December 11-13 President Robert Kocharian will leave for the United
Arab Emirates on a working visit.

The Armenian delegation comprises RA Foreign Minister Vartan Oskanian,
Minister of Trade and Economic Development Nerses Yeritsian, Head
of the President’s Staff Armen Gevorgian, President of the State Tax
Committee Gagik Khachatrian and other officials.

December 12 in Abu Dhabi the RA President is to meet with the President
of the United Arab Emirates Sheikh Khalifa ibn Zaid Al Nahayan and
UAE Prime Minister Sheikh Mohammed bin Rashid Al Maktoum.

Robert Kocharian will also meet with the Director General of the Abu
Dhabi Development Fund Ahmad Al Mazru and attend the solemn ceremony
of opening of the Armenian Embassy in the United Arab Emirates.

Agreements on bilateral cooperation in the spheres of agriculture,
tourism, air communication will be signed in the framework of the
meeting.

On the last day of the visit Robert Kocharyan will leave for Ras
al Khayma, where he will meet with Crown Prince and Deputy Ruler
Shaikh Saud bin Saqr Al Qasimi. He is also expected to meet with
representatives of the local Armenian community.

The delegation headed by President Kocharian will return to Yerevan
on December 13.

Turkish publisher facing imprisonment under article 301

/PanARMENIAN.Net/ Nearly two years after the internationally acclaimed
author Orhan Pamuk narrowly escaped imprisonment for statements that
were thought to "insult Turkishness", the publisher of a British
writer goes on trial today accused of the same charge.

Ragip Zarakolu is facing up to three years in prison for publishing a
book – promoting reconciliation between Turks and Armenians – by
George Jerjian, a writer living in London, The Guardian reports.

Jerjian’s book, The Truth Will Set Us Free, which was translated into
Turkish in 2005, chronicles the life of his Armenian grandmother who
survived the early 20th century massacres of Armenians thanks to an
Ottoman soldier. The historical account has prompted as much
controversy among the Armenian Diaspora, not least in the US, as it
has in Turkey.

"Mr Jerjian … is a highly credible author with very moderate views,"
said the Labour MEP Richard Howitt, who will attend the hearing at
Istanbul’s Asliye Ceze courthouse. "If even he falls foul of Turkish
law it shows how far they still have to go on freedom of expression."

The MEP, who is in Turkey in his role as vice-president of the human
rights sub-committee of the European parliament, said Jerjian was too
scared to visit Turkey "for fear he might be shot".

Zarakolu is being tried under Turkey’s 301 article of law, the same
legislation that was used against Pamuk, a Nobel prize winner, as well
as 60 other local writers and journalists. Today’s hearing comes in
the wake of repeated promises by senior officials in Turkey’s
reform-minded neo-Islamist administration to rescind the notorious
piece of legislation.

In February this year, six months before he went on to become head of
state, Turkey’s foreign minister, Abdullah Gul, declared the need for
article 301 to be revised, saying: "There are certain problems with
[it]. We see there are changes which must be made to this law."

Yesterday the Turkish justice minister, Mehmet Ali Sahin, reiterated
the sentiment, telling Howitt that "freely expressed views that
neither promote terrorism nor violence should be protected".

But while Turkish diplomats admit the contentious law has probably
done more damage to Ankara’s efforts to join the EU than any other
single piece of legislation, observers say there has been little
headway made over reforming the spirit and letter of the law.

In a climate of unabated nationalism, state prosecutors and police
officials continue to level charges against artists, musicians and
writers perceived to publicly denigrate Turkishness.

Vehemently denied by Turkish authorities, the Armenian genocide, which
began in 1915, has sparked feverish debate, with several writers,
including the Turkish-Armenian newspaper editor Hrant Dink, being sued
for publicly questioning the official version of events. Dink,
editor-in-chief of the bilingual paper Agos, was shot dead outside his
Istanbul office this year by a self-avowed nationalist. Scholar Taner
Akcam and novelist Elif Shafak were also prosecuted under the
notorious article.

"The government has understood that it needs to change the article but
it is now for parliament to pass it and for the courts to respect that
change," Howitt told the Guardian from Ankara.

The neo-Islamists’ unveiling of a new constitution later this month
will be a significant turning point in the campaign to overturn the
law, analysts say. "A test for the sincerity of their commitment will
be that the new constitution lays down a framework where these cases
never happen again," Howitt said.

Electoral Commission has received no application of nomination of
candidates for the forthcoming presidential elections. NT correspondent
was informed about it by Tatev Ohanian, the Spokesperson of the
Central Electoral Commission.

The deadline of candidates’ nomination for the February 19, 2008
elections is December 6, 18:00. Four candidates for presidency have
been officially nominated in CEC for the present: first RA President
Levon Ter-Petrosian by the order of self-nomination, RA Prime Minister,
RPA Chairman Serge Sargsian, NDU Chairman Vazgen Manukian, National
Unity party Chairman Artashes Geghamian by the decisions of their
own parties.

Armenian Deputy Speaker and member of the Dashnaktsutyun party Vaan
Ovannisian and leader of the People’s Party, head of the ALM media
holding Tigran Karapetian have submitted documents required for the
participation in the Armenian presidential elections to the Armenian
Central Elections Commission (CEC), its press secretary Tatevik
Oganian told Interfax.

December 6 is the deadline for submitting documents for the
participation in the Armenian presidential race.

Earlier, Armenian Prime Minister, leader of the Republican Party
Serzh Sarkisian, leader of the National Democratic Union Vazgen
Manukian, former Armenian President Levon Ter-Petrosian, and leader
of the National Unity Party Artashes Gegamian also submitted such
documents.

The Armenian presidential elections will take place on February 19,
2008.

THE GENERAL SECRETARY OF MECC PAYS A CONGRATULATORY
VISIT TO HIS HOLINESS ARAM I

His Holiness Aram I received the General Secretary of the Middle East
Council of Churches (MECC) Dr. Gerges Saleh in Antelias on December 4. The
director of the Council’s "Life and Service" Unit Mrs. Seta Khedeshian
accompanied Dr. Saleh.

Dr. Saleh congratulated the Catholicos on behalf of the MECC for his
election as President of the Council. He also briefed the Pontiff on the
activities of the Council’s 9th Assembly and the expectations of the member
churches. The issues discussed by the Assembly were discussed during the
meeting with a view to finding appropriate solutions to them.

His Holiness presented his thoughts and expectations to the General
Secretary, stressing the importance of reforming the Council and reviewing
its projects.

The Catholicos also made a number of important proposals with regard to
strengthening the role of MECC in the ecumenical movement. Dr. Saleh
expressed his gratitude to the Pontiff, who has a rich ecumenical experience
as the former Moderator of the World Council of Churches for an
unprecedented two terms (1991-2005).

On December 3, Nagorno-Karabakh President Bako Sahakian held a working
conference devoted to the course and results of the "Hayastan"
All-Armenian Fund’s 2007 telethon in the USA. The Speaker and the
Vice-Speaker of the NKR National Assembly, the Prime Minister, the
Government members, the Prosecutor-General, Supreme Court Chairman
and other officials attended the meeting.

Representatives of the mass media were also present.

The head of the state expressed his satisfaction in the course and
results of the telethon calling them efficient. Bako Sahakian informed
those present that during the meetings in the Diaspora issues of
vital significance for Artsakh were discussed, and the necessity of
involving the Diaspora in their solution was mentioned.

According to the President our foreign compatriots expressed their
readiness to continue and develop the mutual cooperation.

Bako Sahakian noted that during the meetings in the Diaspora issues
concerning the spheres of health, agriculture, energy, water supply,
realization of investment programs, as well as the Nagorno Karabakh
conflict were mainly discussed.

The President emphasized that one of the most significant guarantees
of constant and effective relations between Artsakh and the Diaspora
was the creation of an appropriate information field. He instructed
the heads of the corresponding structures to undertake concrete
steps in this direction in the nearest future. The same day Bako
Sahakian had a separate meeting with the heads of the republic’s
law-enforcement bodies.

Clark Magnet High School Engages Community Through
ANC-WR Internship

Los Angeles, CA – As part of the 2007 Autumn Session of the Armenian
National Committee-Western Region Internship-Externship Program
(ANC-WR IEP), Rafi Orphali has learned a lot about civic engagement
while working as a Public and Media Relations intern. While his
primary responsibility as an intern was to assist in media coverage
for organizational activities, he has also been a worked with fellow
interns at this past September’s "Songs for Darfur" benefit concert,
to assisting staff with media monitoring while the Armenian Genocide
resolution was making its way through the US House Committee on
Foreign Affairs.

At 16, Orphali is one of the youngest individuals to intern at the
ANC-WR office, but this was not his first time working with the
organization. During the summer of 2006 he volunteered at the office,
an experience he credits with motivating him to apply for the program
this year and helping prepare himself for the rigors and challenges of
government-oriented work.

"When I volunteered last summer, I was fascinated with what the ANC
does for the Armenian American community," said Orphali. "Not only did
I get to see what the organization did, but how students like me could
help be a part of that," he added.

Orphali will also be incorporating his internship experience into his
high school senior project. Dealing with the issue of civic
engagement, Orphali will feature his fieldwork as an intern with the
ANC-WR.

"Though the session is coming to an end soon, I look forward to
staying involved. This program has given me the hands-on experience
and tools needed so I can jump right in and contribute to the
community through my local ANC," noted Orphali.

Established in June 2006, the ANC-WR IEP is a selective and intensive
program that provides student leaders and activists with an
opportunity to participate in an intensive internship designed to
provide an in-depth introduction to Armenian American issues as well
as advocacy efforts on the federal, state and local level. The program
hosts spring, summer and autumn sessions. You can find more

international community helps Armenia with integration in European
structures, UK Ambassador to Armenia Anthony Cantor said at Poland’s
Experience in European Integration and Lessons for South Caucasus
States international conference. "Armenia’s participation in the
European Neighborhood Policy as well as experience of the EU member
states is very important for the purpose," Ambassador Cantor said.

For his part, Polish Ambassador to Armenia Tomasz Knothe underscored
that the goal of such conferences is to exchange experience in
implementation of European programs.

Chairman of the Analytical Center for Globalization and Regional
Cooperation Stepan Grigoryan said that Baltic states and Poland can
cooperate with the Organization of the Black Sea Economic Cooperation
which includes the South Caucasus countries.

ArmInfo. During the meeting of the Armenian and Azerbaijani Foreign
Ministers Vartan Oskanian and Elmar Mammadyarov in Madrid, the
ministers received no new proposals but they were given the full list
of fundamental principles of settlement, which may become a start for
drawing up the document on settlement, French Co-chairman of the OSCE
Minsk Group Bernard Fassier said. As ArmInfo correspondent in Madrid
reports, the OSCE MG co-chairs, Russian and French foreign ministers,
US assistant secretary of State, and the personal representative of
the OSCE chairman-in-office were present at the meeting.

B.Fassier said that the co-chairs continue their meditation in
the peaceful talks, frequently visit the capitals of Armenia and
Azerbaijan, meet the countries’ presidents and foreign ministers and
try to narrow the circle of unsettled issues. "Today we formulated all
these issues, presenting in a certain manner how a single initiative of
the co-chairs may be", said B.Fassier. He added that the parties also
take into account the fact that presidential elections will shortly be
held in both countries. To note, within the next few weeks the OSCE MG
co-chairs will visit the region, meet the presidents of Armenia and
Azerbaijan, and at the end of 2007 or beginning of 2008 again visit
the region to see the presidents’ reaction to the question what is
unacceptable this time and what ideas have arisen.

Afterwards the two presidents will approve these principles, and
then it will be possible to start the work over the main document
with experts, B.Fassier noted. According to him, the mediators’
participation in the talks can’t fail to succeed. "I have 4 sons, a
daughter and ten grandchildren and I dream of seeing no more Armenian
and Azeri children killed", he said.

WARLIKE ANNOUNCEMENTS ARE DANGEROUS FOR THE AZERBAIJANI PEOPLE

On November 29, after the meeting of OSCE Minsk Group Co-Chairs, also
Foreign Ministers of France and Russia and the representative of OSCE
Executive Chairman with the Foreign Ministers of Armenia and
Azerbaijan, in answer to Azerbaijani FM Elmar Mammadyarov’s
announcements Armenian Foreign Minister Vartan Oskanian mentioned,
that independent of the fact who does warlike announcements, similar
announcements are not useful and impede the negotiation process, make
different moods among people and the possibility of compromise becomes
less.

"It’s more dangerous for Azerbaijani people, as they give some hopes
to their people", said Mr. Oskanian and added that from the point of
negotiation process the level of November 29 meeting is higher taking
into account the participation of the Co-chair countries’ Foreign
Ministers.

"It testifies that they have hopes connected with the negotiation
process and consider that the document on the table is the only way to
the settlement of the conflict".

There are issues that are not settled yet. "And the aim of today’s
meeting is to present the viewpoints of the Co-chair countries on
not-settled issues for the discussions of the sides.

What about the announcement of Azerbaijani FM Elmar Mammadyarov on the
issue of not discussing NKR status, Oskanian mentioned that the issue
of the status is one of the pivotal issues and there is an agreement
to let the people of NKR for self-determination. "If Mammadyarov means
that the issue is not discussed as everybody agree with the
self-determination of NKR people, in that case the issue is solved. I
can say that there are not-settled issues and the discussions of them
continue. Today they became more concrete. Let’s wait and see what
the answers of the sides are".

"We should do everything to come to the settlement of the issue taking
into account today’s interesting and balanced document. There are not
many not-settled issues, but to say "one or two" is not right. The
principle is one – if there is no agreement of all the issues, we
can’t say that there is an agreement on the issue. It is an OSCE
principle that we apply to our negotiations", mentioned Mr. Oskanian.
