Zakharov told PanARMENIAN.Net reporter.

"RA media publications are Armenian experts’ opinions suggest Russia
is dictating the rules for RA-Turkish dialogue to Yerevan; yet this
is far from reality," the Russian expert said. According to him,
RA President Serzh Sargsyan actions are based on his own point of
view. "As for Russia, it is mostly interested in the establishment
of peace at Caucasus," Vladimir Zakharov emphasized.

painter, RA Artists’ Union member Alec Alekyan’s exhibition titled
"Sun Land".

The artist exhibited 50 canvases created over the past 2 years. "In
my paintings, I try to portray sense of luck," he said.

Alec Alekyan was born in 1966 in Gyumri. He studied in Terlemezyan
Art College, faculty of painting. He 1992, Alekyan entered Yerevan
Artistic Theatrical Institute, faculty of decorative art. He has
participated in several international exhibitions.

Foreign Affairs Minister of the Republic of Armenia Edward Nalbandian
was in attendance at the 64th session of the UN General Assembly,
held in New York this week.

In his speech, Nalbandian said that long-term cooperation and stability
in the South Caucasus is secured by trust and accountability among
neighbouring countries. He continued by saying:

"Our region, in fact, is among the most sensitive hot spots on the
world’s political map overloaded with almost a full set of security
threats and challenges. The region is devastated by conflicts and
interstate tensions, dividing lines and economic blockade. Closed
borders and ruptured ties have become the norm of life. However, a
courageous act and a courageous response hold the promise of changing
the situation to the better."

In particular, Nalbandian referred to ‘Football Diplomacy’:

"The process of the normalization of the Armenian-Turkish relations
that started by the initiative of the President of Armenia Serzh
Sargsyan last September, known as ‘football diplomacy,’ promises to
bear fruit despite all difficulties."

Finally, Nalbandian concluded his UN speech by referring to the hot
topic of the day: establishing Armenia-Turkey relations. Armenia’s
foreign minister specifically stressed "NO preconditions" (caps in
original text):

"Over the past year with the help of our Swiss mediators and other
international partners we have advanced towards opening one of the
last closed borders in Europe and normalization of our relations
with NO preconditions. We wish to be confident that the necessary
political will can eventually leave behind the mentality of the past,
and we hope that the wisdom and courage will prevail to make the last
decisive steps.

"We have been most encouraged by the support of the international
community. We are well aware of the fundamental and positive
implications of the normalization of Armenian-Turkis d stability of
the region."

"Art critics between present and past" two-day international conference
will be launched tomorrow in Armenia. The initiators of the conference
are the International Association of Art Critics and IAAC Armenia.

On this respect a news conference has been held today in "Ria novosti"
press club having attendances of consultant of Culture Minister Sona
Harutyunyan, Chairman of National Association of Art Critics Nazaret
Karoyan and art critic, editor of openspace.ru portal Ekaterina Degot.

About 20 critics of art are invited to attend the conference from
foreign states.

YEREVAN, SEPTEMBER 28, ARMENPRESS: "Computer Science and Information
Technology 2009" 7th international conference kicked off today in the
Armenian National Academy of Sciences. More than 200 participants from
USA, Russia, Norway, Georgia, Brazil, Poland, Syria, Czech, Turkey,
Japan, China, Iran, Spain, Ukraine, Germany, Canada and France were
present at the event.

The deputy chairman of the ANAS, coordinator of the conference Yuri
Shukuryan noted that the goal of this conference is to encourage
the development of computer science, exchange scientific and IT
information among the experts as well as enable an opportunity for
cooperation between scholars of Armenia and international centers.

Chairman of the ANAS Radik Martirosyan said that IT has always had a
crucial scientific importance. "The development of computer sphere is
very important for us as it promotes the solution of important issues
of different branches and achievement of new scientific results,"
he said.

Armenian Economy Minister Nerses Yeritsyan highly underscored the
initiative of the Academy and noted that the topics which will
be included in the conference may guide the Armenian government
in improving the IT sphere. According to him, soon Armenia will
participate in the conference in the Silicone valley as a result of
which a document will be signed by which Armenia will be tied to the
world IT scientific developments center.

Head of "Synopsis" company and general operation director Chi-Fun-Chan
welcomed the organizers and participants of the conference and
noted that first of all Armenia values the intellect. "Armenia is
very important for "Synopsis" and we do everything so that here the
architects be prepared and manage to confront the challenges of the
sphere," he said. The head of "Synopsis" expressed assurance that the
conference will be held in creative atmosphere and the discussed topics
will have a serious contrib . The conference will last until October 2

European Day of Languages is marked in Armenia

Since 2001, September 26 is European Day of Languages the general
objectives of which are to preserve languages and to promote teaching
of languages in the world.

It’s worth mentioning, that European institutes use formally and
equally the following languages: English, Bulgarian, Hungarian, Greek,
Danish, Irish, Spanish, Italian, Latvian, Lithuanian, Maltese, German,
Netherlands, Polish, Portuguese, Romanian, Slovak, Slovenian, Finnish,
French, Czech, Swedish, Estonian.

All official decisions made in the EU are translated into these
languages and EU citizens may apply to the EU bodies in any of them.

We also note that on today’s European Day of Languages Yerevan State
Linguistic University aft. Bryusov will hold an event to be attended
by Prime Minister Tigran Sargsyan, Armenia’s Minister of Education and
Science Armen Ashotyan, Yerevan’s mayor Gagik Beglaryan and other
officials.

Perhaps my title was inspired by the successful Armenians and
Progressive Politics. This year’s theme was Capitalism. Participants
were treated to various analyses, informational presentations, moving
visuals of poverty in Armenia, and hopeful avenues for action. But of
course, there’s not much of a better term to describe what we’ve seen
of Capitalism, particularly over the past quarter century.

Not only did Reagan’s election lead to the implementation of
horrendous policies in the U.S., but the ground he thus prepared led
to the overwhelming immiseration of the former Soviet Republics and
much of Eastern Europe. `Brilliant advisors’ paved the way for the
crony Capitalism that emerged and led to the enrichment of preexisting
elites. It was nothing short of banditry.

It seems to me the same spirit permeates the current regime in Armenia
as it prepares to `give away the farm’ to Turkey through
`football/soccer’ diplomacy and the Protocols of September.

Imagine, Vartan Oskanian, the fairly low key, soft spoken former, and
longest serving, Foreign Minister of Armenia is formally, publicly,
calling on the government to NOT sign the protocols, at least not
without major changes. He too points out the preconditions Turkey has
managed to work into them. These are the same preconditions – no
territorial demands, no Genocide recognition, give Azerbaijan what it
wants in Artzakh – that successive Armenian governments have rightly
rejected. In fact, weakness on this front helped bring down the Levon
Der Bedrossian regime.

Add to this a very interesting piece written by Ara Papian titled
`Armenia and Turkey Are Not Authorized `to Define’ the Border’. He
argues that because of how the post WWI borders were set, based on
international law, Armenia and Turkey do not have the standing to
change the borders established by Woodrow Wilson. So even on this
front, both countries are out of line.

I am outraged, incensed, furious, and countless other such sentiments.
I want to really blast these guys. Let’s keep up the heat. Maybe
threats of terminating Diaspora support, not just financial, but
political. We’ve started. The AYF organized a protest last weekend
at Armenia’s U.N. Mission. There are more actions planned. Internet
petitions and Facebook communications abound.

But wouldn’t it be great if we could deliver the message directly to
the rotten fish head? I wish that the President of the Republic of
Armenia would come to NY for the annual hoopla as the U.N. kicks off
its year. Many heads of state attend this meeting every year. Then,
it would be a dream come true to embarrass him and harass him at every
turn.

Let the jeering beginning. It supports and strengthens the weighty
analysis. It’s a good cop- bad cop game. Let’s turn up the heat.
Armenians’ national future depends on us doing so. Get off your couch
and grab a picket sign, there’s some hootin’ and hollerin’ to be done.

Andranik Tevanyan: Washington Seeks Hegemony Over South Caucasus

ANDRANIK TEVANYAN: WASHINGTON SEEKS HEGEMONY OVER SOUTH CAUCASUS

The United States and Russia are in a race for alternative energy
resources, and all the processes in the South Caucasus should
be considered in this context, Andranik Tevanyan, Director of the
Political Economy center, told NEWS.am, commenting on the information
on Pentagon’s plans to deploy military bases in Georgia by 2015.

"Yes, Washington gave up the idea of deploying ABM systems in
Eastern Europe, but did not give up its long-term plans. Washington’s
long-term plans to deploy troops in Georgia, as well as the intensified
Armenian-Turkish rapprochement process, are components of the plan,
which is designated as a ‘big alternative energy package’," Tevanyan
said.

According to him, the United States is trying to resolve all the
problems in the South Caucasus at a time thereby ensuring its hegemony
over the region and making one more step toward the greatly desired
energy resources. Tevanyan stressed that the military bases will
not be aimed against any country – they are just supposed to enable
Washington "to draw nearer" to the energy resources of Central Asia
and Azerbaijan.

As regards possible consequences Pentagon’s plans in the South
Caucasus, Tevanyan stressed that U.S. military bases in Georgia mean
additional dividing lines in the regional security system, considering
the fact of Armenia being a member of the Collective Security Treaty
Organization. On the other hand, Tevanyan doubts Washington will
easily implement its plans in the South Caucasus. "I do not think
Russia will easily yield to Washington. The outlook for deployment of
U.S. military basis in Georgia remains dim as yet," Tevanyan said. He
stressed that the arms race is the region is against the interests
of the South Caucasus countries. "Armenia, as well as the other
countries in the region, must try to get rid of the third countries’
‘military burden’ and must not allow the region to be turned into an
arena for e display of superpowers’ military might," Tevanyan said.

According to media reports, Pentagon is drafting an agreement with
Georgia. Under the agreement the United States is to deploy two land
force and one naval base in Georgia before 2015. The construction
is to start in 2014 to be completed the following year. Thus, the
Pentagon plans to deploy 25,000 troops in Georgia.

Armenian Revolutionary Federation-Dashnaktsutyun (ARF-D) party
member Ruzan Arakelian, was asked by journalists today to explain
why protects organised by her party seem to pass peacefully, while
during yesterday’s national initiative "Miatsum" demonstration the
police used force.

The police used force to disperse the participants in yesterday’s
protest against the Armenian-Turkish Protocols by trying to seize,
from the mother of a soldier who died in the Nagorno-Karabakh conflict,
a sign which demanded President Serzh Sargsyan’s resignation.

In recent weeks, the ARF-D has organized protests rallying against the
same document, while also demanding the foreign minister’s resignation.

"Not everything passed calmly and peacefully," Arakelian
said. According to her, there are also provokers during the protest
acts, who try to "taint the atmosphere." "We do our best in order to
prevent such occurrences," the MP said.

She also said she doesn’t know why police officers intervened during
yesterday’s demonstration. "If something or a small clash takes
place before the government building, police officers, naturally,
will intervene," Arakelian concluded.

IOF-AMGEN Health Professional Awareness Grants Awarded At Beijing Co

IOF-AMGEN HEALTH PROFESSIONAL AWARENESS GRANTS AWARDED AT BEIJING CONFERENCE

While awareness of osteoporosis among the public and health
professionals is growing, there is still work to be done to ensure
that doctors and other health professionals are adequately prepared
to advise patients on the best possible care for osteoporosis.

Presented today at the International Osteoporosis Foundation’s (IOF)
Worldwide Conference of Osteoporosis Patient Societies in Beijing,
the 2009 IOF-AMGEN Health Professional Awareness Grants aim to support
innovative and cost effective projects by IOF member societies that
focus on improving knowledge and raising awareness of osteoporosis
among clinicians and allied health professionals.

The five grants, valued at 10,000 USD each, were awarded to the
following IOF member societies:

* Armenian Osteoporosis Association for a broad campaign to increase
knowledge among the population of Armenia, encompassing educational
seminars and training sessions for doctors and medical students.

* Aktion Gesunde Knochen – Action for Healthy Bones (Austria) for
a campaign to provide osteoporosis education to nurses and GP’s
assistants. With improved knowledge and communication skills these
allied health professionals can make an important contribution to
osteoporosis prevention and encourage adherence of osteoporosis
patients to prescribed treatment.

* Bulgarian League for the Prevention of Osteoporosis (BLPO) for a
novel teaching project that involves "patient role-play" in one-day
courses for health professionals. The engaging format of the course
is aimed at enhancing the health professional’s ability to identify
high risk patients.

* Hungarian Osteoporosis Patient Association (HOPA) for the production
of a video clip featuring an entertaining role play where cases
studies and questions raised by patients are put into the form of
a dialogue and play. HOPA expects that the CD will become a key
resource in encouraging patient centered-healthca eoporosis Society
Singapore, for an awareness program specifically targeting allied
health professionals, including nurses, dieticians, physiotherapists
and pharmacists.
