On June 7, the second round games of the Altibox Norway Chess Tournament were played in Stavanger. As the Chess Federation of Armenia reports, Vladimir Kramnik won against Viswanathan Anand with black. The games Nakamura – Aronian, Giri – Karjakin, Caruana – Carlsen, and So – Vachier-Lagrave were drawn.

With seven rounds still to go in the strongest tournament of the year, Vachier, Karjakin, Aronian, Wesley So, Caruana and Carlsen share the second spot on one point each having drawn both games while Anand and Giri share the ninth spot with half a point from two games.

YEREVAN, MAY 31, ARMENPRESS. Spiritual leader of Turkey’s Armenian
Catholic community Archbishop Levon Zekiyan received a congratulatory
letter from Pope Francis on the golden jubilee - 50th anniversary of
the priestly ordination, Istanbul’s Armenian ‘Zhamanak’ newspaper
reports.
Although such congratulatory letters are usually sent by cardinals of
relevant departments, in Zekiyan’s case the letter was sent personally
from Pope Francis with his signature.
In the letter Pope Francis said they pray for divine consolation to
comfort Archbishop Zekiyan and reward his personal virtues.

YEREVAN, MAY 24, ARMENPRESS. A lot was said and published about the
situation in the Armenian Patriarchate of Istanbul and the stir among
the Armenian community. Directorof Information Services Department of
the Mother See of Holy Etchmiadzin Rev.Fr. Vahram Melikyan gave an
interview to “Armenpress” on the current developments.
- What are the recent days’ developments in Istanbul? A few days ago
the Supreme Religious Council issued another statement over that
issue.
- Really, the Supreme Religious Council once again raised the
sensitive issue for our Church and national life during a meeting in
Moscow a few days ago – the situation over the Armenian Patriarchate
of Istanbul, when the elected locum tenens Archbishop Garegin Bekchyan
was deprived of the opportunity to set to the implementation of his
responsibilities.
You might remember that back in February the three clerics of the
Patriarchate arrived at the Mother See over the procedure of the
Patriarchal elections, where an agreement was reached by the mediation
of the Catholicos of All Armenians over the organization of the
election of Patriarchal locum tenens.
- Are there any results? What has changed in the life of
Istanbul-Armenians? Will the undesired situation be solved?
- I am glad to inform that the issue of the Patriarchate of Istanbul
is finally solved. Today His Holiness Archbishop Aram Ateshian
officially notified the Catholicos of All Armenians that he hands the
leadership of the Patriarchate to the elected locum tenens, who will
set to the organization of the elections of the Patriarchate. I have
to note that Aram Ateshian has also sent an invitation to Archbishop
Garegin to arrive in Istanbul and assume his post. Still a week ago
Archbishop Aram Ateshian had informed Garegin Bekchyan about his
intention.
It was a long process. The Catholicos of All Armenians was in
permanent touch with all the sides, making efforts so that the
clergymen and the Armenian community make decisions and find solutions
to the existing issues with brotherly spirit of peaceful cooperation.
The efforts of the Armenian community should not be underestimated.
The Catholicos of All Armenians highly appreciated the step of
Archbishop Aram Ateshian.
-What kind of developments should be expected in the near future?
-The Catholicos of All Armenians and the Mother See have one wish,
which is that the Istanbul-Armenians return to the peaceful and normal
life and the Patriarchate of Istanbul finds its leader as a result of
elections.
In the nearest days a proper reception will be given for the locum
tenens, who is currently in Germany. Afterwards, according to the
procedure, an Initiating body will be set up after the elected locum
tenens assumes his post, which will set to the organization of the
Patriarchal elections led by the locum tenens.

The U.S. House Foreign Affairs Committee is discussing the resolution condemning Turkey over the incident that happened outside Turkish embassy in Washington on May 16.

Several members of the committee condemned the acts of Turkish leader’s “bullies” who were attacking peaceful protesters.

Speaking during the Committee meeting, Rep. Ted Poe said Turkey is ruled by “dictator Erdogan” who undermined Turkish democratic institutions and now thinks he can bring it to Washington D.C. – the seat of democracy.

Erdogan gave tacit approval as he was watching how his bullies were beating unarmed protestors, the Congressman said.

“I would encourage protestors to go back to the embassy to protest again,” he said.

His remark was interrupted by Rep. Dana Rohrabacher who asked whether Congressman Poe would join him outside the Turkish embassy to protect the protesters if they do return.

“Yes, I will,” Poe added.

to hold negotiations on the Karabakh agreements is inevitable

David Stepanyan. As long as the parties to the Karabakh conflict are
allowed to check each other for strength on the lines of contact, the
diplomatic round on Karabakh intends to alternate with becoming an
additional tool to persuade a negotiating partner and new military
charges. Russian analyst Sergei Markedonov expressed such an opinion
to ArmInfo.
The second half of May was characterized by a significant increase in
tension on the Karabakh-Azerbaijan contact line. The Azerbaijani
military controlled missile damaged the air defense missile system
"Osa" of the NKR Defense Army. On May 18, the OSCE Minsk Group
co-chairs stated in their statement that on May 15 the Azerbaijani
Armed Forces fired a missile through the contact line of the sides. On
May 16 and 17, the Armenian military responded with mortar fire.
"It is interesting that Baku does not seek to silence the fact of
shelling on May 15 from its side, trying to legitimize it with the
threat that the Armenian "Osa" could represent. At the same time,
Azerbaijan traditionally actualizes the problem of intolerance of the
status quo, the need for de-occupation, dismissing the issue on the
referendum on determining the status of Nagorno-Karabakh," he said.
In the opinion of the analyst, thus, the next aggravation of the
situation of fundamental novelty did not bring. And the dynamic status
quo, in which the negotiation process is replaced by a new escalation,
without slipping into a full-scale war, remains. At the same time, he
notes that after May 15-17, the negotiating pace was shot down, and
according to Russian Foreign Ministry spokesman Maria Zakharova, "it
is not necessary to announce meetings and continue contacts."
Noting the regular nature of the escalation of diplomatic rounds,
Markedonov stressed the impossibility of ordering the peace process in
such an alternation. According to him, any new aggravation takes time
to return to dialogue, however, the new dialogue round has no further
continuation, and it is impossible to consolidate existing agreements
with something more than a promise of a new meeting.
The reason for such fluctuations Markedonov justifies by the
unwillingness of the parties to serious compromises, assessing their
appeal to the updated Madrid principles as unimportant. In this light,
the analyst notes that the regional visit of the co-chairs of the OSCE
Minsk Group, announced in June-early July, is likely to take place,
unless there is another sharp escalation.

Says Brutal Attack Against Demonstrators

 

WASHINGTON, D.C. – Today, House Foreign Affairs Committee
Chairman Ed Royce (R-CA) was joined by Ranking Member Eliot Engel (D-NY),
Majority Leader Kevin McCarthy (R-CA), and Democratic Whip Steny Hoyer (D-MD)
in introducing House Resolution 354, a resolution condemning the violence
against peaceful protesters outside the Turkish Ambassador’s residence on May
16, 2017, the Armenian Assembly of America (Assembly) reported. The House
Resolution calls for “the perpetrators to be brought to justice.”

 

H.Res. 354
states: “after hours of peaceful protest, violence erupted when
pro-Erdogan supporters and individuals from the Turkish Embassy grounds pushed
past District of Columbia police officers to brutally attack the
demonstrators.” The Resolution expressed deep concern that “Turkish
officials blatantly suppressed the First Amendment rights of United States
citizens, and multiple armed Turkish security officials beat, kicked, and
choked unarmed demonstrators.”

 

In addition,
the Resolution noted that the Washington Metropolitan Police Department and
other reports confirm that “the demonstrators did not instigate the
violence,” and that this is the third instance of violence perpetrated in
the U.S. by members of Turkish President Erdogan’s security detail.

 

H.Res. 354
calls for “any Turkish security officials who directed, oversaw, or
participated in efforts by Turkish security forces to illegally suppress
peaceful protests on May 16, 2017, should be charged and prosecuted under
United States law.”

 

Taking a
strong stand against the growing trend of repressive authoritarianism in
Turkey, H.Res. 354 states that “the United States should take steps to
strengthen freedoms for the press and civil society in countries such as
Turkey, and combat efforts by foreign leaders to suppress free and peaceful
protest in their own countries.”

 

“The
Assembly applauds Representatives Royce, Engel, McCarthy, and Hoyer and their
introduction of bipartisan legislation condemning Turkey’s outrageous attack
against peaceful protesters and assault on our cherished democratic
values,” Assembly Executive Director Bryan Ardouny said.

 

In last
week’s statement, the Assembly called upon Members of Congress and the
Administration to condemn this latest affront by Turkey on basic freedoms. The
Assembly also launched a grassroots campaign to urge Members of the House and
Senate to condemn the Turkish attack and hold those who perpetrated these acts
of violence accountable.

 

In addition
to the House Resolution, 28 Members signed a bipartisan letter urging Secretary
of State Rex Tillerson “to speak out publicly against these actions and,
just as importantly, ensure that these men are held fully accountable for their
actions.” The previous day, Senators Lindsey Graham (R-SC) and Patrick
Leahy (D-VT) sent a letter to Turkish Ambassador Serdar Kilic, which says in
part: “We encourage local law enforcement personnel to prosecute
perpetrators of this attack to the fullest extent of the law and support the
expulsion from the United States of any diplomatic personnel involved.”
Other Members have spoken out against these attacks as well.

Increase of transactions with Armenian bank-issued cards abroad linked
with development of outbound tourism – economist
YEREVAN, MAY 16, ARMENPRESS. Economists say the increase of overall
transactions in foreign countries with credit cards issued by Armenian
banks is associates with development of outbound tourism, while
increase of non-cash transactions is associated with formation of the
culture of making payments with cards.
According to official statistics, 208,642 transactions with Armenian
bank-issued cards were made abroad in March, 2017, while in February
the number was 177,365 and in March of 2016 – 173,742. The volume of
these transactions in March, 2017 amounted 6 billion 823 million drams
– an increase of more than 1 billion drams in a month.
Economist Aram Kayfajyan told ARMENPRESS the increase is associated
with development of outbound tourism. “Tourists or businessmen are the
ones using Armenian banking cards abroad, I don’t think large
expenditures are made with them. If people buy some property or begin
activities abroad, usually cards aren’t used”, he said, adding that
taking into consideration the activation of Armenia’s economy,
outbound tourism has also been activated, which can be the reason of
volume and quantity increase of transactions made by Armenian banking
cards abroad.
In March, the volume of cash withdrawals amounted 1 billion 444
million drams, while the quantity amounted to 14,162. Withdrawals
increased by 179 million drams compared to February.
In March, 194,480 non-cash transactions with Armenian banking cards
were made abroad, with a volume of 5 billion 380 million drams,
compared to the previous year the quantity increased by more than 39
thousand. More card transactions were made than withdrawals.
Economist Tatul Manaseryan, director of the ‘Alternative’ research
center, says the decrease of cash operations is associated with the
formation of a culture of making non-cash payments among Armenian
citizens.

European Commission publishes report on ENP implementation

On 18 May, the European Commission published a reviewing the implementation of European Neighbourhood Policy (ENP). The report detailed results following a new approach based on differentiation, joint ownership and flexibility.

The revised European Neighbourhood Policy (ENP) reinvigorated the relations between the European Union and its neighbours to the East and South, with a greater focus on stabilisation, resilience and security. Today’s neighbourhood-wide Joint Report on the implementation of the European Neighbourhood Policy demonstrates that the new policy approach ensures stronger joint ownership and more flexibility by recognising different aspirations and diversity of each partner. The report is a follow-up to the European Neighbourhood review which was adopted in November 2015.

“The European Union has been investing a lot in economic development, resilience, security, democracy and the rule of law in our Eastern and Southern neighbours. One year and a half after the review of the European Neighborhood Policy, we have managed to build – in cooperation and full partnership – a tailor made approach with each and every country, to ensure it addresses the real needs and interests, for the sake of all our citizens.” said Federica Mogherini, High Representative for Foreign Affairs and Security Policy/Vice-President of the European Commission, upon publication of the joint report.

”We consulted widely before updating the Neighbourhood Policy – and this report shows how we are really putting into action the results of that consultation: a stronger focus on mutual interests, greater differentiation to reflect the diversity of our partners, a greater sense of shared ownership of the policy and more flexibility in how it is implemented,” added Johannes Hahn, EU Commissioner for Neighbourhood Policy and Enlargement Negotiations.

The reviewed ENP has mobilised significant support to reforms in four priority areas: good governance, democracy, rule of law and human rights; economic development for stabilisation; security; migration and mobility.

No Armenians in cholera-hit Yemen

Cholera has killed at least 180 people in Yemen in recent weeks, the International Committee of the Red Cross (ICRC) said on Monday, a day after authorities declared a state of emergency in the capital Sanaa and called for international help, Reuters reports.

Sanaa is controlled by the armed Houthi movement, which is aligned with Iran and fighting a Western-backed, Saudi-led coalition. More than 10,000 people have been killed and millions displaced in more than two years of war, which has also destroyed much of the country’s infrastructure.

Only a few medical facilities are still functioning and two-thirds of the population are without access to safe drinking water, the United Nations has said.

Dominik Stillhart of the ICRC told reporters in the port city of Aden that at least 180 people had died from the acute diarrhoeal disease since April 27, and that 11,000 more suspected cholera cases had been reported across the impoverished country.

Houthi authorities have said 115 of those who have died were in the city of Sanaa and its province.

According to the data of the Armenian Embassy in Egypt, there are no Armenian nationals in cholera-hit Yemen, Spokesman for the Ministry of Foreign Affairs Tigran Balayan said in a Twitter post.
