Controversy still surrounds ex-President Levon Ter Petrosian’s
statement that Armenia’s attempted reconciliation with Turkey rendered
President Serzh Sargsyan "a realistic and decisive statesman worthy of
the 21st century." Some see the remarks as a bid to make the country’s
largest opposition group still appear relevant, but few believe that
actual cooperation between the two longtime political foes is likely.

Despite the focus on his general support for Sargsyan’s Turkey policy,
Ter-Petrosian’s comments, delivered in a November 11 speech to Armenian
National Congress (ANC) activists, appeared double-edged. To explain
his support for Sargsyan’s policy, Ter Petrosian cited the example
of a 17th century "ambitious and vainglorious" priest, Eghiazar,
who allegedly became patriarch of the Armenian Apostolic Church
through intrigues that threatened national unity. The Church, in
Ter Petrosian’s telling, let Eghiazar stay as patriarch to avoid
additional trouble for the nation.

"Why would Serzh Sargsyan think that Armenians are unable to display
once again such wisdom and open-mindedness for the sake of national
goals?" Ter Petrosian asked supporters.

But if the Eghiazar allegory contained a barb, the ruling Republican
Party of Armenia has given no public sign of noticing it.

Republican Party of Armenia spokesperson Eduard Sharmazanov commented
that he is glad that Ter Petrosian assesses President Sargsyan’s
work seriously.

"I’m very glad that the leader of the Armenian National Congress could
face the truth and assess the president’s policy from a political
viewpoint," Sharmazanov said.

Many opposition members, including the nationalist Armenian
Revolutionary Federation-Dashnaktsutiun, have expressed suspicion
about the reasons behind Ter Petrosian’s statement after months of
demands from the ex-president for Sargsyan to resign. The result
has been a swatting match between the Dashnaks, as they are known,
and Ter Petrosian supporters over which side allegedly sold out to
the government.

One political analyst believes that while Ter Petrosian does not
share the government’s "ideology," "[i]n fact, he has refused the
option of revolution, and is trying to find something in common with
the authorities."

"The government is in rather a tight spot in terms of Armenian-Turkish
relations, and Levon Ter Petrosian might be trying to find his place
in this play," independent political analyst Yervand Bozoian commented.

One senior Ter Petrosian supporter, however, counters that many
outsiders want to make pragmatic hay out of the ex-president’s remarks.

"Everybody found in his speech the phrase that most benefited them,
taken out of context," said Suren Surenyants, a member of the political
council of the Republic Party. "There is nothing reprehensible in
the fact that Levon Ter Petrosian suggests the government should
. . . take some steps to promote public unity. This is nothing like
cooperation or making a deal with them."

Armenian National Congress (ANC) senior member Levon Zurabian earlier
commented to reporters that collaboration with the government was
possible if Sargsyan released opposition prisoners, punished "those
responsible for the March 1 events [when a clash between police and
protestors against Sargsyan’s 2008 election resulted in 10 deaths –
ed]" and met other opposition demands. He stressed, though, that the
ANC is not now cooperating with the government.

Members of the Armenian National Congress declined to discuss their
policy position further on rapprochement with Turkey – or with Sargsyan
– instead referring EurasiaNet to Ter Petrosian’s November 11 speech.

Manvel Sarkisian, a political expert at Yerevan’s Armenian Center for
National and International Studies, agrees with Surenyants’ analysis
of the speech. Ter Petrosian’s story about Eghiazar the priest suggests
that Sargsyan has no legitimate claim to power, he says.

"In this case, Serzh Sargsyan may start ‘bargaining’ himself and
set the political prisoners free," Sarkisian said. "In any case,
Levon Ter Petrosian will not cooperate with the authorities."

Some form of cooperation with the opposition could benefit the
government, even though the days of Ter Petrosian’s mass protest
rallies are long past, added Bozoian. Artur Baghdasarian, head of
the Rule of Law Party and a onetime outspoken opposition leader,
was effectively neutralized with the offer to become secretary of
Armenia’s National Security Council, a post he has held since 2008.

"Currently, the opposition poses no danger, and the authorities could
benefit from getting cozy with them," he said.

For now, that scenario looks remote. At a November 20 press conference,
Republican Party parliamentary faction leader Galust Sahakian stated
that while the ruling party supports the idea of "direct cooperation"
with the ANC, "[w]e are not going to urge them [to join us] in a
political sense."

"That’s unacceptable for us," he said.

Competition of the Republic of Armenia will initiate administrative
proceedings against 19 medicine companies over ungrounded rise in
prices for cardiovascular, antiviral and antidiabetic medicine.

"Monitoring of the medicine market will be consistent," SCPEC chairman
Davit Harutyunyan said, adding that similar problem exists in Russia
as well.

"After a thorough research, the committee will submit relevant
recommendations to the government," he said.

Elmar Mammadyarov Foreign Minister Elmar Mammadyarov told journalists
in Baku today that Azerbaijan "sees three stages in the Karabakh
conflict settlement".

The first stage is the withdrawal of Armenian troops from Karabakh
with subsequent mine clearance. The second stage is the restoration
of infrastructure, the resolution of socio-economic problems and the
third – the return of all refugees to their native lands. Only after
that will it be possible to speak about the status of Nagorno Karabakh,
Mammadyarov said.

During the three stages, the Azerbaijani and Armenian communities
of Nagorno-Karabakh will discuss the future status of this region
together.

"I would like to repeat that the issue of status can be settled
only within the framework of territorial integrity. Similar models
of resolving status have been used in Tatarstan, Bashkortostan and
most countries, including in Europe."

Mammadyarov hoped that Armenia will take a constructive position at
the upcoming talks which will help to bring closer the final stage
of resolution of the Karabakh conflict.

The foreign ministries of Azerbaijan and Armenia will continue
consultations on 1-2 December in Athens, which is hosting the OSCE
foreign ministers’ meeting. The ministries will discuss the outcome
of the meeting of Armenian and Azerbaijani presidents which is due
to be held in late November, Mammadyarov said.

received North Atlantic Treaty Organization (NATO) Secretary-General’s
Special Representative for the South Caucasus and Central Asia
Mr. Robert Simmons.

Welcoming the guest, the President of the National Assembly highlighted
the cooperation with NATO and expressed the willingness of the
Armenian side to develop it. The interlocutors agreed that it should
be transparent and understandable for the Armenian society. In that
context they discussed the RA NA initiatives within NATO Parliamentary
Assembly framework, as well as the reforms being implemented in the
direction of the civil control of the armed forces in Armenia and
the cooperation programs in the sphere of the management of emergency
situations.

protocols, Congressional Armenian Caucus co-chairs Frank Pallone and
Mark Kirk were joined by lead Armenian Genocide Resolution sponsors
Adam Schiff and George Radanovich in expressing concerns about a
provision in the agreements that the Turkish government is already
using to call into question the truth of the Armenian Genocide.

"As leaders of the Armenia Caucus in the House of Representatives,
we share the concern of the Armenian American community regarding
the possibility of creating a historical commission to review the
events of 1915 to 1923. This is a thoroughly discredited idea,"
noted the legislators in joint statement. "Turkey cannot be allowed
to re-invent this tragic part of its history as a price for normal
relations with Armenia. To do so means acquiescence in a charade that
demeans the memory of so many victims."

The statement went on to urge the Obama Administration to include the
Armenian American community in the Turkey-Armenia negotiation efforts.

"As Secretary of State Clinton and other senior officials work to
maintain stability in the region, we urge them to take advantage
of the knowledge and expertise of the Armenian American community,
which maintains strong ties to Armenia and is an invaluable source
of information and counsel," stated the legislators.

U.S. Department of Justice records show that Clinton, National
Security Advisor Jones, and other administration officials have spoken
repeatedly with Turkey’s paid foreign agents, former House Speaker
Dennis Hastert and former House Minority leader Dick Gephardt, but have
not agreed to meet with ANCA representatives despite repeated requests.

The Congressional Caucus leaders also cited the stark difference "in
economic, military, and diplomatic power between Turkey and Armenia,"
and urged the administration to "work to ensure that our diplomatic
efforts serve to end the Turkish blockade of Armenia, without Turkish
bullying of our Armenian ally into unwarranted concessions or a
whitewash of one of history’s true horrors.", reported Asbarez.com.

YEREVAN, September 1. /ARKA/. Armenian diplomacy should not lose its
vigilance, Director of Oriental Studies Institute of Armenian Academy
of Sciences Ruben Safrastyan told journalists Tuesday, in commenting
the joint statement of the Swiss Federal Department of Foreign Affairs
and the foreign ministries of Armenia and Turkey about establishing
diplomatic relations between Armenia and Turkey.

"There is no doubt that the protocols about establishing diplomatic
relations between Armenia and Turkey and developing bilateral relations
is a landmark achievement of our diplomacy. Yet, out diplomats should
not relax and should work even better," Safrastyan said.

Armenia and Turkey agreed to start internal political consultations
about two preliminary protocols signed during the Swiss mediated
negotiations – the protocol about establishing diplomatic relations
between the two countries and the protocol about developing bilateral
relations.

Safrastyan appreciated the clear and quite tough policy implemented
by Armenia recently.

According to Safrastyan, the categorical statement of Armenian
President Serzh Sargsyan that he would not leave for Turkey if "Turkey
does not take certain steps" played positive role in the process.

As to Turkey’s interest in the signing of the documents, the main
reason for it was Turkey’s geopolitical ambitions and its wish to
join 0Athe EU, Safrastyan said.

No diplomatic relations exist between Armenia and Turkey, and the
Armenian-Turkish border has been closed since 1993 initiated by
official Ankara.

The first warming of the relations occurred on September 6 2008
when Turkish President Abdullah Gul arrived in Yerevan for the first
time on the invitation of the Armenian President Serzh Sargsyan for
watching together the football match between the nationals of Armenia
and Turkey in 2010 championship qualifying games. During this visit,
the two countries’ presidents discussed possible normalization of
the bilateral relations.

20.8bln AMD Of Russian Credit To Be Directed To Earthquake Zone In A

YEREVAN, July 11. /ARKA/. Some of the funds, 20.8bln AMD, of the
Russian stabilization credit, will be directed to the construction
and renovation work in the Spitak earthquake zone, said RA Minmister
of Finance Tigran Davtyan.

The press service of the RA Ministry of Finance reports that the
Russian stabilization credit, US $500mln, has been issued to Armenia
today.

"It will be the first tranche of the Russian credit," the Minister
said at the Government’s sitting.

He pointed out that the funds will be reflected in the budget.

RA Prime Minister Tigran Sargsyan said that the funds must first
of all be directed to the renovation work in the earthquake zone
and to the National Center for SMB Development, as well as to the
Government-approved programs.

Earlier Premier Sargsyan stated that some of the funds will be
allocated for anti-crisis measures from a special stabilization fund
to be formed at the Central Bank of Armenia (CBA).

Renovation work to the amount of 24bln AMD is to be carried out in the
disaster zone, and about 15bln AMD is to be provided to the National
Center for SMB Development to enhance the SMB crediting potential.

On May 20, RF and RA Ministers of Finance, Alexey Kudrin and Tigran
Davtyan, signed an agreement on a 15-year US $500mln stabilization
credit to Armenia for sup porting its economic during the crisis.

The soft credit has been issued at an annual interest rate of 4%,
the grace period being 4%.
