Erdogan refuted rumors on early elections

the rumors on early parliamentary elections, CNNturk reports.

Attending the opening ceremony of the Sabiha Gikcen airport new
building in Istanbul, Erdogan said that the rumors are untrue. â??The
parliamentary elections will be held in terms stipulated by the law,â??
Erdogan noted.

As NEWS.am reported previously, Turkish Premier Recep Tayyip Erdogan
and Leader of the Republican People’s Party (RPP) Deniz Baykal had a
small talk during the events on Turkeyâ?`s Republic Day. Turkish mass
media interpreted the dialogue as a basis for holding early elections.

Later, Erdogan stated that if there was a necessity to hold early
elections, he would himself inform the nation first, but not the
oppositional leader.

Turkey has always demanded withdrawal of Armenian troops from
Nagorno-Karabakh, Turkish ambassador to Russia Khalil Akinji said in
an interview with Vesti-24 TV channel.

"Resolution of the Armenia-Azerbaijan Nagorno-Karabakh conflict and
withdrawal of Armenian troops from Azerbaijan’s occupied territories
are imperative," the ambassador said.

Akıncı noted that the resolution of Armenia-Azerbaijan conflict will
contribute to normalization of relations between Turkey and Armenia.

"Armenia must necessarily normalize relations with Azerbaijan in order
to establish and develop relations with Turkey since Azerbaijanis
and Turkish people are one nation, living in two different states
and speaking the same language," the Turkish ambassador said.

US President Barack Obama will discuss the Middle East,
non-proliferation, Iraq, Pakistan and Afghanistan when he meets Turkish
Prime Minister Recep Tayyip Erdogan next month, the White House said.

Erdogan’s visit, which was previously announced by the government
in Ankara, will take place at the White House on December 7, Obama’s
spokesman Robert Gibbs said in a statement.

Obama also will raise the normalizing of Turkey’s relations with
Armenia, settling the dispute over Cyprus and human rights, the
statement said.

Turkey, which is a member of NATO, has improved relations with Iran
in recent years and Erdogan visited the country earlier this week in
an attempt to ease tensions over Tehran’s nuclear ambitions.

In an interview with a British newspaper, Erdogan accused Western
powers of treating Iran unfairly and dismissed as "gossip" concerns
that Tehran wanted to build nuclear weapons.

Turkey and Armenia, long-divided by a bloody history, signed historic
agreements earlier this month to end decades of hostility, establish
formal ties and open their border — deals hailed by the United States.

Erdogan’s US visit comes at Washington’s invitation and follows
Obama’s trip to Turkey in April.

"Renounce the Protocols completely. It is necessary to return to the
arena of rights and to demand the right of Armenians by legal means,"
said Armenian Secret Army for Liberation of Armenia (ASALA), "Oukht
Ararat" coordinator Tigran Pashabezyan during a press conference today.

Presenting ASALA representatives’ concerns, Pashabezyan stated that
ratification of the Armenian-Turkish Protocols doesn’t promote regional
security, but increases risks. According to him, the next concern
is that the Protocols are an attempt to oust the 1948 UN Convention
on Prevention and Punishment of the Crime of Genocide. And finally,
with the Protocols, the sides assume responsibilities before Europe,
which means having to deal with a new legal package.

ASALA wrote an open letter stating their concerns on the risks of
the Protocols to the US, Russian and French presidents, Secretary
General of the EU Council, Chair of the Council of Europe Committee
of Ministers, and the Armenian and Turkish presidents, and is waiting
for a response. Pashabezyan stated that after ratifying the Protocols,
the responsibility for any developments, positive or negative, falls
on the countries gathered at Zurich (where the signing ceremony took
place), as well as on Armenia and Turkey.

Bulgarian water bottling company Gorna Banya has been sold for almost
25 million euro to Armenian nationals Gagik and Djavair Tsarukyan,
according to the trade registry.

Evgeni Goranov, one of the company’s former owners, confirmed to
Dnevnik that the deal was struck at the end of last week.

The other partners that have divested of their stakes in the water
bottler are Pavlin Ivanov and Roumen Tsvetkov.

About 20 million euro of the amount will be channeled to debt payments,
Goranov said, noting that the company owes 12 million euro in long-term
banking loans and a further four million euro in short-term funding.

It should pay a separate sum of about 3.5 million euro to a UK
investment fund.

A further million euro has been deposited with a guarantee fund to
cover possible future payments. The monies will be left there until
March 30, according to Goranov.

Gorna Banya generated total revenue of more than 36 million leva for
2008. Short-term liabilities for the period stood at 14.9 million
leva and the long-term at 9.6 million leva.

Gagik Tsarukyan is the owner of Armenia-based company Multi Group
Concern. Local media describe him as an influential politician and
businessman. A former wrestler, boxer and arm wrestler, he has a
holding company that comprises construction, telecommunications,
transportation, and food businesses, among others.

Gorna Banya is the entrepreneur’s first Bulgarian investment. It will
be managed by Zaven Asadurov, according to the trade registry.

Asadurov was not immediately available for comment.

Gorna Banya Bottling Company holds 25-year concessions for three
mineral springs in the eponymous Sofia neighbourhood, whose term will
be extended to 35 years with the contract updates being implemented
by the environmental ministry.

Gorna Banya’s sale is the first deal to be completed in the Bulgarian
water bottling sector the year. One of the company’s nearest rivals,
Devin, is in the final stage of selling 75% of its capital after in
end-September current majority owner Austria’s real estate developer
Soravia Group put pen to paper with the exclusive candidate, US buyout
firm Advent International.

The Armenian-Azerbaijani Nagorno-Karabakh conflict is a serious threat
to Europe, Azerbaijani Minister of National Security said.

"The Armenian-Azerbaijani Nagorno-Karabakh conflict poses a serious
threat not only to the South Caucasus, but entire Europe. The conflict
must be solved within the international law," Lieutenant-General,
Azerbaijani Minister of National Security, Eldar Mahmudov, told his
colleague Kircho Kirov during a trip to Bulgaria, the Center for
Public Affairs of the ministry of national security said.

Azerbaijani Minister of National Security, Lieutenant-General Eldar
Mahmudov was on an official visit to Bulgaria at the invitation of
the director of Bulgarian national intelligence Kircho Kirov.

Major-General Kircho Kirov stressed importance of Azerbaijani Minister
of National Security, Lieutenant-General Eldar Mahmudov’s visit for
security and further development of cooperation between Azerbaijan
and Bulgaria.

Eldar Mahmudov spoke about security in the country, protection of
energy and transportation infrastructure from threats, international
terrorism, illegal trafficking in narcotic substances, as well as
combating with transnational organized gangs and illegal migration,
including the processes occurring in the region.

The issues of bilateral cooperation have been discussed during the
meeting. The agreements in exchange of information and expertise on
issues of mutual concern were achieved.

During his official visit Mahmudov met with Bulgarian Deputy President
Angel Marin and Deputy Prime-Minister Tsvetan Tsvetanov.

During these meetings, two heads highly appreciated development and
expansion of friendly and business relations between the countries.

Discussions on expansion of cooperation in security were held.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Azerbaijan
lost all of Nagorno-Karabakh except for Shusha and Khojali in December
1991. In 1992-93, Armenian armed forces occupied Shusha, Khojali and 7
districts surrounding Nagorno-Karabakh. Azerbaijan and Armenia signed
a ceasefire in 1994. The co-chairs of the OSCE Minsk Group – Russia,
France, and the U.S. – are currently holding the peace negotiations.

"On September 15, European Parliament member Sylvie Guillaume wrote to
European Commissioner for External Relations Benita Ferrero-Waldner,
asking her to draw the attention of the EU’s relevant structures to
the case of Javakheti political activist Vahagn Chakhalyan.

"On October 7 Ms. Ferrero-Waldner responded to this letter, stating
that the European Union is following all the developments in
Chakhalyan’s trial through its delegation in Georgia.

"Below is the complete translation (made by "Yerkir" Union into
English) of the letter sent to Ms. Guillaume from Ms. Benita
Ferrero-Waldner:

"Brussels, October 7, 2009

"Madam,

"Thank you for your letter dated September 15, 2009, on the situation
of national minorities in Georgia. I assure you that it was given
the utmost attention.

"As you know, the EU and Georgia, as a part of the Neighborhood Policy,
have agreed on a number of ambitious goals. These goals are translated
into specific commitments undertaken by Georgia in the Action Plan,
including the functioning of democratic institutions, the rule of
law and respect for human rights.

"The document also contains provisions on minorities. The commitments
undertaken by Georgia in this field include the rights of ethnic
minorities and their security, respect for property rights and
signing and ratification of the European Charter for Regional or
Minority Languages. All these issues are discussed during our regular
political dialogue with Georgia and are subject to regular review
in the Progress Report that we publish annually for each country
participating in the European Union Neighborhood Policy.

"Moreover, the recent strengthening of the Eastern Partnership, both in
its multilateral and bilateral dimensions, will give greater importance
to political dialogue with Georgia. We take every opportunity to
remind the Georgian authorities about the close link between this and
the need for further progress on political pluralism, democracy and
respect for minorities. Moreover, the level of aspiration in relations
with the European Union will depend on the inclusion of these values
into policies and actions undertaken by Georgia.

"Please be also advised that additional substantial financial
assistance granted to Georgia for the period of 2008-2010 was
accompanied by renewed commitments, undertaken by the Georgian
government on democracy, the rule of law and independence of the
judiciary. We take these issues very seriously.

"Concerning the Justice System, I must tell you that I attach the
highest importance to the project supporting the reforms in the
field, which we assist financially. It is aimed at making justice
more transparent, including implementation of reforms of the Criminal
Justice system of the state and strengthening the Public Defender’s

I am pleased to inform you that we follow all the developments through

ArmInfo. OSCE MG Cochairmen Yury Merzlyakov (Russia), Bernard Fassier
(France) and Robert Bradtke (USA) will visit the region in early
November. According to the statement of OSCE MG co-chairs, they met
with Azerbaijani Foreign Minister Elmar Mammadyarov and Armenian
Foreign Minister Edward Nalbandyan in Luxembourg on October 26. The
sessions, which took place in a constructive spirit, assessed the
current stage of the negotiations and considered, in particular, next
steps in view of the December 1-2 OSCE Ministerial Council in Athens.

The Co-Chairs will travel to the region in early November to meet
the presidents of Armenia and Azerbaijan and continue to work with
them on the basic principles for the peaceful settlement of the
Nagorno-Karabakh conflict.
