Lowers Its Hopes, Seeks New Leader

Fifteen years ago, Grigory Yavlinsky founded a political party that
became the voice of Russia’s newly liberated intelligentsia. It held
a chunk of parliament, where its deputies clamored for European-style
democracy and an end to the war in Chechnya and to shady privatizations
that enriched Kremlin-connected oligarchs. Garnering millions of votes,
it became a political fixture.

Today, with independent parties crushed and replaced by Kremlin
loyalists, Mr. Yavlinsky’s party, Yabloko, has set its sights on a
more immediate goal: survival. "It’s like Soviet times," says Mr.

Yavlinsky. "You hold on to your principles and your position…and
prepare for the day when the situation changes."

The dialed-back hopes of politicians like Mr. Yavlinsky expose the
calamity that has befallen Kremlin critics in today’s Russia. While
some politicians continue a noisy fight, others say their efforts
yield only muted protests and police roundups.

Mr. Yavlinsky says self-preservation — not victory — should be the
priority today. His party, he says, is still too fragile to be driven
into collision with the Kremlin. "They can shut us down whenever they
want," he says. The Kremlin denies any such plan; earlier this year,
then-President Vladimir Putin met Mr. Yavlinsky in the Kremlin.

The struggle over how hard to fight has shaken Mr. Yavlinsky’s party,
and last week he stepped down as chairman, a post he had held since
he founded Yabloko. Mr. Yavlinsky, 56 years old, says he hopes to
re-energize the party by making way for a new generation of leaders.

Mr. Yavlinsky has been the last of the liberal politicians from
the 1990s to keep a place in national politics. At its height in the
mid-1990s, Yabloko controlled 10% of the seats in parliament, making it
a key broker of legislation during the presidency of Boris Yeltsin. The
party last year lost the last of its seats as it collected just 1.6% of
the vote in a contest that Mr. Yavlinsky says was tainted with fraud.

In an interview, Mr. Yavlinsky says a host of factors, including the
decline of the U.S. as a democratic role model, are to blame for his
party’s difficulties. But he says the fall has been overstated —
government pressure and monopoly of the press have made many Russians
too fearful to express their views.

Still, he ridicules street demonstrations as a futile response
to rising Kremlin power and says his party will steer clear of a
coalition led by former world chess champion Garry Kasparov that is
staging protests to increase pressure on the government. Though the
group includes Westward-leaning liberals, it also has Communists,
nationalists and neo-Stalinists — Yabloko’s traditional rivals.

"We must be ourselves, we must be Russian democrats," he says. "If
we try to be something else, that will be the end of us."

Mr. Yavlinsky’s successor, Sergei Mitrokhin, has promised to keep
the party’s focus on citizens’ rights. But so far he appears to be
stressing nitty-gritty issues of local politics — at a news conference
last week, he said he wants to come to the aid of Russians who are
being illegally evicted from their apartments, or garage owners who
are losing parking spaces to unscrupulous businessmen.

Mr. Yavlinsky has been no stranger to hostility. After founding
Yabloko, he became an early opponent of the war in Chechnya. In 1994,
abductors kidnapped his son — an aspiring pianist — cut off some
of his fingers and told Mr. Yavlinsky to back off. Mr. Yavlinsky sent
his son and daughter to live in the U.K.

In parliament, he became a champion to millions of Russians who yearned
for Western-style democracy but saw the flaws in the country’s nascent
capitalism. Unlike many other avowed liberals, he never took a post in
Mr. Yeltsin’s government, saying it was shot through with corruption.

Mr. Yavlinsky’s principled stands made him a role model for Russian
democrats but a poor partner in forming coalitions, says Vladimir
Ryzhkov, a former independent member of parliament. In 2003, when
pollsters warned that liberals would have to join forces to make it
over the 5% barrier needed to get into parliament, talks broke down.

Kremlin-created parties swept the elections.

Yabloko also ran into financial problems. A major donor was oil
tycoon Mikhail Khodorkovsky, who before 2003 elections was arrested
on charges of tax evasion and fraud. Today, Yabloko owes several
million dollars to state-run television networks — the government
demands the party repay the networks for free network time since it
mustered such a small number of votes for parliament.

The remaining donors are mostly small and midsize businesses that
could easily buckle under government pressure, says Boris Vishnevsky,
a longtime leader of Yabloko in St. Petersburg. "I would prefer a
harder opposition, but at the same time I don’t know where we would
get our money," he says.

Irina Khakamada, a former deputy in Russia’s parliament, says Mr.

Yavlinsky’s resignation from the top job at Yabloko comes as Russia’s
1990s attempts at liberal politics have all but died. "Right now we
live like in the 1980s, when politics was discussed in the kitchen,"
says Ms. Khakamada. "Maybe in 10 or 15 years, when new leaders appear,
its moment will arrive."

Senator Barbara Boxer secured a one-month delay in the Senate
Foreign Relations Committee’s consideration of the confirmation of
U.S. Ambassador to Armenia nominee Marie Yovanovitch. The extension is
in response to the State Department’s delay in providing timely written
responses to the eight sets of written questions submitted to her by
members of the panel, Armenian National Committee of America (ANCA)
Communications Director Elizabeth S. Chouldjian told PanARMENIAN.Net,
an Armenian news service.

Yovanovitch, a Foreign Service officer for 22 years and the current
ambassador to Kyrgyzstan, has come under intense questioning since
last week at her confirmation hearing over the U.S. policy not to
label the 1915 incidents in Turkey as "genocide".

She told the Committee that even though the Armenians’ suffering was
"one of the greatest tragedies of the 20th century," referring to it
as "genocide" was "a policy decision" and she would not comment on
whether she believed a so-called genocide had occurred.

"Senator Boxer not only provided Senators with the opportunity
they would otherwise have been denied to meaningfully review the
nominee’s responses, but also, very significantly, ensured that
all American’s citizens – including Armenian Americans and those
who share our commitment to ending the cycle of ‘genocide’ – have a
chance to study her answers and take part in the civic discourse over
a diplomatic posting that has been the center of national attention
since the Administration’s firing of Ambassador John Evans over his
truthful remarks on the ‘Armenian Genocide’," said ANCA Executive
Director Aram Hamparian.

Armenia, with the backing of the Diaspora, claims up to 1.5 million
of their kin were slaughtered in orchestrated killings in 1915. The
Armenian Diaspora has lately increased its organized activities
throughout the world for the acknowledgment of their unfounded
allegations in regard to the incidents of 1915 as "genocide" by
national and local parliaments.

Turkey rejects the claims, saying that 300,000 Armenians along with
at least as many Turks died in civil strife that emerged when the
Armenians took up arms for independence in eastern Anatolia.

Turkey also says parliaments and other political institutions are not
the appropriate bodies to debate and pass judgment on disputed periods
of history. Past events and controversial periods of history should
be left to historians for their dispassionate study and evaluation.

Efforts by Turkey to carry out a deeper investigation have yet to have
a positive outcome. In 2005, Turkey officially proposed to the Armenian
government the establishment of a joint historical commission composed
of historians and other experts from both sides to study together
the events of 1915 and to open the archives of Turkey and Armenia,
as well as the archives of all relevant third-party countries and
share their findings publicly. Unfortunately, Armenia has not yet
responded positively to this initiative and Turkey’s proposal remains
on the table.

As of close of business the day before the Committee was set to vote on
the nomination, the nominee had yet to respond to all Senate inquiries,
with several responses only being provided hours before the scheduled
vote. The Senate Committee vote will likely be held following the
July 4th Congressional recess, the news service reported

Democratic Senator Robert Menendez questioned Yovanovitch in
prosecutorial style during a hearing of the Senate Foreign Relations
Committee about the 1915 incidents. It remains uncertain whether the
Senate will block the confirmation of Yovanovitch to a post that has
remained unfilled for two years.

In August, the White House withdrew its nomination of career diplomat
Richard Hoagland after Menendez held up his confirmation through a
Senate procedure.

Hoagland’s predecessor, John Evans, reportedly had his tour of duty in
Armenia cut short by the administration because, in a social setting,
he referred to the incidents as "genocide".

Azerbaijan is tired of fruitless peace talks with Armenia and it
can resort to military force at a moment to regain control of the
territories lost during a war in the 1990s, President Ilham Aliyev
told a military parade in Baku on 26 June.

Addressing the parade, which was broadcast live by state television,
Aliyev warned that the war with Armenia was not over yet.

"The war is not over yet. Only the first stage of the war has
ended. There is a cease-fire but this does not mean that the war has
ended," Aliyev said.

Armenians seized the Nagornny Karabakh region and seven surrounding
districts from Azerbaijan during the war, which ended in a cease-fire
in 1994. Peace talks mediated by the USA, Russia and France have
yielded no results since then.

"The Azerbaijani people is tired of the talks. These talks cannot
last forever," Aliyev said. "We need to be ready to liberate our
territories by military force at any moment."

The parade, which was the first in 16 years, was widely seen as a
show of Azerbaijan’s military strength. The country demonstrated its
military hardware, including T-72 tanks, and military aircraft. The
aircraft included MiG-29 and Su-24 fighter jets and also pilotless
reconnaissance planes.

President Aliyev praised Azerbaijan’s army was the strongest in the
region. He added that the country had been able to create a "modern
and very strong military-industrial complex" in the past few years.

The president noted that the defence industry aimed to meet the army’s
need for weapons and military hardware to the maximum.

Aliyev called the ongoing occupation of Azerbaijan’s territories by
Armenians as "big injustice".

"This is big injustice. We cannot stand this," he said, calling
Nagornyy Karabakh an "inseparable part" of Azerbaijan.

The list of the countries of the "Eastern Partnership" leads to the
idea that these are the very countries, which according to the EU
need to be cut off from Russia.

The completed EU summer summit in Brussels has approved the
Polish-Swedish project "Eastern Partnership". The project "Eastern
Partnership" presupposes the establishment of the forum of a regional
cooperation of the EU countries with Ukraine, Moldova, Georgia,
Azerbaijan and Armenia, as well as with Belarus on the expert
level. The implementation of the project "Eastern Partnership",
according to the initiators of the project, must bring to the
abrogation of the visa regime of the EU with the listed republics,
as well as the establishment of a free market zone.

/PanARMENIAN.Net/ For the countries of South Caucasus this project
perhaps will become a kind of mini-EU integration and when some
political analysts said that Armenia, Azerbaijan and Georgia may
integrate into the EU before Turkey and Croatia, not many people
believed them. However, this is exactly what may happen in the near
future. The list of the countries of the "Eastern Partnership" leads
to the idea that these are the very countries, which according to the
EU need to be cut off from Russia. No less significant is the role of
the oil and gas of Azerbaijan, on which Europe builds hopes, and which
is now totally dependent on Russian supplies. This is why one of the
main topics of the summit was energy. The truth is though, that the
summit was very careful regarding the growing oil prices. During the
sessions in Brussels no cardinal solution has been reached over this
issue, which, against Europe’s will, does not depend on Russia. The
EU countries are only users of this oil and may not have influence in
one-sided order the crisis of the price growth of the energy vectors.

As the "Deutsche Weelle" writes, in the summarized documents of the
summit participant it was mentioned that "the growth of the oil prices
carries a long-term character and a long-term European measures against
its possible outcomes is demanded". In this regard the announcement
of one of the EU high-ranking officials, who wished to stay anonymous,
is rather interesting.

He insisted that issues concerning the oil prices in Europe will
become a very important topic of discussion on the summit Russia-EU
in Khanty-Mansiysk in 26-27 June.

In such conditions the Caspian oil will indeed gain strategic
significance. But the whole question is, whether it will be enough
for the growing demand or not. The oil production in the rich Caspian
region turned to be below the predictable level and the USA is very
much disappointed, said the head of the of US energy information
administration Gay Caruso. He said that according to EIA, the growth
of the oil price will continue till 2009. One of the reasons of the
discrepancy of the actual oil production with the predictable level,
according to him, is the delay of implementation of some projects in
the region. Another reason is that such price growth was not taken
into account during the predictions, writes the magazine The Hill.

True the Polish-Swedish initiative has not only energy, but also
political importance. The countries of South Caucasus Ukraine, Moldova
and Belarus may become importance "cards" in the geopolitical aspect,
and Europe, most probably, is intending to play together with the USA
and Russia. There is one more aspect: it is easier to start cooperation
on the regional level; such structures are more flexible and bring much
more benefit, than the huge EU apparatus or any other organization. It
is quite possible that the "Eastern Partnership" will also try to solve
the regional conflicts. All this certainly speaks of the advantages
of the new initiative, if it really becomes an organization. By the
way, the establishment of this kind of regional projects has been
practiced in NATO, which brings to certain positive results. If
the Mediterranean Alliance of Nicola Sarkozy is also implemented,
one may say that united Europe will not become an "interest club".

Most probably this is going to happen, because during the two-day
sessions the leaders of 27 countries did not come to an agreement
regarding the Lisbon Agreement, which was rejected by Ireland, and
whose ratification is being put off by a number of countries, including
the Czech Republic, Poland and Great Britain. The Agreement will be
discussed in October. 19 out of 27 countries have already completed
the process of ratification of the Lisbon Agreement; however the law
anticipates that the approval of all 27 countries is needed.

Implementation of the Lisbon Agreement and the reforms which
it presupposes would allow holding new elections in the European
Parliament, which are scheduled in June 2009. The new parliament must
approve the formation of the new staff of the European Commission
according to the new already reformed regulations.

Besides, implementation of this agreement will allow the EU to avoid
unpleasant problems of freezing the process of expansion. The future
candidate to be integrated into the EU is Croatia. Then only it will
be the turn for other Balkan countries. As for Turkey; this process,
according to the observers, will take no less than some more 10 years.

European Court rules in favour of embattled television station

ARMENIA: European Court rules in favor of embattled television station

New York, June 19, 2008 – The European Court of Human Rights ruled Tuesday
that Armenia’s repeated denials of a broadcasting license to the
independent A1+ television station violated Article 10 of the European
Convention on Human Rights. According to the verdict, the Armenian
government must pay the station 20,000 euros (US$31,000) in damages.

Famous for its criticism of Armenian authorities, A1+ was forced off the
air in 2002 when the National Committee on Television and Radio – a
regulatory body whose members are directly appointed by the president –
awarded the station’s frequency to another company (see:
a.html ). Since then, the
agency has repeatedly rejected A1+ applications for a broadcasting license
– moves widely viewed as retaliation for the station’s journalism (see:
europe06.html ). When local
courts dismissed A1+ appeals as unfounded, station owner Mesrop Movsesyan
filed an appeal with the Strasbourg-based court in 2004.

"We urge Armenian authorities to view this ruling as a signal to grant a
license to the station," said Nina Ognianova, CPJ’s Europe and Central Asia
program coordinator. "By granting a license to A1+, newly elected President
Serzh Sarkisian will demonstrate his commitment to press freedom in the
country."

In its verdict, the court found that government regulators refused to
provide reasons for the denials despite numerous requests from A1+
management (see:

). According to the verdict, the court considered "that a licensing
procedure whereby the licensing authority gives no reasons for its
decisions does not provide adequate protection against arbitrary
interferences by a public authority with the fundamental right to freedom
of expression."

The court found that the repeated and unexplained denials violated the
right to impart information and ideas as outlined in the European
Convention on Human Rights.

AGBU President Participates in Visit of Armenian Catholicos’ Vatican
Visit

>From May 6 – 12, 2008, and at the invitation of Roman Catholic Pope
Benedict XVI, His Holiness Karekin II, Catholicos of All Armenians, made
his first official visit to Rome since the Catholic Pope’s election in
2005. He was accompanied by Armenian Apostolic archbishops from around
the world, AGBU President Berge Setrakian and major benefactors for the
Holy See of Etchmiadzin. The visit to Italy was composed of three parts:
a four-day visit to the Vatican, a one-day visit to the Armenian
community of Milan and a two-day visit to the Mekhitarian Congregation
on the Island of San Lazzaro in Venice.

In addition to the official events throughout the course of the week,
His Holiness and the church hierarchs also visited a number of Armenian
and Catholic churches and shrines. His Holiness and the high-ranking
clergymen departed Rome for Milan on Saturday, May 10, 2008.

Accompanying AGBU President Berge Setrakian to the Vatican were AGBU
Trustee Karnig Yacoubian, AGBU Central Board Members Sinan Sinanian and
Sam Simonian, as well as leading members of AGBU Milan.

Policemen No Longer Hinder Holding Of Opposition Rally In Yerevan Ce

YEREVAN, JUNE 20, NOYAN TAPAN. Dozens of thousands of people had
gathered in the territory near Matenadaran at about 17:00. Their number
increased almost three-fold in an hour. The way to Matenadaran’s hill
was blocked by the policemen from 9:00 am. The policemen were armed
with shields and clubs.

However, after the demonstrants blocked Mashtots Avenue hindering the
street traffic, the policemen gave way to the people that occupied
the square leading to Matenadaran. As of 18:25, the rally had not
started yet, but the policemen no longer hindered holding of the rally
in the territory near Matenadaran. As of 18:40, first RA President
Levon Ter-Petrosian joined the demonstrants.

Residents of Kotayk Marz couldn’t get to Yerevan today as all the roads
were blocked by policemen. They are checking every bus, minibus and
car. Yesterday, drivers of minibuses were strictly ordered to stay
indoors. The bus-stops of Abovian town have been overcrowded since
early morning.

People voiced complaint as they had been waiting for hours to get to
the capital. Some hurried to work others to studies.

"This is really ridiculous, real nonsense. I shall not be paid
if I am late for work. Who is to compensate for the losses," said
architect Misak.

Gayane was hurrying to an exam. "I am not interested either in the
authorities or in the opposition. I haven’t slept for a week studying
day and night for the exam. Today I came to the bus-stop and found
no means of transport there. Who is to pass my exam?"

People were thinking of a way to get to the destination. Some
emptied their pockets and called a taxi, others became discouraged
and went home. "The authorities say they care for our security. But
I doubt their words. I think they are rather concerned about today’s
large-scale rally than about our security. The rally is due at 6:00
p.m. while they have blocked streets since 7:0 a.m."

"The authorities seem to be at a loss as they have been taking
preventive measures eight hours ahead of the rally. I wonder how
scared they are!" said 49-year-old Vardan.

"They cannot hold power by force. Let them grant people freedom as only
in that way they will gain public respect and confidence," said Seda.

A1+ tried to find out from a local dispatcher the reasons for the
mess. "Don’t you know the reasons?

Everything is quite obvious. The main reason is today’s rally. People
chained me with their questions.

I was hardly able run away. Our country will never better. They force
people to run to extremes, said dispatcher Sirak."

"The order was given from the higher echelons. We cannot take even
two passengers to Yerevan no matter how sick they are. But there are
people really need medical treatment. I feel pity for them but I cannot
help them as I have definite orders," a driver of an Abovian-Yerevan
minibus said to A1+,

The same is true with other settlements of the marz – Byureghavan,
Nor Hachen, Zovuni, etc. Resident of Nor Hachen, 23-year-old David,
got to Yerevan by taxi. He left home at 8 in the morning and reached
Yerevan at 12.30.

"We were stopped on the way to Yerevan and sent back.

We wanted to change the route and come to Yerevan via Ashtarak but
they again stopped us. Finally, I got to Yerevan via Eghvard. There
were about 300 people standing at bus-stops in Nor Hachen," he said.

Ro remind, the Popular Movement holds a rally near the Matenadaran
at 6.00 on June 20.

"This year the festival will have two new programs", informed the
leaders of the 5th Yerevan international film-festival "Golden
Apricot" at a press conference held on June 18 in RA Ministry
of Culture. Instead, they made a decision "to renounce the boring
opening and closing ceremonies, concerts, fire-works, and to direct
the money at improvement of the festival’s professional level",
informed Director of the festival Haroutiun Khachatrian.

Roman Balayan’s "Birds of paradise" film will open the festival.

Atom Egoyan film "Worship" that was involved in the main competitive
program of Cannes Festival and got the Prize of the Ecumenical Jury
will close the festival.

With the assistance of RA Minister of Culture "All-Armenian
film-project" forum will be held in the framework of "Golden Apricot"
with participation of Armenian film directors and producers of
Armenia and abroad. The project will be led by UWA secretary Davit
Muradian. "It is anticipated to work out two film-projects – feature
and documentary. Artists of different countries will shoot 10-minute
feature and documentary films under headings "Home" (feature) and
"Land" (documentary) that in the end will be shown at 2010 festival.

The next program of the festival is wholly dedicated to the 100th
anniversary of birth of William Saroyan.

The Armenian audience will be first time shown three films shot

among them Saroyan film "Good work" shot in 1942.

Film critic Artsvi Bakhchinian informed that Saroyan’s films
and relation of Saroyan’s works with cinematographic art will be
presented in the lectures of South California University Professor
Tigran Giuyumchian.

Artsvi Bakhchinian’s "Four dreams – Saroyan and Hollywood actresses"
book presentation will be held in the framework of the festival. The
book involves Saroyan essays on four famous Hollywood actresses
Lillian Gishey, Greta Garbo, Miriam Hopkins and Merlin Monroe –
original and translated versions into Armenian and Russian.

"Golden Apricot" festival together with RA Ministry of Culture and
EC will hold a conference under heading "Cinematography as means of
intercultural dialogue" organized by "Japan Foundation".

Director of the festival, filmmaker Haroutiun Khachatrian informed
that with the efforts of the festival general sponsor "Vivacell"
company the tickets of the films will be available at 300 drams
instead of 1200-1500 on July 13-20.
