Election campaign of presidential contenders started in Nagorno
Karabakh today. It will last till July 17.

As ArmInfo’s special correspondent in Stepanakert reports, toss-up will
also be held today, as a result of which priority of appearance of the
contenders by public TV and Radio of NKR will be determined. As Head
of the Central Election Committee Sergey Nasibyan said, each candidate
is enabled to use to 30 minutes of free time and to 80 minutes of paid
time, according to the Election Code. Unbiased and assessment-free
information regarding the campaign the candidate carries out should
be used in the news programmes of the public TV and Radio. The
election campaign may be carried out via mass media, by organization
of pre-electoral meetings with voters, public pre-electoral debates,
discussions, processions, demonstrations, via publication of printed
materials, dissemination of audio- and video materials.

To recall, the Central Election Committee of NKR registered all the
five earlier nominated presidential contenders: NKR parliamentarian
Armen Abgaryan, lecturer of the Artsakh State University, Professor
Vania Avanesyan, deputy Foreign Minister Masis Mailyan, leader of
the Communist party Hrant Melkumyan, Head of the National Security
Service Bako Sahakyan.

Without looking back at Kosovo

Moscow and Tbilisi are renewing their dialogue. At the Economic Forum
in St Petersburg, Vladimir Putin and Mikhail Saakashvili agreed to
assign the ministers of foreign affairs of both countries joint work
aimed at stabilizing bilateral relations. Then, as was stated, this
would be followed also by removal of limitations on development of
trade-economic relations.

The Georgian leader was pleased with the meeting and announced that
Georgia is always "not only ready, but is obligated to conduct fruitful
dialogue with Russia."

Perhaps, it would be premature to call all of this a warming
of relations, but an easing of tensions is certainly being
observed. And the main thing is that the condition for rapprochement
has appeared. This is a basic condition, unconditionally adopted
by both parties. It was outlined by Saakashvili when he said that,
aside from consideration of mutual interests, friendly relations
must also be built on adherence to the principle of territorial
integrity. Putin immediately agreed with his Georgian colleague:
"We have always proceeded from the need to adhere to the fundamental
principle of territorial integrity of the state. Unfortunately,
attempts are being made to erode these fundamental principles. And
this, of course, creates problems for us on the post-Soviet area."

The words spoken by the Russian president should be understood not only
as a sign of diplomatic solidarity with Georgia, which is burdened
by the separatist regimes of Abkhazia and South Ossetia. This was
practically the first time that Vladimir Putin announced the need for
adhering to territorial integrity of states on the entire territory
of the CIS.

Although, it would seem, what is new about that? Even before, Moscow
had not cast doubt upon the territorial integrity of Georgia and
Moldova in those boundaries, which they had prior to the disintegration
of the USSR. But for 15 years now, Abkhazia, South Ossetia and the
Dniester region, having proclaimed themselves sovereign states,
are flaunting their independence in every way. And all this time,
they have been asking Russia to recognize them.

South Ossetia has already sent more than 20 documents to Moscow, asking
for recognition. The leadership of that republic is being impatient,
not wanting to wait at least for a decision on Kosovo, which is capable
of setting an international precedent. "We do not believe that South
Ossetia depends on the resolution of the problem of that region (Kosovo
– editor)," says Minister of Foreign Affairs of South Ossetia Murat
Dzhioyev. "The situations here and there are different. South Ossetia
declared itself in the course of disintegration of the USSR. It did not
withdraw from the complement of the already independent Georgia… The
South Ossetians want to be independent.

Ninety-nine per cent of the region’s residents have spoken out in
favour of this."

The aspirations of Abkhazia extend even farther. It is asking to
be accepted into the complement of the Russian Federation as an
associated member. This means a customs and defence union, a single
currency, and single citizenship, but at the same time – independence
in domestic and foreign policy. We may recall that, at one time,
Aleksandr Lukashenka had tried to incline Moscow towards a community
reminiscent of this, and received the response: "Let us separate the
flies from the hamburger." But, through the words of its Minister of
Foreign Affairs Sergey Shamba, Abkhazia continues to insist: "We want
our state, which possesses all of the necessary state institutions,
to be recognized by the world community. First and foremost, we are
awaiting recognition on the part of Russia."

In this rhetoric, the authorities of the self-proclaimed states are
reminiscent of each other. Especially when they refer to the results
of the referenda held there. Well, and why not?! The number of votes
cast for independence is simply overwhelming. Although, the very
directionality of the questions, which contain a prompting in and
of themselves, ruled out a different expression of will. And the
Dniester, Abkhazian and South Ossetian authorities could pose such
questions without the slightest risk: The mass sentiments are well
known to them. Ultimately, this is the fundamental property of a direct
democracy, practiced by the post-Soviet regimes: A referendum may be
held only in one case – if it is initiated by the authorities. And
only with guaranteed provision of the answers necessary to it. This
was the case in 1993, with the fateful slogan, which has now become
an anecdote: "yes, yes, no, yes." That is what happened also on 17
March 1991, when the fate of the Union was put up for a popular vote
– which, we might add, very soon did not keep this fate from being
decided by the well-known means and without looking back at the will
of the fraternal peoples of the "single and inviolable." There is
also nothing to keep the world community from treating the results of
referenda in the unrecognized post-Soviet republics in exactly the
same way as the "Belovezhskiy" threesome treated the results of the
Gorbachev plebiscite. References to Montenegro, which ceded from Serbia
after an analogous referendum and received international recognition,
nods at Kosovo, whose course towards independence is being approved
by the European Union and the USA, accusation of the West as holding
double standards – all this is not unfounded, but does not change the
matter. Neither the Dniester region, nor Abkhazia, nor South Ossetia
will receive the status of an independent state in the nearest time.

But what about Moscow? Despite its obvious predisposition to these new
formations, it is exhibiting restraint in its official statements. For
example, the reaction to the Dniester referendum proved to be exactly
like its result. Minister of Foreign Affairs of Russia Sergey Lavrov
called this result predictable – and that is all. We should not have
expected anything more definite from the head of the MFA [Ministry
of Foreign Affairs]. "We must treat the referendum in the Dniester
region without emotions," said Lavrov, "so that [these emotions]
do not overshadow the essence of what is going on. And the essence
consists of the need to return to the negotiating table." Yes, the
most that Russia can do for the Dniester region is to protect its
interests in the negotiation process with Moldova.

But will Moscow have to hold its pause for long? Or will the Kosovo
precedent (and it will happen anytime now) give it more decisiveness,
at least in the formulation of the question of international
recognition of the separatist regimes on the post-Soviet area? No,
I believe that, in that case too, Russia would have to refrain from
active moves. And not only because, in striving to achieve official
state status for its unrecognized neighbours, it will encounter
the European Union and the USA, the limit of clashes with which has
practically already been exhausted. The matter lies also – and this
is the most important thing – in what will begin near our borders if
Moscow were to recognize the independence of at least one of these
rebellious republics. After all, the Kosovo precedent for the CIS
countries is not the same thing that, say, the Dniester precedent
may prove to be. The chain reaction would be such, that no one would
think it little.

Abkhazia and South Ossetia would also immediately demand
recognition. That means that they too would have to be
recognized. Watching this parade, Armenia would then have the right
to strive for recognition of the Nagorno-Karabakh republic. And then,
who knows, Crimea might also catch the separatist fever. Ultimately,
it may come to the situation where Georgia, Moldova, Azerbaijan,
and Ukraine, with whom our relations today are not unclouded, would
finally become our enemies and, in a rush of response, would demand
that Russia recognize the independence of Chechnya.

It was evidently the understanding of these consequences that dictated
the agreement of the presidents of Russia and Georgia to adhere to
the principle of territorial integrity of states. And if Abkhazia,
South Ossetia and the Dniester region are hoping to get official
recognition from Moscow in the nearest time, then they are most likely
in for a disappointment.

Homeland and Honor Party, stated in his interview with a Noyan Tapan
correspondent that Anthony Godfrey’s statement, in essence, is a
"yellow card" to the Armenian government.

It should be mentioned that, according to A. Godfrey’s statement,
the U.S. is anxious about the development of relations between Armenia
and Iran.

In G. Margarian’s opinion, such a position of the U.S. can be
conditioned by lack of progress in the issue of the settlement of
the Nagorno Karabakh conflict and, in particular, by another meeting
between the two presidents which yielded no results.

Besides, in G. Margarian’s words, the U.S. finally made sure that the
regime established in Armenia first of all serves Russia and not them
and this statement of A. Godfrey could be made in the context of the
current aggravation of relations between Russia and the West.

RAPAPORT… The United States has made a concerted effort to help
Armenia during transition from totalitarianism and a command economy
into democracy and open markets. Under government sponsored programs
the United States has provided nearly $1.5 billion in humanitarian
and technical assistance for Armenia in the past 15 years.

In 1992 Armenia signed three agreements with the United States
affecting trade between the two countries. The United States considers
that diamond trading between the two nations is an important player
in commerce. The agreements were ratified by Armenia’s Parliament in
September 1995 and entered into force in the beginning of 1996. They
include an "Agreement on Trade Relations," an "Investment Incentive
Agreement," and a treaty on the "Reciprocal Encouragement and
Protection of Investment."

Armenia’s diamond trade overall however has hit a rough patch in the
past two years. Armenia reported a 35 percent decline in rough imports
from all nations for the first couple of months in 2007, following
an overall diamond export drop of 20 percent in 2006 to $212 million.

Interestingly enough, diamond imports and exports between Armenia and
the United States experienced a transition in 2006. Overall diamond
trade fell 9.8 percent to $9.9 million. Armenia exported $1.7 million
in polished goods to the United States, a drop of 78 percent from
2005. And yet polished exports from the states to Armenia in 2006 rose
196 percent to $8 million. Rough imports from the states dropped 76
percent to $170,000. A slight majority of goods traded were in excess
of 0.50 carats.

So far in 2007 (January through April) polished imports from Armenia
to the United States is flat at about $421,000. Polished exports to
Armenia from the states has dropped 59 percent to about $273,000.

Hovannisian Seeks Extra Parliament Seat

Opposition leader Raffi Hovannisian said on Monday that we will contest
a repeat parliamentary election in a constituency in central Armenia
despite having already been elected to the National Assembly.

It is the first time that a sitting member of the Armenian parliament
elected on the party list basis is seeking another seat in the
legislature under the first-past-the-post system. Hovannisian’s
unprecedented move does not run counter to the country’s Electoral
Code.

Residents of the electoral district No. 15, largely covering the town
of Talin and surrounding villages, already went to the polls along
with voters in the rest of the country on May 12. Khachik Manukian,
a businessman backed by the governing Republican Party (HHK), was
declared the winner of the vote amid allegations vote rigging made by
his main challenger, Talin Mayor Mnatsakan Mnatsakanian. The latter
is backed by the Prosperous Armenia Party (BHK), a junior partner in
the HHK-led governing coalition.

Manukian subsequently relinquished his parliamentary mandate
under apparent pressure from the HHK, leading the Central Election
Commission (CEC) to schedule a repeat election in that district for
August 26. He and Mnatsakanian are among 11 candidates that have filed
for registration with the district election commission. One of them,
Hovannisian, is already a parliament deputy, having topped the list
of his Zharangutyun (Heritage) party’s candidates in the May 12 polls.

Zharangutyun won 7 of the 91 parliament seats contested under the
system of proportional representation and failed to prevail in any of
the 41 single-seat constituencies. The party accused the authorities
of stealing two-thirds of votes cast for it, but chose to accept
the mandates allotted to it and not to boycott sessions of the newly
elected legislature. Hovannisian’s victory in the Talin constituency
would give it an extra parliament seat.

"Zharangutyun has decided to reclaim, step by step, day by day,
votes stolen from us," said Hovannisian. "We will start doing that
from the electoral district No. 15. We want citizens living in that
district to understand that at stake is also their freedom of choice."

Mnatsakanian, who claims to be the rightful winner of the May 12 vote
in the district, dismissed the explanation. "If I were [Hovannisian,]
I wouldn’t run," he told RFE/RL. "I consider that an unserious move.

He is already a deputy."

Manukian, for his part, refused to comment on the development, saying
only that he is determined to win the August election fair and square.

But that will be a difficult task not only because of Hovannisian’s
decision to enter the fray. The pool of candidates includes two other,
little-known individuals who also go under the name Khachik Manukian,
something which is certain to cause confusion among supporters of
the HHK candidate.

The two men were clearly told to run for parliament by one of his
rivals keen to damages his electoral chances. One of the obscure
Manukians is a 75-year-old unemployed man, while the other works as
a costume maker in a state theater in Yerevan.

intends to start rendering a new 3G service to its clients before
the end of 2007.

Director for Regulation, ArmenTel, Hayk Faramazyan reported that the
G3 system is a mobile technology of the 3rd generation designed for
the transmission of multimedia images and melodies by by means of
mobile communication (MMS service).

Farmazyan said that the company intends to apply to the RA Public
Services Regulatory Commission for a license for rendering the 3G
services.

He did not report on the cost of the new service, pointing out the
prices are being calculated. Farmazyan added that MMS service are
rather expensive abroad compared to other GSM services.

A regular preplanned monitoring of the contact line of the armed forces
of Nagorno-Karabakh and Azerbaijan near the Karakhanbeili village of
the Fizuli District passed without breaches of the ceasefire regime.

On Wednesday, the press service of the Foreign Ministry of
Nagorno-Karabakh Republic reported that from positions of the armed
forces of Nagorno-Karabakh, observation was done by field aides of
personal representative of the acting Chair of OSCE, Peter Kii (UK)
and Zhaslan Nurtazin (Kazakhstan). The monitoring was done mostly in
accordance with the preplanned schedule. No breaches of the ceasefire
regime were registered in the course of the monitoring. The mission
of observers on the part of Nagorno-Karabakh was accompanied by
representatives of the Foreign Ministry and Defense Ministry of
the republic.

Eight Hundred People Walk, Over One Hundred Sign-up With The Armenian
Bone Marrow Donor Registry

More than 800 people rallied together on Saturday, June 9 for the
Second Annual "Walk of Life" 5k/10k Walkathon at the Glendale High
School Moyse Stadium to support the Armenian Bone Marrow Donor Registry
(ABMDR) in its critical life-saving mission. In addition, more than 100
registered to join as donors of bone marrow stem cells. The walkathon
was organized to raise public awareness of the role played by the
ABMDR, to expand the existing database of volunteer bone marrow stem
cell donors, and raise funds to cover tissue-typing expenses.

The event began with a prayer led by His Eminence Archbishop Hovnan
Derderian of the Western Diocese of the Armenian Church of North
America, and Father Vasken Atmajian, representing Archbishop Moushegh
Mardirossian, Prelate of the Western Prelacy of the Armenian Apostolic
Church of America. Dr. Frieda Jordan, president of the ABMDR welcomed
the crowd with a brief message: "We are delighted with the overwhelming
participation of the community in this, our second annual ‘Walk of
Life’ walkathon", she said.

"Each one of you carries a torch; you’re all beacons of hope, hope
to all those waiting for a match, waiting for their chance to live,
and waiting for their chance to walk. Thanks for coming. Let’s get
going. We have miles to walk. We have work to do. We have lives
to save."

Participants walked or ran their 5 or 10 K in the stadium, while
many crowded the recruitment booth to register as bone marrow stem
cell donors. Many of the participants walked in support of cancer
survivors or of cancer patients, and in memory of cancer victims.

They walked for Arlene and Natalie, they walked for Lar and Patrick,
and they walked for Biurad. They walked to celebrate the survivors,
to support the patients, to remember and honor the victims.

At the conclusion of the walk, Taleen Khatchadourian, Chairperson
of the walkathon committee, thanked the participants, and stressed
the crucial role of the sponsors and organizations "whose backing
and support made this a resounding success, and greatly enhanced our
ability to continue our life-saving mission." She recognized the major
sponsorship of Glendale Memorial Hospital and Health Center, as well
as the corporate sponsorships of Cal National Bank, City of Glendale

The facts of breaching a ceasefire agreement on the contract line
of the Nagorno-Karabakh conflict growing more frequent may be used
at the upcoming meeting of presidents of Azerbaijan and Armenia,
Ilkham Aliev and Robert Kocharyan, in St. Petersburg. Uzeir Dzhafarov,
military expert and retired colonel lieutenant, made this proposal.

The facts of breaching a ceasefire agreement on the contract line
of the Nagorno-Karabakh conflict growing more frequent may be used
at the upcoming meeting of presidents of Azerbaijan and Armenia,
Ilkham Aliev and Robert Kocharyan, in St. Petersburg. Uzeir Dzhafarov,
military expert and retired colonel lieutenant, made this proposal.

Facts of the ceasefire agreement breach by Armenian servicemen
have grown more frequent lately on the contract line of the
Armenian-Azerbaijani conflict. For example, at 10:30 p.m. yesterday,
Armenian armed forces fired at positions of the Azerbaijani national
army from the occupied village Bashkervend of the Agdam District
for seven minutes. Armenians fired machine guns and other automatic
weapons. Nothing was reported about the losses.

In the night of June 6, Armenian armed forces also fired on positions
of the Azerbaijani army near Shikhlar village of the Agdam District
of Azerbaijan. The firing started at 3:45 a.m. By response fire the
enemy was suppressed. There were no losses.

On June 5, Armenian armed forces fired on positions of the national
army of Azerbaijan in the Bala Dzhafarli village of the Gazakh District
from positions located in Aigovit village of the Idzhevan District of
Armenia for 15 minutes starting at 10:30 p.m. Armenians fired machine
guns and other automatic weapons. There is no report about losses.

Meanwhile, Dzhafarov says that there is nothing supernatural in
periodic breaches of the ceasefire agreement. The military expert warns
that "this has been happening since the two parties have reached an
agreement on a ceasefire and the beginning of a peaceful negotiation
process. However, this kind of incident will continue to happen in the
future if nothing changes." Along with this, Dzhafarov remarks that the
army command of Azerbaijan and Armenia, being directly subordinated
to the presidents, uses the facts of ceasefire agreement breaches in
their own way and, usually, in their own favor.

He adds: "There is nothing surprising in this because the matter is
not about intensive fighting but only about a firing exchange that
usually stops after a smattering of response fire."

According to him, if the Armenian party starts firing first, this
does not mean that it will start an offensive tomorrow. "Moreover,
it is necessary to bear in mind that in the summer season, servicemen
leave the dugouts and are actually under the open sky; that is why the
quantity of such incidents grows in summer." According to Dzhafarov,
it is also necessary to bear in mind that the facts of the ceasefire
regime breaches may be exaggerated because the meeting of presidents of
Azerbaijan and Armenia dedicated to resolving of the Nagorno-Karabakh
conflict will take place between June 9 and 10.

Incidentally, officials of the Defense Ministry of Azerbaijan refused
to comment on this issue.
