SOUTHFIELD — At one time Jack Kevorkian was arguably the most
well-known law breaker in the nation.

Now he wants to be known as a Washington lawmaker.

Less than a year from being paroled from prison, the ex-pathologist
— dubbed "Dr. Death" for his fascination with death — announced
Monday he will seek the 9th Congressional District seat in Oakland
County. It’s currently held by U.S. Rep. Joseph Knollenberg,
R-Bloomfield Township.

"I’m not a politician, I’m running as an independent — which means
I have no ties to anyone or anything, no fetters," said Kevorkian,
speaking from the same Southfield office tower where he faced the
news media last June after being paroled for a 1999 second-degree
murder conviction in the assisted suicide of a Waterford Township
man with Lou Gehrig’s Disease.

Kevorkian, who will turn 80 years old in May, participated in more
than 130 assisted suicides between 1990 and 1998. He needs to gather
at least 3,000 signatures on a petition by July 17 to run as an
independent against Knollenberg and Central Michigan University
professor Gary Peters, a Democrat, on the November ballot.

KAYSERI – A group of about 100 Protestants celebrated easter with a
rite in an Armenian Church in central Anatolian province of Kayseri
on Sunday.
Prayers were made and chants were sung by the attendants.

This was the first time the Armenian Church in Kayseri hosted
Protestants in a rite. The church is often used by Orthodox
believers.

Armenian President Robert Kocharian said he would not extend the state
of emergency in Yerevan."There is no reason to extend the state of
emergency in Yerevan.

There will be no state of emergency but regular life in our capital
city starting from tomorrow," he told a press conference on Thursday.

The state of emergency in Yerevan is due to end at midnight.

The president said no violations had been registered during the entire
20-day period of the state of emergency.

>From one’s part Armenian Prime Minister Serzh Sargsyan elected as
president on February 19 did not rule out amnesty for individuals
arrested for organizing and participating in the mass unrest in
Yerevan in early March, he told National Assembly of Armenia.

"There will be no amnesty as a purely political measure in order gain
public feelings. I do not consider such amnesty to be advisable,"
he said.

"However, if I closely study the situation and make a conclusion on
its necessity, the amnesty will be declared for sure," he said.

"All my steps will be aimed at national development," he said.

As for the opposition’s statements on possible international
investigation of the events of March 1-2, Sargsyan said that
the arrival to Armenia of foreign experts and the creation of an
international commission is a procedure envisioned by UN regulations.

"If you see this procedure, you will be able to assess the advisability
of this step," he said.

Armenia has no political prisoners to his knowledge, he said.

Meetings and processions of the radical opposition, that has not
recognized the results of the presidential elections, have been held
in Yerevan since February 20. (The opposition is headed by candidate
for president, the first Armenian president Levon Ter-Petrosian.)
These demonstrations developed into mass disorders where eight people
were killed and more than 200 people were wounded.

On the night before March 2 the incumbent President Robert Kocharian
decreed a state of emergency in Yerevan.

According to the Prosecutor General’s Office, 106 people have been
arrested in connection with the criminal case on the unrest.

the OSCE Minsk group for the Nagorno-Karabakh conflict settlement,
which corresponds to the interests of Armenia, Azerbaijan and the
whole international community, RF deputy FM, State Secretary Grigory
Karasin stated in Yerevan at a briefing.

In his words, the OSCE Minsk group proved its efficiency and there
is no necessity to change it. "What works should work", the deputy
minister noted. "It is important that, unlike other conflicts on
post-Soviet territory, the efforts of Armenian and Azerbaijani
presidents yield positive results", G. Karasin noted. "Any change
of format will introduce the feeling of uncertainty. In such a
delicate issue as the Nagorno-Karabakh conflict settlement it is
hardly appropriate", he noted.

The OSCE Minsk group for the Nagorno-Karabakh conflict settlement
believes sharp attacks on international forums will not yield to
positive results, Grigory Karasin stated answering a question
concerning the position of the OSCE MG co-chair countries on
Azerbaijan’s biased U. N. resolution "On the Position on Azerbaijan’s
Occupied Territories".

According to Karasin, Russia, the U. S. and France voted against
the resolution proposed by Azerbaijan. He expressed hope that in the
near future through the mediation of the OSCE Minsk group Armenian
and Azerbaijani Presidents would hold meetings, which would impart

BRUSSELS, March 19 (Itar-Tass) – Kosovo risks to turn into a new zone
of frozen conflict similar to Abkhazia or Nagorno-Karabakh, it is
said in a report on Kosovo prepared by the International Crisis Group
(ICG) received by Itar-Tass.

"The first month of independence has mostly gone well, but violence
in Mitrovica yesterday shows that the opponents of independence
can still threaten the new state and that there is a risk that
Serbian-inspired partition will harden and Kosovo become a frozen
conflict. The Kosovo government, the EU and NATO must press more
countries to recognise Kosovo’ s independence quickly. The UN and
NATO should seek to effectively control the border, police stations,
courts and jails, and cooperate in reshaping their northern presence
to aid transition and gradually introduce the EU rule-of-law mission
(EULEX), first at border and customs posts," the ICG experts stress.

The document says that "The EU and US should stimulate more bilateral
recognitions of Kosovo, lobby for its admission into international
bodies, send high-level political visitors to Pristina and provide
immediate financial assistance and capacity-building support to the
new government."

"UN Secretary-General Ban Ki-moon should state clearly and without
delay that he welcomes cooperation with the EU in Kosovo and that the
UN will downsize to adjust to developments and changes on the ground,"
it noted.

"The EU, UN and NATO should agree on a common, comprehensive strategy
for the Serb north of Kosovo. Serbia’s efforts since independence
to extend its state institutions there should not be accepted,"
according to the document.

"The Kosovo government and its international partners should mount
a sustained media and information campaign to communicate to Kosovo
Serbs the benefits of the Ahtisaari plan, focusing on decentralisation
and the creation of new Serb-majority municipalities," the report says.

I think Azerbaijan received a distinct signal that the methods of
one-sided pressure do not work, said the NKR minister of foreign
affairs Georgy Petrosyan in an interview with the Azat Artsakh,
commenting on the recent vote to the UN resolution on Nagorno-Karabakh
presented by Azerbaijan, when 39 countries voted for the resolution
and 150 countries, including the Minsk Group, either voted against or
abstained. "Secondly, Azerbaijan proved that it is against the peace
settlement and is for the use of force to resolve the problem. In
this context, our ministries, both of Armenia and NKR, have a lot
to do. In fact, the president has set a goal – to conduct a more
active foreign policy, and it refers to both Armenian states," the
NKR foreign minister said.

"Azerbaijan used the political situation in Armenia to carry out a
complex plan. Baku is worried by the recognition of independence
of Kosovo and its behavior is an effort to prove to its public
and the international community that Kosovo is not a precedent for
Karabakh, ignoring the fact that the talks have been lasting for many
years, and the core issue is our status. On a closer look at the
steps of Azerbaijan, the continuing blockade of Armenia, frequent
provocations on the line of contact, the information war, one may
notice that Azerbaijan is in panic because it has pushed itself into
a deadlock. As a result of discussions in the UN Azerbaijan sustained
another defeat, although it is trying to present it to its public as
a moral victory. Certainly, it cannot produce no effect. It will do
by all means.

Therefore, our goal is not counteraction but pursuit of our own way,"
said the NKR foreign minister Georgy Petrosyan.

In answer to the question whether the initiative of Azerbaijan in
the UN and the skirmish on the line of contact are interrelated,
Georgy Petrosyan said that it once again demonstrated the goal of
that country: to discredit Karabakh through the offensive, to win
a moral victory, to pressure on the international community through
the UN. In fact, the goal was not fulfilled, which was a heavy blow
to Baku, he said.

As to the interrelation of the escalation on the line of contact
with the post-election period in Armenia and the pre-election period
in Azerbaijan, Georgy Petrosyan says the post-election incidents in
Yerevan which took human lives took place on March 1, on March 3 and
4 the Azerbaijani force attacked the positions of NKR, and it cannot
have been accidental. "Our army gave a counterblow. We invited the OSCE
Minsk Group to conduct a crisis monitoring. Azerbaijan did not allow
the mission to pass across its territory. This is more evidence that
Baku is likely to cause tension, the consequence of which, I think,
was very heavy for Azerbaijan," he says.

Georgy Petrosyan does not rule out that Azerbaijan will maintain
tension in order to solve internal political problems. He said
they take adequate steps, informing the co-chairs of the OSCE Minsk
Group, and we expect the OSCE to make a political evaluation of the
incident. "I think the visit of Mr. Kasprzyk to the area of contact
will give reason for objective evaluations rather than the tradition
"parity" of accusations. This incident was extraordinary. We have
stated distinctly that if the OSCE does not make a political evaluation
of the incident, it will thereby encourage Azerbaijan to be freer
in it ambitions. After all, what is more important than peace in
this region? We want peace not because we are weak but because it
is what everyone needs. Did the Azerbaijani parents need the death
of those killed on that day? What problem is now being solved –
territorial integrity? Or are they trying to put pressure? They will
get a counteraction to pressure. And it must teach them a lesson,"
said the NKR foreign minister.

RA President-elect, Prime Minister Serge Sargsyan received the Deputy
Foreign Minister of Russia, State Secretary Grigory Karasin. He
conveyed the warm greetings of Russian President Vladimir Putin and
President-elect Dmitry Medvedev and noted that those in Moscow are
preparing for the visit of RA President-elect, Mr. Serge Sargsyan
to the Russian Federation and attach great importance to further
deepening of relations between the two countries, the expansion and
development of bilateral cooperation.

During the meeting the interlocutors referred to the post-election
developments and the domestic political situation in Armenia. RA
President-elect, Prime Minister Serge Sargsyan underlined that for
the Armenian authorities the stability of the state and the security
of the people are above any other interests and the future actions
will also derive exceptionally from this standpoint and the rule of
law in the country.

Serge Sargsyan underlined the importance of the unification of the
society, creations of an atmosphere of tolerance and dialogue in the
country, once again stressing the willingness to start dialogue with
all those who are concerned about the future of our state and people.

a joint article "Moving Forward in Armenia" in The Washington Post.

Mediamax reports that Serzh Sarkisian and Artur Baghdasarian noted
in the article: "The two of us were competitors in the presidential
election.

But we are united in our desire to end the current crisis and put
Armenia back on track".

Mediamax recalls that in accordance with the agreement on political
cooperation, signed after the presidential elections of February 19,
Artur Baghdasarian, who placed third during the elections, will occupy
the position of the Secretary of National Security under the Armenian
President, and his "Orinats Yerkir" party will enter the composition
of the ruling coalition.

"Between us, we represent 70 percent of the votes of the Armenian
people. This is a serious and solid mandate. On this basis, we will
pursue ambitious but realistic reforms that will strengthen our

National Air Carrier Of Armenia, Armavia, Opens Flights To Marseille

NATIONAL AIR CARRIER OF ARMENIA, ARMAVIA, OPENS FLIGHTS TO MARSEILLES, RIGA AND ASTRAKHAN

ArmInfo. In late March 2008 the national air carrier of Armenia,
Armavia, is opening flights to Marseilles, Astrakhan and Riga. In
the summer the flights will become regular.

In May 2008 Armavia is planning to buy a new A-320. As a result, the
company will have two A-320, two A-319, a Yak-42, a Boeing-737-300,
IL-86 and CRJ-100ER. The last plane was bought on Feb 1 2008 and flies
to Aleppo, Minsk, Odessa, Simferopol. In the future the company is
planning to use the plane to fly to Tehran and Beirut.

Presently, Armavia flies to 29 cities in the CIS and Europe. On the
home market it successfully competes with British Airways, Air France,
Aeroflot, Czech Airlines, Austian Airlines, Lufthansa.

In 2007 Armavia was steadily developing and further improving its
safety system and quality of services. In 2007 the company carried
572,300 people – 105,000 (21%) more than in 2006. The revenue passenger
load grew to 106%, while the fuel consumption dropped to 98%.

The owner of Armavia, big businessman Mikhail Bagdasarov, and the
managers of the company give high priority to implementation of
new investment projects, introduction of information technologies,
application of a system approach to the safety of flights and,
certainly, to further improvement of the quality of services.
