According to preliminary data, 69,25% of the electors participated in the
presidential elections of Armenia

Yerevan /Mediamax/. According to preliminary data, 1 641 672 electors,
or 69.25 % of the people, having the right of vote, participated in
the presidential elections in Armenia.

Mediamax reports that the Secretary of the Central Electoral Commission
(CEC) of Armenia Abraham Bakhchugalian said this.

2.328.320 citizens of the republic had the right of vote in the
elections.

resolution of the Karabakh conflict is a starting point for any
elected president"

The conflict can only be settled by compromises, based on mutual
concessions.

The due announcement was made by Armenia’s ex-president Levon
Ter-Petrosyan.

The first president of Armenia explained the essence of compromise as
follows: "If there are principal disputes around the future status of
Karabakh, the issue is not worthy of discussing. It is more important
to concentrate efforts on the resolution of other issues, and this is
the main point of the phased resolution of the conflict".

"Karabakh returns 5 out of 7 "released" lands, international
peacekeeping forces are dislocated around Karabakh, the territories
between Armenia and Karabakh remain under Karabakh’s control and the
current political order remains on the territory of Karabakh for the
best times to settle the issue of status", L.Ter-Petrosyan noted
adding that such resolution was proposed in 1997, but it was declined
only by Karabakh, as a side of talks.

He reminded that Robert Kocharyan, after becoming a president started
to represent intrests of both Yerevan and Khankendi as he is a
representative of Karabakh. He said if Serj Sarkisyan is elected the
President of Armenia, Karabakh will never be able to restore its
right to be a side of talks. In case any other person is elected, he
will never be able to speak on behalf of Karabakh and the latter will
return to the table of negotiations.

"I will refuse the mandate to represent Karabakh in case I am elected
the President", the ex-president announced. He noted that the recent
version, proposed by Minsk Group co-chairs is the same phased
variant, which became even worse for the Armenian side. "Only one new
element has been added on the postponed referendum, whose date is
unknown. It is also unclear who will organize it

Either Serj Sarkisyan or me, the third candidacy is impossible,
should come out from the variant, which is currently on the table of
negotiations. This is the last proposal of the co-chairmen and it is
a starting point for any president", he noted.

"Serj Sarkisyan has already declared his support to the recent
proposal of the co-chairmen and I consider that it is a good basis
for serious negotiations with Azerbaijan and Karabakh", Ter.Petrosyan
concluded.

"Announcements of Azerbaijani government fully correspond to the
norms of international law and country’s constitution.

US position on the Karabakh issue also complies with the
international law".

The due announcement was made by Khazar Ibragim, spokesman for
Azerbaijan’s Foreign Ministry, commenting on the appeal of the US
congressmen to the US Secretary of State Condoleeza Rice with a
request to react to "the threats of the Azerbaijani authorities to
resume war".

The spokesman recommended the Congress members to adhere to the
position of their own country: "It would be better for proarmenian
congressmen to adhere to the position of their country and norms of
international law.

The United States recognize the territorial integrity of Azerbaijan
and announcements of President of Azerbaijan Ilham Aliyev are aimed
to ensure it".

As has been reported, 52 members of the House of Representatives
called on the US Secretary of State Condoleeza Rice to react to the
"threats of the Azerbaijani authorities to resume aggression against
Armenia and Nagorno Karabakh and to undertake due measures to keep
the Baku powers from actions, which undermine stability in the South
Caucasus".

The letter says that "these threats contradict US aims for
establishing peace and stability in the South Caucasus".

The letter has been initiated by congressmen Joe Nollenberg and Frank
Pallone.

with a similarly broad geographic base, to solidify the potential for
cooperation and collaboration offered by the ENP between EU members
and other countries,’ Vartan Oskanian, Minister of Foreign Affairs of
the Republic of Armenia said at the Special Session of the EU and
Black Sea Economic Cooperation Foreign Ministers Meeting.

`Our challenge at this meeting is in many ways tougher. Today we want
to build on the fact that throughout the Black Sea region, we share
history and civilization and values with Europe. This should make it
possible therefore to solidify cooperation and collaboration. Our
histories overlapped in the centuries when the world was much bigger
than it is today. In today’s shrinking world, it is inevitable that
our interests too, will overlap. Here then is the opportunity and the
challenge: to advance together when those interests coincide and to
avoid confrontation where those interests clash.

`It’s interesting that what we call the Black Sea today, in the
ancient maps was known as the Inhospitable Sea. Then, only a conscious
name change, motivated by a clear intent, transformed it into the
Hospitable Sea as it was known for centuries.

`The BSEC philosophy has been to include all those who depend on and
benefit from the Black Sea, even when sometimes policies and
approaches differ. Still, by bringing even divergent states together,
the chances and why not, the obligation, to cooperate multiplies. And
the capacity of our members and our organization to act, not just
respond; to initiate, not just submit, that capacity grows.

`As true as that theory is, it is also true that cooperation within
BSEC has not reached optimal levels that we have not lived up to the
Cooperation part of our name. But if we were not able, or willing, to
shoot for the greater good for our own sakes, perhaps we can do so
through the opportunity of a new role of bridge between Europe and
Europe’s neighbors, between our neighbors and Europe.

`Therefore, the Black Sea is not just a body of water, but a
definition of a potential geopolitical role in a modern world. Before
it was the focus of our geopolitical and strategic attention, it was
the thoroughfare connecting continents and peoples.

`Today’s discussion is about connecting markets and values,
institutions and experiences, thus protecting and promoting stability,
prosperity, democracy and security of the countries around and near
the Black Sea region and thus in and around Europe.

`The EU’s individual approach toward member countries and neighborhood
countries will be complemented by this regional approach. This too is
enlargement of a sort, but enlargement of a vision and of methodology
– of working together towards specific objectives for the common good.

`Armenia will chair BSEC in the second half of this year, and we look
forward to continuing to serve as a bridge between our old neighbors,
our neighbors,’ the Minister said.

president Arman Melikyan expressed anxiety because of the electoral
situation in the country before the presidential election.

He said at Hayatsk club today that before starting of the campaign he
expected tension between supporters of the first Armenian president
Levon Ter-Petrosyan and Prime Minister Serzh Sarkisyan, but one could
hardly predict that contradiction will be so radical and implacable.
They hate each other and this is very dangerous, Melikyan thinks. He
also added that there is real threat of clash up to bloodshed, as
Ter-Petrosyan’s supporters say they are ready to go to the end in the
fight for power, and Serzh Sarkisyan’s – to preserve power. In this
context Arman Melikyan is disappointed for the Heritage party decision
to join Ter-Petrosyan. As for the statement of High Spiritual council
of Armenian Apostolic Church calling to tolerance, Melikyan called it
out-of-date. "I would like the Church be active not from time to time
and not from election to election. Politicians should make steps for
reconciliation", –
Melikyan said.

Arman Melikyan assessed his election campaign positively and called up
the voters "to vote according to their conscience, and not for the
candidate which is unpleasant, but which nevertheless will be finally
recognized the winner".

Asked about his business in case of losing Arman Melikyan said that
anyway he will stay in the politics and in Armenia, and if the new
authorities offer him cooperation which is not beyond his principles,
he will accept it, he said.

Azerbaijan’s Defense Ministry: "OSCE monitoring held once or twice a
month on the contact front line is of no use"

"Casualties are reported from both Armenia and Azerbaijan during
ceasefire violation on the contact front line".

The due announcement was made by Eldar Sabiroglu, spokesman for
Azerbaijan’s Defense Ministry, commenting on the fact of death of
Azerbaijani soldier Arzuman Gurbanov on the front line.

Sabiroglu said not only Azerbaijan has casualties during the
ceasefire violation.

Sabiroglu reminded the announcement of Armenia’s prosecutor general
made during the collegium of Armenia’s General Prosecution, according
to which "27 out of 75 Armenian soldiers died in 2007 in the result
of ceasefire violation".

The representative of Azerbaijan’s Ministry of Defense noted that
international organizations, wishing the peaceful resolution of the
conflict, should strengthen control over the ceasefire observation by
Armenians in the time when ceasefire violation intensifies.

"Large work is to be done by OSCE representative Anjey Kaspshik. As
we see, the monitoring, held once or twice a month on the contact
front line, is of no use. I think more effective methods should be
applied", he announced.

favourable terms than the other candidates, Interim Report 2 (27
January – 9 February 2008) of the OSCE/ODIHR Election Observation
Mission deployed to monitor the Feb 19 presidential election in
Armenia says.

The report says that private and public media generally covered
Serzh Sargsyan in his capacity as a presidential candidate. The
news programmes of almost all broadcast media, except Radio
Liberty, have almost entirely omitted to air Levon Ter-Petrossian’s
critical remarks regarding Serzh Sargsyan, the candidate from the
Republican Party of Armenia, and Robert Kocharyan, the incumbent
president. "Mr. Ter-Petrossian has however on occasions criticised
the incumbent president and Serzh Sargsyan during the free airtime",
the document says.

No Conditions Created In Armenia For Providing Participation Of Disa

YEREVAN, FEBRUARY 14, NOYAN TAPAN. Conditions have not been created
as yet in Armenia for a complete provision of the participation of
disabled people in the elections. This statement was made by Suren
Ohanian, the Chairman of the Paros (Lighthouse) non-governmental
organization, who is involved in the problems of disabled people,
at the press conference held on February 14.

According to him, approximately 87% of the electoral constituencies
of Armenia were not available for disabled people during the previous
elections. It was mentioned that about 5% of the 148 thousand disabled
people living in the republic, who have suffrage, is able to take
part in the elections.

Suren Ohanian stated that a program directed at the improvement of the
availability of disabled people in the electoral processes is being
implemented by the assistance of the IFES international organization
together with the Lusastgh non-governmental organization. Within the
frameworks of the program about 20 sloping platforms will be built
in the constituencies of all the regions of the republic. In addition
to this, 7 more sloping platforms will be built by the assistance of
the USA International Development Agency.

Work on keeping different groups of disabled people informed is
being implemented within the frameworks of the program. It was also
mentioned that 39 disabled people will conduct a monitoring mission
on the day of the RA Presidential elections.

"The overall image of the election campaign is not changed since
31 January to 9 February. The only difference is the amount of the
coverage," said Boris Navasardyan, the president of Yerevan Press Club.

According to him the media representatives pay much attention on
L. Ter-Petrosyan, S. Sargsyan, A. Baghdasaryan, V. Hovhannisyan,
T. Karapetyan, V. Manukyan and A. Geghamyan. And the rest two
candidates are left behind.

In the results of the survey it was found out that there
is a difference between positive and negative contexts of the
coverage. L. Ter-Petrosyan got 37016 seconds, and A. HArutyunyan-8722
seconds.

Note that the monitoring is being carried out by YPC, "Team"
research center, and Open Justice Initiative financial support. Eight
broadcasting media are examined.

Minister Of Defense Met President Of Armenian Unity In Russia

Today the minister of defence Michael Harutyunyan met with Ara
Abrahamyan, the president of the Armenian Unity of Russia and the
delegation headed by him.

According to the defence ministry the delegation was completed by
the first deputy of the unity Georgi Ter-Ghazaryan, Prime Minister’s
consultant Fadey Sargsyan, the deputy of the Armenian unity in Russia
Vladimir Aghayan, and others.

The minister expressed his appreciation towards Ara Abrahamyan
and said that due to his investments Armenian military forces were
improved. The sides discussed some regional questions. Ara Abrahamyan
offered to create a competition among the servicemen.

Every year the best servicemen would get financial support from
the unity.

Ara Abrahamyan was awarded by "Marshal Baghramyan" medal.
