100-200 MILLION DOLLARS NEEDED TO RESTORE EXPERIMENTAL BASIS OF RA NAS

YEREVAN, APRIL 28, NOYAN TAPAN. Scientific developments of 70 themes
with basic financing and 228 themes with thematic financing continues
at 27 institutions and 4 newly-created scientific centers of the
RA National Academy of Sciences (NAS) in 2007, the president of the
NAS Radik Martirosian stated at the April 25 annual meeting of the
Academy, when summarizing and positively assessing the results of
the 2007 scientific activities.

According to him, as of January 1, 2008, the RA NAS had 72 academicians
and 53 corresponding members. 140 young specialists received jobs
in the NAS system last year. 10 doctoral and 52 Ph.D. theses were
defended.

R. Martirosian said that the NAS scientific institutions continued
to take an active part in grant programs of international scientific
centers and foundations. Last year Armenian scientists received 82
grants of the total amount of nearly 5 million USD.

In the words of the NAS president, in the past 15 years repair work
has not been done in many scientific and research institutions, and
the heating systems are out of commission. He said that no funds were
allocated for purchase of new equipment, while in order to restore
the experimental basis it is necessary to develop a special state
program with financing of 100-200 mln USD.

"Over the past 65 years, the RA NAS has become a national value and
important visiting card of our people. Any change in its status or
structure should convince our public of the necessity of this step,"
R. Martirosian stated.

"First Genocide of the 20th century" photo-exhibition is being held
in the library of Tartou University (Estonia) from April 21 to May
11. The exhibition is organized by "Baltic-Armenian House" NGO.

According to the information received from Estonia, the exhibition
is dedicated to the victims of the Armenian Genocide.

The exhibition involves photocopies of archive documents, memoirs
of eye-witnesses and photos telling about massacres and violences
against Armenians in Turkey

There are also statistical data about the number of the Armenian
population and schools in 1914 and 1922.

The materials of the exhibition are given by the Armenian Genocide
Museum-Institute of Yerevan.

Forces of Azerbaijan is on full alert in the contact line between
Azerbaijan and the Armenian armed forces in connection with the
so-called ‘Armenian genocide’ marked by Armenians on 24 April.

"The Armed Forces of Azerbaijan is on full alert," the press service
of the Ministry of Defense of Azerbaijan said to TrendNews on 24 April.

Armenia has accused Turkey of committing genocide against 1,500
Armenians in 1915-17 during the Ottoman empire. Diplomatic relations
between Armenia and Turkey have ceased with the Armenia-Turkey border
closed since 1993 at the initiative of official Ankara. The Turkish
government dismisses statements on the imaginary Armenian genocide and
officially states that the resettlement of the Armenian population for
the security in the Ottoman empire cannot be described as genocide. The
Turkish Premier, Rajap Tayyib Erdogan, officially called on Armenia
to study the archives of both countries and to set up joint history
groups to analyze the event that took place in 1915. Armenia has not
yet responded.

Armenian armed forces became more active in the contact line and
fired at Azerbaijani positions on 24 April. During the last few
days the Armenians have been conducting military training in the
occupied Azerbaijani territory and near the contact line. "Any form
of provocation will be prevented," the Ministry of Defense said.

The conflict between the two countries of the South Caucasus began
in 1988 due to Armenian territorial claims against Azerbaijan. Since
1992, Armenian Armed Forces have occupied 20% of Azerbaijan including
the Nagorno-Karabakh region and its seven surrounding districts. In
1994, Azerbaijan and Armenia signed a ceasefire agreement at which
time the active hostilities ended. The Co-Chairs of the OSCE Minsk
Group ( Russia, France, and the US) are currently holding peaceful
negotiations.

Armenian National Committee of Albany (ANC of Albany), will host the
93rd annual commemoration of the Armenian Genocide at Troy City Hall.

As the Aremnian National Committee of America (ANCA) reports,
Congressman Michael McNulty, Mayor Harry Tutunjian of Troy, and Mayor
Michael Manning of Watervliet will be in attendance at the event, and
will speak and reflect on the importance of genocide recognition. Also
present will be Democratic Darius Shahinfar, who is seeking to replace
the retiring Congressman McNulty.

The event will be followed by a dinner and a lecture by David Kherdian,
an Armenian American poet and novelist.

presented today Armenian Health Minister Harutyun Kushkian to the
staff of the ministry.

Noting that there is no need to present H. Kushkian, the prime
minister said that he has the trust of specialists and expressed
assurance that with the participation of the staff of the ministry
he is able to solve the issues the ministry is facing. He reminded
that the sphere has an issue to create such a health system which
will make the country a health center.

A health center first of all, according to the minister, means
providing high-quality services, applying best standards in the
health center and not by copying the experience of developed countries
but looking forward and applying such standards which the developed
countries are seeking to apply.

Expressing gratitude for the trust H. Kushkian said that as a result
of 10-month activity some positive results have been achieved and
a basis has been created for justifying the expectations of the
president and prime minister.

Armenian Prime Minister presented today to the staff of Energy and
Natural Resources Ministry the re-appointed minister Armen Movsisian.

The prime minister noted that A. Movsisian is the person who managed
to reach a serious breakthrough in the energy sphere by his work. "At
present we have stable, managing and developing system. The direct
contribution of the minister to it cannot be left without relevant
assessment," T. Sargsian said.

Hence, the ministry must also deal with the natural resources issues,
the sphere will be one of the engines of the economy. The prime
minister said that serious steps have been undertaken in the usage
of the natural resources, serious investments are being made and the
potential of the country is quite large.

A. Movsisian expressed gratitude to the Armenian president and prime
minister for trust and assured that the ministry will carry out
their programs.

Today Tigran Sargsian also presented Aghvan Vardanian, Labor and Social
Affairs Minister, to the staff of the ministry.The prime minister
said that the staff of the ministry is working with A. Vardanian for
already 5 years and knowing him and his skills well they can continue
working with the minister towards the solution of the issues of the
ministry. From the issues Tigran Sargsian underscored the issue on
protection of the insecure class of the population.

"Together with you we must rightly disclose the insecure class so
that the assistance to them be purposeful and reach the families
which need it," the prime minister said.

He also underscored the reforms in pensions’ sphere.

He said that having the trust of the ministry staff Aghvan Vardanian
will be able to take the responsibility and carry out reforms in the
social sphere.

A. Vardanian on his turn said that he has a good staff with which they
carried out a good work during the past 5 years and will continue
doing it with new strength. Another minister which was presented
today by Tigran Sargsian was Aram Harutyunian, Nature Protection
Minister. When presenting him, the prime minister said that he worked
as a minister for ten months but during this time his abilities and
organizing skills have been notable and may serve the purpose.

The prime minister said that serious international nature protection
standards must be applied in Armenia. "It is easier to prevent natural
disasters then to fight for eliminating its consequences," he said.

Aram Harutyunian thanked the president and the prime minister for
the trust and expressed assurance that the staff of the ministry will
solve the issues on a high level.

Turkey Uses Gas Pipe As Leverage In EU Talks

TURKEY USES GAS PIPE AS LEVERAGE IN EU TALKS

PARIS: Turkey is playing hardball in the geopolitical struggle over
an $8 billion pipeline at the center of Europe’s efforts to cut
dependence on Russian natural gas.

Turkey is trying to profit from its strategic location bridging
Europe and Central Asia and to become a key part of Europe’s energy
plan. This might bolster its push to join the European Union – if
its negotiating tactics don’t exhaust Europe’s patience.

Europe wants Turkey to be a transit corridor along the Nabucco
pipeline’s route, which is to run 3,300 kilometers, or nearly 2,100
miles, from the Caspian Sea region to Austria. Turkey wants more
control: acting as a regional energy hub, collecting gas from the
east, buying some domestically at below-market prices and passing on
the rest to Europe for a variable fee.

"Nabucco is a demonstration project of Turkey’s intent to join the
European Union," said Brendan Devlin, assistant to Jozias van Aartsen,
the EU’s Nabucco negotiator. "By delivering on this project, Turkey
would clearly underline its importance to the EU."

Named after a Verdi opera about the Babylonian king Nebuchadnezzar,
Nabucco comprises energy companies from Turkey and five EU member
states: Austria, Bulgaria, Romania, Hungary and Germany. From its
inception in 2002, the project, based in Vienna, has been the focus
of a political scrum over European energy security.

Gazprom, the government-controlled Russian energy company,
has a monopoly on gas pipelines from Russia and Central Asia to
Europe. Russia accounts for a quarter of the EU’s gas consumption
and more than 40 percent of gas imports. With gas demand rising 3
percent a year, the EU will consume 620 billion cubic meters in 2020,
500 billion of it imported, its figures show.

Nabucco has political backing from the European Union and the United
States as an alternative to Gazprom. Meanwhile Gazprom and Eni,
Italy’s largest oil company, are promoting a new $15 billion pipeline,
named South Stream, to rival Nabucco.

In January 2006, Nabucco catapulted to the top of the EU’s agenda after
Russia briefly cut gas deliveries to Ukraine over a price dispute,
blocking flows to Europe. Although Nabucco’s annual capacity of 31
billion cubic meters would account for only 5 percent of the EU’s 2020
gas needs, it would provide competition and may help lower prices,
the EU said.

"The Nabucco pipeline is a clear economic and political necessity,"
the EU’s energy commissioner, Andris Piebalgs, said in an interview
at the time.

Turkey, a member of the North Atlantic Treaty Organization and an EU
candidate since 2005, has long aspired to link the energy regions of
Central Asia with Europe. Its port city of Ceyhan receives one million
barrels of Azerbaijani oil daily through the Baku-Tbilisi-Ceyhan
pipeline.

Turkey’s push for more control over Nabucco, and more revenue,
clashes with the EU’s proposal that Turkey – like Bulgaria, Romania,
Hungary and Austria – collect only transmission fees tied to costs.

"All Turkey is trying to do is get some of the gas for domestic
consumption and its fair share of commercial transactions," said Mithat
Balkan, who until six months ago was the Turkish Foreign Ministry’s
energy coordinator.

Turkey does not feel any obligation to abide by rules set by a
27-member club that has not accepted it as a member, Balkan said.

"Turkey’s future in the EU is still not very clear, so to say Nabucco
is a test has no logic," he said. Negotiations over Turkey’s entry
into the EU have stalled, partly because of opposition to letting a
predominantly Muslim country into the group of historically Christian
nations.

By seeking more power over Nabucco, Turkey is taking a page out of
Russia’s book, exerting national control over export pipelines, said
Katinka Barysch, deputy director of the Center for European Reform,
in London. "The Turks want it to be a Turkish pipeline," she said.

Turkey has already exerted influence over Nabucco, last year blocking
Gaz de France from joining after the French Parliament made it a
crime to deny that the mass killing of Armenians by Ottoman Turks
during World War I was genocide.

Negotiations between the EU and Turkey over Nabucco are to end this
summer, when the EU must decide on future gas contracts. Even if they
can resolve their differences, Nabucco’s future is not certain. The
start of construction, set for this year, was put off until 2010,
pending questions about gas sources.

The project has pledges from Azerbaijan and Turkmenistan for 18 billion
cubic meters a year, or 58 percent of the pipeline’s capacity. Other
possible suppliers, Iran and Russia, are problematic.

"If you have a Nabucco that is largely dependent on Russian gas,
that defeats the purpose," said Gareth Winrow, an expert on energy
politics at Bilgi University in Istanbul.

Turkey has lobbied Europe to accept gas from Iran, on which the United
Nations has imposed sanctions over its nuclear program. Turkey signed
preliminary energy deals with Iran last year worth $3.5 billion,
earning it a scolding in March from Vice President Dick Cheney of the
United States. Several European countries have suggested they would
consider Iran as a gas supplier once it abides by UN demands to halt
uranium enrichment.

As the summer deadline nears, both the EU and Turkey face pressure
to find a compromise.

"Nabucco is the best commercial option for both Europe and the
Caspian suppliers, but the participants need to conclude the necessary
agreements if they want to stay competitive," said C. Boyden Gray,
U.S. special envoy for Eurasian Energy Affairs.

ArmInfo. From now on one can make virtual excursions in the Armenian
Genocide Museum-Institute. Director of the Museum Hayk Demoyan
said at a press-conference, Monday, the visitors to the web-site
will have a chance to see the exposition
and lay virtual flowers at the Memorial dedicated to the Armenian
Genocide victims.

The official web-site of the Museum has a total of 250 pages of
information about the first genocide of the 20th century (memories
of witnesses, documents, etc.). There are also some photos which
were considered to be documentary proofs of the tragedy, however,
the recent research denied their "implication" in the Armenian
Genocide. Demoyan said that these photos should be used in media
as little as possible so as not to give grounds to Turkey to blame
Armenia for distorting historic facts. Up to 600 people visit the web-
site daily. According to Demoyan, in April 2008 the number of the
visitors totalled 12 thsd. At the moment, the web-site is presented
in the English version. It is expected to work in Armenian, Russian
and Turkish in 2008. To note, the web-site was officially launched
in June 2007.

The purpose of the meeting was to discuss cooperation between Yerevan
and Los Angeles and agree upon joint programs, including the Armenian
Week in Los Angeles, the RA Foreign Ministry’s press service reports.

The LA City Council is ready to implement cultural and economic
programs with the Armenian Consulate General, Garcetti said.

Over 121 Thousand Tons Of Diesel Fuel And 167 Thousand Tons Of Gasol

OVER 121 THOUSAND TONS OF DIESEL FUEL AND 167 THOUSAND TONS OF GASOLINE IMPORTED INTO ARMENIA IN 2007

YEREVAN, APRIL 17, NOYAN TAPAN. 121 thousand 164.2 tons of diesel fuel
and 167 thousand 486.8 tons of gasoline was imported into Armenia in
2007. NT correspondent was informed by the press service of the RA
State Tax Service that 103 thousand 220.6 tons of diesel fuel and 165
thousand 989.8 tons of gasoline was sold in the indicated period. Some
organizations imported gasoline and diesel fuel for their own use,
and this amount was not included in sales.

4,078.3 mln drams (about 13.1 mln USD) and 18,697.9 mln drams was paid
for imported diesel fuel and gasoline respectively on the border. Fixed
payments of a total of 674.7 mln drams were collected from sales of
diesel fuel and gasoline last year.

No separate accounting of aviation kerosine sales was done as it is
not envisaged by the 2002 decision of the RA government on approval
of the order of submitting the reports on the amount of production
and circulation and the prices of some goods to tax bodies.
