/PanARMENIAN.Net/ Any progress in Armenian-Turkish relation is welcome,
an Armenian expert said.

"Signing of road-map agreement may mean that Armenia managed to
separate Karabakh issue from Armenian-Turkish relations," Stepan
Grigoryan, President of Analytical Center of Globalization and Regional
Cooperation told PanARMENIAN.Net. "The Armenian-Turkish agreement
may also lead to resolution of the Nagorno Karabakh conflict."

Now, the most important task is to identify sequence of steps,
according to him.

"It is important first to establish diplomatic relations and then
open the border. Then other steps will follow. I don’t think we
were imposed preconditions we cannot satisfy. I can assume only that
Armenia renounced its policy calling for international recognition
of Genocide," Grigoryan said.

is trying to conduct alternative policy to strengthen its position in
Caucasus and Middle East,’ Armen Ashotyan, member of the RA parliament
and the Republican Party of Armenia stated.

According to him, Armenian -Turkish relations can’t be named
bilateral, rather, they constitute a part of global policy. USA, RF,
EU M are main forces in the region, and Armenian-Turkish relations are
fully dependent on them. `Turkey was left with no alternatives in the
issue of Armenian-Turkish relations establishment . The region needs
stability so the policy should support economic advantages.’.

When questioned by PanARMENIAN.Net reporter about Turkey’s
participation in Nuclear Power Station Construction Ashotyan said:
`Joint construction of NPS won’t endanger RA national security.’

`I take this statement for continuation of RA President’s policy, that
could become a trump card in Armenian diplomacy.’

ArmInfo. DAP (Deutsche Assekuranz Pool) German Accreditation System
for Testing has recognized the certificates of Armenian Ecoglobe
organic certification company. The certificate will be officially
awarded on January 19.

First Deputy Minister of Agriculture of Armenia Samvel Avetisyan said
at a press conference Monday Ecoglobe is the first Armenian company
to receive such an authoritative certificate. ‘Organic food products
is constantly in demand across the world and Armenia has rather
good chances to enter the promising European market. I think it will
give local producers access to the EU and other markets’, the deputy
minister said. He is sure that it is especially important to Armenia
to produce valuable products in conditions of limited land resources.

For his part, Jurgen Niendorf, DAP representative, said Ecoglobe
was certified after three years of complex audit when DAP made
sure that the company’s certificates meets international standards
and the companies certified by Ecoglobe can export products to
Europe. Ecoglobe Director Nune Darbinyan outlined that Ecoglobe
certificates were given to 15 companies engaged in production and
sales of agricultural products, particularly, Tamara Fruit, SIS
Natural, Yerevan bear plant, as well as honey producer company ‘MAG’
and others. Tamara Fruit has already launched small-scale export,
she said. To receive Ecoglobe certificate, a company must use only
technologies and fully remove fertilizers in the soil, which takes
about 3 years, N. Darbinyan explained.

ECOGLOBE LTD is the first Armenian organic certification company
dealing with inspection and certification of ecological agricultural
production.

ECOGLOBE has been established in 2002 as the result of growing
interest of agricultural and food producers to organic methods and as
an opportunity to access organic markets. The sphere of activities
of the organization covers agricultural production, processing and
realization.

DAP (Deutsche Assekuranz Pool) is a member of International
Accreditation Forum (IAF). Certificates issued by IAF members are
valid across the IAF coverage.

Rate of growth decreased

According to the National Statistical Service of Armenia, the Armenian
economic growth in January-November of this year was 7,2 percent
compared with the same period of last year.

GDP was AMD 3 trillion 290 billion. It’s worth to mention that almost
all the indexes of November decreased (compared with October). It’s not
a secret that it is conditioned by the impact of the world economic
crisis on the main economy branches of Armenia (mining industry,
construction, etc.).

Mainly, 1,6 percent of growth in construction is recorded. The growth
rate in the sphere of services remained high – 13,3 percent.

Industry increased by 2,9 percent (1,6 percent without energy). Here
we should mention about the forced truancies in 3 big mining industry
plants (Alaverdi, Agarak and Kapan conglomerates).

Electric energy production increased by 5 percent.

Gross agriculture output had a little growth in January-November –
0,1 percent, the retail trade turnover – 6,2 percent.

External trade turnover increased by 27,6 percent to approximately
USD 4 billion 992 million.

Export volumes decreased by 4,5 percent to USD 1 billion 7 million.

Import increased by 39,5 percent to USD 3 billion 985 million. It’s
worth to mention that the growth rate of import decreased by 10
percent in November (compared with October).

The negative balance of export-import was USD 3 billion 978 million.

The average monthly nominal wage in Armenia was USD 89 thousand (in
the private sector- about AMD 111 thousand, in the public sector –
about AMD 63 thousand).

The average growth in wages is recorded 18,8 percent compared with
the same period of last year.

PROGRAM OF MOVING RESIDENTS OF 4TH-DEGREE ACCIDENT-PRONE BUILDINGS TO NEW APARTMENTS COMPLETED

YEREVAN, DECEMBER 17, NOYAN TAPAN. The residents of two newly-built
10-story apartment buildings on 14th Street in Yerevan’s Kanaker
district had their house-warming party with the participation of
Armenian president Serzh Sargsyan on December 17. They had been moved
to their new apartments from 4-degree accident-prone buildings in
Ajapniak community.

According to information of Yerevan municipality, under the Armenian
government’s decision No 682 of October 25, 2005, the issues of moving
the residents of accident-prone buildings subject to demolition
in Yerevan were regulated, and the order of their demolition was
decided. In pursuance of the government decision of December 20,
2007, Yerevan municipality made a decision to allocate a land plot
adjacent to the above mentioned streets and Tbilisi Hayway to Yerevan
Development Investment Program Implementation Office state non-profit
organization for construction of two buildings. The design estimate
work was done by Yerrepairproject CJSC, the winner of the respective
tender, while construction work was done by Yerevan House-Building
Enterprise CJSC. The total usable area of two buildings is 8,784 suare
meters, there are 100 apartments. The interior design work has been
completed, the internal and outdoor communications have been installed.

The total cost of the buildings’ construction and improvement of the
adjacent area made 1.5 billion drams (about 5 million USD).

As Yerevan mayor Yervand Zakarian said at the house-warming ceremony,
543 families of 4th-degree accident-prone buildings in Ajapniak
community were moved to 9 newly-built apartment buildings in recent
years, by which the respective program was completed. He announced
that it is also envisaged to construct new buildings with a total
of 227 apartments for residents of three 4th-degree accident-prone
dormitories in Yerevan. Half of this state budget-financed program
will be implemented in 2009, while the other half in 2010.

ArmInfo. Informal meeting of CSTO member-states’ foreign ministers
will be held in Helsinki today, CSTO News Department adviser Vitaly
Strugovets told ArmInfo. To recall, OSCE summit will also start in
Helsinki today. ‘CSTO member-states will come out from a single stance
at the session of OSCE Foreign Ministerial Council concerning a new
Agreement on the European Security. Prior to the OSCE ministerial
meeting to be held on December 4 in Helsinki, informal meeting of CSTO
member-states’ foreign ministers will also be held in Helsinki, during
which a unified stance on the new Agreement on European Security will
be developed’, CSTO Secretary General Nikolay Bordyuzha said before
leaving for Helsinki.

‘The heads of CSTO member-states have already supported the initiative
of Russia on development of the Agreement on European Security at
Mosocw summit in September 2008, that was fixed in the Declaration of
CSTO Collective Security Council session. During November consultations
of CSTO member-states’ foreign ministers held in CSTO Secretariat,
this stance was confirmed once more’, N. Bordyuzha emphasized. CSTO
Secretary General will take part both in OSCE FMC and in the informal
meeting of CSTO foreign ministers.

ArmInfo. Government of Armenia proposes amending the state property
privatization program for 2006-2007 to sale the state share in
Ameriabank (former Armimpexbank), Karine Kirakosyan, Head of the State
Property Department said in the parliament Thursday.

She said it is the only bank of Armenia at present with state share.
The state holds just 2.35% stake in the bank and cannot influence the
activity of the bank. Thus, it is quite reasonable to sell the stake.
Amendments to the given law are expected in three weeks at the next
4-day session.

Ameribank told ArmInfo the state stake in the bank was 2.35% in Feb
2008. The bank issued equity twice in the current year and the share of
the majority shareholder, TDA Holdings Limited, reached 99.6%. The
first issue totaled 4.4 billion drams, the second – 10.6 billion drams,
which allowed the bank to raise the authorized capital from the initial
2 billion drams to 17 billion drams. Due to it, the bank became the
leader in the banking system of Armenia. The capital base rose to 18.6
billion drams ($62 million) after the second issue and the bank rose
from the top ten banks to the top five leaders. The third issue of
equity for 1.2 billion drams is scheduled for October 2008. Due to it,
the authorized capital will be raised to 18.2 billion drams. The
capital base will be increased also due to the envisaged profit. Thus,
the bank will overfulfill the strategic development plan for 2008 and
stay among leaders in the banking sector of Armenia. In future, the
bank will raise capital at the expense of profit for it envisages over
$5 million profit in 2009.

Investigation Into Claims Of Abuse On Asylum-Seekers

INVESTIGATION INTO CLAIMS OF ABUSE ON ASYLUM-SEEKERS

Claims by hundreds of asylum-seekers that they have been beaten or
abused by British guards during their detention and removal from
this country are to be independently investigated for the first time,
The Independent has learnt.

The Home Secretary, Jacqui Smith, has appointed Nuala O’Loan,
the former Police Ombudsman of Northern Ireland, to conduct an
investigation into mistreatment allegations first reported in this
paper last year. Dame Nuala, who won praise and criticism from
Catholics and Protestants for her robust style in dealing with
complaints against the police and led the inquiry into the handling
of the Omagh bombing, has been given a wide remit to reopen cases of
alleged brutality. She has also been asked to report on any failures
of a system that allows private security guards to use "reasonable
force" in restraining asylum-seekers.

The Home Secretary’s intervention follows the publication of a
detailed report in July that revealed nearly 300 cases of alleged
physical assault and racial abuse in the past four years. The report,
entitled Outsourcing Abuse, raised concerns about the control and
use of private security firms in the detention and deportation of
some of the most vulnerable people in British society.

Nearly 50 of the complainants contacted by the researchers20and
lawyers gave permission for the Government to reinvestigate or begin
fresh investigations into their claims. Their names have been passed
to the UK Border Agency.

Last night, the authors of the report welcomed Dame Nuala’s
appointment.

Emma Ginn, of Medical Justice, which helps victims of abuse, said:
"The Home Office had previously described allegations as ‘unsupported
assertions’. We note their change of tone now that national and global
organisations have picked up on the issue."

Romain Ngouabeu, of the National Coalition of Anti-Deportation
Campaigns, added: "We continue to get allegations of assaults,
including one on the day we published our report."

Diane Abbott, Labour MP for Hackney North and Stoke Newington, said
last night: "I am very pleased to hear that Nuala O’Loan has been
appointed to look into the allegation of abuse against immigrant. This
is an incredibly serious matter that deserves nothing less than the
most rigorous of investigations. I look forward to the results of the
investigation – both in terms of justice being done and in terms of
a concrete improvement in the way immigrants are treated while being
detained or deported."

Many of the allegations, often supported by medical evidence, concern
the use of excessive force in the removal of failed asylum-seekers
on a scheduled flight. In some cases, pilots have refused to take off
while the refugee is still on board, citing concer ns for the safety
of passengers.

Noreen Nafuna, a 38-year-old Ugandan woman, came to the UK three years
ago after claiming to have been detained and beaten by the Ugandan
army. Her application for asylum was turned down and she was held
at Yarl’s Wood removal centre in Bedfordshire before being taken to
Gatwick by private security guards employed by the Home Office.

"I was carried up to the plane. I started screaming when I was brought
to the top of the stairs. I was only wearing underpants and a bra. A
jacket was placed over my neck and I was held around the neck so I
couldn’t make a noise."

In her complaint about her treatment, Ms Nafuna recounts: "Two of
them sat on me. One of them placed her hands over my mouth to stop
me shouting out. I was finding it hard to breathe. The plane was
not full of passengers. A lady in a red suit came up with another
woman. I heard her ask if I was still alive as I had stopped moving
or making any sounds. They got off me then so I sat up. I was crying
again. Then other passengers became aware of what was going on and
told the officers to leave me alone. Everyone saw me bleeding.

Eventually they called the pilot and he came up and said, ‘We are
not taking her.’"

Her complaint was eventually upheld by the Home Office after her
legal action for assault was settled by the security company.

In another case, HM, a 16-year-old g irl from Rwanda who claimed
asylum after coming to Britain as a sex-trafficking victim, says
she was assaulted by guards who removed her from a shower unit in
a detention centre. She says she suffered bruising when she was
handcuffed from behind in a semi-naked state and taken to a holding
cell. Her claim was investigated and dismissed by the Home Office,
although there was criticism of the way the guards had handled her.

The Home Office says that it properly investigates all complaints of
such a nature but it does not recognise the large numbers contained
in the report.

Asylum abuse claims

*In July last year, RH, an asylum-seeker from Burundi, was taken
from his room in a detention centre by immigration escorts. He was
handcuffed, and his legs were crossed at the ankle before being tied
together with tape.

After struggling on his way to a van bound for Heathrow, he says he
was beaten and kicked by the escorts before being dragged half-naked
on to the plane. During the alleged assault, his handcuffs caused
him to incur severe injuries to his wrists which were clearly visible.

The pilot came to investigate, and told the escorts he would not fly
Mr RH out of the country in his current physical state. Other cases
include that of Amos Alajaibo, a Nigerian who says he was beaten
unconscious by guards after admitting he had talked to the media
during a protest, and an Algerian man who was allegedly assaulted
while in a wheelchair.

Suren Khachatryan, an Armenian, suffered a punctured lung after
allegedly being stamped on by his immigration escorts in the back of
a security van.

Another detainee said he was "bound up like a parcel" by officials
trying to force him on to a deportation flight. None of these
complaints has been upheld.

In an interview with news channel NTV, President Abdullah Gul yesterday
evaluated his first year in office. Stressing that the president must
keep an equal distance from all parties and ensure harmony among
constitutional institutions, Gul said that during his first year,
he had lived up to the presidential oath and kept the promises he
gave ahead of his election. "I`m aware of my duties and position as
president," he explained. "Impartiality is very important for me,
and I believe that I maintained my impartiality during my first
year in office. I included all citizens and opened the Presidential
Palace`s doors to everyone." On rising tension in the Caucasus in
the wake of Russian-Georgian conflict and Moscow`s recognition of the
breakaway provinces of South Ossetia and Abkhazia, Gul said that Turkey
would continue to help efforts to restore stability and peace to the
region, as indifference is not an option. Asked whether he accept an
invitation from the Armenian president to visit Yerevan to see World
Cup qualifying match between the Turkish and Armenian national teams,
Gul said hadn`t made a decision yet. "We need to concentrate our
energy in the international area," he added. "I believe that over the
next few years, Turkey will become the most dependable country in the
region." On the Cyprus issue, Gul said, "Turkey maintains its stance
regarding the Cyprus issue and supports a comprehensive solution." On
discussion over a possible new constitution, Gul said, "Nearly all
political parties have expressed the need for a new constitution,
but the most important thing on this issue is to reach a broad-based

The sport-school of Nor Hachn reminds of a ruin today.
Residents were glad that the youth was finally given a
chance to train somewhere. However yesterday’s sudden
flaw tore off the roof of the newly-erected building
and made the floor useless.

-The sport-school was built a year ago. The demolition
was probably caused by the careless constructors,-
said the employees.

The sport-school was built by the financial assistance
of -Social investments- programmes.
