U.S. citizen, is the principal American
sponsor of the project.

OPIC President and CEO Robert Mosbacher, Jr. noted that Armenia’s
construction sector has grown considerably in recent years – its share
of GDP rose 24.5 percent in 2006, and was nearly twice as high as
2004. That fact, coupled with ongoing legal and regulatory reforms to
the country’s financial services, could augur a new era of economic
growth in Armenia. However, the country remains under-banked and its
level of financial intermediation low.

"This project will help Armenia to bridge the gap between its growing
housing construction industry and its still-underdeveloped financial
services sector, by facilitating greater levels of home ownership and
the development of its long-term mortgage financing mechanisms,"
Mosbacher said. "By empowering Armenia’s nascent mortgage industry,
this project could potentially start a new engine of economic growth
in the country."

David Atanessian, CEO of FirstMortgage Company, said, "We are pleased
that OPIC and the FMC have joined forces in developing Armenia’s
emerging mortgage market. This loan will substantially enhance our
mortgage lending capability and will enable us to provide our clients
with multiple, long term and affordable mortgage lending products".

meeting of representatives of different churches and theologians took
place between June 3-5 in London. The objective of the meeting was,

months ago and give a common answer.

Mrs. Teni Piri-Simonian, the Deputy Chairwoman of the Ecumenical
Committee of the Catholicosate, took part in the conference from

A meeting between State Secretary, Deputy Minister of Foreign Affairs
of the Russian Federation Grigory Karasin and Deputy Minister of
Foreign Affairs of the Republic of Armenia Gegham Gharibjanyan took
place at the Russian Foreign Ministry on June 11, Press Service of
the Russian Ministry of Foreign Affairs informed.

During the conversation the sides discussed matters relating to the
present stage in Russian-Armenian relations, including questions
associated with the preparations for an upcoming visit by President
of the Republic of Armenia Serzh Sargsyan to the Russian Federation.

Fulham manager Roy Hodgson has continued his reshaping of the Craven
Cottage squad after snapping up Iran midfielder Andranik Teimourian
on a free transfer.

The 25-year-old has joined the Cottagers on a two-year contract
following his release by Bolton Wanderers at the end of the last
Premier League campaign.

The Iran international and member of their 2006 World Cup squad made
30 appearances for the Trotters following his arrival at the club
two years ago.

Hodgson has already added Hungary midfielder Zoltan Gera and
Darlington’s highly-rated young goalkeeper David Stockdale to his

Zhirayr Sefilian, Commander of the Shushi special battalion will take
part in the rally organized by the Pan Armenian National Movement due
on June 20. After his release it was the first time that Sefilian had
met with journalists. "It does not make much difference whether the
rally will be held in Azatutyan Square (Liberty Square) or near the
Matenadaran. The authorities simply show their weakness by banning
rallies in Azatutyan Square", Sefilian noticed.

Concerning the June 20 rally, former commander believes: "Lots of
political problems can be solved on that day. I call all the Armenians
to partake in the rally as, I am sure, we can achieve much by our
presence. Turnover is almost done; we have only some technical problems
to solve. Opposition leaders were able to prove that they could destroy
the criminal pyramid of this regime by merely dancing in Azatutyan
Square. I am sure the opposition is able to win by holding rallies."

Sefilian stated that 1 March was too difficult for him to confront as
he was in prison and in no way could help his people. "I had declared
before my imprisonment that these authorities were too weak to yield
without shedding blood. Unfortunately I was right", Sefilian notices
with a heavy heart. He considers that people should be cautious on
20 June so that 1 March won’t be repeated.

"We must call to responsibility all those who broke the law not only
against me but also against any citizen of Armenia. I am not full of
revenge. I relieved myself of this feeling long ago since I consider
it a weakness that misleads you. But the criminals must be punished
in the name of our statehood", Sefilian concluded.
