chief said the alliance was not conducting talks with Azerbaijan on
its possible membership.

Cooperation between the South Caucasus republics of Azerbaijan and
Armenia is restricted to Individual Partnership Action Plans (IPAP),
NATO Assistant Secretary General Jean Fournet told reporters in
Yerevan where he is attending NATO Week in Armenia.

Another South Caucasus republic, Georgia, is conversely seeking
membership in the organization and is expected to join it in 2009.

This decision alarmed Moscow, which is struggling to preserve its
Soviet-era influence in the South Caucasus region.

Sarafian bows to diaspora pressure, says Halaçoðlu

The possibility of joint research by Turkish and Armenian historians
into the 1915 tragedy of Anatolian Armenians — described by
Armenians as a genocide but contested by Turkey — has fallen
through, Yusuf Halaçoðlu of the Turkish Historical Society (TTK)
announced yesterday in Ankara, blaming Armenian diaspora pressure for
the failure.

Late last month, following an open call from Armenian origin
British historian Ara Sarafian of the London based-Gomidas Institute,
Halaçoðlu expressed readiness for a joint case study on the treatment
of Armenians in Harput in 1915.

However, in an electronic message sent to Halaçoðlu on Feb. 28,
Sarafian said: "If the relevant Ottoman records you previously
qualified as meticulously kept are not available, then we cannot
proceed. Obviously I am disappointed."

Sarafian was referring to Halaçoðlu’s remarks during a television
interview when he said that Sarafian might not be able to find what
he was looking for in the Ottoman archives.

Disclosing Sarafian’s message at a press conference, Halaçoðlu urged
Sarafian to disclose what documents he said he had regarding the
events of 1915.

"I particularly want to stress that Mr. Sarafian has probably been
subject to pressure," said Halaçoðlu. "As a matter of fact, a news
report published by [bilingual Armenian-Turkish newspaper] Agos said
that the Armenian diaspora was very angry with Sarafian because of
his proposal to study together with Turkish historians," he added.

"A big opportunity for both Armenians and Turks has been missed after
Sarafian gave up the idea of studying together. In spite of this, we
will continue keeping our doors open."

Earlier this week, the Gomidas Institute released a press statement
and quoted Sarafian as saying: "Primary sources outside of Turkey
indicate that the 1915 deportation of Armenians and the liquidation
of their properties were regulated by Ottoman state authorities.
Armenians were deported under the auspices of Ottoman officials. And
most deportees were killed through privations and outright massacres
on their way or in their places of exile (most notably Der Zor). Our
sources indicate that there never was a resettlement program as
historians defending the official Turkish thesis suggest."

The Gomidas Institute said it hoped that Halaçoðlu would "explain why
he thinks that the Ottoman deportation and resettlement registers the
Gomidas Institute requested do not exist — especially those on
Harput and its environs."

Halaçoðlu also announced he had agreed with historian David Gaunt of
Södertörns University College in Sweden to conduct joint research and
jointly open mass graves in Nusaybin in the southeastern Anatolian
province of Mardin which Armenian historians say may contain the
remains of victims of the alleged 1915 Armenian genocide.

For some time, Halaçoðlu and Gaunt have been negotiating a date for a
meeting in Mardin. Gaunt offered to come to Turkey between April 23
and 25, Halaçoðlu explained and added that he had no hesitation to
conduct the opening of the gravesite on April 24, the anniversary of
the alleged genocide, thus he accepted Gaunt’s proposal for the date.

The mass grave in Nusaybin was discovered by villagers in August
2006. The area where the mass grave lies is on a line of ancient
defense works and underground storage rooms dating back to Roman
times. Halaçoðlu, with a confident tone, reiterated his theory at the
press conference that the remains are from Roman times.

Separate samples from the remains will be analyzed both in Turkey and
Sweden as well as at an international institute which the Turkish and
Swedish delegations will determine jointly, Halaçoðlu said.

rendered in the course of Stepanakert Fund Board of Trustees sitting,

According to Naira Petrossian, in 2006 Stepanakert Fund financed
works on yards’ improvement and flats’ repairs carried out in the
capital city of Nagorno-Karabagh.

Iran Issue not Discussed Specially on Oskanian-Rice Meeting

Making a brief report on his recent visits abroad Foreign Minister of
Armenia Vardan Oskanian also said that a visit to Switzerland is
scheduled. In Switzerland Oskanian is to take part in a Human Rights
Protection Commission, to meet with the Swiss authorities and with
Azerbaijani Foreign Minister Elmar Mamedyarov. On April the visit of
Russian Foreign Minister Sergey Lavrov to Armenia is planned.

Mr. Oskanian said that the latest US Department of State report on
human rights is now being thoroughly studied by the government of
Armenia. He said that in general the report represents the negative
and positive facts in Armenia rather objectively, but still there are
certain mistakes which are to be corrected. The situation of human
rights in Armenia will be once more represented to the world society
on the meeting of the Human Rights Protection Commission by Vardan
Oskanian. The Minister said that in his speech he will mostly refer to
the legislation reforms in Armenia, its challenges in that sphere, to
human rights issues in Karabakh, to the question of Armenian graves
desecration in Nakhijevan and the murder of Hrant Dink.

Referring to the theme of GUAM "Frozen Conflicts Resolution",
Mr. Oskanian said that it is accepted negatively by most of the
countries interested ion the Karabakh conflict settlement. "They all
find the resolution unnecessary and that it can complicate the
settlement of the Karabakh conflict. We tried to represent to the UN
Secretary General all the negative consequences of adopting the
resolution and Armenia’s possible position in case it takes place",
said the Minister.

Oskanian also informed that on his meeting with US Secretary of State
Condoleeza Rice the issue of opening the Armenian-Turkish border was
discussed. Mr. Oskanian assured that the United States are indeed
interested in opening the border and will be consistent in achieving
it. The issue of Nagorno-Karabakh more detailed was considered on a
meeting with Minsk Group Co-Chair Matthew Bryza. After this meeting
the Armenian Foreign Minister once again met with Ms. Rice and
discussed the expected Oskanian-Mamedyarov meeting in
Geneva. Mr. Oskanian stated that the preparations for the meeting have
gone well and in case there are no surprises from Azerbaijan, the
meeting promises to be fruitful.

To a question by "Azg" reporter whether Mr. Oskanian discussed the
Iran issue with Secretary of State Rice, he answered negatively. To a
question about mutual compromise in the Karabakh conflict the Foreign
Minister said that all those issues are regulated by a document,
approved by the presidents of Armenia and Azerbaijan. He rued that
statements by some Azerbaijani leaders run in discord with the
document, in which Armenia puts trust and believes it will be basement
for final settlement of the conflict.

SIX MONTHS OF IMPRISONMENT FOR DENYING THE GENOCIDE

Today the court of the Swiss city of Lausanne will issue a verdict
against the leader of labourist party of Turkey, Doghlu Perinchek.

To remind, Perinchek is accused of racism for qualifying the Armenian
Genocide as an `international lie’. As the `Associated Press’ reports,
this week the leader of the labourist party of Turkey repeated his
statements.

In case of being recognized guilty Perinchek will be the first to be
accused by the anti-racist law of Switzerland for denying the Armenian
genocide. The public prosecutor has claimed to sentence Perichek to 6
months of imprisonment.

Au Louvre et a la Conciergerie, parcours dans l’histoire mouvementee
d’une civilisation dont l’identite s’est maintenue depuis le IVe siècle

La pierre et le livre, la foi et l’ecrit, l’enluminure et la
sculpture. Pour illustrer l’histoire des Armeniens, depuis le
debut du IVe siècle, date de leur conversion au christianisme, et
souligner la permanence d’une identite culturelle dans le grand jeu
des empires rivaux et des dominations successives, le Louvre presente
" Armenia sacra ", l’art sacre de l’Armenie, jusqu’au 21 mai. Très
complementaire et instructive, l’exposition de la Conciergerie,
due a Sylvie Clavel et Narek Sargsyan, qui avaient ouvert le feu en
decembre 2006, vient d’etre prolongee jusqu’au 22 avril. Intitulee "
Les douze capitales d’Armenie ", elle offre un panorama historique
a travers le Caucase et l’est de la Turquie. Dans la belle salle
voûtee du palais, le public peut decouvrir un inventaire chaleureux
et admirablement illustre des monuments et des cites qui ont marque
l’histoire des royaumes successifs. Elle se conclut par une maquette
d’Erevan, capitale de l’actuelle Republique d’Armenie.

Le Louvre, quant a lui, a menage une surprise majeure aux visiteurs d’"
Armenia sacra ", dont le commissaire est Jannic Durand, conservateur
en chef au departement des objets d’art. Dans les douves, devant les
murailles medievales du château de Charles-V, espace jamais utilise
depuis sa revelation lors des travaux du Grand Louvre, sont disposes
des groupes de hautes stèles sculptees : ce sont des khatchkars
ou pierres-croix (khatch signifie croix ; kar, pierre), que l’on
trouve dans les eglises et les monastères armeniens ou parfois dans
les champs, prières minerales dressees face aux vastes ciels de ce
pays de hauts plateaux. Impressionne par ce patrimoine original lors
d’un voyage exploratoire en Armenie, le president du musee francais,
Henri Loyrette, avait souhaite que certaines soient presentees a Paris.

LA CREATION DE L’ALPHABET

La petite Republique d’Armenie (3 millions d’habitants) a releve le
defi, et une trentaine de ces khatchkars (les plus anciens datent du
Xe siècle) ponctuent le parcours. Il a ete inaugure par une visite,
le 19 janvier, de Jacques Chirac, president de la Republique, et
de Robert Kotcharian, le president armenien, tous deux en fin de
mandat electoral, qui celèbrent en commun l’Annee de l’Armenie en
France organisee jusqu’au 14 juillet. " Armenia sacra " est l’un des
evenements d’une programmation très riche (musique, cinema, peinture)
de plus de quatre cents evenements ().

Avec la diversite de leur decor sculpte, où la croix figure comme
symbole de la resurrection, ces pierres dressees temoignent d’une
permanence de la foi chretienne, adoptee par le roi Tiridate, en
301, sous l’influence decisive de saint Gregoire, avant la Rome de
Constantin. La creation de l’alphabet, un siècle plus tard, pour
cette langue indo-europeenne encore très vivante aujourd’hui, est
l’autre element decisif. L’unite de la civilisation armenienne n’est
pas un mystère pour les historiens comme Jean-Pierre Mahe, philologue
et orientaliste, qui, a l’Ecole pratique des hautes etudes forme des
equipes de jeunes chercheurs. Le nombre et la qualite des contributeurs
du catalogue " Armenia sacra ", aussi colore qu’un reliquaire medieval
et presque aussi lourd qu’un khatchkar, montre que la France ne fut
pas seulement une terre d’accueil pour les rescapes du genocide de
1915. Elle est devenue une pepinière d’experts et de savants dediee
a l’etude de la culture armenienne.

De l’architecture des eglises (avec quelques siècles d’avance sur
l’art roman d’occident) a l’enluminure des Evangiles et au travail
des copistes et traducteurs de textes grecs, le christianisme et
son expression artistique ont maintenu, au travers d’une histoire
plus que mouvementee, la continuite culturelle de la nation. Meme
dans les longues periodes où celle-ci ne s’appuyait pas sur un Etat
independant. Enjeu d’empires rivaux, Rome et Byzance, la Perse et les
Ottomans, l’Armenie a rejailli a l’epoque des croisades en Cilicie
(XIIe-XIVe siècles). Puis les Armeniens ont maintenu, a l’interieur
de l’empire ottoman, ou dans l’exil en Crimee, en Italie, en France,
et jusqu’en Inde, leur langue, leur religion et leur culture.

Parcours savant et spectaculaire, intimiste et parfaitement documente,
" Armenia sacra " est installee dans la galerie Melpomène, dont les
marbres rouges, les voûtes et les niches accompagnent une scenographie
qui sait montrer en majeste des fragments de sculptures monumentales
(un chapiteau de Zvartnots) et, avec delicatesse, les objets les
plus travailles et les plus fines enluminures, aux couleurs intactes,
qui ornent les livres saints, les recits legendaires ou cet evangile
d’Etchmiadzine, dont on remarque la reliure en ivoire travaille. Comme

ANKARA: Deja Vu And The Kurdish Question

DEJA VU AND THE KURDISH QUESTION

On Friday, one of the attorneys for inmate terrorist leader Abdullah
Ocalan claimed, "Ocalan’s hair samples were tested and the results
showed that he has been chronically poisoned." This reminded us of
another claim that was raised around this time last year that Ocalan
had had a heart attack in Imrali prison. We therefore needed to once
again check our "lighthouse" to see whether she was writing similar
things last year before Ocalan had the "heart attack." Bingo! In
addition, to Ocalan, Diyarbakir Mayor Osman Baydemir too was in the
spotlight last year, just as he has been brought into the spotlight
again this year.

After reminding you what we wrote last year on this subject, we would
like to bring the "poisoning" story to your attention. In our column on
Feb. 2, 2006 we analyzed several developments in the Kurdish questions:

Here is what we wrote last year:

"Let’s first recollect the recent developments, before attempting to
analyze them.

"1) The mayor of Diyarbakir paid a visit to the U.S. from Feb. 5 to 16,
which took place shortly after Iraqi Kurdistan region leader Massoud
Barzani’s visit. He’s the first Kurdish figure — from Turkey — to
visit the U.S. and we assume that this move was made in large part
because of its psychological impact in Turkey. It obviously hasn’t
made much of a splash in the U.S. Except for his meetings with Chris
van Hollen and David Filner, two not particularly prominent Democratic
Party congressmen in Washington D.C., Osman Baydemir didn’t receive
much attention in Washington.

"2) On Feb. 7 the Associated Press falsely reported that terrorist
Kurdistan Workers’ Party (PKK) leader Abdullah Ocalan had a heart
attack but survived. This report has an interesting background
dating back to last December. On Dec. 13, one of the ultranationalist
columnists [the ‘lighthouse’] wrote, "Note this: Before March 2006
there will be a new development regarding Ocalan." At the end of
December and around the middle of last month, the same columnist wrote
twice on the same topic, and asked, ‘What if Ocalan’s health gets worse
now?’ In addition to that, in December some magazines also reported
that in the first couple of months this year, ‘Ocalan’s health will
get worse.’ Surprisingly, on Feb. 6, an ultranationalist (Ulusalci,
Kizil Elmaci) webpage reported that Ocalan had a heart attack. A day
after that, AP cited as sources for its report the webpage, which was
again interesting because the page is not particularly known to be
followed by AP every day, and a government official. As soon as the AP
report came out, Ocalan’s lawyers and the PKK started capitalizing on
Ocalan’s health condition to urge its supporters to join the protests
on Feb. 15 to mark the seventh anniversary of Ocalan’s capture. The
Justice Ministry immediately denied the report. In reality, Ocalan
had had no such heart attack.

"3) On Feb. 15, Ocalan and his lawyers had a scheduled meeting. But
the lawyers couldn’t visit Ocalan because local gendarmerie told
them that the boat used to transport the lawyers to Imrali Island,
where Ocalan is imprisoned, was ‘out of order.’ In response to this
development, people in Cizre, a town in the southeastern Sirnak
province, organized a massive violent street demonstration, which
was otherwise unlikely to have been held by them."

Here is how we analyzed these developments last year:

"Despite the fact that Kurdish people in the region are getting more
politicized, it’s also true that they are fed up with violence.

Therefore, they don’t welcome the PKK’s violent tactics. However, the
PKK is also aware that without violence and its oppressive strategy,
and without terrorizing the region, there is no way they can maintain
their political power…

"…Baydemir’s visit to the U.S. is an important development for the
Kurdish issue as well. This visit, we believe, is somehow related to
the question of why people in Diyarbakir didn’t obey the PKK’s calls to
protest on Feb. 15. Although we accept the fact that the urbanization
process in Diyarbakir had a positive impact on diminishing terrorism,
the latest surprising silence toward the PKK’s call in Diyarbakir
cannot be fully explained by the urbanization theory. This is so
because the city’s urbanization process is too new to absorb the
immigrants and change people’s attitude. Yet Baydemir’s visit to the
U.S. could be the very reason behind the city’s silence.

While he was in the U.S., it was very likely for Baydemir to show the
Bush administration that he had as much power as Ocalan to control
the Kurds. In addition, he might have wanted to have demonstrated
to the U.S. that he has no record of involvement in terrorism. By
sending such a signal and by showing his power against Ocalan on the
anniversary of his capture, he proved to the biggest player in the
region, to the U.S., that he was willing to and capable of leading
the Kurdish movement. His modest statements to Voice of America are
indicative of his ambitions to lead the Kurdish movement. On the other
hand, hardliner PKK terrorists accused mayors and municipalities of
being responsible for the failure of the demonstrations, which could
be interpreted as another sign of Baydemir’s ambition."

"…Ocalan’s false heart attack news was obviously an attempt to
agitate his sympathizers for the Feb. 15 demonstrations. Once this
plan failed, after the Justice Ministry’s pre-release denying the
news, it seems that Plan B was initiated. Coincidentally, on Feb. 15,
on the day of the demonstration, the boat was broken and Ocalan’s
lawyers could not make it to their scheduled meeting in the prison.

As a result, the people of Cizre were outraged and organized the
biggest and the most devastating demonstration of the day after
hearing the ‘agitating’ news that the lawyers weren’t allowed to meet
with Ocalan."

Here is what various commentators have written about Baydemir and
Ocalan this year:

On Feb. 22 Fehmi Koru, a renowned journalist under pen name Taha
Kivanc, raised his concerns about Osman Baydemir’s situation, based on
information he obtained in Washington. Here is what Koru had to say:
"The information that I heard about Osman Baydemir in Washington
irritated me and prompted me to ask whether the state security forces
are guarding Mr. Baydemir. After I enquired, I found out that that
despite the General Directorate of Security’s demand to appoint guards
for Baydemir, necessary guards have not been appointed yet. An insider
told me that interesting traffic between Iskenderun and Diyarbakir
is going on, just as the traffic between Trabzon and Istanbul before
[Armenian-origin journalist] Hrant Dink was assassinated." Koru
concludes, "If I were in a decision-making position of, I would guard
Mr. Baydemir against possible assassination attempts."

Of course, you might wonder what our "lighthouse" wrote about possible
developments for this month.

Here is what she wrote on Feb. 22: "It seems that the next two months
will be very difficult, especially March. Aside from chaos scenarios,
intelligence reports predict that on the day of Nevruz, March 21,
the supporters of the PKK and other separatist groups will ignite the
fire on streets in Istanbul, Diyarbakir and Mersin. What measures
will the Istanbul police take against these dangers? Keeping the
emergency situation aside, the police in Istanbul aren’t even capable
of securing streets against everyday crimes."

Perhaps someone has "pushed the button" in Washington! (Remember,
the Ulusalcilar argue that Washington controls everything) After
Ocalan’s lawyer came up with the "poison" claim, the fires on the
streets of Istanbul have been ignited. Here is the result: During the
last three days, PKK supporters have burned four buses in Istanbul
with Molotov cocktails.

The remaining question now is when an assassination attempt against
Osman Baydemir will take place.

Like us, are you too waiting to see Ulusalci groups’ further agitation
attempts in the cities mentioned above?

Then, we are confused: Should we say thank you to our "lighthouse"
for keeping us informed, or should we blame people in her circle for
pushing us into that deja vu feeling once again?

What we are saying is that PKK is losing ground. Thus, Ocalan’s lawyers
want to use such false reports to mobilize their constituencies for
Nevruz celebration on March 21. What we cannot understand is the
attitudes of some circles in Ankara that show some parallels with
the attitudes of Ocalan’s side.

After all, it is time to remember the words of the Turkish Sun Tzu,
Sabri Uzun, who said, "If the thief is in the house, locking the door
will not prevent theft."

OPENING OF AKHTAMAR CHURCH TO TAKE PLACE EARLIER THAN IT WAS ANNOUNCED BEFORE, ON MARCH 29

ISTANBUL, MARCH 5, NOYAN TAPAN – ARMENIANS TODAY. The day of opening
of Akhtamar Surb Khach (St Cross) Church was moved from April 15 to
March 29. According to the Hurriyet Turkish newspaper, the reason of
changing the date is the fair planned in the German city of Hannover.

But political scientists suppose that by opening the church earlier
they make an attempt to have a favorable influence on American public
opinion and to prevent adoption of resolution on Armenian Genocide in
U.S. Congress.

The church will be opened by the Turkish Prime Minister personally.

Besides representatives of Armenian community, it is planned to
invite members of Armenian government, political scientists and
intellectuals to the opening of the church. Turkish Minister of
Culture Atilla Koch will take part in the solemn ceremony,
participation of Armenian Minister of Culture Hasmik Poghosian is
also expected.

According to the Marmara daily, the issue of placing a cross on
Akhtamar Surb Khach Church has become a disputable issue for the
Turkish government. Architect Yagub Hazan who has assumed the
responsibility for repairs by the Ministry of Culture, mentioned that
as a result of searches they found only a picture, on which a cross
was vaguely seen and the architect does not consider it expedient to
place a cross like that on the cupola. While, architect Zakaria
Mildanoglu who was chosen by the Armenian commmunity for following
the process of repairs, counteracted to him. Referring to
international laws, according to which when repairing they should
take as a basis the original, he said that on his initiative a group
of specialists has projected a cross with a height of 2.5 meters.

Besides, one of the officials involved in church repairing
activities, Cahid Zeydanl said that they avoid placing a cross being
afraid of the danger of lightning, which can become a cause of
church’s fire.

improvement of the PHRD Fund.
The study includes evaluation of PHRD Fund projects in India,
Indonesia, Vietnam, Ethiopia, Columbia, and Armenia, the countries
selected for the size and representativeness of their PHRD Fund
projects.
America Company conducted the evaluation in Armenia in
January-February 2007.
PHRD Fund is one of the largest Trust Funds of the World Bank
established in 1990 in partnership with the Government of Japan.
Since fiscal year 2000 the Government of Japan has contributed over
USD 250mln to the Fund to implement five major programs
capacity-building programs in the World Bank member countries, among
them the PHRD Technical Assistance Program. TA Program is the largest
PHRD program providing grants to assist the Bank’s member countries
to prepare and implement Bank-supported operations financed by IBRD
loans and IDA credits and grants. In addition this program supports a
range of climate change related programs and aid coordination
enhancement activities.
