ArmInfo. European Union is the initiator of the status-quo preservation
in the conflict regions of the South Caucasus, Director of the Caucasus
Studies Department of the Caucasus Institute, historian and political
expert Sergey Minasyan told ArmInfo.

‘This circumstance is explained by the fact that persistence and
footdragging in implementation of its policy and, especially,
the foreign policy, is peculiar to any bureaucratic structures and
organizations, while EU is such. Second, EU leadership has a precise
‘value’ priorities and limitations regarding the format of conflict
settlement in the South Caucasus, that is, non-admission of military
escalation and resumption of military actions’, he emphasized.

‘Another important priority of EU policy in the South Caucasus is a
stake on activation of the regional cooperation, opening of borders and
establishment of communications, that also contributes to preservation
of the developed status-quo in the regional conflicts’.

The Armenian delegation chaired by Foreign Minister Edward Nalbandyan
is going to travel for New York from 26 to 29 September to attend
64th summit of the UN General Assembly, Tigran Balayan, the head of
MFA PR department said.

According to the source, Armenian FM is going to make a speech in
the summit.

To the question whether the Foreign Minister will have a meeting with
the OSCE Minsk Group co-chairs, the official said that they don’t
have something definite on this respect and that they are trying to
get any information.

Railways CJSC traffic safety department, the number of flaws at SCRW
decreased by 46 during 8 months of 2009, SCRW press service reported.

The number of flaws in 2009 decreased to 169, compared with 215 cases
in 2008.

According to SCRW Chief Inspector for traffic safety, Levon Hakobyan,
shortcomings’ reduction is a result of active work conducted by company
specialists towards increasing safety. "We regularly conduct safety
monitoring and take preventive measures to exclude flaws," he noted.

South Caucasian Railways a 100% branch of Russian Railways Public
Corporation. Armenian railways were transmitted into concessionary
administration of South Caucasian railways in accordance with Feb. 13,
2008 concessionary agreement. The term of Concessionary agreement is
30 years with 20 years of prolongation right.

ANKARA (Reuters)-Turkish Prime Minister Tayyip Erdogan on Tuesday
sought again to link the Nagorno-Karabakh conflict with Ankara’s
negotiations with Armenia to normalize relations, urging international
mediators to speed up efforts to quickly resolve the conflict.

Talks on the future of Nagorno-Karabakh have been dragging on for
more than a decade under the auspices of the Minsk Group linking
Russia, France and the United States. Turkey has said it hopes to
open its border with Armenia by the end of the year under a protocol
to establish diplomatic ties, but it maintains that further progress
has been hampered in the past by the frozen Nagorno-Karabakh conflict.

"Erdogan said the Minsk group that is co-presided by the U.S. has an
important role in contributing to the improvement of the relations
with Armenia and asked the group to increase their efforts," Anatolian
news agency quoted him as saying.

Erdogan made his comments in New York, where he traveled to attend the
U.N. General Assembly. Turkish newspapers have reported that Turkey’s
Foreign Minister Ahmet Davutoglu will meet his Armenian counterpart
on the sidelines of the gathering.

Anticipation over an Ankara-Yerevan thaw has been growing ahead of
a planned visit by Armenian President Serzh Sarkisian to Turkey on
October 14, when he is due to attend the return leg of a World Cup
qualifying football match between the two countries.

its 500000th passenger, Ani Afyan, the company’s press office said.

"The millionth passenger will be gifted a Mercedes," general manager
Norayr Belluyan said.

He informed that the number of passengers increased by 11% as compared
to the same period in 2008. "The flow of traffic is growing due to
new routes," he said.

ArmInfo. Fitch Ratings says in a special report "Armenian Banks:
Cushioned Against the Crisis" published today that the Armenian
banking system has been relatively resilient amid the global
financial crisis due to its low integration into international capital
markets, substantial capital and liquidity buffers and increasing
foreign ownership. Nevertheless, the sharp downturn of the highly
undiversified Armenian economy, a decline in the volume of transfers
and investments, especially from Russia, and the 20% devaluation of the
Armenian dram in March 2009 have negatively affected Armenian banks’
asset quality and performance. In addition, banks’ very small size
and limited diversification of risks and revenues remain an underlying
credit weakness.

The banking system’s aggregate capital adequacy ratio remained at a
solid 28% at end- H109 as new equity injections, de-leveraging and
still positive pre-impairment profit have offset the impact of higher
provision charges and devaluation. Previous rapid asset growth,
generally unseasoned loan books, expansion into new segments and
a high level of FX lending (in particular to the corporate sector)
have coupled with weakened economic fundamentals to drive significant
growth in loan impairment in H109. NPLs could rise further from their
still moderate reported levels, but capital bases provide considerable
capacity to absorb loan losses.

The liquidity positions of Armenian banks have generally been adequate
due to substantial holdings of liquid assets, and these strengthened
further in H109 through reduced lending activity. Prior to and
following the devaluation of the dram, customer funding (the main
source of liabilities for Armenian banks) remained reasonably stable
in aggregate terms. However, increased dollarization of customer
funding led the banks to temporarily open short FX positions and
record losses as result of the devaluation.

Foreign funding is important, but mostly comes from parent banks or
international financial institutions, and so is not viewed by Fitch
as a source of significant refinancing risk.

The Armenian banking system is highly fragmented, with 22 banks –
all privately owned – sharing a sector balance sheet of just USD3.2bn
at end-H109 and serving a population of 3.2 million. The four largest
banks account for about 43% share of the system’s assets, while HSBC
Armenia is the leading player in the retail deposit segment with a
23% market share at end-H109. About 70% of the sector’s assets are
held by banks with majority foreign ownership, although international
shareholders are not always highly- rated foreign banks.

Fitch views the regulation and the supervision of the banking system
as reasonable for a small emerging market, supported by a relatively
sophisticated regulator, accounting standards in accordance with IFRS
and generally conservative prudential requirements.

YEREVAN, SEPTEMBER 18, NOYAN TAPAN, ARMENIANS TODAY. The Hayastan
All Armenian Fund began construction of a Varaz Samuelian cultural
center in Artik, a city of Shirak region. The project is financed
by the Armenia Fund U.S. Western Region, in accordance with the will
made by benefactor Varaz Samuelian.

It is planned to built a two-storey building with an area of 550
square meters. The first floor will include the art gallery, the
cultural-events hall, the chess room, the computer room and the
cloakroom. The second floor will include the classrooms for fine arts
and music instruction. The canvases of Varaz Samuelian will be shown
at the center.

According to the statement of the Public Relations Department of
Hayastan All Armenian Fund, the foundations of the building were
concreted and the walls are being built.

"We are happy that thanks to Varaz Samuelian’s will, today we are
able to build a fully-fledged cultural center, where generations
will be trained and educated, drawing inspiration from Samuelian’s
marvellous artistic legacy," executive director of the Hayastan All
Armenian Fund Ara Vardanian said.

Federation Karen Khachatryan died in a car accident near Erzincan
(Erznka), Turkey, Armenian Hockey federation informed NEWS.am.

The accident occurred on Erzincan-Erzurum highway. Georgian SUV
Toyota collided with a passenger bus heading Istanbul. All passengers
in Toyota died at the scene. President of Ice Hockey Federation of
Armenia Karen Khachatryan (41), his spouse Gayane Khachatryan (40),
their son Levon Khachatryan (18), Vice president of Georgian Ice Hockey
Association Denis Davidov (40), General-Secretary Lasha Tsagareishvili
(41) and his spouse Teo Berdzenishvili (42) were among the victims.
