Switzerland: Protest held against Armenian attacks

GENEVA

Tens of people in Switzerland took to the streets on Sunday to protest against Armenia’s cross-border attacks on Azerbaijan and its continued occupation of the Upper Karabakh (Nagorno-Karabakh) region.

Organized by Switzerland-based Azerbaijan Diaspora Organizations Council, the protest was also attended by Turkish organizations in the country.

Carrying Turkish and Azerbaijani flags, the crowd gathered in front of the United Nations Office in Geneva.

The protesters held placards reading “Justice for Azerbaijan” and “Stop Armenian occupation”.

Armenian military attacks since last Sunday have martyred a dozen Azerbaijani soldiers. However, they have since withdrawn after suffering losses following retaliation from the Azerbaijani military.

Azerbaijan has blamed Armenia for the “provocative” actions, with Turkey supporting Baku and warning Yerevan that it will not hesitate to stand against any attack on its eastern neighbor.

Since 1991 the Armenian military has illegally occupied the Upper Karabakh (Nagorno-Karabakh) region, an internationally recognized territory of Azerbaijan.

Four UN Security Council and two UN General Assembly resolutions, as well as decisions by many international organizations, refer to the illegal occupation and demand the withdrawal of Armenian forces from Upper Karabakh and seven other occupied regions of Azerbaijan.



Defense Army denies Azerbaijani media report on death of Artsakh soldier

YEREVAN, JULY 11, ARMENPRESS. The defense ministry of Artsakh denies the Azerbaijani media reports according to which a soldier in Artsakh has been killed by a fellow serviceman, the ministry told Armenpress.

The ministry issued a statement which says:

“The Azerbaijani media outlets, in particular Amiya.az website, which from the very beginning of its creation is engaged in publishing fictitious information about the “emergency incidents which result in deaths” in the Armenian Armed Forces in general and the Defense Army of Artsakh in particular, spread another disinformation on July 11 according to which on July 2 “a soldier has died for unknown reasons in the 1st regiment deployed in Artsakh, but later it was revealed that the soldier has been killed by a co-serviceman on the ground of personal hostile relations”.

The defense ministry of the Republic of Artsakh informs that this report has nothing to do with the reality and urges the local media outlets not to pay attention to the reports of the aforementioned Azerbaijani propaganda center which regularly spreads disinformation about the Defense Army, as well as calls on using exclusively the official press releases of the defense ministry of Artsakh while reporting about the incidents taking place in the Army”.

Regulators Clear Armenian Telecom Giant’s Sale

State regulators have allowed the Amsterdam-based telecommunications company 
VEON to sell Armenia’s oldest fixed-line and mobile phone networks to a recently 
established Armenian firm.
VEON asked two Armenian regulatory bodies to clear the sale in early June one 
month after pulling the plug on the planned takeover of its Armenian subsidiary 
by one of its two local rivals, Ucom. The latter is also the country’s largest 
cable TV and Internet service provider.
Ucom was on course to buy VEON until being thrown into turmoil in April 
following the sncdalous resignation of its chief executive, Hayk Yesayan, and 
his deputy and brother Aleksandr. The brothers, who hold a nearly 6 percent 
stake in Ucom, tried unsuccessfully to buy the rest of the company controlled by 
the extended family of Gagik Khachatrian, a former finance minister arrested 
last August on corruption charges denied by him.
Gurgen Khachatrian, the ex-minister’s son heading Ucom’s board of directors, 
claimed later in April that the Armenian authorities are illegally trying to 
force the family to sell its controlling stake at a cutdown price. Khachatrian 
went into hiding in early May shortly after the National Security Service 
brought new criminal charges against him. He strongly denied them.

A few days later, VEON informed anti-trust regulators that it is pulling out of 
the planned deal with Ucom. The telecom company went on to reach a similar deal 
with the Yerevan-based tech firm Team set up by the Yesayan brothers.
The two entities asked the State Commission on the Protection of Economic 
Competitition (SCPEC) and the Public Services Regulatory Commission (PSRC) to 
clear VEON Armenia’s sale to Team. Both regulatory bodies approved the deal in 
separate decisions made on Thursday and Friday respectively.
“I think that we will bring the deal to an easy conclusion very soon,” Hayk 
Yesayan told RFE/RL’s Armenian service. He again refused to reveal how much his 
newly created company will pay for VEON Armenia, formerly called ArmenTel.
VEON paid $376 million to buy ArmenTel from a Greek firm in 2006. The company 
was headquartered in Moscow and known as VimpelCom at the time. Russian 
billionaire Mikhail Fridman’s LetterOne fund remains VEON’s largest shareholder.
VEON’s Beeline mobile phone network has the second largest number of subscribers 
in Armenia after the VivaCell network owned by Russia’s MTS operator. VEON 
Armenia is also a major Internet service provider.

The anti-trust regulators’ approval of the proposed acquisition was conditional 
on Team pledging not to lay off more than 10 percent of VEON Armenia employees 
for at least six months. Many of those employees are reportedly worried about 
losing their jobs as a result of the takeover. Some of them protested outside 
the PSRC offices in Yerevan on Friday.
Yesayan insisted that the new owners are not planning staff cuts or other 
layoffs. “We need them,” he said, referring to the telecom operator’s current 
workforce.
The regulators gave the green light for the deal despite strong objections 
voiced by the Ucom management. In a statement issued earlier this week, the 
company said that for almost a year the Yesayan brothers had negotiated with 
VEON in their capacity as top Ucom executives and exploited that experience to 
negotiate a similar deal for their new company in a matter of weeks. It claimed 
that this amounted to unfair competition.
Yesayan shrugged off the Ucom objections when he spoke to RFE/RL’s Armenian 
service on Tuesday. He also said he and his brother have yet to decide whether 
to sell their minority stake in Ucom.

Armenian defense minister receives US Ambassador

YEREVAN, JULY 7, ARMENPRESS. Minister of Defense Davit Tonoyan received today US Ambassador to Armenia Lynne M. Tracy, the ministry told Armenpress.

During the meeting the sides discussed issues relating to the Armenian-American bilateral cooperation in the defense field. The meeting participants also summed upon the measures taken in the past, as well as observed the opportunities of implementing cooperation projects under the coronavirus-related restrictions. They also discussed Armenia’s constant participation to the international peacekeeping and stability missions.

The defense minister introduced the preventive measures taken in the Armed Forces against COVID-19.

The US Ambassador said she is happy to meet with the defense minister and discuss issues relating to the mutual interests and concerns of the US and Armenia.

The meeting participants also exchanged views on the regional security and other issues of mutual interest.

Iran, Armenia discuss expansion of ties

TEHRAN, Jul. 04 (MNA) – Iranian Ambassador to Yerevan Abbas Badakhshan Zohouri and Armenian Minister of Territorial Administration and Development Suren Papikyan explored ways of boosting bilateral ties between the two countries.

In a Friday meeting in Yerevan, the two sides stressed promotion of bilateral relations in different economic spheres.

The Armenian minister expressed hope that relations between Yerevan and Tehran will further expand through bilateral talks and provision of necessary grounds.

 Papikyan said that the joint development plans by Iran and Armenia is indicative of the high level of cooperation between the two countries.

 Badakhshan, for his part, expressed Iran’s readiness for further enhancement of cooperation with Armenia, underlining the need for utilizing the the existing capabilities in economic fields.

 
The two sides also discussed the outlook of implementing joint plans for regional, transportation and energy infrastructure cooperation.

EU, Sweden, Lithuania and Armenia partner for Enhancing Civil Protection in Armenia

A Memorandum of Understanding has been signed between the EU Delegation to Armenia, the Armenian Ministry of Emergency Situations, the Embassy of Sweden to Armenia and the Embassy of Lithuania to Armenia within the framework of the Twinning project “Enhancing Civil Protection in Armenia” with €1 million budget.

The objectives of the project are strengthening of the disaster risk management on institutional level including through supporting clear distribution and coordination of the roles of relevant structures and organisations; as well as institutional and administrative capacity for carrying out the roles; ongoing expansion of international cooperation, supporting the revision and design of national laws, regulations and quality standards to those of international best practice in line with EU-Armenia Comprehensive and Enhanced Partnership Agreement (CEPA), as well as improving Disaster Risk Reduction awareness system and its application.

During the signing ceremony with participation of EU Ambassador Andrea Wiktorin, Minister of Emergency Situations Feliks Tsolakyan, Ambassador of Lithuania Inga Stanytė-Toločkienė, Charge d’ affaires a.i. of the Embassy of Sweden Birger Karlsson, the EU Ambassador emphasized the momentum of this project, as health security, disaster risk management, civil protection areas are highly interlinked.

STEPANAKERT, JULY 2, ARMENPRESS. President of Artsakh Arayik Harutyunyan signed a decree according to which Zoya Lazaryan has been relieved from the post of adviser to the President – permanent representative of the President in the National Assembly, the Presidential Office told Armenpress.

According to another Presidential decree Ararat Danielyan was appointed adviser to the President-permanent representative of the President in the National Assembly.

Judge of the Constitutional Court of Armenia Vahe Grigoryan says the adoption of the Constitutional amendments by the Parliament, according to which the President of the Court and three judges who served 12 years are being replaced, is a courageous and historic step and is solving the crisis around the Court.

“I think this is a solution to the crisis around the Constitutional Court. And I definitely welcome this step of the Parliament. This has been a courageous step for various reasons, I think this has been a historic step because by making these changes the Parliament for the first time donated this change to the highest court – the Constitutional Court, with this highlighting the Court’s importance in Armenia’s public administration system and viewing it as a major crisis which needs to be solved”, the judge told reporters today outside the Constitutional Court.

He said there are currently 6 judges in the Court.

On June 22 the Armenian Parliament adopted the Constitutional amendments bill which proposes to replace the Constitutional Court President and CC judges who have served no less than 12 years in their position.

The bill was passed unanimously with 89 votes in favor.

With the adoption of the bill, the tenures of Constitutional Court Judges Alvina Gyulumyan, Feliks Tokhyan and Hrant Nazaryan were suspended, while the current President of the Court Hrayr Tovmasyan will continue serving as Constitutional Court member.

The bill has been drafted by more than 50 MPs of the ruling My Step faction.

The Constitutional amendments have already entered into force. Three new judges of the Court must be elected within two months.

Armenian-made PCR tests for diagnosing COVID-19 are ready

YEREVAN, JUNE 24, ARMENPRESS. PCR tests of Armenian production for diagnosing the novel coronavirus are ready, Minister of Healthcare Arsen Torosyan said on Facebook.

“They will be used for examinations being carried out by the healthcare ministry at state order. This is a very serious progress for our medicine and basic sciences”, the minister said.

The minister specifically thanked the Institute of Molecular Biology of the Armenian National Academy of Sciences for producing the tests, as well as the Commandant’s Office for purchasing and importing the necessary materials to Armenia.
