Rail Cargo Transport Volume Increases by 20.6% First Half 07 YoY

CARGO TRANSPORTATION VOLUME BY ARMENIAN RAILWAY INCREASES BY 20.6% IN
FIRST SIX MONTHS OF CURRENT YEAR AS COMPARED WITH SAME PERIOD OF 2006

YEREVAN, JULY 4, NOYAN TAPAN. The cargo transportation volume by the
Armenian railway made 1m 308 thousand 400 tons in the first six months
of the current year, which exceeds the index of the same period of the
previous year by 20.6%. According to the Public Relations Department of
the RA Ministry of Transport and Communication, cargo delivery outside
the country made 346 thousand 900 tons, which has increased by 46.5% as
compared with the first six months of 2006. Import volumes have
increased by nearly 30%. Inter-republican cargo transportation has
decreased a little. This year it has made 307 thousand tons against 343
thousand tons of the previous year.

/PanARMENIAN.Net/ Russian law enforcers have detained
Maxim Martsinkevich known by nickname Tesak (hatchet)
on accusation of inciting national hatred. Moscow
prosecutor office representative Svetlana Petrenko
said Martsinkevich is charged under article 282
(incitement of hostility or hatred and humiliation of
human dignity) of the RF Penal Code.

According to some sources, Martsinkevich is the leader
of an ultranational group of skinheads, Format-18. He
has given several interviews to Russian journalists as
the leader of the group.

The Moscow bureau in human rights specializing in
struggle against fascism and xenophobia, during the
recent two years number of skinheads increased with 20
thousand, totaling 70 thousand.

Bureau head Alexander Brod says the Russian
authorities has recently taken more effective measures
against ultranationalists. However their actions are
not well systematized yet, the BBC Russian service
reports.

RA Prosecutor General Aghvan Hovsepyan received the delegation of the
Ago Monitoring Group of the Council of Europe Committee of Foreign
Ministers headed by Sweden’s Ambassador to the Council of Europe
Per Sjogren.

Public Relations and Information Department of RA Prosecutor General’s
Office informed Armenpress that at the request of the guests Aghvan
Hovsepyan presented the process and objectives of the changes in the
system of prosecution in the framework of RA legislation.

Positively assessing the work already carried out, the head of the
Ago Group underlined that the reforms in the judicial-legal system as
part of accomplishment of Armenia’s obligations before the Council
of Europe has a positive trend and creates firm guarantees for the
consistent implementation of these.

Nagorno-Karabakh must intensify its work towards its international
recognition, Nagorno-Karabakh President Arkady Ghoukassyan said while
giving a lecture in Russian-Armenian University today.

"If Azerbaijan continues doing propaganda instead of searching for
solutions to the Nagorno- Karabakh conflict, we will have to review
some of our approaches and to search for ways-out of this situation,"
Ghoukassyan said. He noted that neither the international law not
the UN charter exclude support for nations seeking self-determination.

Nagorno-Karabakh has explained to the international community why it
wants independence and hopes for their understanding.

The key argument of Nagorno-Karabakh in the matter is that all its
efforts to involve Azerbaijan in constructive peace process are
failing. And so, it can ask the international community to consider
recognizing our independence irrespective of Azerbaijan’s position.

"We don’t say that we have already solved our problems and we do
not care for Azerbaijan’s opinion. We urge Baku to jointly solve the
problem of Nagorno-Karabakh’s status. If they ignore our calls we will
intensify our efforts in international organizations," Ghoukassyan
said. He noted that the only factor keeping Nagorno-Karabakh from
this step is the urges not to hurry and the assurances that there
is still hope for progress. Today, the world is obsessed with the
idea of political solution but if we worked with legislation a bit,
we would be able to pave the way for political solution.

Les deux hommes ont ete interpelles, puis remis en liberte samedi
deja. L’enquete se poursuit. M. Gnehm n’etait pas en mesure de dire
combien de temps elle devrait durer.

La police a egalement releve en marge de la reunion les identites d’une
vingtaine de personnes qui defilaient avec des affiches qualifiant
le genocide armenien de mensonge.

Le president du Parti du travail turc, Dogu Perincek, condamne a
Lausanne pour negation du genocide armenien, n’a pas pu intervenir
lors de cette conference. Il semble qu’il n’ait pas obtenu de visa
d’entree pour la Suisse. Il n’est toutefois pas clair si un tel visa
a effectivement ete demande.

M. Perincek a ecope en mars de 9 0 jours-amendes (10 0 francs par jour)
avec sursis pendant deux ans et d’une amende de 300 0 francs.

Le Tribunal de police de Lausanne lui a egalement demande de verser
100 0 francs "symboliques" a l’Association Suisse-Armenie (ASA),
qui s’etait constituee partie civile. Dogu Perincek a annonce vouloir
faire recours auprès du Tribunal federal.

YEREVAN, JULY 2, NOYAN TAPAN. The first instance court of the Ararat
region, presided over by judge Levon Arazian, by the July 2 judgement
sentenced Gegham Badalian, accused of killing Tigran Petrosian,
the Head of the village of Dalar, to 12 years’ imprisonment.

On August 30, 2006, G. Badalian shot four times at T. Petrosian with
a one-barrelled gun belonging to him. T. Petrosian, who was in his car
in the the yard of the Dalar administration building, died on the spot.

According to the prosecution’s conclusion, when making inventory
at the Dalar administration in 2005 December, the newly elected
Head of the village of Dalar, T. Petrosian, revealing the facts of
abuse committed by the former village head, G. Badalian, informed
law enforcement bodies about it and in June 2006 submitted claims
to the first instance court of the Ararat region, because of which
G. Badalian decided to take revenge on T. Petrosian and to kill him.

ISTANBUL – The first day of hearings in the trial of 18 people
accused of involvement in the murder of Hrant Dink, a prominent
Turkish-Armenian journalist, opens in Istanbul Monday.

Dink was gunned down outside the Istanbul headquarters of the
Turkish-Armenian bilingual newspaper Argos, of which he was founder
and editor, on January 19.

Turkish police arrested 18 persons, most belonging to a right wing
group, and charged them with involvement in the killing.

The accused gunman, who can only be identified by his initials in
the Turkish media because he is under the age of 18, has admitted to
shooting Dink outside his office.

Two of the other 17 defendants, Yasin Hayal and Erhan Tuncel,
are accused of having masterminded the assassination, and could be
imprisoned for life without parole if found guilty.

If found guilty as charged, the other 15 persons in the dock could
be gaoled for terms of between seven and a half to 35 years.

Armenian Foreign Minister Vardan Oskanyan does not want to even think
about the possible stoppage of the broadcasting of Radio Liberty in
Armenia.

When asked by journalists today to comment on the changes in the law on
TV and radio, Oskanyan expressed hope that the law would not be a
setback in the freedom of speech situation in Armenia. He called
"hypothetic" the question about the influence of the possible closure
of Radio Liberty Armenia on Armenian-US relations. He reiterated that
he would not like to think about closure of a radio station that is
making an important contribution to the development of democracy in
Armenia.

To remind, the changes propose prohibiting foreign companies to
broadcast their programs on the frequencies of the Public Radio Company
of Armenia and many say that this may result in the stoppage
of RL program in Armenia.

"Three opposition forces, People’s Party of Armenia, Republic, and
Alternative public-political initiative,
have already reached a preliminary agreement on the principles of
participation in the forthcoming presidential election," Nikol
Pashinyan, Leader of the Alternative initiative and Editor-in-Chief of
the Haykakan Zhamanak newspaper, said in his speech in the Liberty
Square, Friday.

According to him, the above-mentioned forces consider that a
single-whole candidate should run for President from the opposition, an
opposition front and a shadow government should be formed. The People’s
Party of Armenia, the Republic party and the Alternative movement are
also going to take measured to attract other parties of the opposition
camp to this process. N.Pashinyan noted that on July 6 these forces
will hold a joint rally to support the Radio Liberty. The Alternative
adherents also intend to meet in the Liberty Square to listen to the
Radio Liberty’s programs which are still rebroadcast on the frequency
of the Armenian Public Radio.

It is Azerbaijan that hinders the visit of a UNESCO monitoring mission
to the region, Gerard-Francois Dumont, Rector of the Sorbonne
University, who took part in a scientific conference "Minorities and
Conflicts in the South Caucasus" in Yerevan, told ArmInfo correspondent.

According to him, the delay of the UNESCO monitoring mission’s visit is
connected with Azerbaijan’s reluctance to receive the mission. To
remind, the Armenian authorities appealed to UNESCO to send a mission
to investigate the facts of destruction of Armenian khachkars
(cross-stones) and other artifacts at the Armenian Old Julfa cemetery
in Nakhijevan by Azeri soldiers. For its part, the UNESCO leadership
said that it negotiates with Armenian and Azeri authorities to reach an
agreement on the initiative to send the mission, the structure of the
mission and the date of its visit to the region.
