Canada has expressed concern over the capture of six Armenian soldiers by Azerbaijani forces.

“Canada is concerned by the capture of six Armenian soldiers by Azerbaijani forces and the ongoing tensions along the Armenia-Azerbaijan border,” Global Affairs Canada said in a Twitter post.

“We call for all issues to be resolved peaceful negotiations through the OSCE Minsk Group,” the Foreign Ministry added.

Six Armenian soldiers were captured in the border areas of Gegharkunik province on Thursday, while carrying out engineering work.

 

Armenian PM proposes mutual withdrawal of forces from Armenian-Azerbaijani border

Prime Minister of Armenia Nikol Pashinyan on May 27 made an official proposal to Azerbaijan to de-escalate the situation on the border.

He proposes to mutually withdraw troops from the Armenian-Azerbaijani border and deploy international observers. The prime minister speaks of observers in the person of Russia or other countries of the OSCE Minsk Group (USA and France).

If the situation is not resolved, it can lead to a large-scale clash, the Armenian prime minister said.

However, Pashinyan’s proposal drew sharp criticism from both the country’s political forces and political scientists.

At the same time, Armenian Foreign Minister Ara Ayvazyan resigned. Some experts interpreted his decision as a categorical disagreement with Pashinyan’s proposal.

On May 27, on the Armenian-Azerbaijani border, in Gegharkunik, six Armenian soldiers were captured while performing engineering work. And about. Pashinyan considers his proposal to be the shortest way to de-escalate the situation:

“I appeal to the international community and my proposal was also sent to the leadership of Azerbaijan. We agree that very quickly the armed units of the two sides “mirror” move away from the border and return to their places of permanent deployment, and international observers from the Russian Federation or other OSCE Minsk Group co-chairs are deployed along the border. “

If the problem of Azerbaijan is connected precisely with the clarification of the borders, then the country’s leadership, according to Pashinyan, has no reason not to agree to this plan.

He explains the presence of international observers by the need to guarantee compliance with the agreements.

The “I Have the Honor” political bloc sharply criticized the proposal to deploy international observers on the Sotk-Khoznavar section of the border. The bloc’s statement says that this could turn Armenia into a field for regional and geopolitical clashes.

Moreover, Pashinyan’s proposal is regarded as a reflection of the “defeatist policy” of the current leadership of Armenia, which has exhausted the possibilities of resolving the situation:

“For the sake of maintaining power, the government of the capitulators is ready to make any concessions, succumb to the blackmail and pressure of Azerbaijan.”

The ARF Dashnaktsutyun party demanded the immediate removal of Nikol Pashinyan from power and the appointment of a new interim head of government.

The statement of the opposition party says that the authorities of the country are responsible for the events taking place on the border of Armenia. In their inaction, according to Dashnaktsutyun, lies the reason that “the enemy is becoming even more impudent.”

The party considers unacceptable the fact that six Armenian servicemen were taken prisoner, and on the eve “a serviceman of the Armenian Armed Forces was killed by an enemy bullet”.

Ara Ayvazyan served as foreign minister for only seven months. He was appointed to this position in November 2020 when his predecessor Zohrab Mnatsakanyan resigned. Both left office amid disagreements with the country’s political leadership.

There are no official comments on the reasons for Ayvazyan’s departure yet. But many believe that the resignation is due to a fundamental disagreement with the position of the acting president. Prime Minister Nikol Pashinyan on the crisis on the border with Azerbaijan.

“Pashinyan makes scapegoats out of ministers: he does not give them freedom of action, but in case of failure he puts all the blame on them,” political analyst Armen Baghdasaryan told Kommersant newspaper.

  1. The OSCE Minsk Group has nothing to do with the delimitation and demarcation of the Armenian-Azerbaijani border. It has no mandate to consider such issues. The only thing that the OSCE Minsk Group should do (as it should be from the position of Yerevan) is to consolidate the status of the Republic of Artsakh.
  2. Before making such statements, it is necessary to obtain an appropriate proposal or consent from the “guests” who are invited (if it is not in the OSCE format, but on the basis of bilateral and then multilateral agreements). Judging by the fact that in recent days there have been no direct contacts with Paris and Washington, it can be concluded that neither France nor the United States gave direct consent. Such decisions require lengthy discussions and consultations, which did not exist.
  3. One can expect bewilderment on the part of Russia, since it is difficult to imagine that Moscow would agree to the joint deployment of its forces with NATO representatives in its zone of influence, where it has a military presence.
  4. To make such a decision, there must be consent from Baku. I am not sure that the leadership of Azerbaijan and Turkey will agree to a French or American presence. Unless, of course, Pashinyan plans to place them only on the territory of Armenia, which is even more stupid. “

On May 27 early morning, 6 servicemen of the Armenian Armed Forces, while conducting engineering works in the territory of an Armenian military base’ protection area in the border section of Armenia’s Gegharkunik province, have been surrounded and taken captive by the Azerbaijani troops.

Iran will seek to expand cooperation with Armenia in all areas – expert says ahead of Zarif’s visit

YEREVAN, MAY 26, ARMENPRESS. Expert on Iranian studies Garik Misakyan says it’s obvious that Iranian Foreign Minister Mohammad Javad Zarif’s upcoming visit to Armenia and Azerbaijan is connected with the ongoing situation on the Armenian-Azerbaijani border.

“Firstly, the situation in Syunik [province of Armenia] has become a matter of serious discussions in Iran, and we have already heard several statements over the inviolability of the internationally recognized borders, as well as have witnessed quite a tough response by some circles of Iran over Azerbaijan’s actions. It can be stated that the ministry of foreign affairs of Iran, noticing that this issue is not being solved, is trying to get acquainted with the situation, the official position of the sides, as well as convey the official stance of Iran already through its foreign minister”, the expert said.

Iran has announced at a high level that it will not allow any change in its northern borders, noting that Armenia’s territorial integrity is its red line. Asked whether this doesn’t mean that Iran is absolutely against the rumors on opening a corridor in Syunik, the expert said yes, noting that Iran has always announced about the inviolability of the Armenian-Iranian borders.

“First of all, all Iranian statements mention that any action should not interrupt the normal operation of the Armenian-Iranian land border. The Iranian side opposes the so-called Zangezur and Meghri corridor, however, it needs Armenia’s official position that the Armenian side as well doesn’t want to provide a corridor or a road, so that it will develop further actions and will assist Armenia in cancelling that process”, Mr. Misakyan said.

According to him, Armenia can definitely expect diplomatic support over the situation connected with Syunik, as well as an expansion of cooperation both in the economic and military field.

“As for the military field, many meetings are taking place between the Iranian and Armenian Ambassadors and the military. In other words, Armenia can receive a comprehensive support from Iran. And also engaging Iran into the construction process of North-South highway has a geopolitical importance. Iran also needs peaceful Syunik for fulfilling all these projects. Iran wants Armenia to solve the Syunik border situation as soon as possible be it either with its own efforts or through its allies”, the expert on Iranian studies said.

According to him, the growth of Turkish influence in the region is not beneficial to Iran at all, the decrease of its [Iran’s] influence is not beneficial as well. Iran will try with all possible means to both cancel the possible launch of the Zangezur corridor and increase its own influence in the region.

“Iran will seek to expand the cooperation with Armenia in all areas. In other words, now we have quite serious opportunities, to deepen the ties with Iran both in the diplomatic and other levels, and also counterbalancing other forces of the region in our favor”, Garik Misakyan said.

“Russian Defense Minister, Army General Sergei Shoigu held a phone talk with Armenian Defense Minister Vagharshak Harutyunyan on Tuesday evening. During the talk the situation in the region and the areas where Russia’s peacekeeping force in Nagorno Karabakh is accomplishing its mission were discussed. Other issues of bilateral interest were also discussed”, the Russian defense ministry’s statement reads.

India Urges Calm As Armenia-Azerbaijan Tensions Flare-Up Again

The Armenian Defense Ministry reported on Thursday a warning shooting incident at the border and explained that it was due to fire from the Azerbaijani armed forces.

“On May 20, an incident was recorded at the border section of the Gegharkunik Province with the participation of Azerbaijani servicemen who entered the territory of Armenia. At about 15:00 [11:00 GMT], several dozen shots were fired, presumably into the air, after which Armenian units opened warning fire,” the statement says.

According to the ministry, the commander of the Azerbaijani military established contact with the commander of Armenian units, asked for a ceasefire and said that the shots were accidental.

“The Armenian Armed Forces warn that the repetition of such incidents will be viewed as a deliberate attempt to go to confrontation and will lead to appropriate actions of the Armenian side,” the ministry said.

Earlier, the Indian Ministry of External Affairs called for the pullback of forces from the Armenian-Azerbaijani border on Wednesday as Yerevan has accused Baku of transgression.

“We have been following, with concern, the situation along the Armenia-Azerbaijan border. Border incursions through military movements can destabilize the situation and lead to renewed hostilities. We call upon the transgressing side to pull back forces immediately and cease any further provocation,” ministry spokesman Arindam Bagchi said in a statement.

Bagchi said India considers the peace and stability in the South Caucasus important for the entire region and stands for the political resolution of any disputes.

Issue of Azerbaijani intrusion into Armenia raised at UK House of Lords

During the debates at the House of Lords, Baroness Cox raised the issues of refusal by Azerbaijan to release Armenian prisoners of war and civilian detainees, atrocities perpetrated by Azerbaijan during the war in Nagorno-Karabakh, escalation of anti-Armenian rhetoric or Armenophobia in Azerbaijan, and the recent intrusion of the Azerbaijani troops into the sovereign territory of Armenia

The Baroness also presented the current situation resulting from the incursion of the Azerbaijani armed units to the sovereign territory of the Republic of Armenia.

“I visited Karabakh during that war and witnessed the perpetration of war crimes by Azerbaijan, including the deliberate bombing of civilian targets such as the maternity hospital in Stepanakert. However, despite a ceasefire in November, there are at least four urgent concerns, which Her Majesty’s Government, unlike the Governments of France, the United States and Canada, have failed adequately to address,” Baroness Cox said.

The first, she said, is the refusal by Azerbaijan to release Armenian prisoners of war and civilian detainees who are subject to killings—including beheadings—torture and indefinite imprisonment.

Secondly, the Baroness added, there are serious concerns over the fate of hundreds of Armenian Christian monuments and cultural heritage sites, now under Azerbaijan’s control.

“There has already been footage of the jubilant destruction of a church by Azeri soldiers. Between 1997 and 2006, an estimated 28,000 Christian monuments were destroyed by Azerbaijan in the previously Armenian land of Nakhchivan,” she noted.

“Thirdly, anti-Armenian rhetoric, or Armenophobia, by the Azeri president, other officials, and across social media, has escalated, naming Armenians as pigs, dogs and brainless. This hatred has generated the creation of the Spoils of War Park in Baku; it displays mocking, humiliating mannequins of Armenian soldiers, which children are encouraged to hit, and a corridor lined with the helmets of dead Armenian soldiers,” Baroness Cox stated.

Fourthly, she added, recently and very disturbingly, Azerbaijani forces have advanced into new positions along the Armenia–Azerbaijan border, away from the conflict zone, and occupied the sovereign territory of Armenia itself. This included, on 12 May, armed units advancing three to four kilometers into the Armenian province of Syunik.

“The atrocities perpetrated by Azerbaijan in Nagorno-Karabakh during the recent war have been so serious that Genocide Watch has defined them as genocide. They have largely been unrecognized by the UK, with no appropriate response. That is very dangerous because, as has been well said, every genocide which is not condemned is an encouragement to the perpetrator to continue genocidal policies with impunity,” Baroness Cox said.

She reminded that the International Association of Genocide Scholars raised similar urgent concerns in October, warning that “genocide of the Armenians in Nagorno-Karabakh, and perhaps even Armenia, is a very real possibility.”

“Yet despite these warnings Her Majesty’s Government have chosen not to intervene to protect civilians. They continue to refuse to hold Turkey and Azerbaijan to account for their actions, despite clear evidence of past, recent and ongoing atrocities, choosing instead to define the crisis as a “problem on both sides”, in which Armenia is portrayed as equally guilty as Azerbaijan and Turkey. While war often involves crimes against humanity, and Armenia may have some culpability, there is absolutely no equivalence with the atrocities and war crimes perpetrated by Azerbaijan,” she stated.

“As the Armenian Foreign Minister said to us on a recent visit to Armenia: “Autocratic states have assessed how far they can get away with things. They have concluded that the ‘democratic world’ is somewhere else. They have assessed the democratic world and they will therefore continue this policy, as they have learnt from this.” There is therefore an urgent need to fulfil the commitment in Her Majesty’s gracious Speech to uphold human rights and to alleviate human suffering for the Armenians in Nagorno-Karabakh and Armenia,” Caroline Cox said.

Lord Ahmad of Wimbledon, the Minister of State, Foreign, Commonwealth and Development Office, said: “On the current situation between Azerbaijan and Armenia, raised by the noble Baroness, Lady Cox, we are well aware of the allegations from both sides that war crimes have been committed. We have urged relevant authorities to investigate and understand the situation on the ground. I know my colleague, Minister Morton, is working very hard in this respect and has visited the area directly and had discussions with all sides.”

Iran repudiates press reports on detention of Armenian soldiers

TEHRAN – The Iranian embassy in Yerevan has responded to press reports claiming that dozens of Armenian soldiers have been detained in Iran.

The embassy has said the rumors claiming that 160 Armenian soldiers are in Iran and the Iranian side has set preconditions for their repatriation are false and groundless, according to Public Radio of Armenia.

The statement came in response to a number of Armenian media outlets’ reports claiming the soldiers had crossed to the Iranian side during the 44-day war, which broke out last year on September 27 and lasted until November 10. The war resulted in Azerbaijan liberating large swathes of the territories that were under Armenian control.

During the war, Iran refused to take sides and maintained a neutral position. It also voiced readiness to help the warring sides to settle their differences through dialogue and presented a peace initiative in that regard.

In addition, Iran made it clear that it supports the territorial integrity of both Armenia and Azerbaijan. In mid-May, a senior Iranian lawmaker reiterated that position and warned against any change in the borders on the two countries.

The lawmaker, Mojtaba Zolnouri, who serves as the head of the Iranian Parliament’s National Security and Foreign Policy Committee, said Tehran has made it clear that it will not accept any change in international borders in the region.

“The position of the Islamic Republic of Iran is very clear, unequivocal, and decisive. We do not accept any change in the borders of the region. The territorial integrity of the countries in the region must be preserved. At the same time, we do not accept the deployment of any supra-regional forces near our borders,” Zolnouri told Russian state news, Sputnik.

“Therefore, if part of the territory of Armenia is to be taken and our border conditions change, that is, to have a new neighbor, it is not acceptable for us. The existing borders must be completely protected and the shared border of the Islamic Republic of Iran with Armenia must be maintained,” he continued.

The comments came after Armenia claimed that the Azerbaijani forces have advanced into its sovereign territory in Syunik province.

The situation resulting from the provocations carried out by the Azerbaijani Armed Forces on the Armenian-Azerbaijani border on May 12 and 13 has not changed significantly as of noon on May 21, the Ministry of Defense informs.

A quarrel between the parties was reported near Lake Sev late on May 20. The incident was caused by the videos which were earlier published on Armenian and Azerbaijan news outlets and social media. The command of the troops was able to resolve the altercation.

The Ministry of Defense urges to refrain from spreading such videos and notes that they in no way help resolve the issue peacefully, contributing to the unnecessary increase of tension.

In general, the situation is stable. Units of the Armenian Armed Forces are in full control of the situation, continuing to block the advancement of the Azerbaijani military.

European Parliament Urges Immediate Release of POWs, Criticizes Azerbaijan’s Violation of Armenia’s Territorial Integrity

BRUSSELS—The European Armenian Federation for Justice and Democracy welcomed the passage of an urgent resolution by the European Parliament, demanding the unconditional release of all the Armenian prisoners of war and captives, still illegally detained by Azerbaijani.

The joint cross-party resolution which was co-signed by 47 Members of the European Parliament, representing the five largest political groups in the parliament, was adopted Thursday by an overwhelming majority. The voting took place after a plenary session, during which several lawmakers firmly condemned the Azerbaijani barbaric behavior towards the Armenian POWs and called on the EU to take an active part in the process of their release.

The European Parliament expressed deep concern about reports on the degrading conditions, the inhumane treatment and torture of many Armenian hostages by the Azerbaijani authorities. Furthermore, the European Parliament called on Azerbaijan to strictly respect the international humanitarian law, according to which the ill-treatment of POWs is a war crime.

The Parliament also raised the issue of the Azerbaijani refusal to cooperate with relevant international organizations such as the International Committee of the Red Cross and called on the Azerbaijani authorities to stop prohibiting the access to Armenian prisoners for the representatives of these organizations or other lawyers, doctors and human rights defenders.

In addition, the resolution calls on the Azerbaijani government to fully cooperate with the European Court of Human Rights by providing an exhaustive list of all persons held in its captivity and detailed information on their conditions of detention and state of health. As a member-state of the Council of Europe, Azerbaijan is mandated to comply with the interim measures of the ECHR—something that the Azerbaijani authorities have failed to do.

In addition to the issue of Armenian POWs, the resolution criticizes the latest incursion by the Azerbaijani armed forces in Armenia’s sovereign territory and the violation of its territorial integrity as well as of international law. The European Parliament also deplored the increased level of hate speech and anti-Armenian state policy in Azerbaijan, particularly the opening of the so-called “Trophy Park” in Baku and urges that it be closed without delay.

The European Parliament reiterated its full support to the efforts of the OSCE Minsk Group Co-Chairs and their mandate to find a sustainable peaceful solution for the conflict based on the OSCE 2009 Basic Principles, including the right for self-determination of the peoples. To conclude, the resolution also emphasized the urgent need to send humanitarian assistance and to ensure the security of the Armenian population and its cultural heritage in Nagorno Karabakh.

“With the resolution adopted by the European Parliament, the European Commission and the EEAS have an additional powerful tool in their possession to act more concretely and use all their political and diplomatic leverage for the return of all the Armenian captives,” said EAFJD president Kaspar Karampetian.

“It is an absolute disgrace that the Azerbaijani authorities are using this humanitarian issue as a bargaining chip for more geopolitical or territorial gains. The rights of the Armenian POWs to be treated humanely and to be released regardless of the circumstances of their detention are guaranteed by international conventions signed also by Azerbaijan. Since the end of the war, Azerbaijan is violating all of them,” added Karampetian.

“It is also important that with this resolution the European Parliament clearly criticized the ongoing violation of sovereignty and territorial integrity of the Republic of Armenia by Azerbaijan. The Azerbaijani invasion must be firmly condemned by the international community,” concluded Karampetian.
