PARLIAMENT WILL PASS AMENDMENTS TO ELECTORAL CODE BEFORE PRESIDENTIAL ELECTION

Republican Member of Parliament Samvel Nikoyan told reporters today
the autumn session of the National Assembly will probably pass
amendments to the Electoral Code. The amendments will be related to
the presidential election of 2008. According to Samvel Nikoyan, the
parliament will review the provisions on transparency and control of
the funds and expenditures of candidates. According to him, instead
of the civil initiative nominating a candidate a candidate will
nominate himself.

Samvel Nikoyan thinks there will be a number of candidates from
both the opposition and the forces which were not elected to the
parliament. The race will be tough. The government will not put up
an imitation candidate because it is not necessary.

July 18 Speaker of RA National Assembly Tigran Torosyan received
the Ambassador Extraordinary and Plenipotentiary of Egypt to Armenia
Abla Mohammad Abd-el Rahman Osman on the occasion of completion of
the latter’s tenure in office.

Speaker Tigran Torosyan noted that although the years of the
Ambassador’s tenure in office were productive from the perspective of
development of Armenian-Egyptian relations, the interparliamentary
relations were not active. He expressed hope that the after the
parliamentary elections in Armenia an Armenian-Egyptian Deputy
Friendship Group will be formed in the National Assembly, which will
promote the establishment of active interparliamentary ties between
the two countries.

Ambassador Abla Mohammad Abd-el Rahman Osman congratulated Tigran
Torosyan on holdings successful parliamentary elections. The Ambassador
also attached importance to the development if interparliamentary
ties and informed that a Deputy Friendship Group with the National
Assembly of Armenia operates in the Parliament of Egypt.

Recent martyrdoms sadden us but cannot make us despair

Turkey has become more and more hostile to its tiny Christian
minority. Though the nation is 99 percent Muslim, the government and
media look at any activities of Christians with great suspicion. Last
year, according to Compass Direct News, an Italian Catholic priest was
shot to death while kneeling in his church in the Black Sea port of
Trabzon. And in January, an ethnic Armenian Christian journalist was
murdered in Istanbul.

Indeed, all who desire to live a godly life in Christ Jesus will be
persecuted, while evil people and impostors will go on from bad to
worse, deceiving and being deceived.

On Wednesday morning, April 18, German missionary Tilmann Geske, a
46-year-old father of three, kissed his wife goodbye and headed to
work. He was renting office space at the small Zirve Publishing House,
where he was editing a new Turkish study Bible. Zirve shares space
with a tiny Protestant church in Malatya, a small town in eastern
Turkey. Meanwhile, church pastor Necati Aydin, 35, a father of two who
was a convert from Islam, went to that same building for a Bible
study.

Also headed to Zirve were two Muslims who had befriended these
Christians and expressed an interest in Christ. Upon arrival, the men
began discussing the faith. In a little while, however, three more
young Muslims arrived, armed with pistols and knives.

For it has been granted to you that for the sake of Christ you should
not only believe in him but also suffer for his sake.

The two Christians were bound hand and foot to chairs, and the Muslims
began stabbing them, slowly and deliberately. Soon, another former
Muslim, Ugur Yuksel, 32, showed up, and they tied him up, too. Nearby
residents heard moans and shouting but did nothing, believing it was a
domestic disturbance. Finally, three hours after the torture began,
police were called. The captors then slit the Christians’ throats,
killing all three.

If one member suffers, all suffer together; if one member is honored,
all rejoice together.

Quickly apprehended, the suspects were carrying a letter that read in
part: "We did it for our country. They are trying to take our country
away, take our religion away."

Yuksel was buried the night of his martyrdom by his Muslim family;
Geske two days later in the Armenian cemetery in Malatya; and Aydin on
April 21 in his hometown of Izmir. About 500 people attended Aydin’s
emotional funeral, which received national coverage.

In a television interview, Susanne Geske, wife of the German
missionary, said she did not want revenge. "O God, forgive them," she
said, "for they know not what they do."

Therefore, since we are surrounded by so great a cloud of witnesses,
let us also lay aside every weight, and sin which clings so closely,
and let us run with endurance the race that is set before us, looking
to Jesus, the founder and perfecter of our faith, who for the joy that
was set before him endured the cross, despising the shame, and is
seated at the right hand of the throne of God.

YEREVAN, JULY 17, NOYAN TAPAN. "Robert Kocharian, the President of
the Republic of Armenia, and Serge Sargsian, the RA Prime Minister,
feel constrained about the problem of the Republic of Nagorno Karabakh
because they defined a too high populistic stake, promising a Karabakh
of eight million kilometer square." This statement was made by Nikol
Phashinian, a member of the "Alternative" non-governmental political
organization and the editor of the journal "Haykakan Zhamanak"
("Armenian Time") during the debate with Armen Ashotian, an MP and a
member of the Board of the Republican Party (RPA), which took place
on July 17. According to Nikol Phashinian, the Kocharian-Sargsian
couple cannot make decisions concerning the Karabakh problem below
the level of the above-mentioned stake and, therefore, cannot make
compromises. Whereas, in the conviction of the editor of the "Haykakan
Zhamanak" ("Armenian Time"), the problem should be settled through
compromises. However, at present, according to Nikol Phashinian, "the
land problem has reached a level where Aghdam has become a papal land."

A. Ashoatian also mentioned that in difference to Nikol Phashinian,
the other opponents blame the authorities for having an intention to
hand the lands over. In response to this observation, Nikol Phashinian
stated: "The others are not opponents: they are the very people, who
handed the post of the president of the country to Robert Kocharian
and who were betrayed: "let down", by the very Robert Kocharian. He
mentioned that the President acted the same way with Jirayr Sefilian,
the coordinator of the non-governmental initiative "In defence of
the liberated territories."

Armenia’s Leva Kirakosyan defended his European super-featherweight
title with a fourth-round stoppage of Britain’s Carl Johanneson in
Barnsley.
Johanneson hit the canvas three times before eventually succumbing to a
heavy right uppercut after one minute and 50 seconds of the fourth
round.

It knocked him out and the referee stopped the contest without a count.

Kirakosyan was the last man to beat British champion in December 2004,
since when he has won seven straight.

OMBUDSMAN WORRIED ABOUT KASAKH REFUGEES

RA Human Rights Ombudsman Armen Harutyunyan has applied with
intermediation to UN Refugee Department to ask assistance for
Avanesyan family living in the village of Kasakh in Kotayk region. As
the HRO Information and Public Relations Department informed
panorama.am their work group had visited the refugees the previous day
to see the leaving conditions there.

As the Ombudsman office informed the leaving conditions of the 30
refugee families are extremely inconsolable. The family leaves in the
previous correctional colony territory. A.Harutyunyan has with an
official letter applied to the RA Territorial Management Ministry
Migration Agency chair G.Eganyan for the provision of information
concerning the projects implemented and measures taken in that
territory.

Speaker of RA National Assembly Tigran Torosayn said at a press
conference today that the non-positive attitude and assessment of
the forthcoming presidential elections in NKR by international
organizations is quite normal and understandable. The Speaker
explains such attitude with the fact that "international structures
do not recognize the elections of the NKR President, therefore,
they previously declare about it."

"This can be probably understood: if they don’t recognize a
state, they must have an attitude towards the formation of state
institutions. If there is a policy of not recognizing the elections
in unrecognized states, why should they recognize those in Nagorno
Karabakh?" Tigran Torosyan said. Although the international structures
do not recognize the results of the elections in Nagorno Karabakh,
"their representatives meet with the authorities elected through
these elections," the Speaker noted.

"Under these circumstances one can ask: if you do not recognize the
choice of NKR people, then why do you meet with the authorities formed
through the choice of people," he remarked.

Simultaneously, the NA Speaker said the attitude of the international
organizations towards the elections in Karabakh have nothing to do
with the conflict settlement process.

"I am read to become president of Armenia," Leader of Marxist Party
David Hakobyan said at a press conference, Thursday.

The chief Marxist said he has the necessary potential to come to power,
but he is short of necessary money. "As a doctor I often communicate
with patients. I can say with confidence that people like me as person
and not as a party favorite. It means that one should not compare my
possibilities to become president with the result of the parliamentary
election," D. Hakobyan said.

He divides his rivals into two camps: those who have financial
potential and lack brains and vice versa. As regards Serzh Sargsyan,
who is considered the front-runner, the Marxist said: "My intuition
and objective analysis of the political situation in the country
say that there is not complete unanimity regarding Serzh Sargsyan’s
candidature even in the pro-government camp. I think his chances for
victory is 50/50 and not 80/20 as the Republican Party of Armenia
members try to present. Anyway, the presidential nominee directly
depends on how the West and Russia will perceive his person."

accused Prime Minister Recep Tayyip Erdogan of having intentions to
pass Erzerum to Armenia. Candidate from that party Erbaºar Ozsoy
accused Erdogan of being one of the co-chairs of the so-called
"Great Middle East" project, according to which Erzerum is part of
Armenia. At the same time he added that if the People’s Republican
Party were elected, the country would not be split, Haber.com reports.

Kechut Reservoir To Be Restored By End Of 2007

YEREVAN, JULY 9, NOYAN TAPAN. The restoration of the Kechut
reservoir will be completed by the end of the year. As a Noyan Tapan
correspondent was informed by the RA State Committee of Water Economy,
the World Bank has allocated 1.28bn drams (nearly 3.7m dollars) for
its construction and restoration. The construction is being carried
out by the Arpa-Sevan OJSC and the Vayk road construction enterprise
consortium.

It should be mentioned that the Kechut reservoir is in the Vayots
Dzor region, it was built in 1981, and its total capacity is 23m
cubic meters.
