YEREVAN, JULY 29, ARMENPRESS. The Karabakh issue is not a territorial issue for Armenia. In that sense, the security and rights of Karabakh Armenians are fundamental to us. In one of his speeches in the National Assembly, Prime Minister Pashinyan mentioned that there is an idea to separate the Nagorno-Karabakh issue from Armenia-Azerbaijan relations. We must now actively discuss that option and decide how to proceed, Secretary of the Security Council of Armenia Armen Gevorgyan said in an interview with ARMENPRESS.

  • Mr. Grigoryan, geopolitical centers have recently been making assessments that there is a serious possibility of normalizing Armenia-Azerbaijan relations and thus establishing long-term peace and stability in the region. Does the government of Armenia see such an opportunity?
  • The fact that the Armenian government has declared the peace agenda as a state strategy and policy is a direct evidence that we see such an opportunity. That possibility becomes even more grounded when we consider that the Armenian government, the political majority, is taking responsibility for the implementation of the peace agenda, realizing that it is not an easy way. I think the commitment of the Armenian government and the political majority to the peace agenda is an important factor for the assessments coming from different international platforms.
  • What is the road map you see for the implementation of the peace agenda?
  • That agenda is known. border delimitation and border security level raising works with Azerbaijan, which has already started, and the second session of the border delimitation and security commission is scheduled in Moscow in the second half of August, opening of regional communications…
  • Azerbaijan claims that Armenia is delaying the solution of these issues.
  • The session of the delimitation and border security commission was scheduled for the second half of August at the proposal of the Azerbaijani side. The Armenian side was ready for the second meeting in June and July. We have repeatedly expressed our willingness to open regional communications. Recently, the package of proposals we conveyed through diplomatic channels in December 2021 appeared on the internet, which is still valid today. We have made several other proposals and are very interested in the opening of regional communications, which is part of the “Armenian Crossroads” project. Of course, the issue of the specific route of the east-west section of the project can be discussed, we have never emphasized the possibility of only one option, and we need to find the most efficient route, because the functionality and attractiveness of the “Armenian Crossroads” project depends on it. We notice some progress in the trilateral working group on the issue of communications, which is co-chaired by the deputy prime ministers of Russia, Armenia and Azerbaijan, and we are ready to continue in the same spirit.
  • Does establishing peace with Azerbaijan consist of these two steps? What will be the status of Karabakh?
  • No, the culmination of the road map and peace agenda you mentioned is, of course, the signing of the peace treaty with Azerbaijan. You know that Azerbaijan presented five points in this regard and the Republic of Armenia stated that there is nothing unacceptable in them.
  • Including the recognition of the territorial integrity of Azerbaijan? In other words, does Armenia recognize the territorial integrity of Azerbaijan and has no territorial claims?
  • Armenia recognizes the territorial integrity of Azerbaijan at least due to the fact that it is part of our legislation. We have said many times that Armenia and Azerbaijan have recognized each other’s territorial integrity and inviolability of borders by the agreement on the formation of the CIS signed in 1991 and later ratified. And this is part of the legislation of both Armenia and Azerbaijan today. It should be expressed at the bilateral level as well. And as we said, there is nothing unacceptable for us in such a perspective, and Armenia, yes, has no territorial claims from Azerbaijan.
  • And Karabakh, what will be the status of Karabakh?
  • We have repeatedly said that the Karabakh issue is not a territorial issue for us. In that sense, the security and rights of Karabakh Armenians are fundamental for us.   • In other words, to sign a peace treaty with Azerbaijan without a final solution to the Nagorno-Karabakh issue?
  • There is also such an idea. But at this moment it is too early to talk about any such resolution.
  • What security guarantees will there be for the Nagorno-Karabakh Armenians?
  • There is an international guarantee for ensuring the security of NK Armenians, which is the presence of the peacekeeping troops of the Russian Federation. We need to work on the further improvement of that guarantee, but the demilitarization of the Nagorno-Karabakh problem is an important idea.
  • Generally speaking, is Armenia ready to sign a peace treaty with Azerbaijan?
  • Generally speaking, I think we’re going in that way.
  • And the return of the POWs, the clarification of the fate of the missing persons?
  • The resolution of humanitarian issues is a necessary component of peace. Including issues of preservation of cultural heritage. All those questions, of course, need to be addressed. By the way, in the last two years, Armenia has transferred 130 bodies of Azerbaijanis missing since the first Karabakh war to Azerbaijan. We are ready to cooperate actively on this issue as well and we expect the same from Azerbaijan. The Armenian side has more than 770 missing persons since the first Karabakh war. The number of our missing persons in the 44-day war is 203.
  • Yesterday, the Ministry of Territorial Administration and Infrastructure announced that the reconstruction of the Kornidzor-Tegh-M12 highway is planned to begin in August. Is that the new Lachine Corridor route? And when will the construction be finished?
  • Yes. The construction will be completed within the time limit stipulated by the trilateral statement of November 9, 2020.
  • How do you assess the prospects of Armenia-Turkey relations?
  • The special representatives of the two countries have reached concrete agreements, that is, to open the border for citizens of third countries and to start air cargo transportation between the two countries. In a telephone conversation held on July 11, the Prime Minister of Armenia and the President of Turkey agreed to implement these agreements and take further steps. It is clear that we will remain committed to those agreements, especially given that both Russia, the USA, France, Iran, Georgia, and the EU support the process of normalization of Armenia-Turkey relations.

What is the United States after from Azerbaijan and Armenia?

The U.S. Secretary of State Antony Blinken spoke on the phone with Azeri President İlham Aliyev and Armenian Prime Minister Nikol Pashinyan separately on Monday.

U.S. top diplomat’s holding phone calls with both leaders on the same day is “noteworthy,” according to Azeri political scientist Turan Rzayev.

Washington is aiming to provide Azeri gas for Europe and to pull Armenia out of Russia’s orbit to integrate it with the West, Rzayev told Jam News on Tuesday.

Blinken discussed “Azerbaijan and Armenia’s historic opportunity to achieve peace in the region,” reiterating Washington’s offer of assistance in helping to facilitate the opening of regional transportation and communication linkages, U.S. State Department spokesperson Ned Price said in two separate statements released after the phone conversations on Monday.

Encouraging continued bilateral dialogue between the two countries that have fought a war over disputed Nagorno-Karabakh region in late 2020, Blinken also reaffirmed that the United States

“stands ready to engage bilaterally and with likeminded partners to help Armenia and Azerbaijan find a long-term comprehensive peace,” Price said.

Urging Aliyev to release all remaining Armenian detainees, Blinken also praised Pashinyan for the bilateral efforts have been made with Turkey to normalise relations, Price said.

The United States is currently interested in normalising ties between Yerevan and Ankara, “in the context of providing Europe with energy from Azerbaijan,” according to Rzayev. “Washington understands that Azerbaijan is Ankara’s red line,” the analyst said.

Now the United States is trying to pull Armenia out of Russia’s orbit and integrate it with the West, and for this reason, “the normalisation of relations between Yerevan and Ankara is of utmost importance,” he said.

Turkish and Armenian officials held four rounds of exploratory talks since January, aimed at normalising diplomatic relations, frozen for almost three decades, amid Armenia’s conflict with Azerbaijan over Nagorno-Karabakh. Armenia handed back territories in the region to Azerbaijan as part of a truce agreement signed by the warring sides in November 2020, after six-weeks of clashes. Turkey sided with Azerbaijan in the conflict.

YEREVAN, JULY 27, ARMENPRESS. Russia has donated monkeypox test kits to a number of CIS countries, Rospotrebnadzor said.

The test kits were provided to Armenia, Kazakhstan, Uzbekistan and Turkmenistan.

Earlier Rospotrebnadzor said that Vector center has produced tests for detecting the cases of this disease.

“Today testing is available across Russia. In addition, the specialists of Rospotrebnadzor are organizing special seminars on laboratory diagnostics methods for the specialists of partner countries”, the statement says.

Tehran meeting to answer many questions – Vigen Hakobyan

ArmInfo.The results of the Russia, Iranian and Turkish presidents’ meeting in Tehran will  provide answers to many questions, including ones concerning the  South Caucasus and Armenia, political engineer Vigen Hakobyan said in  an interview with ArmInfo. 

“Of course, the three regional leaders discuss Armenia-related issues  as well, for instance, unblocking regional transport links, etc. The  visits the chiefs of the Iranian, U.S. and Russian special services  paid to Armenia are part of most serious geopolitical processes – not  only regional, but also global ones – involving Iran,” Mr Hakobyan  said. 

On July 19, the Russia, Turkish and Iranian presidents held a meeting  in Tehran. Following the trilateral talks, they adopted a joint  statement re-affirming their commitment to strengthening their  cooperation. 

In question is no less than establishment of new rules of the game  and, consequently, a new world order as part of the process started  with the Ukraine crisis on February 24. The main centers of power are  step-by- step entering the “operational” stage in the ongoing  geopolitical processes, with prospects of reaching the global level. 

“Relevant political decisions have either been adopted in Tehran or  have been outlined. In Yerevan, the chiefs of the Iranian, U.S. and  Russian intelligence services ‘synchronized watches’ in the context  of all the processes. I am not at all ruling out visits to Yerevan by  representatives of other intelligence agencies.  Russia is Armenia’s  strategic ally, and our country is seeking partnership with the  United States, bordering on Iran and, as a CSTO member-state, is  seeking to open the border with Turkey, a NATO member-state.   Geopolitics is inextricably interwoven with geoeconomy. I think these  factors are sufficient for the chiefs of intelligence agencies to  meet in Yerevan, not anywhere else,” Mr Hakobyan said.   

Armenia ex-ruling party official: Russia needs to grasp pan-Turkism objectives

Turkish President Recep Tayyip Erdogan directly stated that Ankara’s foreign policy is based on neo-Ottomanism; that is, modern Turkey wants to restore both the influence and the borders of the Ottoman Empire. Eduard Sharmazanov, National Assembly ex-deputy speaker as well as vice-chairman and spokesperson of the former ruling Republican Party of Armenia (RPA), told this to a press conference Monday.

According to him, all the aforesaid is planned to be implemented at the expense of the interests of Armenia and Greece, and Ankara already has quite serious problems with the Greeks.

“This is what the so-called ‘era of peace’ [announced by Armenian PM Nikol Pashinyan] is,” the former MP explained.

But, as the RPA official noted, Turkey with its growing ambitions poses a threat not only to Armenia and Greece, but also to Russia.

“If they [i.e., the Russians], apart from Armenians and Greeks, do not grasp the objectives of pan-Turkism, then the end of the Russian Empire will come,” the Armenian opposition member emphasized.

Sunday’s Vardavar events in Gyumri were started at Theater Square—and with the washing of statues there, the Gyumri city hall informs.

Subsequently, the Vardavar celebration kicked off at Gyumri’s Vardanants Square.

This Sunday, the Armenian Apostolic Church celebrates Vardavar, the Feast of the Transfiguration of Jesus Christ.

This feast is the third of the five main holidays of the Armenian Apostolic Church.

This holiday is also known as “Vardavar.” 

It is a popular custom during this holiday to sprinkle water on each other and release doves, which symbolize the biblical account of the great flood, the salvation of Noah’s family from it, and his dove.

It is also customary to be decorated with flowers, which is an _expression_ of great joy of seeing the glory of the Son of God.

The popular name “Vardavar” probably comes from the custom of pouring rose—“vard,” in Armenian—water.

The Vardavar holiday is preceded by fasting. And the next day—like after all the other main holidays of the Armenian Apostolic Church—is the day of the remembrance of the dead, when a Divine Liturgy and a requiem service for the souls of the dead is served in all Armenian Apostolic Churches.

The truth that Jesus is the Son of God was confirmed by the Feast of the Transfiguration.

Rosa Linn Snaps up millions of new fans

Rosa Linn took Armenia to an 11th Grand Final this May, and now she’s enjoying life beyond the Eurovision Song Contest as her song ‘Snap’ becomes a viral summer sensation.

Rosa wasn’t quite able to follow in the footsteps of her country’s Junior Eurovision counterpart, Maléna, who won the most recent Junior Contest for Armenia, but she is gaining legions of new fans thanks to her entry’s enduring popularity.

‘Team Snap’ has revealed to Eurovision.tv that the song has gained 4.2 million new listeners on Spotify, culminating in over 23 million streams, with a huge chunk of that audience originating in the United States of America, thanks in no small part to Snap’s success on TikTok and social media.

The song’s hook ‘Snapping 1, 2 – where are you?’ is proving popular with content creators, using it to soundtrack their short videos.

Even Hollywood superstar Reece Witherspoon used the track as part of an Instagram Reel… but sadly missed the opportunity to reference the ‘bend and snap’ from her cult film Legally Blonde.

This new found popularity has propelled the song into the UK and Italian charts this week at numbers 67 and 83 respectively, also charting at number 32 in Germany, while over on the Emerald Isle the track has reached 16 on the Irish Official Charts.

Snap is also doing well on the Viral 50 (USA) Spotify list and steadily climbing the global Spotify chart.

As Rosa pointed out back in March: ‘The power of manifestation is real when it is combined with hard work; persistence; and just putting oneself out there’ – and that seems more true now than ever. 

Here’s hoping Snap continues to gain traction across the globe, and who knows… perhaps we’ll see a performance later this year in Yerevan when Armenia hosts the 20th Junior Eurovision Song Contest?

60 Armenians from 20 countries apply for Diaspora Youth Ambassador Program

Application deadline for the 2022 Diaspora Youth Ambassador program of the Office of the High Commissioner for Diaspora Affairs of the Republic of Armenia has passed.

Sixty young Diaspora leaders from 20 countries have applied to join the 2022 Diaspora Youth Ambassador program of the Office of the High Commissioner for Diaspora Affairs of the Republic of Armenia. Applications have been submitted from France, Belgium, Bulgaria, Spain, the Czech Republic, the Netherlands, Norway, Russia, Germany, USA, Serbia, Ukraine, the United Arab Emirates and more.

Applicants are 22-35 years old, have lived in the Diaspora for at least 5 years, are active and representative members of Armenian communities, speak the Armenian language, want to contribute to strengthening Armenia-Diaspora relations by acquiring new knowledge and skills to make their work in the community more effective.

The Diaspora Armenian youth will be interviewed online and the 20 selected participants will travel to Armenia from September 25 to October 8 for an intensive training course to broaden their understanding and knowledge of different spheres in Armenia and Artsakh.

After returning to their home countries, the Diaspora Youth Ambassadors will spend a year hosting community meetings, inter-community experience exchange activities, publications and informative activities related to the Office and other Armenian programs on social platforms and media.

The program that has been held for the second year running, is funded by the Government of the Republic of Armenia and supported by the “Jinishian” Memorial Foundation.

Armenia to send 50 fallen soldiers’ remains to the Netherlands for DNA testing

The Armenian government on Thursday approved a draft decision to provide more than 31 million drams to the Ministry of Health for DNA analysis of the remains of soldiers killed in the 2020 war in Artsakh.

The ministry will send 50 samples of tissues to the Netherlands for DNA testing to identify the fallen soldiers.

“There are still complex, damaged and modified bone tissues which cannot be subjected to DNA extraction for human identification. Therefore, it is necessary to send another 50 bone tissue samples to the Netherlands,” the draft decision said.

An additional $75,000 will be needed to extract DNA from the damaged bone tissues and to reveal their complete genetic profile, it added.

According to the latest data, 3,825 Armenian servicemen were killed in the 44-day war.
