Speaker Alen Simonyan, German legislator Michael Roth discuss need for sanctions against Azerbaijan

YEREVAN, OCTOBER 23, ARMENPRESS. Speaker of Parliament Alen Simonyan met on Monday with German lawmaker, Chairman of the Foreign Affairs Committee of the Bundestag (German parliament) Michael Roth.

Simonyan and Roth attached importance to the sustainable development of the bilateral friendly relations and strengthening of interparliamentary cooperation, the parliament’s press service said in a readout.

The depopulation of Nagorno-Karabakh and its aftermath resulting from the Azeri policy of ethnic cleansing was also discussed. The German lawmaker said that they did not take sufficient steps to prevent the Azerbaijani aggression against the population of Nagorno-Karabakh.

On behalf of the Armenian parliament, Speaker Simonyan expressed gratitude for the principled and targeted speech regarding the war unleashed by Azerbaijan made during the September 21 UNSC meeting on Nagorno-Karabakh.

The Speaker and the German parliamentarian discussed the need for possible sanctions against Azerbaijan. Speaker Simonyan reiterated that Armenia has adopted an agenda of peace and is proposing a roadmap of regional peace.

Azerbaijan captures Russian-made electronic warfare systems in Karabakh

Azerbaijan has captured Russian-made advanced electronic warfare (EW) systems in the Karabakh region.

Azerbaijani forces have seized the modern Russian-made Repellent-1 electronic warfare system and the Pole-21M jamming system from Armenia-backed disbanded Karabakh forces.

The Repellent-1 EW system, known for its advanced capabilities, was a primary “gift.” This system is designed to detect and jam enemy electronic communication and radar signals.

The Pole-21M jamming system, another piece of high-tech equipment, is now in Azerbaijani hands. This system is designed to disrupt enemy communications, with a particular focus on radio and satellite signals.

The capture of these electronic warfare systems is a significant achievement for Azerbaijani forces. The Repellent-1 EW system and the Pole-21M jamming system are state-of-the-art tools, often used to disrupt enemy communication and radar systems. Their primary objective was countering Turkish-made Bayractar TB-2 drones.

Nagorno-Karabakh was at the center of a longstanding territorial dispute between Azerbaijan and Armenia, which led to two wars over the mountainous region predominantly inhabited by Armenians. However, a recent, swift military campaign allowed Azerbaijan to achieve an absolute victory and regain full control over the entire region.

Armenian Students Association starts fundraiser for displaced Armenians

Cal Poly’s Armenian Students’ Association (ASA) held a booth on Dexter Lawn on Oct. 12 to raise funds to provide financial support and care packages for those affected by the Nagorno-Karabakh conflict, psychology sophomore and ASA Co-President Miriana Vitullo told Mustang News. 

Nagorno-Karabakh, a landlocked region inhabited primarily by ethnic Armenians yet internationally recognized as part of Azerbaijan, has been an area of ethnic and territorial conflict between Armenia and Azerbaijan for over a century, according to ABC News. Azerbaijan recaptured the region through a military offensive on Sept. 19, causing more than 100,000 ethnic Armenians to flee in what Armenia has condemned as an inhumane act of ethnic cleansing, ABC reported.

According to biomedical engineering junior and ASA member Irina Sargsyan, ASA partnered with Emili Aregak Centre – an Armenian nonprofit organization that supports children and youth with disabilities – to provide meals, hygienic items and care packages for displaced Armenian families.

The Nagorno-Karabakh conflict has been a major source of stress and concern and often makes typical day-to-day tasks difficult for Armenian students at Cal Poly, Sargsyan said. She believes Cal Poly’s administration should spread awareness about this conflict and provide support for its Armenian student population.

“It is very hard for me as an Armenian student during this conflict because I try to focus on my homework and I am just filled with this heartbreak,” Sargsyan said. “There should be a statement from President Armstrong or ASI that tells [Armenian students] that they’re here for us. Supporting Armenian students needs to be a priority of Cal Poly and right now it isn’t.”

Vitullo said in addition to an acknowledgement from the administration, making donations, spreading awareness and having empathy for Armenian students in this time is vital.

“It would be awesome to have people reach out and say, ‘I’ve heard about what’s happening in Armenia; How can I help?’” Vitullo said. “If everyone on this campus was willing to help, we’d have an incredible impact.”

The deep-rooted history behind the Artsakh-Karabakh conflict and the Armenian Genocide

While there is no internationally agreed-upon definition of the term ethnic cleansing, a United Nations commission has described it as “a purposeful policy designed by one ethnic or religious group to remove by violent and terror-inspiring means the civilian population of another ethnic or religious group from certain geographic areas.”

It would be difficult to argue that Azerbaijan is not now engaged in ethnic cleansing in the enclave Armenians call Artsakh and Azerbaijanis call Karabakh.

After a nine-month-long Medieval-style siege of this small part of the Caucasus, the Azerbaijani military launched an attack. Once a tentative truce was achieved, roughly 100,000 people, almost the entire region’s population, gathered what they could carry and left. The world is now dealing with yet another refugee crisis as Armenia, a country with a population of less than three million, is dealing with an influx of traumatized ethnic Armenians.

The reasons for the tensions over Artsakh/Karabakh go back to the early 20th century, to the Ottoman and Russian empires, Josef Stalin, the Cold War, the collapse of the Soviet Union, and regional and global tensions that have persisted since that time. Ultimately, however, we need to look at the Armenian Genocide and the two countries that virtually surround the current Republic of Armenia.

World-renowned genocide expert Gregory Stanton has stated that genocide denial is “among the surest indicators of further genocidal massacres.” The Ottoman Empire, the remains of which formed the foundation of modern-day Turkey, systematically killed 1.5 million Armenians under the cover of the First World War.

Today, educators typically present what happened to the Armenians as a case study to illustrate the meaning of the word genocide. In both Turkey and Azerbaijan, one would be criminally prosecuted for doing so. Taner Akçam, who is Turkish and is also considered the foremost authority on the Armenian Genocide, is living in exile and has even had his life threatened.

In the meantime, Azerbaijani and Turkish citizens are fed a revisionist history that demonizes Armenians and justifies crimes against humanity.

Before the current round of ethnic cleansing, the most recent armed conflict between Armenia and Azerbaijan occurred over 44 days in 2020. Russia was the chief negotiator in a settlement between the two countries and agreed to keep peacekeepers in the region.

Azerbaijan, however, has taken advantage of Russia’s weakened status resulting from its invasion of Ukraine. Beginning in December 2022, it cut off the enclave of Artsakh/Karabakh from Armenia and the rest of the world. This siege stopped the flow of medical, fuel, and food supplies, thus weakening the population and resulting in the ethnic cleansing we now witness.

To their credit, Armenians living in the global diaspora have persistently lobbied the governments of the territories where they now find themselves to get them to recognize the vulnerability of the ethnic Armenians who remain in the Caucuses. As a result, countries like France and the United States have become more actively involved in the peace negotiation process and have worked to ensure that international aid is given to the newest refugees in the region.

For the time being, it will be necessary for UN peacekeepers to stabilize the region and prevent further aggression, as they have done successfully in Cyprus for the last 50 years.

For a long-term solution, we need to look at countries that are healing and moving forward peacefully after ethnic cleansing and genocide. For example, Germany, Canada, and New Zealand have been transparent about the crimes they have committed, and all are now healthy democracies where the rights of minorities are protected.

Nothing will be more effective in bringing about long-lasting peace in the Caucasus than unearthing and teaching the truth about the Armenian Genocide. Therefore, this needs to be a central focus point in all international interactions with Turkey and Azerbaijan. The safety of millions of people depends on it.

Armenian Red Cross Society, Galaxy Group of Companies unite forces for the Armenians of NK: 100 tons of aid for families

United and caring: оne of Armenia’s largest conglomerates, Galaxy Group of Companies, together with the Armenian Red Cross Society, initiates a humanitarian initiative aimed at supporting forcibly displaced Armenians of Nagorno-Karabakh. In this regard, a memorandum of understanding was signed between the Armenian Red Cross Society and the Galaxy Group of Companies on October 11 at the headquarters of the Armenian Red Cross Society.

The memorandum was signed by Dr. Anna Yeghiazaryan, Secretary General of Armenian Red Cross Society, and Aram Khachatryan, Co-Founder and Chief Executive Officer of Galaxy Group of Companies, believing that care and responsibility are vital for people in these hard times for the world.

“We are all united and willing to provide humanitarian relief  to our fellow Armenians forcibly displaced from Artsakh. In this regard, I greatly appreciate our cooperation with the Armenian Red Cross Society that has already conducted tremendous work these days. This charitable action is not only a financial donation from the founders, but a collective support initiative from the Galaxy community, its companies and employees”, said Aram Khachatryan, Co-Founder and Chief Executive Officer of Galaxy Group of Companies.

As part of the initiative, 5,000 families forcibly displaced from NK will receive 100 tons of food products in packages for daily needs and to withstand cold winter weather. The packages will be assembled  based on the principles of selecting the best product. The delivery of the packages to 5000 families will be carried out by 300 volunteers from the Group’s employees together with the Armenian Red Cross Society.

The initiative is implemented together with the companies which are part of Galaxy Group of Companies –  Chronograph, Gate2, IUNetworks, Megafood, Paul Armenia, Santafe, Teryan5, Time, Ucom and Yerevan Mall with substantial financial support from the founders. Organizational activities of the initiative will be carried out by AxelMondrian and Partners, and the selection of beneficiaries and distribution of packages will be organized with the support of the Armenian Red Cross Society.

“We welcome and highly appreciate the steps taken by the corporate sector to demonstrate social responsibility aimed at relieving the hardships of vulnerable groups as much as possible. I am confident that such an exemplary, comprehensive, multifaceted and continuous cooperation between a humanitarian organization and a group of business companies is an effective format for providing humanitarian assistance and increasing the resilience of communities,” said Dr. Anna Yeghiazaryan, Secretary General of Armenian Red Cross Society.

The cooperation and preparations for the package delivery for the winter season have already started, and the distribution within the regions will start from the mid-October. The parties will present transparency and accountability reports to the public.


PM Pashinyan meets with EU Special Representative Toivo Klaar

The Head of the EU delegation to the Republic of Armenia, Ambassador Vassilis Maragos also participated in the meeting.

“Issues related to the process of normalization of Armenia-Azerbaijan relations were discussed, its continuity was emphasized.

Reference was made to the humanitarian situation resulted by the forced displacement of more than 100,000 of our compatriots as a result of Azerbaijan’s policy of ethnic cleansing in Nagorno-Karabakh,” the Prime Minister’s Office said in a readout.

Spanish Member of Parliament Jon Inarritu calls for actions to ensure Armenia’s security and prevent new Azeri attacks

YEREVAN, OCTOBER 4, ARMENPRESS. Spanish Member of Parliament Jon Inarritu is visiting Armenia as part of a fact-finding mission on the ethnic cleansing committed by Azerbaijan in Nagorno-Karabakh.

“The situation in Armenia and Artsakh [NK] demands our attention and action to prevent further ethnic cleansing,” he said on X, sharing a video message from Republic Square, Yerevan. “We must act now!”

Inarritu expressed support to the Armenian people. 

Armenia’s security must be ensured to prevent new attacks and threats from Azerbaijan, he said.

Changes made in some customs regulations in the Russian Federation from October 1

The changes refer to customs duties for the export of goodsof different countries from Republics of Armenia, Belarus, Kazakhstan and Kyrgyzstan.As a result, on the basis of subparagraph 2 of paragraph 5 of Article 304 of the EAEU Customs Code, in case of transporting these goods by land transport from the Russian Federation to the Republic of Armenia, the operations of their formalization under the "Customs transit" customs procedure (including the registration of the transit declaration) are subject to implementation by the entity sending the goods (in other words, the seller of the goods) in the customs body serving the location, that is, from October 1, customs operations (registration of the transit declaration) of these goods can no longer be carried out at the border customs points of exit from the Russian Federation (including the Upper Lars customs point), theRA State Revenue Committeeinformed "Armenpress".

YEREVAN, OCTOBER 4, ARMENPRESS. Prime Minister of Armenia NikolPashinyan considers it important to continue the peace process with Azerbaijan, emphasizing that it should continue based on three key principles. As"Armenpress" reports, Pashinyan reminded during the Parliament-Cabinet Q&A sessionthat these principles were recorded in the statement made by President of the European Council Charles Michel, following the meeting held in Brussels on July 15, 2023.

"Those principles are as follows: First, Armenia and Azerbaijan recognize each other's territorial integrity with the understanding that the territory of the Republic of Armenia is 29,800sq km, and the territory of Azerbaijan is 86, 600 sq km.

Secondly, the declaration of Alma-Ata should become a political basis for border delimitation and later for demarcation as well. It is very important that before the delimitation a decision is made and an agreement is reached to define on the basis of which maps the delimitation and demarcation will be done. Our opinion is that it should be done on the basis of the 1975 maps, but in principle it is not the case that our position on this issue is very rigid. For example, there were maps after 1975 as well, which are mostly reproductions of 1975.

Thirdly, the opening of communications in the region will take place on the basis of the principle of sovereignty, jurisdiction, legislation, equality and reciprocity of countries.

I think that if Azerbaijan reaffirms its commitment to the principlespublicly stated, we can practically consider that the conclusion of a peace treaty is only a matter of a short time," Mr. Pashinyan emphasized.

However, the Prime Minister considers it problematic that the top officials of Azerbaijan have not reaffirmed their commitment to the mentioned principles.

“The day Azerbaijan declares that they reaffirm their commitment to the three principles I mentioned, we can consider peace as practically achieved," Mr. Pashinyan emphasized.

The Prime Minister also stated that these principles were also included in the agreement that he was going to sign in Granada.

"These three principles are of utmost importance. Without them, no matter what we sign, will be a polite statement. That is the cornerstone. I would not only sign, but I would confidently address to people, I would say that we have passed about the 70 percent of the way to the signing of the peace treaty," Mr. Pashinyan noted, stressing that it would be the most difficult part of the path of peace.
