Azerbaijan confirms it shot down Russian Mi-24 military helicopter over Armenia BY ACCIDENT, apologizes & offers compensation

Azerbaijan has officially apologized to Moscow for “accidentally” shooting down a Russian military helicopter, over Armenia, on Monday evening. The shock incident led to two of the crew members being killed, while one was injured.

Baku explained that the horrific mistake occurred due to the fact that the helicopter flew in close proximity to the Armenian-Azerbaijani border, where active military clashes between the two countries continue over the disputed Nagorno-Karabakh region.

The flight was being conducted in the dark, at low altitude and outside the radar detection zone of air defense systems, Azerbaijan’s Ministry of Foreign Affairs said. In addition, Russian helicopters had not previously been seen in the area where the incident occurred, the report said.

With the overall tense situation in the area and increased combat readiness due to “possible provocations from the Armenian side,” Baku’s forces decided to shoot to kill, Baku claimed.

“The Azerbaijani side apologizes to the Russian side in connection with this tragic incident, which is an accident by nature and was not directed against the Russian side,” the ministry said in a statement.

Azerbaijan also mentioned that it’s ready to pay compensation in connection with the incident.

The Azerbaijani officials expressed condolences to the families and friends of the killed crew members.

Earlier on Monday, the Russian Ministry of Defence reported that its Mi-24 military helicopter had been shot down in the airspace over the territory of Armenia outside the combat zone. The helicopter was accompanying a motorcade belonging to the permanent Russian military base located nearby when it was hit by a portable air-defense system. As a result of the crash, two crew members were killed, while one survived with moderate injuries.


The incident took place amid the ongoing standoff between Armenia and Azerbaijan, in the long-disputed region of Nagorno-Karabakh, where active hostilities resumed on September 27.

It’s time to open a U.S. consulate in Stepanakert – The National Interest

” Stepanakert is the capital of Nagorno-Karabakh, a mountain region historically populated by Armenians which is now under a prolonged assault by Azeri forces, Syrian mercenaries transported into the theater by Turkey, and Turkish drones. While most of the fighting has been on the edge of the territory, Stepanakert has also come under fire. Turkish F-16s have reportedly attacked the city’s maternity hospital, and journalists reported heavy shelling on Thursday.

It may seem counterintuitive to send American diplomats to a city under siege, but opening a consulate in Stepanakert would quiet conflict and perhaps promote peace.

The case for an American consulate in Nagorno-Karabakh—or Artsakh as locals call it—is multifold. While Armenia supports Artsakh’s nominal independence and Azerbaijan argues that it should control Nagorno-Karabakh in its entirety based on Soviet-era scrambling of borders, there is little dispute that the region has been its own entity for centuries, a notion reinforced by its rugged topography.

While Kosovo provides a precedent for the region’s independence, opening a diplomatic office or establishing a consulate would both not only help the United States monitor events, but might also dissuade Azeri, Turkish, and Arab mercenary forces who would target civilians in the region.

There is precedent to recognize the importance of even a passive presence. Consider, for example, the 2011 Pearl Monument uprising and its aftermath in Bahrain. Clashes occurred frequently for a few years following and then sporadically for several more between Shi’ite protestors and largely Sunni security forces. At no point did the protestors target Americans, despite the presence of thousands of servicemen and dozens of diplomats on the island, many living in compounds adjacent to Shi’ite villages which were hotbeds of dissent. When the State Department nevertheless relocated diplomats to the capital Manama, Bahrainis were furious: The absence of Americans outside the capital city would remove a deterrent to greater violence by the government against protestors. Diplomats make the best witnesses.

Indeed, this is something that Armenians know well. It was Henry Morgenthau Sr., the U.S. ambassador to the Ottoman Empire, who provided some of the most compelling contemporary accounts of the genocide against Armenians perpetrated by Ottoman Turks (and Kurds). While his efforts to end U.S. neutrality and get the Woodrow Wilson administration to speak out against the genocide failed, Morgenthau’s writing and advocacy ensured that Turkey could not sweep the ethnic cleansing of the Armenians under the rug.

Of course, in the case of Nagorno-Karabakh, the State Department would have to resolve technicalities. The fact that both Armenians and Azerbaijan claim the territory on which Stepanakert sits would complicate any decision to open an office or consulate. After all, consulates typically answer to embassies in a country’s capital. The United States continues to recognize Nagorno-Karabakh as Azeri territory even though Azerbaijan has not controlled it since Soviet days (and even then, it was an autonomous oblast). To attach the consulate to the U.S. Embassy in Baku, therefore, would be unrealistic. Simultaneously, the State Department would hesitate to link a Stepanakert consulate to the U.S. embassy in Yerevan in order to avoid implying U.S. recognition of Armenian claims in order to prevent undermining the Minsk Group process. Again, however, there is precedent: For decades, while the United States withheld recognition of Israeli claims to Jerusalem, the State Department considered the U.S. consulate in Jerusalem as distinct and unattached to any country. Secretary of State Mike Pompeo might categorize a U.S. consulate in Stepanakert the same way in order to bypass the objections of both Armenia or Azerbaijan.

Diplomats often complain that the U.S. State Department is under-resourced and has no budget to expand. That might be true but, at the same time, the State Department is also guilty of supporting outdated posts that contribute little to U.S. diplomacy. Consider, for example: does the United States really needs to maintain consulates in Winnipeg, Quebec City, or Halifax? Likewise, beyond the U.S. embassy in Paris, the State Department operates six additional consulates in France. Is the U.S. consulate in Rennes really that important to U.S. interests? National interests and diplomat focus shifts, and the State Department should be nimble enough to shift with it.

If diplomacy is going to be the strategy of first resort, the State Department must be willing to be on the front lines. Critics who might say the United States would be walking into a second Benghazi are wrong. Benghazi was a tragedy, and perhaps an avoidable one at that, but it should not be cause for diplomatic withdrawal. There can be no influence without presence. Nor would Stepanakert be analogous to Benghazi for an even more basic reason: U.S. allies Turkey and Azerbaijan threaten the former, while terror groups targeted to the latter. The Secretary of State should simply make clear to his counterparts in Turkey and Azerbaijan that their countries would be held accountable for any attack that endangered or damaged an American mission in Stepanakert. It is one thing for dictators like Recep Tayyip Erdoğan and İlham Aliyev to attack Nagorno-Karabakh when they believe they will suffer no consequences; it is another if they risk their diplomatic relationship with the United States over an errant missile or mortar. For the sake of peace, it is time to open a Stepanakert consulate now՛՛.

Armenian Trade & Labor Association Urges Community to Take Action on Artsakh

The Armenian Trade and Labor Association this week called on the Armenian community to remain active on social media and to contact elected officials in support of Artsakh.

In a letter sent to community member the organization condemned Azerbaijan and Turkey aggression against Armenia and Artsakh, which has seen myriad human right violations against Armenians.

“Last month Azerbaijan launched an attack on Artsakh by shelling innocent civilians. This continued unprovoked warfare continues. After multiple attempts of peace talks, Azerbaijan continues to have a blatant disregard and disrespect of human rights violations and continues to target innocent Armenians in Artsakh. Together Turkey, Azerbaijan, and paid Jihadists are massacring thousands of Armenian people- THIS MUST BE STOPPED!,” said the organization in the letter.

Contact your elected officials and ask that they engage in encouraging a ceasefire and support the Armenian people

“Armenia needs peace and justice and by engaging in the above mentioned ways you can help us make a difference,” said the letter. “Together as a unified voice we have strength to bring about change. We ask that you join us in lending your name to support Armenian owned businesses and companies who stand with Armenia.”

American-Armenians hold protest outside BGR lobbying company, urge to suspend ties with Azerbaijan

YEREVAN, NOVEMBER 4, ARMENPRESS. Armenians living in the United States held a protest outside BGR Group lobbying company, urging to suspend ties with Azerbaijan.

The protesters demanded to stop hiding the military crimes being committed by Azerbaijan against civilians in Artsakh and Armenia.

“BGR finances war crimes”, “Stop Aliyev regime”, the protesters said holding respective posters.

They were holding the flags of Armenia and Artsakh.

BGR Group represents Azerbaijan in Washington D.C. spreading fake news aimed at hiding Aliyev’s military crimes against the Armenian civilians.

As Trump, Again, Promises “We’re Gonna Do Something” for Armenia, Aliyev Lies to Fox News

U.S. National Security Adviser Robert O’Brien on Sunday told CBS’ Face the Nation that while Armenia has agreed to a ceasefire, Azerbaijan has not. At the same time, Fox News aired an interview with Azerbaijani President Ilham Aliyev, who placed preconditions on a ceasefire. Later on Sunday morning, President Donald Trump again promised that the U.S. would do something for Armenia.

“Under the President’s direction, we have spent the entire weekend trying to broker peace between Armenia and Azerbaijan.” O’Brien told Face The Nation. “Armenia has accepted a ceasefire. Azerbaijan has not yet. We are pushing Azerbaijan to do so.”

O’Brien urged Azerbaijan on Friday to reject “outside actors,” which he said are destabilizing the situation, in an apparent reference to Turkey, which has been unequivocally and militarily supporting Azerbaijan since it began its aggressive attacks on Artsakh on September 27.

“In my meeting with Azerbaijani foreign minister Jeyhun Bayramov, I pressed for an immediate ceasefire then a return to Minsk Group-facilitated negotiations with Armenia, and rejection of outside actors further destabilizing the situation. There is no military solution,” O’Brien said in a Twitter post on Friday.

O’Brien’s statements come two days after he and Secretary of State Mike Pompeo met separately with the Armenian and Azerbaijani foreign ministers Zohrab Mnatsakanyan and Jeyhum Bayramov in Washington.

President Donald Trump, during a campaign rally in New Hampshire, again mentioned Armenians, as he did last week in Nevada, saying “Armenians are fighting like hell.” Trump promised that U.S. will do something for Armenia “like we did in Kosovo.”

Aliyev, however, said his country is ready for a ceasefire with preconditions, which include having Prime Minister Nikol Pashinyan support what he called the basic principles put forth by the OSCE Minsk Group co-chairing countries—the U.S., France and Russia.

“We are ready today to negotiate a ceasefire,” Aliyev told the Fox News’ Greg Palkot in an interview that aired Sunday. “But at the same time, Armenia, its prime minister must say that they support the basic principles [of a Karabakh settlement] drafted by the U.S., Russia and France.”
Calling Baku’s position “maximalist,” Pashinyan’s spokesperson Mane Gevorgyan said Sunday that the Armenian government has always expressed readiness to seek a compromise-based solution.

Aliyev claimed on FOX News that Armenia violated the ceasefire both times. He also added the his forces do not target civilians or religious site, adding that no other country was supporting Azerbaijan, calling claims of Turkey-backed jihadists fighting alongside Azeri forces “fake news.”

“We publicly said we will take revenge, but on the battlefield,” Aliyev said on FOX News. “We do not kill civilians. We do not target religious sites.” He called the bombing of the Gazachetsosts Cathedral in Shushi “not intentional.”

“Our position is that all the regional countries should stay away from direct involvement in the conflict,” Aliyev said. “We are completely against the ‘internationalization’ of the conflict.”

“We don’t need any mercenaries,” he said. “It’s all fake news aimed at damaging the image of the country and diminishing the bravery of the soldiers on the battlefield.”

Aliyev told FOX News that he supported any motivation to end the hostilities.

“Any motivation in order to put an end to hostility is supported by us,” Aliyev said. “A very straightforward position by President Trump is supported by me as well as the people of Azerbaijan.”

Yet, at a press event Friday in the Oval Office, Trump praised Armenia and did not mention Azerbaijan. In fact, since last week when the president began addressing the Armenian issue, largely due to Armenian protesters going to his campaign stops, he never once has spoken about Azerbaijan.

U.S. lobbying firms drop Turkish, Azeri clients

Lobbying firms representing Turkey and Azerbaijan are finding themselves under pressure to reconsider their relationships with both clients.

On Friday, Mercury Public Affairs announced that it was ending its relationship with the government of Turkey. The news of this decision was revealed in a press release by the Armenian National Committee of America (ANCA)’s Western Region in California.

“As a result of our community’s persistent activism and the steadfast support of our friends in elected office, I was just informed by Fabian Núñez, who is a partner at Mercury’s Los Angeles office, that Mercury Public Affairs would be terminating its registration as a foreign agent of
Turkey,” said Nora Hovsepian Chair of ANCA-WR’s Board of Directors in the statement.

Hovsepian praised the decision as “standing on the right side of history” in ending its relationship with Turkey, adding that it would serve as an example to other firms working for Turkey or Azerbaijan.

Mercury has represented Turkish interests in the United States since 2013 and was registered as an agent for both Turkey’s Washington D.C embassy and the Turkish-U.S. Business Council (TAIK). The firm had concluded a new $1 million in February to represent the embassy and as recently as last week Mercury was highlighting commercial ties between the United States and Turkey on TAIK’s behalf.

By choosing to end this relationship, Mercury is the latest lobbying firm to withdraw from contracts with Turkey or Azerbaijan.

DLA Piper, a white-shoe law firm headquartered in London, stated in a filing with the U.S. Department of Justice that it was no longer working on behalf of Azerbaijan Railways after one year working for it.

The Livingston Group, founded by former Republican congressman Bob Livingston, similarly withdrew from working for Azerbaijan on Oct. 13. This was only three months after declaring to the Justice Department it was negotiating a new contract with Baku. BGR Group also shared a filing declaring it was ending its contract with the Azeri state-owned oil company SOCAR.

Since fighting broke out on Sept. 28 territory of Nagorno-Karabakh, Armenia’s diaspora in the U.S has been actively looking for ways to build support against Azerbaijan as well as Turkey for its ironclad support of Baku. The decision by major lobbying firms to cut ties to both countries is seen as a sign their pressure campaign is bearing fruit.

Mercury has been specifically singled out by politicians and activists in California where many Armenian-Americans reside. Many U.S. politicians based in the state including the mayor of Los Angeles and many of its state and federal legislators have singled out Turkey for goading Azerbaijan into war with Armenia.

In Los Angeles, the city council called on Mercury to withdraw from its lobbying arrangement with Turkey or the city would withdraw from any business with the firm.

The letter, authored by Armenian-American Councilman Paul Krekorian, accused Turkey and Azerbaijan of seeking to continue the 1915 Armenian Genocide by engaging in the present conflict. It slammed Turkey in particular as the “worst abuser of human rights” and as a “belligerent imperialist that threatens world peace.”

“We will not engage with any firm in any capacity while it gives support to a client that so openly and unapologetically commits genocide, denies the truth of the genocide, and aids and encourages the war against the Republic of Artsakh,” read the council’s letter, using the Armenian name for Nagorno-Karabakh.

In addition, the Los Angeles Community College District (LACCD) announced it would terminate its contract with Mercury over its work for Turkey.

Turkish-American and Azerbaijani-American groups have vocally supported Azerbaijan and staged their own protests against Armenia in the United States as well.

On Oct. 14, 200 protestors gathered in Washington D.C and marched from Capitol Hill to the Turkish embassy in support of Azerbaijan.

Four days later, a protest organised by the Turkish-American National Steering Committee and the Azerbaijan New York Association staged a protest in front of the United Nations against what they called Armenian aggression.


It’s not realistic to talk about diplomatic solution unless Azerbaijan changes position – Pashinyan

Prime Minister of Armenia NIkol Pashinyan commented on his yesterday’s announcement, according to which at this stage Nagorno Karabakh conflict has no diplomatic solution. ARMENPRESS reports in an interview with Interfax Pashinyan said that already 2 ceasefire agreements have been thwarted.

‘’Of course, Azerbaijanis blame the Armenian side for that, that we violated the agreement. But we know the truth. Diplomatic solution means compromise. And the problem is that during the entire negotiation process, and particularly during the negotiations of the last years, when Armenia says that this or that compromise is acceptable for us, which seemed to be acceptable until that moment for Azerbaijan as well, it immediately becomes unacceptable for Azerbaijan as soon as they realize that Armenia is really ready for that. This means every time when Armenia expresses readiness for mutual concessions, Azerbaijan starts demanding more. And this continues for already 9 years, or maybe more. This is what I mean saying that it’s nor realistic to speak about diplomatic solution unless Azerbaijan changes this position. But diplomatic efforts are necessary for changing this position of Azerbaijan and I highly appreciate the efforts of the OSCE Minsk Group Co-chairs and Particularly the Russian Federation’’, the PM said.

To the question if it can be confirmed that diplomatic efforts continue or can continue, PM Pashinyan answered, ‘’We need some quick solutions. But during this period, particularly following the two failed agreements, I mean the Moscow agreement and the following one initiated by the French President, when everything seemed to be agreed, I just don’t think it’s realistic to reach a quick diplomatic solution. But this does not mean that I don’t want that, that I am not ready to make all possible efforts for that. It’s just my objective assessment of the position of Azerbaijan. By the way, it’s not so that it’s entirely Azerbaijan’s position. I think it’s more the position of Turkey that is reflected in the position of Azerbaijan’’, Pashinyan said.

Front line situation is tense, military operations continue – MoD

YEREVAN, OCTOBER 20, ARMENPRESS. Military operations continue on Artsakh-Azerbaijan contact line , the situation is tense, ARMENPRESS reports representative of the Defense Ministry of Armenia Artsrun Hovhannisyan said in a press conference.

‘’Today early in the morning the Azerbaijani armed forces again launched offensives both in the north and south. Particularly fierce clashes took place in the south. During those clashes our forces successfully stopped a number of attacks and repelled them to their initial positions. At this moment the situation remains tense, military operations continue, but not so intensively like in the daytime’’, Hovhannisyan said.

He added that the air defense units have destroyed a number of UAVs, including Turkish Bayraktars, which has already been reported.
