Glendale Fire Chief Announces Retirement to take Leadership Position in Private Sector

GLENDALEGlendale Fire Chief Silvio Lanzas has officially announced his retirement after a 30-year career in public service, with 26 years as a career Firefighter.

Chief Lanzas started his career in the fire service 30 years ago as a Fire Explorer at the Grand Terrace Fire Station. He was hired as Firefighter two days before graduating high school. He has served in all ranks from firefighter to Fire Chief. 

“Chief Lanzas is an exemplary public servant who saw us through the global Coronavirus pandemic and worked tirelessly to keep our community safe during the most critical time in our recent history,” said Glendale Mayor Ardy Kassakhian. “Time and again he went above and beyond making sure that our residents were well informed about various health measures while making sure that our city’s fire services were fully engaged in handling the pandemic.”

“I’m grateful for all the work he has done for our city and wish him and his family nothing but the best in retirement.  Obviously, the Chief’s departure will leave a major gap in our organization but one that I am confident we will be able to fill by working together with my colleagues on City Council, our City Manager Mr. Golanian and the Chief himself,” added Kassakhian.

Chief Lanzas has been with the City of Glendale for four and a half years. He was hired by the City in 2017 as a Deputy Fire Chief, and promoted to Fire Chief in 2018.

Throughout his time in Glendale, Chief Lanzas has been a dedicated public servant and exhibited extraordinary leadership during extremely challenging times. He has helped to improve the fire departments response times, diversity, and overall community impact. He has worked to build relationships with Glendale Firefighters Local 776 as well as worked with Glendale Community College to make improvements at the Department’s training center which supports not only the GFD but also is the main training site for the Verdugo Fire Academy. In addition to his role as Fire Chief, Chief Lanzas serves as the Region 1, Area C Coordinator, the LA Area Fire Chief’s Association Vice President, the Foothill Fire Chief’s President and the CALCHIEFS Southern Division Director.

Throughout the pandemic he has been instrumental in keeping the community safe and healthy, having led several efforts in support of vaccination availability and access for residents. Chief Lanzas also serves on several community boards including the YMCA and Dignity Health, Glendale Memorial Hospital Board. Prior to coming to Glendale, Chief Lanzas worked for CALFIRE for over 2 decades having risen through the ranks from Firefighter I to Division Chief. “Throughout my career, I have had the good fortune of working with some of the very best firefighters and fire professionals on the planet. Having served in the City of Glendale as the Fire Chief for almost 4 years and in an expanded role as the Deputy City Manager has been the highest honor of my career and an experience of which I will forever be proud”, said Chief Lanzas.

Chief Lanzas has been offered and accepted a leadership position in the private sector at M-FIRE Technologies as its Chief of Operations.

“Chief Lanzas has provided tremendous leadership of our Fire Department and displayed extraordinary care and concern for our community during an unprecedented pandemic and during our State’s most destructive wildfire years,” said Glendale City Manager Roubik Golanian.

“Time and time again, Silvio has demonstrated his dedication to public service by helping the most vulnerable members of the community. He is an excellent team member who’s “can do” spirit has forged partnerships with other service providers and agencies across the region. He will be truly missed. We will begin a nationwide recruitment for Fire Chief immediately and have asked that Silvio fully participate in the process and remain in his role until a replacement is found,” added Golanian.

Entrance Facade, Honoring the 1.5 Million Victims of the 1915 Armenian Genocide, to be Unveiled on April 24

The new St. Sarkis Armenian Church in Carrollton, Texas, will be consecrated on April 23 and will hold its first Sunday Service on April 24, the date each year on which the Armenian Diaspora commemorates the Armenian Genocide.

St. Sarkis was designed by award-winning New York architect David Hotson, AIA, working with long-time collaborator Stepan Terzyan, senior project manager Mike Konow, and architectural designer Ani Sahakyan. The surrounding landscape was designed and implemented by landscape designer Zepur Ohanian.

Hotson and Terzyan began designing St. Sarkis with a brief that envisioned a new church building modeled on St. Hripsime, an ancient Armenian church that stands near Armenia’s capital, Yerevan. Having sheltered Armenian congregations through 14 challenging centuries of upheaval, St. Hripsime serves as a symbol of ancient origins of Armenian Christianity and of the endurance, perseverance, and resilience of the Armenian people. 

From this brief, the architects developed a design that looks forward as well as backward, marrying ancient architectural and artistic traditions reflecting Armenia’s cultural legacy as the world’s first Christian nation with contemporary digitally-driven design and fabrication technologies. The design recreates the scale and proportions of St. Hripsime but modifies the exterior openings and interior spatial volumes to fill the sanctuary with indirect natural light. The result is an ethereal vessel of naturally illuminated space which suspends the memory of centuries of Armenian tradition over the modern congregation. 

The cornerstone of St. Sarkis was laid in 2018, exactly 1,400 years after St. Hripsime was completed in 618 AD.

The St. Sarkis project consists of a three-building campus on five acres. Its centerpiece is the 250-seat church, which is approached through a shaded entry courtyard positioned between a building housing a community center including a 400-person event hall, Sunday school classrooms, and clerical offices, and another housing an athletic facility that serves the congregation. 

The solid gray mass of the church exterior, rendered in modern materials, references the monolithic sculptural character of ancient Armenian churches, which were constructed entirely of stone. The juxtaposition of the monochrome architecture against the rich multicolored vegetation, envisioned and implemented by landscape designer Zepur Ohanian, evokes the relationship between monolithic architecture and verdant landscape that is typical of the ancient churches and monastery complexes that still survive throughout the Armenian homeland.

The western facade that surrounds the entrance to the church serves as a subtle but powerful memorial to the victims of the Armenian genocide.

Clad with porcelain panels covered with an intricate design printed at high resolution, the facade presents the viewer with a layered visual experience. Seen from a distance, the facade depicts a traditional Armenian cross or “tree of life” with distinctive branching arms, an Armenian symbol of faith in the face of suffering, of resurrection, and redemption. Viewed more closely as the visitor approaches the church, the cross is seen to be composed of interwoven botanical and geometrical motifs drawn from Armenian art, representing the bonds of ancestry and tradition that have bound the Armenian community together across centuries of challenge and upheaval. Examined from still closer proximity, the entire facade is seen to be covered by tiny icons or pixels, each one centimeter (or about 3/8 inches) in diameter.

These tiny icons—1.5 million in total, derived from the infinitely varied circular emblems that recur throughout the Armenian artistic tradition—cover the entire church facade. Like 1.5 million snowflakes, each individual pixel is unique, each representing one of the 1.5 million victims of the Armenian Genocide. The encounter with these individualized icons spreading across the entire building façade provides powerful impression of the scale of this historical atrocity.

David Hotson worked with Yerevan-trained architectural designer Ani Sahakyan on the overall facade design. A computer script was then developed in the office by architectural designer Ben Elmer to generate 1.5 million unique icons or pixels based on ancient Armenian ornamental motifs. These icons were distributed according to density to form larger-scale patterns when viewed from a distance.

In implementing the facade Hotson, collaborated closely with Fiandre, the innovative architectural surfaces manufacturer that has developed the revolutionary DYS system that allows printing at extremely fine resolution on Fiandre’s large-format, exterior grade, UV-resistant porcelain rain screen panel materials. Fiandre fabricated the facade panels in their Italian factory to the exact pixel modules required by the facade and printed the intricate design through an exacting process that was halted as the COID-19 pandemic caused total lockdown of Italian industry before resuming work and shipping the completed facade to Texas.  

This facade is believed to be the first use of this technology, to optically engage the viewer in a series of visual scales nested inside each other, from the scale of an entire architectural facade to the scale of individual pixels each rendered in high-resolution at the threshold of visual perception.

Upon stepping through the memorial facade and into the church, the visitor emerges into the sanctuary, a composition of light-filled volumes modeled on the interior of St. Hripsime. A series of concave light coves, derived from the distinctive concave recesses on the exterior of the St. Hripsime, reflect the powerful Texas sunlight indirectly into the sanctuary, resulting in an ethereal quality of illumination. The doubly-curved plaster vaults that shape the interior space were fabricated in glass-fiber-reinforced gypsum directly from the architect’s computer model, through an innovative process developed by the Toronto-based manufacturer Formglas. The interior vaults are smooth and scaleless, with no visible lighting fixtures, air-conditioning registers or other contemporary technical details to interrupt luminous memory of the 1,400-year-old space of St. Hripsime suspended over the congregation.

The church is heated and cooled with a displacement climate control system, which uses a remotely located mechanical plant to introduce conditioned air at low velocity through floor registers located under the pews. The result is a silent interior, without mechanical vibration or the ambient sound of a conventional high velocity air conditioning system, providing a silent backdrop for the reverberant acoustics of traditional Armenian choral music.

St. Sarkis memorializes the ancient legacy of Armenian Christianity and the extraordinary strength, perseverance, and resilience of the Armenian people. It is a contemporary space, grounded in the present, that mourns the unimaginable multitude of martyrs of the recent past, while bearing an ancestral memory that harkens back to the origins of Christianity.

David Hotson, AIA, is the principal of David Hotson Architect, established in New York in 1991. Hotson’s projects include residential and institutional designs for private, corporate, and cultural clients. His work has been recognized with awards from the international Architizer A+ Awards program and the Best of Year Awards program from Interior Design Magazine. He is a graduate of the Yale School of Architecture.

Banners in Burbank mark 107th anniversary of Armenian Genocide

In commemoration of the 107th anniversary of the Armenian Genocide, a banner, designed by ANCA Burbank, went up yesterday in the City of Burbank, at the intersection of Magnolia Blvd & Hollywood Way.

The double-sided banner features artworks from the winners of the ANCA-Burbank’s April 24th Armenian Genocide Commemoration Artwork Competition – “From The Roots We Grow” by Pauline Hacopian, and “Blood Tears” by Alla Gomstyan.

The messages “April 24 – Armenian Genocide Remembrance Day” and “Never Forget – Never Again – Commemorating The Armenian Genocide” on the banner alongside the ANCA emblem and artworks, will remain on display for the next two weeks, until May 2nd, 2022.

WB lowers global economic growth forecast to 3.2 percent

Azerbaijani forces entirely withdrawn to initial positions near Seysulan, Artsakh

YEREVAN, APRIL 16, ARMENPRESS. The Azerbaijani armed forces have entirely pulled back to their initial positions near the Seysulan settlement of Artsakh’s Martakert region, the Artsakh authorities said.

The operative-tactical situation in other parts of the line of contact is calm, the authorities said in a statement published through the official Artsakh InfoCenter.

On April 15 the Azerbaijani military breached the line of contact in a neutral zone near Seysulan in an attempt to improve positions by advancing troops.

Later on the same day the Azerbaijani troops agreed to pull back as a result of negotiations launched by the Russian peacekeeping contingent in Artsakh.

Sports: Armenian team wins 7 gold medals at European Championships

The Armenian powerlifting team won seven gold medals at the European XPC championship, which was held in Siedlec, Poland.

The winner in the weight category of 67.5 kg was Makar Tamrazyan, who set three records of the European Championship.

Ara Khachatryan (82.5 kg), Karen Hovhannisyan (90 kg), Hayk Afyan (100 kg) and Gevorg Aleksanyan (110 kg) who set two more European championship records became gold medalists.

Armenian Speaker of Parliament meets with Georgian counterpart

YEREVAN, APRIL 5, ARMENPRESS. On April 5, at the invitation of Speaker of Parliament of Armenia Alen Simonyan, the delegation led by the Speaker of Parliament of Georgia Shalva Papuashvili arrived in Armenia on a two-day official visit, the Parliament’s press service said.

The meeting of the Speakers of Parliaments of Armenia and Georgia began with a private talk, which was followed by the debate in the extended format.

Welcoming the guests, Alen Simonyan has documented that Armenia is concerned about the further development of special good-neighbourly relations with Georgia. Alen Simonyan has reminded that that position is also expressed in the Action Plan of the Government of Armenia for 2021-2026.

Both sides congratulated each other on the occasion of the establishment of the 30th anniversary of diplomatic relations between Armenia and Georgia.

The parties have recorded that the deepening of relations in many spheres of the two countries is of mutual importance.

The Armenian Speaker of Parliament expressed conviction that the mutual trust, the strengthening of continuous dialogue and cooperation would promote the regional security and stability.

The rise of the important role of parliaments after the constitutional amendments in Armenia and Georgia was voiced. The sides considered the cooperation between the legislative bodies one of the important directions of the relations between the states.

During the discussion the closer cooperation between the Inter-Parliamentary Friendship Groups was spoken about. Proposals were sounded from both sides also on other formats of cooperation of parliaments, which would be documented in the near future.

Touching upon the regional security issues and the 44-day war aftermath, Alen Simonyan has noted that the high level of relations between Armenia and Georgia is one of the important factors ensuring the security in the South Caucasus.

The Head of Parliament considered urgent the distinct response of the international community for preventing the humanitarian crisis, as well as the immediate involvement of the international humanitarian structures without obstacles in the Nagorno Karabakh.

The colleagues also exchanged views over the membership in the European Union, discussing the priorities of the Euro-integration of Georgia.

After the meeting in the extended format the Speaker of Parliament of Georgia left a note in the Book of Honourable Guests of the National Assembly of Armenia, afterwards planted a fir-tree in the Parliament’s Park.

During the official visit the delegation led by the Head of Parliament of Georgia will have meetings with Prime Minister Nikol Pashinyan, President Vahagn Khachaturyan and the Foreign Minister Ararat Mirzoyan.

A meeting is also scheduled with the Catholicos of All Armenians Karekin II.

Construction of new settlements, districts, residential buildings and houses underway in Artsakh – minister

STEPANAKERT, MARCH 28, ARMENPRESS. The 2020 war in Artsakh resulted in destructions of a number of buildings in the Republic. Following the war, construction companies have conducted and continue conducting renovation works in more than 3000 facilities. These restoration works have been completed in 2500 out of these 3000 facilities, the rest will be completed during 2022, Minister of Urban Development of Artsakh Aram Sargsyan said in an interview to ARMENPRESS, talking about the ongoing house-building, road construction and other activities in the Republic.

The weather conditions in March created a collapse situation in Artsakh. Presenting the current situation in the Republic, the minister said the unfavorable weather conditions and heavy snowfalls in Artsakh were unprecedented compared to the previous years, and this created some difficulties for the movement of citizens and for traffic. “However, the clearing operations have launched and been implemented in an operational manner in order to mitigate the weather-related difficulties as much as possible. Overall, the inter-state roads and the Stepanakert-Berdzor highway have been mainly open during this period, only some parts were difficult to pass”, he said.

He said the Ministry of Urban Development launched the program on eliminating the consequences of the war immediately after the end of the military operations. “Last year the ministry’s activities were directed mainly to eliminating the destructions caused by the war and building new houses for our displaced citizens. These works are also a priority this year and will continue until the displaced citizens are provided with apartments and the consequences of the war are eliminated completely. The total number of damaged buildings in Artsakh comprises 7622, of which 120 have been destroyed either completely or mostly need to be built from zero.

As for the ongoing house-building works, the minister said that all resources are now being invested to quickly solve the existing challenges. “At the moment big construction sites exist in the Republic, and new apartments, districts, residential buildings and houses are being constructed in several regions. These works are being done at the expense of both public funds, the Hayastan All Armenian Fund and different private and charity means. By 2024, a new housing stock of the required number will be created in Artsakh”, he said.

In response to the question when the residents of the settlements which have come under the Azerbaijani control as a result of the war will be provided with apartments, the minister said that in the post-war period, till this moment, nearly 300 apartments have been commissioned.

The road construction works are also being actively carried out. He said the construction of the road linking Khramort community to the town of Askeran is underway.

The war also damaged a number of educational facilities in Artsakh. Over a dozen schools and kindergartens have been damaged by the shelling. “The renovation works started immediately after the end of the war so that the study process would not suffer. Overall, educational institutions have been damaged in Stepanakert, Martuni, as well as in Shosh, Aygestan, Karmir Shuka, Kert, Charektar and Tonashen communities. The renovation works have already been completed in these settlements, and the educational facilities there are already operating normally”, the minister added.

Government discusses anti-crisis measures, makes redistribution of expenditures – Finance Minister

The government of Armenia is currently discussing a number of anti-crisis measures, is allocating funds for their implementation and is doing that by making decisions about redistributions of expenditures, Minister of Finance Tigran Khachatryan said at the session of the parliamentary standing committee on economic affairs.

During the session one of the members of Parliament, commenting on the minister’s statement that there will be no cut in expenditures envisaged by the 2020 budget, said that the government cannot constantly raise the state debt. The lawmaker highlighted revising expenditures during crises. “I think that the finance ministry must take concrete and drastic measures because in this difficult financial situation our country cannot afford luxuries, particularly it could concern cutting both either bonuses, or business trips or cutting the number of persons leaving on a business trip”, MP Hripsime Stambulyan said.

In response, the minister said: “Undoubtedly, there will be some changes inside. The government is discussing numerous anti-crisis measures now and is allocating resources for their implementation and does this by making decisions about redistribution of expenditures, including ongoing. If there is a situation when there will be a need to revise some funds given for bonuses to make some more important expenditures, of course, there will be that decisions”.

As for the inflation, the minister reminded that it is the task of the Central Bank.

He said when the economy feels pressure on itself due to external forces, the government should not add additional pressure.
