Armenia to reduce part of its external debt by implementing environmental projects

YEREVAN, February 7. /ARKA/. Armenia’s Deputy Minister of Nature Protection Khachik Hakobyan said today that the country will reduce part of its external debt by implementing a string of environmental projects, worth up to $570 million. 

According to the country’s National Statistical Service, Armenia’s external debt at the end of 2017 stood at about $5.5 billion.

Hakobyan said a task force was set up by the government chaired by the deputy prime minister to implement this process. The technical assistance will be provided by the World Bank, which approved the initiative.

“Now we are at developing relevant procedures and a road map, which will be submitted to the World Bank, however, the implementation of the projects and specific amounts that will be written off from Armenia’s external debt as a result will be known in the next 2-3 years,” Hakobyan said.

The deputy minister explained that instead of repaying part of the external debt, Armenia will have to invest in the implementation of environmental projects, improve the efficiency of water resources management, reduce carbon dioxide emissions and solve other environmental problems.

Hakobyan went on to explain saying for example that Armenia regularly pays off its debts to Germany and Japan, which in turn have a number of environmental obligations to international organizations, such as reduction of carbon dioxide emissions into the atmosphere.

Instead of reducing their CO2 emissions, they allocate funds to Armenia for the implementation of similar environmental projects. Thus, Japan’s and Germany’s international commitments to reduce emissions are observed. In short, they sell their CO2 quotas to Armenia. In the end, funds equivalent to the amount allocated for these projects are written off from Armenia’s debt to Japan and Germany.

According to the National Statistical Service, Armenia’s aggregate state debt at the end of 2017 stood at $6.774.6 billion, an increase of 14% or $832.5 million compared to the end of 2016. The external state debt was $5.494.9 billion, an increase of 14.3% or $689.3 million from the previous year. -0-

The center was created by joint efforts of Yerevan State Medical University (YSMU) and Ministry of Defense of Armenia.

President Sargsyan got acquainted with the ongoing operation and future development projects, as well as talked to the patients.

According to Rector of YSMU Armen Muradyan, the establishment will function as a complex rehabilitation center, where servicemen with military disability will be able to receive medical care and solve issues of social integration, education and work. With its capabilities, this is a leading center in the region, which is provided with ultramodern rehabilitation equipment.

President of Armenia encouraged disabled servicemen to be persistent and cooperate with the center’s professional team to be able to recover as soon as possible.

Today, President Serzh Sargsyan had a meeting with the leadership of the National Assembly. At the beginning of the meeting, the President of the Republic noted that although he regularly meets with the Speaker of the National Assembly and other deputies, the meeting in such a format is unprecedented and aims to focus mainly on the large volume of work to be carried out under the conditions of the new governance system after the amendments to the Constitution, on a number of topical issues that concern everyone, bearing in mind that he spoke in detail about his vision of the National Assembly’s activities in his extensive speech on May 18 of last year, and he will not refer to the provisions of that address again. After the speech of the President of the Republic, Ara Babloyan presented the activities carried out during the activities of the 6th convocation of the National Assembly in order to ensure the full and effective implementation of the powers assigned to the National Assembly by the Constitution, to ensure the normal functioning of the National Assembly and increase its efficiency, the hearings held in the parliament on the most important and current issues of public interest, the results of the activity of standing committees and factions during the mentioned period, including the activation of parliamentary diplomacy.


The President of the Parliament, his deputies and the other deputies present at the meeting – the leaders of the “Republican Party of Armenia”, “Armenian Revolutionary Federation”, “Tsarukyan” factions and the chairmen of the standing committees presented their views and recommendations during the discussion on the issues highlighted by the President of the Republic and the upcoming tasks, the priority directions of the work of the National Assembly under the parliamentary system of government, as well as the existing problems and challenges.


The parliamentarians agreed that the political forces represented in the National Assembly have always shown unity in the most important issues for the state and united their forces both during work in international parliamentary structures and in issues related to the country’s defense and security. Among the problems requiring a priority solution, they emphasized the need to take steps to strengthen the analytical and expert capabilities of the NA staff, improve the quality of work of friendship groups with different countries.


President Sargsyan spoke with satisfaction about the work carried out by the parliament during the 6th convocation of the National Assembly, emphasizing at the same time that one should not be satisfied with what has been done, but it is necessary to maintain the pace of work so that all existing problems are given the necessary legislative solutions at the right time.

Dear colleagues of the legislative power,


This meeting is somewhat unprecedented. Although I regularly meet with the Speaker of the National Assembly and other deputies, I considered it necessary to organize a meeting today in this format. I have thoroughly presented my vision of the National Assembly’s activities in a lengthy speech on May 18 of last year, and naturally today I will not repeat the provisions of that message, but I will focus on other issues that concern all of us.


We have been assigned a unique mission in the direction of transforming Armenia’s governance system. From April 9, the Republic of Armenia is transitioning to a parliamentary government system, and I must say that I am satisfied with the work carried out by the National Assembly in this direction. since May 18 of last year, you have passed 286 laws, 15 of which are completely new laws.


These are good and, of course, positive trends, however, we should not simply record this indicator and be satisfied with what has been done. We are obliged to maintain this pace of work in order to be able to provide necessary legislative solutions to all existing problems at the right time.


There is still a tremendous amount of legislative work to be done in a short period of time, so efficiency becomes critical. The Judicial Code must be reformed and complete, new laws must be adopted about the Constitutional Court, the government, the Security Council, and we must complete this transition period successfully, and the measure of success in this case will be a smooth, smooth and transition process.


Dear colleagues,


The past eight months of your work have shown that the National Assembly is indeed the central and main platform of social and political processes in Armenia. This circumstance was fully reflected not only in the plenary sessions of the National Assembly, but also in the work of the standing committees, as well as during the parliamentary hearings.


An important role is assigned to the new body formed as a result of the constitutional amendments, the Council of the National Assembly. It should develop and strengthen, significantly contributing to the effective organization of your work.


The National Assembly should act as an important platform for dialogue and joint work between the majority and the minority. In this regard, as in all democracies of the world, not everything is going smoothly. Sometimes not only the opposition, but also the representatives of the ruling power give way to emotions and inflame the atmosphere in plenary sessions, but these are normal problems of democratic development and growth, which, I am sure, will calm down with time.


I should mention here that I appreciate the consistency and patience of the Speaker of the National Assembly in his interactions with some deputies. In all cases, we must continue to strengthen tolerance and mutual respect in the unfolding political discussions. The representatives of the ruling power should be more reserved, given their status.


In this future-oriented transition period, the problems of daily life and socio-economic development of the country should not escape our attention. A few days ago, I convened a meeting on inflation of individual products and solutions to mitigate its consequences. Parliament should keep its hand on the pulse of the country, and this is natural. The National Assembly has already held several remarkable parliamentary hearings, and it may be worth organizing similar hearings on this issue so that the issue can be thoroughly discussed in public and people can see the realities. See for yourself, but I think it might be useful.


I hope that the work of parliamentary diplomacy will not suffer during this period, whether they are multilateral structures or bilateral cooperation. Of course, we will have occasions to discuss this issue thoroughly. If you want, we can address these issues today, if not, during future discussions. At the end of the year, in December, the third global forum “Against the Crime of Genocide” will take place, in the organization and conduct of which, according to tradition, the National Assembly should make its unique contribution.


In general, it is obvious that we have recorded an increase in the quality of the Parliament’s work. Armenia needs a parliament that not only adopts all the necessary laws at the right time, but also implements effective parliamentary control. In this regard, I think that the National Assembly is on the right track.


At the same time, the staff of the National Assembly is being strengthened. In the future, the staff of the President of the Republic will not be significantly involved in the process of drafting and proofreading the legislation, so the lion’s share of responsibility will fall on the staff of the Parliament itself. This is also a very important circumstance, and we should be very attentive to this.


The staff of the National Assembly should also provide expert support not only in drafting legislation, but also in exercising parliamentary control over the executive power.


The Republic of Armenia is entering a serious political period. The National Assembly must elect the fourth president of the Republic of Armenia by March 9 of this year. I hope that all deputies of the National Assembly will approach these elections provided for by the new constitutional procedure with full responsibility. And of course, it is desirable that the President of the Republic be elected in the conditions of extensive parliamentary agreement.


By March 9 of this year, the National Assembly should also elect the members of the Supreme Judicial Council. It is difficult to overestimate the importance of this body, given the powers assigned to it in guaranteeing the independence of courts and judges. This body will be crucial for the future of our country.


In the coming months, it will also be necessary to fill the vacant positions in the Constitutional Court. The National Assembly should also appoint the members of the newly created autonomous body, the Corruption Prevention Commission. There is no need to explain how important it is for the future of our country and economy to fight this evil.


And, of course, after April 9, the National Assembly should also elect the Prime Minister of the Republic of Armenia.


I have outlined some milestones on our road map to a new governance system. Today it may be worth focusing and reflecting on the developments that will take place until mid-March or early April. I expect you to be active and relaxed in this discussion.


This year we will celebrate the 100th anniversary of the restoration of Armenia’s independent statehood, and we are responsible not only for contemporaries, but also for the history of Armenia and the memory of the heroes of the May battles. I am sure that awareness of this circumstance will accompany us in the coming months.

Yerevan Says Ankara Not Ready to Normalize Ties with Armenia

YEREVAN—Armenia’s Foreign Ministry on Friday issued a statement in which it suggested that Ankara was not ready to normalize relations with Armenia.

Since Armenia’s Foreign Minister Edward Nalbandian last week reiterated President Serzh Sarkisian’s statement about Armenia’s intention to declare the Turkey-Armenia protocols null and void by this spring, a new back-and-forth has begun between official Yerevan and Ankara about the issue.

On Thursday, the Turkish Foreign Ministry issued a statement lamenting Armenia’s position, saying that Ankara was ready to normalize ties with Armenia when there is a resolution to the Karabakh conflict that is beneficial to Azerbaijan.

Armenia’s Foreign Ministry’s statement is provided below.

The December 14th comments of the Ministry of Foreign Affairs of Turkey regarding the Armenian-Turkish relations is yet another flagrant example of distortion of the letter and spirit of the Zürich Protocols of 2009.

Our position on President Sarkisian’s initiative to normalize relations with Turkey was expressed in the well-known approach to normalize relations without preconditions. Based on this common understanding with the Turkish side we launched the negotiation process and reached agreements.

It is well known that right after the signing of the Protocols Ankara backtracked from the agreements. Turkey not only has rejected to ratify those Protocols, but has returned to the same language of preconditions that it had used before the launch of the process. The last statement of the Turkish MFA goes in the same direction.

Ankara doesn’t shy away to voice once again its preconditions, linking the Armenian-Turkish relations to the Nagorno-Karabakh conflict settlement in favor of Azerbaijan, at the same time making redundant reference to the UN Security Council resolutions, which have nothing to do with the negotiation process of the Nagorno-Karabakh conflict resolution. It is well known, that there is no single word on the Nagorno-Karabakh conflict or any precondition in the Protocols. By returning once again to the language of preconditions following the signing of Protocols, Turkey has opposed to the international community, which has always supported the normalization of the Armenian Turkish relations without preconditions and continues to do so now.

The Turkish side refused to ratify the Protocols and intentionally moved the whole process to the stalemate. This was the very reason that compelled Armenia to suspend the ratification procedure, while staying in the normalization process, and this was duly acknowledged and welcomed by the leaders of different countries

It is obvious that even today, years after signing of the Protocols, Ankara is not ready yet to normalize the Armenian-Turkish relations.

It does not come as a surprise that the Turkish authorities stick to stereotyped approaches and are trying to voice fabricated allegations. For more than a century the leadership of that country denies the Armenian Genocide. Is it easier to take the sin for the century-old great crime committed in the Ottoman Empire by continuously denying it, instead of recognizing it and thus rendering an important service to its own people, to the future of the region and to the prevention of future genocides?

Ankara goes the opposite direction. The statement of the MFA of Turkey claims that allegedly the efforts to recognize the Armenian Genocide are morally and legally incorrect and ill-intentioned. It turns out that Turkey preaches morality to France, Germany, Austria, Russia, Uruguay, Belgium, Greece and to dozens of other countries, which have recognized the Armenian Genocide.

It is ironic that Turkey, one of the most notorious countries of the world in restricting freedom of _expression_, tries to justify the genocide denialism on the grounds of freedom of _expression_.

It has always been clear for different world capitals both after the signing of the Protocols and today that the ball is on the Turkish court, that Armenia has done everything possible for the normalization of the Armenian-Turkish relations. Ankara’s inability to accept this and other realities consolidates the sense throughout the world that Turkey and the international community speak in different languages.

We would like to reiterate that this is the very reason why the President of Armenia declared at the UN General Assembly that since the Protocols continuously lack any positive progress towards their implementation, in the spring of 2018 Armenia will declare them null and void.

Armenian GM Levon Aronian named world’s second strongest

Levon Aronian of Armenia retained his standing on FIDE’s chess rating, having climbed to the second spot two months ago.

FIDE unveiled the new ratings on Thursday, November 30, with Magnus Carlsen of Norway still leading the list of strongest chess players of the world.

Among the top 100 are also included two more Armenians – Vladimir Akopian on the 78th, as well as Gabriel Sargissian in the 72nd positions.

Aronian won the Stavanger-hosted Norway Chess tournament in June 2017, the Saint Louis Rapid and Blitz tournament two months later, and snatched the World Chess Cup victory in Georgia in late September. She laid a wreath at the monument to the genocide victims, placed flowers at the Eternal Flame, and paid silent tribute the Holy Martyrs of this tragedy, the National Assembly of Armenia informed Armenian News-NEWS.am.

Also, the high-level guest toured the Armenian Genocide Museum-Institute, and she signed its guestbook.

Speaker of the Dutch senate said this was her first visit to the museum, and she is deeply shocked by the horrible and terrible sufferings which the Armenian people had gone through.

Atom Janjughazyan answered: “To tell the truth I have not noticed that I have skipped over such questions, since I did my best to touch upon all the questions. There may be some questions to which I will not have answers. My honesty will let me say that I cannot answer. If we compare the numbers of the two years, we will see that next year both expenses and income will increase by 100 million drams.And we will be able to make judgments only in 2019 on whether money has increased or not. At least at this moment we can say that yes, there is an increase in the state budget.”

Well-known Israeli historian and humanist Yair Auron will speak at the National Center for Armenian Remembrance, in Décines-Charpieu commune of Lyon, France, informed the official website of this center.

Auron will deliver remarks on the occasion of the French-language publication of his book, entitled Israel and the Armenian Genocide.

This work complements his previous book, entitled The Banality of Indifference and Denial, and analyzes the attitude over the last 100 years by Zionism and, subsequently, by Israel toward Armenian Genocide.
