about his observation over U.S. President’s April 24 address. Read

On April 24 every year the U.S. President addresses the American
people and the world to express solidarity with those who pay tribute
to the 1915 genocide victims when 1.5 million Armenians were destroyed
in the Ottoman Empire.

Every presidential candidate promises to the U.S. Armenian community
that when he comes to office he will recognize the fact of the genocide
but neither President Clinton, nor Bush, nor President Obama have
fulfilled their election pledges yet. The last President to keep his
word on this was President Reagan who explicitly recognized Armenian
Genocide in 1981.

Last year, when on a trip to Ankara in April, President Obama,
answering the question on Armenian-Turkish relations, did not use the
word ‘genocide’ but said that his views on the issue had not changed
since his election campaign. Then, he said "America deserves a leader
who speaks truthfully about the Armenian Genocide," and more. To
avoid using the word genocide in the U.S.

President’s address on April 24, 2009 the U.S. administration had asked
the President of Armenia to publicly announce on the eve of that date
that some progress had been made in the negotiations with Turkey,
and two protocols had been initialed that were aimed at normalizing
the Armenian-Turkish relations.

The Armenian leadership agreed to do that despite the anticipation
of serious criticism on the part of the Diaspora and especially the
Armenian community in the United States who thought that this played
into the hands of the Turks and helped Obama to save face and not to
use the word ‘genocide’ in his speech on April 24, the reason being
that he did not want to impede the normalization process in the
relations between Armenia and Turkey. Instead, he used an Armenian
language term for the genocide. After announcing the news regarding
the protocols right before the genocide memorial date, the Armenian
leadership received a statement from the U.S. Department of State
to the effect that the parties should sign the protocols without any
preconditions and within a reasonable time frame. By virtue of this
action Washington, to a large extent, assumed the responsibility of
being the guarantor of signing and ratification of these protocols.

This was followed by the signing of the protocols in Zurich by the
foreign ministers of Turkey and Armenia, with the active mediation
of U.S. State Secretary Hillary Clinton.

The Turkish side, however, kept putting forward new conditions
for the ratification, thus protracting the process and using the
negotiations with Armenia to block the passing of the resolution by
U.S. Congress denouncing the genocide of Armenians in the Ottoman
Empire and recognition of the genocide by other states.

Such conduct on the part of the Turkish side left Armenia no choice
under the circumstances but suspend further proceedings of the
protocols placing the full responsibility for frustrating the talks
on Turkey. Armenia formally did so today. It is now up to Turkey to
settle things with the United States, France, European Union and
Russia regarding the issue since the foreign ministers of France,
the U.S. and Russia, as well as the representative of the EU took
part in the protocol signing process in Zurich.

In order to maintain the negotiations process, the President of
Armenia was invited to participate in the Nuclear Security Summit
in Washington, DC on April 12-13, and within the framework of the
Summit he had meetings with the Prime Minister of Turkey, President
Obama and Secretary of State Clinton.

The Turkish side made the ratification of the protocols contingent
on the progress in the relations between Armenia and Azerbaijan and
on the upcoming parliamentary elections in Turkey, which is not due
until 2011. Such conduct on the part of Turkey runs contrary to the
very essence of the protocols and the statement of the U.S. Department
of State on normalization of Armenian-Turkish relations without any
preconditions and within a reasonable time frame.

Washington was not able to convince Ankara to comply with its
obligations to ratify the protocols. It is just as unlikely to be
able to keep Armenia in this negotiations process so as to have a
chance for President Obama to save face this year again, in case on
April 24 he does not use the word ‘genocide’ in his address.

The Armenian side could stay in the negotiations for a while longer
even without the ratification of the protocols by the Turkish
Parliament if the President of the United States used the word
‘genocide’ in his address on April 24. In that case neither the
Diaspora nor the Armenian political circles in the opposition would be
able to accuse the President of Armenia of his staying in the process,
in fact, assisting the Turkish diplomacy and blocking the process of
recognizing the genocide by the U.S. administration and Congress.

The Armenian side could stay in the negotiations process given the
certainty that this year the Congress would pass a resolution on the
genocide of Armenians which has already gone through the Foreign
Affairs Committee of the House of Representatives. It might stay
in this process if there is any progress in the position of the
mediators on the Nagorny Karabakh settlement issue and clarification
of the issue of its status. Without some positive results on a wide
range of issues in the Armenian-Turkish and Armenian-Azeri relations,
it will be difficult for the Armenian leadership to remain in this
process without causing itself political damage.

In my view, as a result of the Armenian withdrawal from the process
it is Turkey who will be the biggest loser, because yet again the
Turkish side will show the world that it is not ready to recognize
the genocide and apologize to the Armenian people; furthermore,
it is not even ready to agree to a normalization of relations, thus
presenting itself as a dangerous neighbor for Armenia and unreliable
partner for all the countries that participated in the drafting and
signing of the protocols.

Obviously, not only Obama but also the United States will sustain
serious blows to their reputation since Washington acted as an
unbiased mediator and, even more, gave the world reasons to believe
that he had sufficient resources to convince Turkey to sign as well
as ratify the protocols.

On April 24 the U.S. President is to deliver another address with
regard to the 95th anniversary of the genocide of Armenians. He would
do well if he came up with some language not to alienate the U.S.

Armenian community and the Armenian people either from him personally
or from his party on the eve of midterm elections to Congress, and
here he should take into account certain capabilities of the Armenian
lobby and the Armenian constituency.

Thus, the U.S. President is facing a difficult choice. If he
recognized the genocide he would avoid challenges to his credibility,
and gain the support of the Armenian-American community; he would also
perform a moral duty as President Reagan did and which, incidentally,
has already been done by such states as France, Germany, Russia and
others. At the same time, that would create tensions in the relations
with Turkey which is a NATO ally and a strategic partner. Indeed,
Turkey is still viewed as such mechanically by many in Washington.

However, only those totally divorced from politics cannot see that
Turkey’s recent policy on all major internal and external issues has
been shifting. Turkey has been moving from a secular state toward an
Islamic state. Moreover, it is pursuing the ambitions to re-instate
its role as a leader of a neo-Ottoman world and as the leader of all
Islamic states. Internally, the Army and the Joint Chiefs of Staff are
rapidly losing their influence as the main guarantors of Turkey as a
secular state. In the external policy, Erdogan has repeatedly subjected
Israel to verbal accusations and made statements on protecting Iran
from tougher U.S. sanctions in the UN Security Council. If this rapid
slide of the Turkish policy continues in the future, then we may not
find too unrealistic the strategic forecast of George Friedman, founder
of STRATFOR, in his book "The Next 100 Years", on the inevitability
of a full-scale war between the neo-Ottoman Turkey and the United
States as early as the middle of this century.

In view of all these circumstances, the U.S. President will be
presented with a tough choice that is really not too difficult.

Due to the unique genetic makeup of Armenians, it is hard to find
bone marrow matches among existing national registries.

GLENDALE — The family of a 4-year-old girl suffering from
a potentially-fatal blood disease is pleading with the Armenian
community to take part in a bone marrow drive in Glendale.

Charlotte Conybear, of Philadelphia, was diagnosed in the spring of
2009 with aplastic anemia, a failure of the bone marrow to generate
sufficient blood platelets and red and white blood cells. The condition
can prove deadly.

One treatment option is a bone marrow transplant.

Doctors have not been able to find a match for her on the national
registry, or within her family.

Charlotte is part Armenian, which doctors say gives her DNA features
distinct from Europeans, and different genetic diseases.

Her family has been reaching out to Armenian communities across the
U.S. hoping to find a match.

Anyone interested in helping out can participate in the donor drive
at Glendale Memorial Hospital, 1420 S. Central Ave. in Glendale from
5 p.m. to 8 p.m. Wednesday, April 7. The drive will be held in the
main auditorium.

A cheek swab and an application is all that is necessary, according
to organizers.

Donors must be between 18 and 50 and available to donate bone marrow
and blood promptly if notified they are the right match. Charlotte’s
treatment might require the donor to give only blood, from which stem
cells are extracted, Philly.com reported.

Is it possible to say that after the US House committee adopted
a resolution recognizing the killings of Armenians in 1915 as
‘genocide’, the loss of US influence in Azerbaijan and Turkey has
reached an all-time low?

There is no doubt about it. The Americans have gone beyond the
boundaries of the possible to lose the great reserve of trust in them
that accumulated in Azerbaijan and Turkey in recent years. It has even
come to the point when hatred towards the United States and its false
ideals has formed in Azerbaijan. Our country has repeatedly tried
to make closer ties with the US political elite, to find a friend
there, but in response it has seen an openly biased and mercantile
attitude towards itself. It is already clear that different circles
in the United States are closely linked to the Armenian diaspora,
thanks to which most of them become congressmen and influential people.

The United States is the only country that allocates annual official
financial aid to the Karabakh separatists. In addition, the United
States is clearly concerned at the strengthening of Azerbaijani-Turkish
fraternity which cannot be spoiled by the interested parties, while
Azerbaijan is developing economically and becoming a more influential
state in the region.

In other words, many factors have caused the loss of US influence
in Azerbaijan and the adoption of the resolution on the so-called
‘Armenian genocide’ in the congressional committee was the last straw.

The US State Department report of 1 March says that 30-35% of drug
users in Azerbaijan are students. This information caused indignation
among the Azerbaijani public and the US embassy in Azerbaijan was
obliged to apologize for the inaccurate report. Is this proof that
the US State Department has a negative attitude towards Azerbaijan
and does not attach special importance to our country if it quotes
unchecked figures?

First of all, this proves the two-facedness and double standards of the
United States in its policy on Azerbaijan and its unawareness of the
realities of life in Azerbaijan, as well as a complete unwillingness
to study the life of the Azerbaijani public in detail.

The figures in the US State Department report are not merely insulting
to Azerbaijan, they are disgusting in terms of their bias and lies.

The fact that the lie was acknowledged by the US embassy in
Azerbaijan only further undermined trust in US values, as it showed
that reports can easily be changed depending on a country’s reaction
to the latest lie.

This is a clear case of amorality in action.

Does the United States have the authority to be an arbiter, as it has
not apologized for dropping nuclear bombs on Hiroshima and Nagasaki?

You are quite right to say that the United States has not apologized
for the mass termination of civilians in Hiroshima and Nagasaki,
for the use of nuclear weapons and that this country has already lost
the moral right to teach other nations and states.

Three million Vietnamese were killed by Americans during the war in
Vietnam! Just imagine the scale of the loss!

Americans invaded Iraq, presenting to the world a false report about
the alleged presence of nuclear arms in Iraq. Even when this lie
was disclosed afterwards, the United States did not apologize to the
world community and remained in the country where citizens are dying
every day.

After this the United States has no moral or ethical right to indicate
to other countries the mechanisms for settling problems.

On March 13, President of the Nagorno Karabakh Republic (Artsakh
Republic) Bako Sahakyan convoked a working consultation on summing
up the activities of the NKR Foreign Ministry in 2009 and action plan
for 2010.

According to the Central Information Department of the Office of
the NKR President, NKR Foreign Minister Georgy Petrosyan, permanent
representatives of the Artsakh Republic abroad delivered corresponding
reports.

In his speech the President dwelt on the foreign policy conception of
the NKR(Artsakh), as well as the activities of the ministry’s central
apparatus and permanent representations.

Bako Sahakyan underlined that balanced and multi-vectorial approaches
are the basis of the country’s foreign policy, which are conditioned by
both the peculiarities of the region and the existence of the Diaspora.

Bako Sahakyan considered the restoration of the full-fledged
negotiation format with full participation of Artsakh as party to
the negotiations to be one of the pivotal components of the conflict
settlement.

The President gave concrete instructions to the Foreign Ministry and
responsible officials of the diplomatic missions abroad to effectively
solve the issues put before the office.

Armswissbank And EBRD Signed $8 Million Credit Agreements

ARMSWISSBANK AND EBRD SIGNED $8 MILLION CREDIT AGREEMENTS

and Development (EBRD) signed Wednesday $ 8 million worth credit
agreements aimed at crediting small and medium business ($ 5 million)
and funding the trade sector ($ 3 million).

As noted by Armswissbank Executive Director Gevorg Machanyan, the SME
crediting agreement will enable the bank to increase credit volumes
in the sphere. The maximum loan amount will make $ 500, with the
interest rate comprising 14%-16%. Companies having no more than 250
employees are eligible for loan programs.

Loans will be allocated to the enterprises whose activities are aimed
at increasing production effectiveness, creating new productions and
broadening the existing ones etc., the banker said.

"Within program frameworks, the bank will offer favorable conditions
to those companies which direct their activities at boosting export
and replacing the form of imported products," he noted.

"The agreement signing period coincides with the bank’s policy of
offering corporate banking services. In that connection, the bank
will propose discussions with EBRD for further cooperation and
implementation of additional programs," Gevorg Machanyan said.

For his part, Head of EBRD Yerevan Office Valeriu Razlog said it was
the first joint project with Armswissbank.

"Our strategy is aimed at strengthening Armenia’s banking and real
economy sectors," he noted.

"Despite the financial crisis, our banks managed to increase their
credit portfolio in 2009. I hope the project will soon become
accessible to entrepreneurs, increasing the clients’ number," said
Vache Gabrielyan, Vice-Chairman of Armenia’s Central Bank.

The IT Development Support Council (ITDSC) met, chaired by council
head, RA Prime Minister Tigran Sargsyan.

To start with, ITDSC Executive Secretary A. Grigoryan introduced the
new council members. Then the meeting proceeded to the first agenda
item entitled telecommunications, covering the main topics discussed
at the ITT leaders’ informal meeting, which was held last July 4-5
in Dilijan town.

In particular, there have been discussed issues bearing on
international outreach, infrastructure- and network-related online
services, as well as on the possibilities for State support to the
development of national networks.

The head of government directed the Ministry of Economy to draft
a time-table for the proposed actions in cooperation with the
stakeholders.

Next, RA Minister of Economy Nerses Yeritsyan presented an action plan,
referred to as Outreach Events, including a few functions hosted by
the Synopsis Armenia training department, the RA President’s annual
award, the gala ceremony for a newly established presidential award,
organization of "ArmTech" forum, as well as a series of lectures,
contests and events aimed at expanding and raising awareness of the
IT sector in Armenia.

The Council has also discussed research- and educati on-related items,
namely achieving enhanced consistency between graduate academic
curricula and market demand, closer schooling-industry feedback etc.

RA Prime Minister Tigran Sargsyan instructed the stakeholders to take
up the above proposals with the Ministry of Education and Science
and the Ministry of Economy.

Yerevan. The festival was opened with the Gogol’s play "The Overcoat"
staged by the Bulgarian "Credo" theater.
Theater "Credo", established in 1992 in Sofia (Bulgaria) performed
"The Overcoat" in different countries around the world for the last 18
years. The play was performed in 9 languages – English, French,
German, Spanish, Russian, Japanese, Greek, Serbian, Bulgarian.

"We are very close to the style of Gogol, it’s absurd," the director
of the "Credo" theater Nina Dimitrova said.

HIGH FEST Festival will be held from October 1 to 8 in Yerevan under
the auspices of the President of Armenia and with support of the
ministry of culture.
33 theaters from 22 countries, including Britain, Canada, Iceland,
France, Kazakhstan, Slovenia, Poland, Iran will take part in the
festival. 50 plays at 16 Yerevan theaters will be staged during the
festival during 8 days.

Head of the Helsinki association, Mikael Danielyan and member of the
Chamber of Advocates, Gayane Khachatryan presented the details of
the case of the lawyer Arshaluys Hakobyan.

The case concerns the member of the Helsinki association, Arshaluys
Khachatryan, who was an observer at the May 31 election. The latter
was accused of violence against police officials. The lawyer Gayane
Khachatryan noted that Arshaluys Hakobyan was detained on June 5. And
several days ago, the court of first instance prolonged the term of
the arrest by 1 month.

Two officials of the Kentron police department brought a notification
for an examination to Hakobyan’s house. In accordance with the law,
the police officials have to hand the notification to the recipient
or to a member of their family. Arshaluys’s wife told the officials,
that her husband was sleeping. Nevertheless, they entered the house,
woke Arshaluys up, and demanded to sign the notification. Because
of bad vision, Arshaluys signed in a wrong place, after which the
police officials started to threaten him. Afterwards, Hakobyan asked
the officials to leave the apartment after which the officials
used violence against him. But it is noted in the criminal case
that Hakobyan used violence against the police officials. Only the
testimonies of the officials are included in the case, which is a
violation of the law, stated Gayane Khachatryan.

According to Khachatryan, the decision to detain Hakobyan was wrong. it
was appealed in the court of appeal, but was rejected.

The Prime Minister mentioned that the government has decreed to
hold a general census from October 12 through to October 21, 2011,
with a primary one to be held from April 14 through to April 23 in
Sevan town of Gegharkunik marz and Getahovit, Gandzakar, Achajur
and Khashtarak rural communities of Tavush marz. An estimate of
expenditures is already out to a total amount of AMD 2.5 billion for
five years covering the period from 2009 to 2013. The estimate was
approved at the first sitting of the central commission on the 2011
census, which was held on March 20, 2009. 1.9 billion drams will be
spent during the year 2011. About 16 thousand temporary staff will
be involved in this process to considerably offset the impact of the
global crisis on vulnerable households.

Tigran Sargsyan said that according to finance ministry’s preliminary
estimates, only 21% of the above-stated amount can be financed from
the State budget. Therefore, on behalf of his government, the head
