In 2006, PriceWaterhouseCoopers coined the term the "Emerging Seven"
(E7) to describe some of the fastest growing economies in the
world. The "Emerging Seven" includes Brazil, Russia, India, China,
Turkey, Indonesia and Mexico and is said to replace the current G7
(U.S., Japan, Germany, U.K., France, Italy, and Canada).

According to the report by PWC, at the beginning of 2030, the world
economy’s GDP will double by up to 143 trillion USD. The E7 countries’
portion in world GDP will be 40%, while G7 countries’ portion will

ARF INITIATES MULTI-PARTY ANTI-PROTOCOL ANNOUNCEMENT

Oct 6th, 2009

YEREVAN (Combined Sources)-At the initiative of the Armenian
Revolutionary Federation, 12 political parties and organizations
Tuesday issued an announcement against the Armenia-Turkey protocols,
calling for changes to ward off the inherent threats in the document.

"The need to join forces and act together is apparent, and this
initiative is aimed at ending the process based on the pre-determined
protocols," said ARF Supreme Council of Armenian chairman Armen
Rustamian He explained that the parties that have already signed the
announcement were initiating a united front to thwart efforts that
will pit Armenia in unwanted and dangerous territory.

Also signing the announcement were the Heritage Party, founded
by Armenia’s former foreign minister Raffi Hovannisian and the
Ramkavar-Azatakan party, whose Western US chapter joined the protocol
protests in the Western US.

The parties said in their statement that Armenia and Turkey
have no mutual treaty, adding that by recognizing the existing
border-effectively the 1921 Kars Treaty-Armenia, for the first time
as an independent state, will ratify the part of the treaty that is
essential to Turkey thereby satisfying one of its key preconditions.

The parties also voiced their concern over the planned establishment
of a Turkish-Armenian intergovernmental sub-commission to conduct
an "impartial scientific examination of historical documents
and archives." The signatories assert that such an agreement will
effectively halt all efforts for the international recognition of the
Armenian Genocide. This has been Turkey’s longstanding precondition
to normalizing relations.

One other major concern voiced by the parties was the evident link
between normalization of Armenia-Turkey relations to the resolution of
the Nagorno-Karabakh conflict, especially the clause in the protocols
that emphasizes the principle of territorial integrity and ignores
the principle right to self-determination of nations.

"Thus, Turkey gets [Armenia] to meet another precondition, which
is demanding that Armenia and mediators ensure developments in the
Karabakh resolution process that are suitable to it. And finally, by
registering a bilateral decision to open the border that was closed
by Turkey unilaterally, Turkey in fact shares its responsibility for
keeping the border closed until today with Armenia," the statement
said.

Rustamian called on other political forces for add their signatures
to the announcement.

"The situation is indeed very serious, and the political groups that
put their signatures to this joint statement set the beginning of the
formation of a single front that will make it possible to prevent
developments that are undesirable and damaging for us," Rustamian
told RFE/RL.

Rustamian added that they still hope the Armenian authorities will
not sign the protocols.

"This is an issue of a pan-national significance. This is not a matter
of leadership change. This is an issue of our future, our future
generations… This unity, in its essence, is pure and sincere. I
am confident that all national forces must come to this field,"
emphasized Rustamian.

Expert Speaks Against Building New Atomic Power Plant In Metsamor

EXPERT SPEAKS AGAINST BUILDING NEW ATOMIC POWER PLANT IN METSAMOR

ARKA
Oct 6, 2009

YEREVAN, October 6, /ARKA/. Professor Georgy Galechian from the
Institute of Applied Physics’ Problems, an affiliation of the Armenian
National Academy of Sciences, warned today the authorities against
building a new Armenian power plant next to the operating reactor in
Metsamor, adding also that the new reactor must not be built in Lake
Sevan basin.

He was speaking at the 4-th international conference on renewable and
clean sources of energy in Yerevan organized by the Armenian Public
Council on Renewable Energy in cooperation with the UNDP Global
Climate Change program, USAID and German KfW Bank.

Armenian authorities said they will build a new nuclear power plant to
replace its aging Metsamor plant. The new plant will operate at twice
the capacity of the older, Soviet-constructed facility, which is 30
kilometers west of the capital, Yerevan. Metsamor currently generates
some 40 percent of Armenia’s electricity. Australian company Worley
Parsons has been selected to manage the project.

Georgy Galechian said construction of the new reactor close to the
old plant is not expedient. He recalled that still under the Soviets
many experts had warned against its construction in Ararat Valley
because of its complicated hydro-geological, engineering and seismic
conditions and high population density.

Citing many other countries which have shifted to production of sola
r, bio, wind energy Georgy Galechian argued in favor of developing
renewable alternative sources of energy in Armenia.

Potential investors, however, would like the new plant to be built
near the old one as this option would significantly cut the expenses
on creation of new infrastructure.

"Construction of a new reactor in Ararat Valley will pose a serious
threat to Armenian ecology and its national security. If the Armenian
government is determined to build a new reactor it must not build it
in the Ararat Valley neither in Lake Sevan basin,’ Georgy Galechian
said, adding that construction of a new atomic power plant will slow
down development of modern alterative sources of energy.

The Sydney-based Worley Parsons engineering company will be managing
construction of a new nuclear power station that should replace
Armenia’s aging Metsamor plant by 2017. With a market capitalization
of approximately $3 billion as of June 2008, Worley Parsons was one of
the world’s largest providers of engineering services to the energy and
other industries. The company has operating offices in 14 countries,
including Russia.

The Armenian government has yet to attract funding for the project
that was estimated by a U.S.-funded feasibility study to cost at as
much as $5 billion.

With a projected capacity of 1,000-1,200 megawatts, the new facility
would be more than twice as powerful as Metsamor’s sole o perating
reactor that generates more than 40% of Armenia’s electricity.

Sarkisian Abruptly Cancels Press Meeting

SARKISIAN ABRUPTLY CANCELS PRESS MEETING
By Ara Khachatourian

arkisian-abruptly-cancels-press-meeting/
Oct 5th, 2009

Late Sunday evening, officials at Horizon television received a call
from Armenian Consulate staff informing them that a scheduled press
meeting with President Sarkisian on Monday was canceled. Moments later,
another phone call confirmed that, in fact, a briefing with the press
would take place but instead of the president, his chief of staff,
Vigen Sargsyan would address reporters’ questions.

Only three television channels-Horizon TV, H1 and USA Armenia-were
invited to take part in the exclusive television discussion with the
president. It never took place.

Instead reporters were treated to a haphazardly organized meeting at
the Beverly Hilton. Upon their arrival, the reporters were seated in a
room awaiting Sargsyan. Moments later, the journalists were informed
that there would be a change of venue, eventually settling in at the
lobby of the hotel for an "informal" question and answer.

The entire Diaspora tour has been carefully crafted to exclude
the press. Despite curtailing participation of the more than 20
or so news outlets in Los Angeles, we were encouraged and were
anticipating the television discussion with the president. However,
the abrupt cancellation and reformatting of the event signaled a
blatant and reckless disregard toward the press. This approach has
been the hallmark of the Sarkisian administration from the onset of
the protocol process, if not earlier.

In Armenia, the voices of dissent toward the protocols are also not
being heard, as the mainly state-run media, with the widest reach
across the country, is misinforming the public on the extent of
opposition to the protocols.

This recent admonition of the media goes to strengthen the argument
that the much-hailed Diaspora tour-"pan Armenian tour"-is nothing
but a choreographed publicity stunt to avail the president of his
responsibility to include the Diaspora in this critically important
national issue.

The public outrage and disapproval of the protocols has been quite
evident thus far on the Diaspora tour. Protesters in France were
violently beaten by police, providing fodder for the Turkish media,
which immediately labeled the protesters as unruly.

If the president’s aim was to elevate his and the Armenian
people’s image he has failed miserably because not only has he
alienated the Diaspora, he has also created the image of a nation
divided. Sarkisian’s callous approach to this matter also paved the
way for Turkish president Abdullah Gul to wag his finger and say that
if the Diaspora were truly concerned about the Armenia’s future it
would support the protocols and encourage peace in the Caucasus.

The president and his apparatus can rest assured that despite their
meticulous efforts to shut out the press, we remained vigilant to
our mission and provided the most in-depth coverage of his visit, not
only from the protest but also from within the community meeting with
constant updates on Twitter and Facebook. We did, however, exercise
our right to not cover the gala banquet honoring the president,
deeming the event tactless and insulting.

It has become increasingly clear to our audience that the key figure
in this charade, namely president Sarkisian, has been missing in
action. His refusal to appear in public or address the press shows a
level of cowardice that further increases the inherent risks of the
entire protocol process.

Will Eurovision Rap Over The Knuckles Be Sufficient For Azerbaijan?

WILL EUROVISION RAP OVER THE KNUCKLES BE SUFFICIENT FOR AZERBAIJAN?

Manchester Evening News Blog
September 30, 2009

THE European Broadcasting Union’s(EBU) response towards Azerbaijan
which interrogated citizens who voted for a neighbouring country
would to an outside observer appear to have gone almost completely
unpunished.

While not wanting to seem a completely half witted organisation in
danger of losing the plot, the bosses running the Eurovision Song
Contest, have now warned countries they MAY face a three year ban if
the reveal the names of individual TV voters

It came after various Eurovision blog writers were suggesting the worst
case scenario but where the MEN suggested a measured response would be
more advisable, and after TV voters in places like Baku were allegedly
hauled in front of the local constabulary to explain their actions of
‘disloyalty’ in voting for sworn enemies Armenia at May’s competition.

The new rul change is intended to make the government in the capital
and all other Eurovision participating countries responsible for
ensuring they keep phone voters details confidential.

Only time will tell if this will work but the Azerbaijan government
might be advised to weed out their over zealous Eurovision police,
unless of course they are absolutely desperate to win at Eurovision
at all costs!

ARMENIAN PRESIDENT SAYS ARMENIA’S ECONOMY GETS MORE CHANCES WITH OPENING OF BORDER

Armenian President Serzh Sargsyan says he does not agree with the
statement that after the opening of Armenian-Turkish border expansion
of Turkish economy will threat Armenia. The President said at his
meeting with the members of Public Council.

"I don’t share that point of view, I even don’t share it
practically. I’ve talked with many businessmen.

They have just told me that our market is of 3mln and Turkish is
70mln. We get 23 times more chances then Turkish do. And if they act
correctly, maybe, they will have a right to win," President said.

President reminded those concerned about the economic matters that
mutual trade and economic cooperation have been built and are built
by definite rules.

SERZH SARGSYAN SAYS NOTHING MAKES US REACH UNWILLING RESOLUTION OF NKR

"People who have never been in Karabakh, who have never been there when
they should have to, they have not been in Armenia either, blame me
for making some compromises in Karabakh issue. It seems to be absurd,
as whom do they want to protect Karabakh from?" Armenian President
Serzh Sargsyan declared at his meeting with the Public Council today.

Making the above cited statement President commented on the concerns
expressed by some members of the PC feeling alarmed if NKR issue
would be solved shaped by the Armenian-Turkish negotiations. President
stated that it’s ridiculous for him to hear that NKR conflict is to
be normalized by the Armenian-Turkish signed protocols.

Regarding the resolution of NKR conflict, the president said that it’s
obvious that the issue would be finally set up. "But we should solve it
as we have been declaring for decades – when we reach the comprehensive
development and peace for Artsakh," pointed the President.

"But if we don’t reach that sort of resolution nothing makes us do it,"
Serzh Sargsyan announced.
