LOS ANGELES, APRIL 24, NOYAN TAPAN – ARMENIANS TODAY. Hearings on
the theme "Recognition of the Armenian Genocide" took place at the
Los Angeles City Council on April 20, within the framework of the
events dedicated to the 92nd anniversary of the Armenian Genocide. The
resolution on the Armenian Genocide was adopted by the Council during
the hearings.

As Noyan Tapan was informed by the RA Foreign Ministry, the main
speaker, the Chairman of the Los Angeles City Council, condemning the
Armenian Genocide, attached importance to the resolutions adopted by
the lower house of the legislative body of California and the Los
Angeles City Council. The Los Angeles Mayor in his turn called on
the U.S. Congress to adopt a resolution on the genocide and persuaded
the federal government to recognize it.

Los Angeles Mayor Antonio Villaraigosa, City Council Chairman Eric
Garcetti, Council members, RA Consul General to Los Angeles Armen
Liloyan were also present at the event.

The Armenia weightlifting team stood out at the European Weightlifting
Championships in Strasbourg. The team enjoyed 10 gold and 8 silver
and bronze medals.

Armenian weightlifter Meline Daluzyan celebrated her gold medal in
the women’s 63-kg category pressing.

Inspired by Meline Daluzyan’s victory, Nazik Avdalyan won a silver
medal in the 69-kg category and Hripsime Khurshudyan celebrated a
gold medal in the 75-kg category. Khurshudyan won ahead of Russia’s
Tatiana Matveeva and Spain’s Lidia Valentin.

Tigran Martirosyan became the vice-champion in the men’s 69-kg
weightlifting class.

Armenian lifers Ara Khachatryan and Gevorg Davtyan competed in the
77-kg category. On the whole, the Armenian sportsmen turned the
European Championship into an Armenian Championship. They competed
to gain the title of the European champion.

Eventually, Davtyan became the winner and became the champion of
Europe for the second time. Ara Khachatryan enjoyed a bronze medal.

TWO MORE SCHOOLS TO HAVE BEEN BUILT IN NKR MARTAKERT REGION BY THE NEW SCHOOL YEAR

New schools are being built in the Nagorno-Karabagh Republic Martakert
region within the frames of Hayastan All-Armenian Fund’s "Artsakh’s
Revival" program. In part, a new school has been built in the village
of Matagis; a kindergarten was repaired in the village of Aterk. Two
more schools are to have been constructed by the beginning of the
new school year – in the villages of Kochagot and Verin Khoratag of
the Martakert region.

According to the information DE FACTO received at the Fund’s Public
Relation Department, a three-storied school had been built under the
auspices of the Fund’s Canadian branch (Toronto) in Matagis. To note,
the village’s children studied at home before.

The schoolchildren of the village of Kochogot will also study at a
three-storied school in the new school year. Now they study at an old
building, which is not heated. The new building is being constructed
under the aegis of the Fund’s French branch.

Hayastan All-Armenian Fund’s above-mentioned branches are also
implementing projects on the new schools’ furnishing.

Yerevan, April 20 /Mediamax/. The Chairman of the Central Bank (CB)
of Armenia Tigran Sarkisian will participate on April 23-26 in the
regional conference in Almaty, organized by the National Bank of
Kazakhstan and the Department for Middle East and Central Asia of
the International Monetary Fund.

Mediamax was told in the press service of the Armenian CB that
the conference in dedicated to the issues of management of large
flows of currency in the countries of South Caucasus and Central
Asia. The Chairman of the Armenian CB will present a report during
the conference, dedicated to the Armenian experience on solving the
problem of large money transfers.

Starting from April 19, Tigran Sarkisian has been in Moscow, where
he is taking part in the session of the Council of Interstate Bank.

During the session, issues, related to the election of the Council
Chairman of the Interstate Bank, the results of the bank’s activities,
the financial accounting, the choices of company on realizing the
audit of the Interstate Bank are being discussed.

The Western Office of Armenian Assembly of America led a community
meeting with the offices of Senate Majority Leader Harry Reid (D-NV)
and Senator John Ensign (R-NV) in Las Vegas, Nevada, to discuss issues
critical to the Armenian-American community.

Western Office Director Lena Kaimian, along with Parish Council
Member Fredrick Gregorian and Ladies Guild Chair Olga Gregorian of
the Armenian Apostolic Church of Las Vegas, Jerry Guederian, who
serves as Armenian Council of America’s Nevada Representative and
community activist Gerard Costantian, discussed the importance of
congressional passage of the Armenian Genocide Resolution pending in
the Senate and House (S. Res. 106 and H. Res. 106 respectively), as
well as S. Res. 65, condemning the murder of Hrant Dink. Additional
topics included the Fiscal Year 2008 appropriations requests for
Armenia and Nagorno-Karabagh, military parity and the importance of
lifting the Turkish blockade and regional transportation corridors.

"We are fortunate to have such an active community in Las Vegas and
the strong bipartisan support of the State’s Senators," said Kaimian.

"We look forward to expanding these relationships, and hope that S.
Res. 106 will be scheduled for a vote in the Senate," Kaimian added.

The group commended the long-time support of both Senators and thanked
Ensign for introducing S. Res. 106 along with his Senate Colleague
Richard Durbin (D-IL). Fredrick and Olga Gregorian also provided an
update on the activities of Nevada’s growing community.

"As an Assembly intern alumnus and a concerned Armenian-American, I
strongly support the Assembly’s advocacy agenda and goal to strengthen
the U.S.-Armenia relationship," said Costantian. On a similar note,
Guederian stressed the importance of activism on legislative issues
and reaching out to lawmakers.

reproached Germany for failing to do more to advance his country’s
hopes of joining the European Union, in an interview to be published
on Monday. "Seriously, I expected more from Germany", which currently
holds the six-month rotating presidency of the European Union, he told
German magazine Der Spiegel.

He was speaking ahead of a visit to Germany on Sunday, where he is due
to open the Hanover Industrial Fair alongside Chancellor Angela
Merkel. Erdogan also explicitly reproached Germany for his lack of
invitation to the celebrations of the 50th anniversary of the Treaty
of Rome in Berlin three weeks ago.That was a "grave error," the
Turkish Prime Minister said, adding that it had "overshadowed the
German presidency.

"We would like a clear idea of a date, a roadmap, a calendar for
negotiations" to show the EU was serious about Turkey joining its
ranks, he told the magazine. He proposed 2014 or 2015 as a possible
date for membership. But if the EU "doesn’t want us, it should say so
clearly now," he said. "If we are not wanted, the two sides need not
continue wasting their time in talks."

Merkel is personally and politically, through her Christian Democratic
Union party, against Turkish membership of the EU. Instead she would
prefer to see the secular Islamic nation become a "privileged partner"
of the 27-member bloc. Public opinion in Germany, the EU’s most
populous country which has 2.5 million Turkish residents, is generally
against Turkish membership. However, German Foreign Minister
Frank-Walter Steinmeier, a social democrat, supports full membership.
"If we really trust Turkey, that will improve security and stability
in Europe," he told the Hannoversche Allgemeine Zeitung regional
newspaper, DW reports.

Commenting on the last night’s explosion in two offices of the
Prosperous Armenia Party, the ARF Supreme Body of Armenia
representative Armen Rustamian noted, `Last night’s events should no
doubt be condemned.

This means that we must be very cautious. All political forces, and
the government in the first place, must undertake all the necessary
measures to prevent recurrence of such incidents because this means
that there are forces that are not interested in having civilized
elections in the country.

Meanwhile, we have a unique opportunity to hold the elections in
accordance with the international standards and this should first of
all be reflected in the pre-electoral period.

Civilized political struggle must finally become a tradition in
Armenia. However, there are some political forces that are trying to
enter the political arena with old methods distorting the electoral
campaign. Such practices must be condemned and prevented with out
joint efforts.

No matter who commits such acts and against whom they are directed,
all political forces must be unanimous in preventing recurrence of
such incidents in the future’.

Kenyans react to Artur Margaryan and Wangui’s escapade

There were varied reactions to a story and pictures capturing Artur
Margaryan and Ms Winnie Wangui Mwai flirting in Colombo, Sri-Lanka.

Most of those who gave their views in various towns were concerned
that Margaryan was operating from Colombo, known to be a key drug
trafficking city, which could point to his real motive in Kenya.

"Many Sri-Lankan nationals have been arrested on drug trafficking
charges at our airport and that should be the concern. I think we now
know what he was doing here," Dr George Maina from Nairobi said.

The reactions followed the exclusively published pictures in The
Saturday Standard, on Saturday showing Margaryan and his
self-confessed lover Winnie Wangui Mwai that were taken at Hilton
Hotel, Colombo.

Wangui recently told a local radio station that she would soon tie
the knot with Margaryan, which he confirmed on phone the same day.

Investigations by Interpol on Margaryan last year revealed that he
was a fugitive from Yerevan, Armenia.

Ms Mary Nyaguthi, a university student, said Kenyan women should
avoid dealing with shady characters like Margaryan. "Many Kenyan
women have either died in western cities or served long prison terms
for drug related cases after their links with `strange’ men, so they
should be careful," she said.

Her sentiments were echoed by Mr George Ouma Adhola, a father of four
who was also concerned by Margaryan’s recent admission that he had
been hired to eliminate certain politicians.

"The Government must act on criminals otherwise we will be
blacklisted by progressive countries around the world," he said.

In Nakuru, Mr Philip Malonza, a councillor, said Margaryan should not
be allowed to marry Wangui at all.

"Wangui is not right to court someone who has been declared a persona
non grata," he said.

Mr Njuguna Mwangi, a curio dealer in Nakuru, said there was no
problem if Winnie got married to Artur Margaryan. "We should respect
the desires of their hearts," he said.

Mr Stephen Maina, said Winnie should be allowed to marry the love of
her life.

"The law does not bar her from getting married to Margaryan even if
we have our own perceptions about him," he said.

A Kisumu radio presenter, Ms Bernadette Nafula, said: "Let the two
lovebirds be left alone. Artur may atone for his bad image among
Kenyans if he marries Winnie," she said.

Ms Phoebe Awuor, a university student in Kisumu, said: "The wedding
should be put on hold until all suspicions surrounding the origin and
the mission of the two foreigners are dealt with."

A hawker in the same area, Mr Sam Owino, had a different opinion.

"It amounts to betrayal of all of us by a Kenyan woman to even think
of being associated with a man whose mission to Kenya still remains a
mystery," he said.

CHELMSFORD — Saints Vartanantz Armenian Church, 180 Old Westford
Road, will host delegates from across the country for the 105th
annual assembly of the Diocese of the Armenian Church of America
(Eastern).

Archbishop Khajag Barsamian, primate of the Dioceses of the Armenian
Church of America (Eastern) will preside over the event, which begins
Monday, April 30, with a clergy retreat at the Espousal Conference
Center in Waltham.

The diocese will kick off its assembly ceremonies at the Sheraton
Tara in Nashua, N.H., on Thursday, May 3. Activities will include
delegate sessions, panel discussions and seminars, and an array of
social events, ranging from a "Festive Armenian Feast" on Friday, May
4, at Saints Vartanantz to a banquet on Saturday, May 5, at the
Ballroom of the Sheraton Tara.

John Marshall Evans, former U.S. ambassador to Armenia, will receive
the 2007 Friend of the Armenian Award for his advocacy of the use of
the term "Armenian Genocide" to describe the killings of millions of
Armenians by the Turkish government from 1915-1918. John Amboian, who
has served for more than 50 years in leadership positions at the
parish, regional, diocesan and international levels, will be honored
as the 2007 Armenian of the Year.

Most Turks to vote for Bayrou in France as political landscape
changes

The nearly 500,000 Turks living in France have a growing interest in
the country’s upcoming presidential elections. As opposed to their
past indifference to domestic political issues, Turks are now
unusually excited about the elections.

"Who are you going to vote for?" is the cliché question among them
these days. Affected by the growing anti-Turkey campaign in the
country, Turks became more aware of the issues surrounding them. The
Socialist Party, the Turks’ favorite in the last decade, is losing
its support base because of its insistence on the recognition of the
so-called Armenian genocide, and central-right candidate François
Bayrou is now the new favorite. Turkish associations are working hard
to encourage Turks to go to the polls. Even religious motives are
being used to ensure French Turks cast their votes. French Religious
Affairs Advisor Ömer Faruk Harman, in his address to the Turks who
participated in an event celebrating the birth of the Prophet
Mohammed, said those who do not vote will have committed a sin.

Recent public surveys indicate that immigrant voters prefer leftist
parties, which have proven traditionally to be more concerned about
the issues of immigrants. Turks have been no exception for a long
time. However, the Socialist Party’s (PS) emphasis on the Armenian
"genocide" and its apparent anti-Muslim stance have now distanced
Turks from the party.

Recalling that he previously considered voting for the Socialist
candidate Segolene Royal, statistical engineer Osman Yavuz, 26, says
he has recently changed his mind because of the PS attempt to draft a
bill that would penalize denial of the Armenian "genocide." In an
attempt to protest the Socialists, Yavuz will vote for the rising
star of the central right, François Bayrou, who is known for his
opposition to the bill. Yavuz has never considered voting for
Sarkozy, who he describes as an "authoritarian, manipulative liar and
dangerous man."

Seventy-five percent of the more than 50 Turks we surveyed about
their vote in the upcoming elections note that while they are
traditionally supporters of leftist parties, this time they will vote
for Bayrou. Member of the Goussainville City Council Sevgi Karaman
from the PS, confirming that Turks were "running away" from the
party, notes that the Armenian genocide issue in particular bothers
Turkish voters. Karaman asserts that despite the presence of
different opinions within the party vis-à-vis the Armenian issue, the
party administration is acting under pressure from the Armenian
diaspora in France. Karaman also contends that the party’s
indifference to immigrant issues, as reflected in its reluctance and
inability to develop effective policies to address them, is another
reason that is driving Turks away.

Ümit Metin from the Turkish Citizens Assembly (ACORT), a
nongovernmental organization dedicated to the promotion of political
participation among Turkish-French, noting that not only Turks but
also the French have shown interest in Bayrou, attributes the rise of
the conservative candidate to the reactionary electorate who want to
punish Sarkozy. Assuming that Sarkozy will become president if
Sarkozy and Royal qualify for the second round, they simply want to
block Sarkozy by voting for Bayrou. Metin notes that despite some of
its unpleasant policy plans, Turks should still support the PS.

It has been observed that the discussions in France on Turkey’s EU
membership have led the Turks to become more concerned and aware of
the issues; however, their participation in the political process is
still in its infancy. Estimates suggest that about 100,000 out of
500,000 Turks in France have dual citizenship. Hamit Bulut, chairman
of the Western Associations Union, an umbrella organization of 10
associations in western France, notes that they are waging campaigns
to encourage Turks to exercise their democratic rights. Noting that
there are 14,000 Turks with the right to cast a vote in their
district, Bulut recalls only 5,000 have registered as voters. But
this is actually a pretty amazing figure, especially considering that
it was about 800 in the past.

In reference to the growing political awareness among the Turks in
France, the chairman of Strasbourg-based Hybrid Culture Youth Council
(COJEP), Ali Gedikoðlu asserts that Turkish politicians will be
effective in France’s domestic political landscape in the years
ahead.

Turkey’s Ambassador to France Osman Korutürk, speaking at the
gathering marking the birth of the Prophet Mohammed, described
political participation by the Turks as the best way to contribute to
Turkey and the country in which they are living.
