Former President Robert Kocharyan denies wrongdoing as prosecutors request court to issue arrest warrant over 2008 unrest

A Yerevan court has adjourned the hearing over the motion to remand former President Robert Kocharyan in custody. The hearing is set to continue 01:30, Kocharyan’s attorney Aram Orbelyan said.

He said that Kocharyan wasn’t notified about the hearing beforehand and his client did not make an appearance.

Orbelyan said they will deliver a press conference tomorrow after scrutinizing the case.

Earlier criminal charges were pressed against Kocharyan over the March 1 case, and prosecutors requested a court to issue an arrest warrant.

In an interview to a local news media, Kocharyan denied any wrongdoing and said he doesn’t accept the charges.

“It was the decision of the Constitutional Court which acknowledges the legitimacy of the elections and this is final. Before pressing such kind of charges against me, at least half of the Central Electoral Commission should’ve been jailed, it should’ve been proved that they had committed fraud and have committed a crime while making a decision. There should’ve been some kind of acts, solutions, punishments and others at least regarding the Constitutional Court,” the former president said.

Kocharyan is charged with paragraph 1 of Article 300.1 of the Criminal Code (breaching Constitutional order).

The March 1 case is an ongoing investigation into the deadly 2008 post-election unrest in Yerevan. Kocharyan was the outgoing president at the time, as Serzh Sargsyan was named winner of the presidential election. Mass protests erupted in Yerevan, which led to fatal clashes between security forces and demonstrators.

Yerevan police arrest “thief-in-law” for possession of narcotics

Yerevan Police Department officers have apprehended Norayr Piloyan, a 39-year-old “thief in law” known by his nickname Koncho, in suspicion of possession of narcotics.

The man is a local of the Aragatsotn Province. Officers found a knife and a substance resembling opium in his possession.

Piloyan has been placed under arrest and an investigation has been launched, police said.

Erzsébetváros is not just a district in Budapest, but also a town in Romania. The settlement was known as Ebesfalva until 1733 but was renamed Erzsébetváros after Saint Elizabeth of Hungary.

At the end of the 17th century the city, near Szamosújvár, was a major Armenian center.

The majority of the Armenians left the settlement in the middle of the 19th century and it was soon populated by the Saxons. Today, 550 Hungarians live in the town, currently known as Dumbrăveni, alongside more than 7,000 Romanian inhabitants. Even now, the urban area is not much bigger than a hundred years ago.

Fortified church of Erzsébetváros

The two most famous buildings in the town are the main Armenian Catholic Church and the Apafi Castle, built in 1552, which includes an Armenian historical exhibition. From the outside, both are in depressing condition.

 

Some interesting sights can be found around the town, such as the many public education boards placed by the Romania authorities. These boards illustrate how to renovate the old, traditional peasant or Saxon houses while still taking historical conservation into account.

Ani Mshetsyan. I would like to note once again that in case of the next aggression by Azerbaijan, Yerevan will recognize the independence of Artsakh, Deputy Chairman of the RPA, the head of the National Assembly Standing Committee on Foreign Relations Armen Ashotyan wrote on his Facebook page.

Ashotyan noted that Azerbaijan’s plans for a blitzkrieg during the velvet revolution failed, as Serzh Sargsyan and Nikol Pashinyan managed to maintain internal stability, reducing the threat to the security of the two Armenian states to a minimum.

Ashotyan’s message reads as follows: “On May 9, in Artsakh, Prime Minister Pashinyan announced the toughening of the position of the Armenian side in the negotiation process on the Nagorno-Karabakh settlement, noting the necessity of Artsakh’s participation in the negotiations. There was also an obvious message from the OSCE Minsk Group co-chairs, who stated in their statement that the negotiation process should continue in the current format. And there was a very subtle hint in the statement by the prime minister, following a meeting with Federica Mogherini, that the negotiation process must be reactivated without any preconditions, “Ashotyan wrote.

The MP also noted that after two months of diplomatic maneuvers, the negotiation process on the Artsakh settlement apparently has returned to the same point as prior to the change of power, therefore, the question arises how the Armenian side should behave in such a situation. “I think that the plan of our actions should be as follows: Armenia must constantly declare that without the consent of the people of Artsakh there can be no final decision, while in the course of negotiations both international recognition and the right of the Artsakh people to self-determination should be declared as priority. I think that there is a need to return to diplomatic pressure, in connection with the implementation of the St. Petersburg and Vienna agreements, since without them political settlement is out of question, “Ashotyan concluded.

YEREVAN, JULY 14, ARMENPRESS. Leaders of the world’s leading countries gathered in Brussels on July 11-12 to participate in the NATO summit. During these days Armenia’s Prime Minister Nikol Pashinyan was also in the Kingdom of Belgium on a working visit.

On the sidelines of his visit, PM Pashinyan had meetings with the heads of NATO, European structures and leaders of several countries. In particular, the Prime Minister met with Afghan President Ashraf Ghani, Prime Minister of Belgium Charles Michel, German Chancellor Angela Merkel, French President Emmanuel Macron, Italian Prime Minister Giuseppe Conte, Canadian Prime Minister Justin Trudeau, Lithuanian President Dalia Grybauskaite, Prime Minister of Greece Alexis Tsipras, President of Ukraine Petro Poroshenko, Spanish Prime Minister Pedro Sánchez, Prime Minister of Macedonia Zoran Zaev, Slovak President Andrej Kiska, NATO Secretary General Jens Stoltenberg, as well as EU officials.

Turkish foreign minister Mevlut Cavusoglu also approached to the Armenian PM and congratulated him on his election. During the press briefing at the Brussels airport Nikol Pashinyan told reporters that Cavusoglu swiftly passed by them, then returned some minutes later and approached to the Armenian foreign minister and then to him. “He got acquainted with me and said they were following the Armenian events, and congratulated me on being elected Prime Minister”, Pashinyan said.

At the end of the visit, summing up the results of the meetings, Nikol Pashinyan said the working visit to Brussels was a visit of introductory meetings and establishment of personal contacts.

There is no alternative to self-determination of the Artsakh people

Almost all meetings of the Armenian PM touched upon the need to peacefully settle the Nagorno Karabakh conflict and restrain Azerbaijan’s aggressive policy in this context. During his remarks at the Carnegie Europe research center PM Pashinyan announced that there is no alternative to the self-determination of the Artsakh people. “The conflict settlement should be based on the mutual concession of all sides. Any attempt to solve this conflict through military means is an attack on democracy, human rights and peace”, the Armenian PM said. These highlights of the Armenian side were maintained also during the meetings with French President Emmanuel Macron and Federica Mogherini, EU High Representative for Foreign Affairs and Security Policy, Vice President of the European Commission. The latter announced that the peaceful settlement of the NK conflict remains one of the EU priorities.

On the second day of the working visit, PM Pashinyan, in response to the question of one of foreign reporters at the NATO headquarters, made a tough statement, noting that after the democratic revolution in Armenia Azerbaijan has become more aggressive. “It’s not just an aggression against Armenia, it’s an aggressive policy against the democracy in our region”, he said.

During the meeting with President of Latvia Raimonds Vējonis PM Pashinyan highlighted the need for the international community to give tough response to Azerbaijan’s attempts to escalate the situation in the line of contact.

Later in the day, during the meeting of the heads of NATO member states and governments, the Armenian PM delivered remarks stating that the recent ceasefire violation and provocation cases provoked by Azerbaijan on the border with Armenia and the line of contact with Artsakh seriously question Baku’s commitment to the peace process. “We reaffirm the importance of the implementation of the previous agreements, in particular, those reached during the meetings in Vienna, St. Petersburg and Geneva, which aim at creating favorable conditions for peace and making confidence-building measures”, the PM said.

New page in Armenia-EU relations

One of the key topics discussed during the visit was the development and further expansion of the Armenia-EU ties. PM Pashinyan announced that the signing of the Comprehensive and Enhanced Partnership Agreement (CEPA) opened a new page in Armenia’s relations with the EU. According to him, the effective implementation of the CEPA will contribute to strengthening democracy and human rights, creating better investment environment, increasing business stability and predictability level. In this context Federica Mogherini said Armenia can rely on the EU on the way of initiated rooted reforms. “I am confident that our cooperation will have a bright future, we are ready to assist the ongoing reforms in your country”, she said.

During the meeting with President of the European Commission Jean-Claude Juncker, PM Nikol Pashinyan thanked for the assistance provided during the previous years and assured that the EU’s both institutional, financial and consulting support will be used more targeted. And during the meeting with President of the European Council Donald Tusk, the PM reaffirmed Armenia’s readiness to closely cooperate with the EU. Donald Tusk highlighted expanding the Armenia-EU partnership volumes and welcomed the recent national unity in Armenia. “I have always been the friend of Armenia. What happened in Armenia was unique, I would say, was very European. Your example was very promising and you can expect the EU’s support on the path of implementing the reforms”, Donald Tusk said.

At the end of the visit, the PM told reporters at the airport that Armenia can more quickly implement the reforms by the support of international partners, but it will not be in the status of applier. “Actually, we know what we need to do, and our partners should clarify their actions. After our revolution we have heard numerous welcoming statements from the EU, but there is no tangible change in the policy. The EU’s policy is the same, as it was 4 months ago, and we think that they either need to reduce the tone of their statements or significantly change their policy”, the Armenian PM said.

Anti-corruption fight as a priority

Armenian Prime Minister Nikol Pashinyan introduced his vision on Armenia’s development at the Carnegie Europe research center. In particular, he stated that the new Armenian government will take all necessary steps to eradicate all obstacles that slow down our development. He considered the fight against all forms of corruption as an agenda priority. “Today persons, who previously had a privileged status, feel the whole strictness of justice. All cases will be investigated strictly in accordance with the law”, he said.

Armenia as supporter of international peace

Nikol Pashinyan delivered remarks during the NATO summit in Brussels at the meeting of the heads of states and governments contributing to the Resolute Support mission in Afghanistan. He stated that peace and security are vital for the sustainable development. He added that as an advocate of collective security, Armenia will continue contributing to the efforts aimed at strengthening international peace and security. “Armenia will continue supporting the inclusive peace process led and participated by Afghanistan”, he said.

Today the Armenian people are more united than ever: PM met with the Armenian community

During his working visit to the Kingdom of Belgium, Armenian Prime Minister Nikol Pashinyan visited the St. Mary Magdalene Church. The representatives of the Armenian community, as well as Armenians from different European countries gathered there. Pashinyan addressed the meeting participants, stating that today the Armenian people are more united than ever. “I urge you to talk about going back to Armenia every day in your families; no matter when it comes – within a month or a year, five or fifteen years. Your children need to hear every day that your goal is to return to Homeland, to live in Armenia and build a more powerful and prosperous Armenia”, he said.

Before this meeting he had a luncheon with the local Armenian businessmen during which he introduced them on the government’s priorities in the economy field, touched upon the fight against corruption and the steps aimed at improving the business environment which the government is going to implement in the future.

Serzh Sargsyan receives Konrad Adenauer Foundation’s regional director

Third President of Armenia, Chairman of the Republican Party of Armenia (RPA), Serzh Sargsyan, received regional director of the Konrad Adenauer Stiftung/Foundation Thomas Schrapel.

Welcoming the guest, Serzh Sargsyan stated that the German partisan foundations played an important role not only in Germany, but also in different countries of Europe, especially in contributing to the establishment of democratic political systems.

He expressed confidence that the experience of Konrad Adenauer Foundation will also be useful for the Republican Party of Armenia. Serzh Sargsyan said the RPA will continue its engagement both in the EPP and in all bilateral and multilateral international formats.

He also attached importance to the RPA reforms program which is being developed by the joint efforts of the Foundation and the Republican Party.

CREATIVE ARMENIA AND AGBU LAUNCH FELLOWSHIPS TO CHAMPION INNOVATIVE TALENTS
Creative Armenia and the Armenian General Benevolent Union (AGBU) are delighted 
to announce the launch of the Creative Armenia-AGBU Fellowships, which will 
discover, nourish and promote creative talents across the arts. Through a 
year-long program of funding,  mentorship and tailored promotion strategies, 
Creative Armenia and AGBU will empower innovative artists to achieve a career 
breakthrough, both locally and globally.
 
“As a nation, we take great pride in a heritage of visionary writers, 
musicians, filmmakers, and artists. But what are we actually doing to discover 
and empower our future creative visionaries?” said filmmaker and writer Garin 
Hovannisian, founding director  of Creative Armenia. “The Creative Armenia-AGBU 
Fellowships are our answer to this question.”
 
The Fellowships represent the first collaboration of AGBU and Creative Armenia, 
which entered into a strategic partnership in May. Creative Armenia, a global 
arts foundation for the Armenian people, pursues a mandate to discover, 
develop, promote, and produce  innovative talent. A trusted bedrock of the 
Armenian diaspora, AGBU has been creating opportunities for Armenian artists 
for decades to extend their education and showcase their talents to diverse 
audiences across the globe. The organization formalized its  support for the 
arts with the establishment of the Performing Arts Departments in the United 
States (in 2012) and France (in 2016).
 
“The synergy of this partnership opens up unprecedented opportunities for 
artists to expand their reach and make their work known locally and 
internationally,” said producer Eric Esrailian, who is a member of the AGBU 
Central Board and a founding member of  Creative Armenia’s Board of Advisors. 
“This fellowship will help advance Armenian arts and culture on the global 
stage.”
 
The Creative Armenia-AGBU Fellowships are open to innovative talents in all 
creative fields—including film, music, literature, visual arts, theater, 
design, and photography. During the course of one year, fellows will gain 
access to industry connections and  tailored strategies to develop, pitch and 
promote their projects through one-on-one mentorship meetings and workshops. A 
$5,000 grant will also be provided. The fellowships are open to artists of 
Armenian origin and those who have a demonstrated interest in  Armenian 
culture. The presence of fellows in Armenia is not required.

Serzh Sargsyan’s diplomat brother Lyova Sargsyan declared wanted in suspicion of white-collar crime

Former President Serzh Sargsyan’s brother Lyova Sargsyan, a diplomat serving as Ambassador at-large, has been charged by the special investigative service for not declaring property and illicit enrichment. Lyova Sargsyan’s daughter Ani, and son Narek have also been charged.

Narek Sargsyan owns shares of JLJ PROJECT COMPANY. His house was searched by detectives and bank papers showing undeclared deposited 6,800,000 USD were discovered. The papers, dated in the second semester of 2017, were under the names of Lyova Sargsyan, Narek himself and his sister, Ani.

Under the law, officials and their families have to file asset declarations.

Lyova Sargsyan and his children have failed to declare the abovementioned money.

The special investigative service requested a court to remand Lyova Sargsyan in custody, which was approved.

Lyova Sargsyan has been declared wanted.

The court approved a bail motion for his children.
