"I believe that Armenia’s President Serzh Sargsyan’s item of developing
a Ministry of Diaspora which he voiced in electoral program came true,"
said Minister of Diaspora Hranush Hakopyan summarizing 1-year-work.

Armenian Ministry of Diaspora Affairs was established on 1 October,
2008 and has carried out various programs and projects.

Briefing the Ministry’s 1-year-work Mrs. Hakopyan pointed that was
founded real platform for Diaspora, laws and government programs have
been enacted.

"The second part of work included team-building, of the civil service
competition organization, passports developing, ministry’s structure
founding, and logistical database involving."

The third part included financial block, and the last one – ideological
items linked with Armenia-Diaspora relations and concept developing.

"Ministry of Diaspora foundation means that numerous Armenian
programs have pan-Armenian nature. In addition, all this includes
executive bodies and public organizations’ cooperation with Armenian
communities."

Despite the efforts of the Armenian Government, there is still much
to do to ensure a good business atmosphere in the country. This is
proved by the results of the "Doing Business 2010" report of the
World Bank. Part of Armenian businessmen is dissatisfied with the
report. President of the Union of Manufacturers and Businessmen Arsen
Ghazaryan considers that the methodology has to be changed.

According to the "Doing Business 2010" report," Armenia has advanced
seven positions. This, however, does not satisfy Prime Minister
Tigran Sargsyan. "Our neighbors Azerbaijan and Georgia have registered
greater success. Azerbaijan considerably improved its positions last
year, Georgia is also among the leaders. We are leading only on some
criteria," Tigran Sargsyan said.

/PanARMENIAN.Net/ The OSCE monitoring of the Armenian-Azerbaijani
border was conducted without incidents, a PanARMENIAN.Net correspondent
reported from the scene.

The Armenian side requested Azerbaijan for a meeting between
administration heads but the suggestion was rejected over "absence
of orders from Baku."

"I am not the one to decide," said colonel Abbasov, commander of the
707th brigade of the Azerbaijani armed forces.

As to exchange of POWs, representative of the RA general staff,
lieutenant colonel Samvel Asatryan said 6 Armenian soldiers are in
Azeri captivity at the moment.

"We are negotiating with international organizations but no agreement
has been concluded yet," he said.

On September 26 the Foreign Minister of Armenia, Edward Nalbandian,
arrived in New York for a working visit.

The same day the Armenian Foreign Minister had a meeting with Minsk
Group Co-Chairs Yuri Merzlyakov, Bernard Fassier and Robert Bradtke, as
well as the Personal Representative of the OSCE Chairman-in-Office
Andrzej Kasprzyk.

Greeting Robert Bradtke’s appointment as Co-Chair of the OSCE Minsk
Group, Minister Nalbandian voiced hope that his great experience and
skills would be useful in the process of settlement of the Karabakh
issue.

During the two-hour meeting the parties discussed issues related to the
solution of the Artsakh issue. Reference was made to the possibility of
the mediator’ visit to the region to prepare the next meeting between
Presidents of Armenia and Azerbaijan Serzh Sargsyan and Ilham Aliyev.

President of the Republic of Armenia Staff Deputy Head Vigen Sargsyan,
speaking with journalists yesterday, elaborated on the details and
purpose of the president’s `Pan-Armenian Tour.’

`The purpose of the president’s Pan-Armenian Tour is to meet and hear
Diasporan Armenians’ perspectives and opinions on such an important
issue such as the establishment of Armenian-Turkish relations. It is
the first time that the President of Armenia is conducting such a¦
pan-national tour whose purpose is to be in all those cities with
large Armenian populations where the Armenian Diaspora’s opinion is
developed. During the tour, the President of Armenia will visit the
cities of New York, Paris, Los Angeles, Beirut and Rostov-on-Don,
where regional meetings will take place,’ said Vigen Sargsyan.

Sargsyan noted that they don’t foresee having one-on-one meetings
during the tour. He stressed that the main and sole purpose of the
tour is to meet with the Diaspora, and, in fact, the president will
remain in each city for less than 24 hours. The only exception will be
Los Angeles, where other than meeting with Armenian community
representatives, the president will meet with journalists working for
Armenian TV stations in Los Angeles.

Sargsyan also added that invitations to participate in discussions
during the Pan-Armenian Tour have been extended to two groups:
pan-Armenian structures and prominent figures in the Diaspora.

Reponding to Tert.am’s question of whether the president foresses
meetings with the Armenian community in Turkey, Sargsyan said, `That’s
a good question, we’ll have to see, at this time it remains to be
decided.’

Cyprus replies to the positions expressed by the Turkish Prime
Minister at the U.N. General Assembly

The Permanent Representative of Cyprus to the United Nations,
Ambassador Minas Hadjimichael, yesterday sent to the President of the
General Assembly a written reply to the positions on Cyprus expressed
by the Prime Minister of Turkey, Mr Erdogan during his speech last
Thursday at the UN General Assembly. The reply will be circulated as a
U.N. document. The text is as follows:

«The Government of the Republic of Cyprus regrets that the
positions taken by the Prime Minister of Turkey in his address to the
General Assembly on 24 September 2009, are clearly disconnected, both
in letter and spirit, with the ongoing efforts undertaken by the
leaders of the two communities in Cyprus, within the good offices
mission of the Secretary-General, to reach a political
settlement. What is even more disconcerting is the fact that the Prime
Minister of Turkey selectively recalls today his country’s role as
guarantor power, only in relation to a so called ‘new partnership’ in
Cyprus, a notion that falls outside the agreed basis upon which the
talks are being conducted.

The Prime Minister of Turkey attempts to introduce elements that are
not part of the agreed process, such as arbitration and time
tables. This is an attempt to alter the nature of the negotiations and
would also endanger the end result of that process, which is to find a
solution by the Cypriots and for the Cypriots.

At the same time, the Prime Minister of Turkey has suggested that
unless the solution to be found falls within specific conditions laid
down by Turkey, then the UN and the international community should
seek to ‘normalize’ the status of the so called ‘TRNC’. Turkey, which
is currently serving on the Security Council, should be reminded that
its role is to uphold international law and legality and not to call
upon the international community to upgrade ntity that has been
universally condemned by the UN Security Council itself.

Finally, instead of speaking of the so called ‘isolation’ of the
Turkish-Cypriot community, the Turkish Prime Minister should help the
Turkish-Cypriots by allowing the leader of that community to arrive at
a solution that would guarantee the legitimate rights of the people of
Cyprus, Greek-Cypriots, Turkish-Cypriots, Maronites, Armenians and
Latins. The ‘isolation’ that Mr. ErdoÄ?an refers to, is the
direct consequence of the ongoing occupation of a substantial part of
the Republic of Cyprus by Turkish troops».

Federal memo signals significant change on HIV immigration policy

Green card applications that would have otherwise been denied based
solely on the applicant’s HIV status have now been placed on hold, in
anticipation of a rule change from U.S. Health and Human Services that
will effectively end a ban that has been in existence for more than
two decades.

The Sept. 15 memo, authored by three key officials within
U.S. Citizenship and Immigration Services, instructs all agency
officers `to hold in abeyance any waiver application and associated
benefit request (such as adjustment of status or refugee), which would
be denied under current law, if the only ground of inadmissibility is
that the applicant has been diagnosed with HIV infection.’

The move to end the 22-year ban on HIV positive immigrants began in
August 2008 when Pres. George W. Bush signed the reauthorization of a
law that allowed the Department of Health and Human Services to
consider removing HIV infection from the list of `communicable
diseases of public health significance’ that bar immigrants from
entering the country. In July the agency published a proposed
amendment to that effect and began accepting public comment on the
rule change. There are currently 12 countries that prohibit entry of
HIV-positive immigrants ‘ Armenia, Brunei, Iraq, Libya, Moldova, Oman,
Qatar, Russia, Saudi Arabia, South Korea, Sudan and the U.S.

In light of the HHS proposed rule, USCIS will not deny any adjustment,
refugee, or other benefit application if the sole ground of denial of
the application would be based on inadmissibility due to HIV
infection. Nor will USCIS deny any waiver application if the sole
ground of inadmissibility is HIV infection. If the applicant’s sole
ground of inadmissibility is HIV infection, and the officer finds
either that the alien does not qualify for a waiver, or that a waiver
is not warranted as a matter of discretion, all written decisions
should state that the case
pending the outcome of the rule. The hold is only for cases where the
application would be approved, but for the HIV infection.

The memo prepares workers within the agency for a repeal (if only
interim) of the HIV infection ban, which is a significant shift in
immigration policy. The decision on the proposed rule is expected
within the next few weeks.

More than 1.1 million people in the U.S. are infected with HIV, and
more than 250,000 are estimated to unknowingly have the
disease. Although the number of people living with HIV/AIDS in Iowa
remains relatively low when compared to other states ‘ as of Dec. 31,
2008, there were 2,045 such people in the state ‘ Iowa has seen
increasing numbers each year since statistics have been kept. In
addition, the state estimates that there are an additional 500 to 625
individuals in the state who have the virus but are unaware of their
status.

Although a diagnosis of HIV was initially considered a death sentence,
the disease has become a manageable, chronic condition that can be
controlled with medications.

Since ancient times the number `3′ has held a particular fascination
in society. A three sided triangle is considered the most durable
shape possible, the universe has three spatial dimensions – length,
width, and depth, Plato split the soul into three parts – the
appetitive, the spirited, and the rational, while Aristotle had the
principle of the three unities of time, place and action. Let’s not
forget Freud’s id, ego and superego. The Chinese consider `3′ to be a
lucky number while the Vietnamese think it bad luck to take a photo
with three people. We use the number to set things in motion – on the
count of three, or stop them – three strikes. We prime our children
with stories, nursery rhymes and fairy tales like The Three
Musketeers, Three Blind Mice and The Three Little Pig. We also believe
in the Holy Trinity – the Father, the Son and the Holy Ghost, that the
third time’s a charm and that death comes in threes – remember Farrah
Fawcett, Michael Jackson and Ed McMahon all died within twenty four
hours.

Death has been the main topic of conversation this week as there have
been three of them in a short ten day period. `Don’t talk like that,’
says Mike, uncomfortable whenever there is any talk of it.

`But it’s a part of life. Without death there can be no life and all
life ends in death.’

`Yeah but we don’t have to talk about it,’ he insists, choosing to
ignore the inevitable end we all face.

The news of Krikor’s death was not a shock. Since his wife’s death a
few years ago, he had begun his decline into dementia until his
retreat from those around him became complete. He was a man of short
stature whose quiet presence was in sharp contrast to his wife
gregarious personality. He was the epitome of the strength and
stability on which his children relied to achieve all that they
did. They are now doctors, well regarded in their field, with families
of their own.

`Did you hear about Rita?’ Sossi asked a week later. `She passed away
the other day.’ She finally lost her ongoing battle with cancer which
she was engage in for several

years. A woman with quiet strength and determination, Rita was
intricately involved in the community and contributed much to it over
the years. She had an easy smile and expressed herself with a soft
voice that verged on husky. She always seemed to be everywhere at
once: organizing events, attending concerts, going to meetings, and
taking care of her family. Despite the sad news, Rita’s passing was a
final freedom from a life that had become so full of physical pain.

And now the news of the third came a mere twenty four hours
afterwards, late at night. It was the unexpected and accidental death
of a woman in the midst of an active life. A petite woman who always
looked like she was on the verge of being blown away by a slight
breeze, Jenia was a powerhouse of a person who long ago decided to
dedicate her energy, time and money to actively helping children in
Armenia. In the dark, early days of the republic she sought out poor
children in need of help and personally made their daily existence a
little easier to live. She maintained a hectic schedule of travel
every season to continue what she started almost two decades ago while
still maintaining her position as the heart and soul of her family of
a husband and three sons.

While neither Krikor, Rita or Jenia knew each other while alive, they
are now forever linked in their deaths as the three people I knew who
died in the middle of this September.

With the passing of Krikor and Jenia, parents of my friends from high
school, the end of our youth and our eventual mortality came into
sharp focus. We are now at a stage in life where the care and well
being of our parents will become our responsibility. Their passing
will unequivocally thrust us in the role of adults. We will no longer
have parents to rely on for the things we have always taken for
granted: holiday dinners where all the children come together, the
favorite dish that only Mom can make, the seat that Dad always
occupied, the guidance or advice we may sought from either of them or
simply the comfort of hearing the voice of the person who loved us
unconditionally. All this will be gone forever.

Standing with the other black clad mourners united in their show of
grief and respect, the squabbles and old hurts, machination of social
interactions and struggles of jobs and positions suddenly seems small
and irrelevant. In the larger workings of the universe and the brief
time we have to enjoy all the good that is possible during our
lifetime everything else feels like a waste of energy and mental
effort.
`It’s the end of an era,’ Nancy said after Krikor’s funeral. She said
it in reference to a lifestyle of whirlwind of parties, holidays, and
life struggles she shared with her circle of friends in which Krikor
had a place.

For me and for those of my generation, it is much more than an era. It
is a graduation into a new stage in life: of being the grown-ups and
creating an era of our own that our children can remember with
fondness until they come of age and take over for us.

It is the inevitable and natural cycle of existence no matter how much
Mike doesn’t want to talk about it. By sharing our hopes, fears and
concerns about death would help us be less afraid and better prepared
for its eventual arrival.

ArmInfo. At present situation we are witnesses of the fact that top
officials of Turkey are openly trying to connect the Karabakh issue
with the matter of the Armenian-Turkish relations, Foreign Minister
of Nagornyy Karabakh Republic, Georgiy Petrosyan, said in an interview
with the Turkish NTV channel.

He also added that it does not promote the Karabakh conflict
settlement, and it is obvious that Turkey is a hostage of its
own promises given to Azerbaijan, which were given earlier and are
being fulfilled today. This is evidence of pressure from the side of
Azerbaijan. , – Petrosyan said.

He said one shouldn’t forget that Armenianhood and Turkey have
numerous problems and complicated bundles which affect out everyday
life today. "I would like no speculations to be made on the process
of rapprochement",- said the foreign minister. He added that he would
like serious negotiations to be held between peoples, communication to
be established so that everyone could specify their positions. "In
general, these complicated items concern not only Armenianhood,
but also the Armenian world", – he said.

As regards the Karabakh problem, he said since 1988, actually on the
threshold of the collapse of the Soviet Union, Armenians have witnessed
in the Azerbaijani territory the well-known events concerning the
Armenian population: the wounds were undoubtedly opened again. "This
was nothing but a preparatory step towards committing a genocide. At
present there are different comments on these issues – official,
humanitarian, etc. These are issues which have a rather serious impact
on the human memory and future policy, on the possibility of normal
neighborhood in the future. It is clear that nobody will leave this
territory. In this territory one should find contact points which
should be based on both human rights and the people’s rights in
general. This is the most important thing",- he concluded.
