"My father wasn’t with me when I went to school. He didn’t accompany
me during the graduation ceremony either. But I shall send her an
invitation to my wedding party beforehand," 23-year-old Seda Hakobyan,
student of Yerevan State University, said half jokingly.

Student of Yerevan State Engineering University 18-year-old Hayk
Gevorgyan hasn’t seen his father for eleven months, since last
Christmas. I contact my father whenever I need money or have to pay
tuition bill. He works in Moscow and we see him once a yea- during
New Year celebrations.

Over 147 000 people have left Armenia in search of better life over the
past three years. According to the National Statistic Service (NSS)
93000 people have been back to their homeland. The highest migration
is reported in the marzes of Shirak and Lori where people cannot
even afford their bare necessaries. Migration rate is comparatively
lower in the marzes of Aragatsotn, Syunik, Tavush and Armavir where
residents mainly raise cattle and till the land.

According to the NSS Armenian emigrants mostly settle in Russia,
Europe and the USA.

"Man is the head in Armenian families, therefore he shouldn’t leave
his family and go abroad in search of better job opportunities. It
directly affects the moral values and psychological state of the
family," says psychologist Seda Danielyan.

"Unlike Armenia, you can keep yourself going abroad. The only hindering
thing is ennui," said Gevorg Abgaryan who has recently returned to
Armenian from the Russian Federation.

The President of Parliament of the Islamic Republic of Iran Ali
Larijani sent a congratulatory message to the President of Parliament
of the Republic of Armenia Hovik Abrahamyan on his election to
the post.

Congratulating the Armenian Parliament Speaker on behalf of the
Deputies of the Iranian Parliament and himself, Mr. Larijani expressed
confidence that the relations between the parliaments of the two
countries will further reinforce under the leadership of the new
Speaker of Armenia.

The reciprocal visits of the Parliamentary Friendship Groups of the two
countries will create preconditions for the progress and development
of relations between the two countries.

Contacts for ending the issue of expanding the list of participants
at the national dialogue have failed to provide a solution prior to
the scheduled meeting next Wednesday.

The daily An-Nahar on Monday did not rule out the possibility that
President Michel Suleiman and Parliament Speaker Nabih Berri would
possibly review and amend their ideas ahead of Wednesday’s national
talks in an attempt to bridge the views of the majority and the
minority.

An-Nahar said that Berri is adopting the position of the minority in
expanding the number of participants while holding onto a solution
based on mutual consensus.

The daily stated that MP Saad Hariri moved on Sunday to visit Berri
in an effort to maintaining political calm, while holding to the
position of March 14 in rejecting the minority’s proposal.

An-Nahar said that Hariri paid a similar visit to Suleiman. Both
meetings focused on the upcoming national dialogue, according to
An-Nahar.

The paper said Hariri also held talks with Defense Minister Elias
Murr for the same purpose.

The daily al-Mustaqbal on Monday said the issue of the Armenian
community’s representation at the national dialogue is up for
discussion again, based on the principle of rotation among the
representing parties.

Meanwhile, Hizbullah Deputy Secretary-General Sheikh Naim Qassem
affirmed the party’s strong backing to dialogue expansion saying,
"this is a serious demand, we are not maneuvering, this is for the
benefit of making the national dialogue a success."

"The additions made to the dialogue participants would be from both
camps," he added.

Minister of Youth and Sports Talal Arsalan said "the national dialogue
table is not complete, especially under the atmosphere of ongoing
reconciliations."

He pointed that the opposition is waiting for a clear response from
the president concerning this issue.

The US congress has shown Turkey’s east with the borders of an
imaginary state.

Ankara -In a report on "The Kurds in Post-Saddam Iraq" prepared by the
US Congressional Research Service, [apparently the one available at
] ], the Southeast
Anatolia and East Anatolia regions are shown within the borders of
Kurdistan. It is noted in the report that the Iraqi Kurdistan Regional
Government could seek independence, and it is stated that Turkey,
Iran, and Syria, as well as the Shi’ite and Sunni [Arab] groups in
Iraq, oppose this initiative. Although it is stressed in the report
that the PKK is a "terrorist organization," members of the separatist
organization being referred to as "guerrillas" is also noteworthy.

A new map scandal has taken place in the six-page report entitled "The
Kurds in Post-Saddem Iraq," which was prepared by Kenneth Katzman, a
specialist of the "Congressional Research Service," which works in
affiliation with the US Congress; the report was submitted to the
Congress on 25 September and is currently available on the
Congressional internet site with serial number RL34642. In the map on
the final page of the report, the Kurdistan region is portrayed in
such a way as to take in the Southeast and East Anatolia regions of
Turkey, the west of Iran, the northeast of Syria, and a portion of
Armenia and Azerbaijan. The source of the map is likewise identified
as the Congressional Research Service, and the legend to the map
includes the note "red indicates Kurdish area." The report also
includes noteworthy observations regarding the Kurdistan Regional
Government, the Iraqi Turkomans, Turkey, and the PKK. These
observations are as follows:

-The Saddam period prepared the ground for the Iraqi Kurdish leaders
to enter into a close relationship with US leaders.

-The Iraqi constitution has provided the Kurds in the north of the
country the opportunity to form a regional but de facto state. Even
if the Kurdish leaders say they are not seeking independence, young
Kurds who eventually replace them could seek independence.

-Kurds claim that Kirkuk, Diyala, and a portion of Mosul province are
historically Kurdish cities, and that they must be integrated into
the Kurdistan Regional Government. They have been working to persuade
the Iraqi Arabs and the Turkoman minority in this regard.

-The Kirkuk issue is closely followed by Turkey as well. Turkey
assesses the Kirkuk issue in line with historic ties, and fears that
the integration into the Regional Government of Kirkuk, which has
more than 10 per cent of Iraq’s oil, could enable the Kurds to win
independence.

-Turkey sees the north of Iraq as a free area for the PKK. For this
reason, it claims that the regional government, which has a long
border with Turkey, is to blame. Accordingly, in 2007, approximately
100,000 troops were moved to the border after [Iraqi Kurdistan
Regional President Mas’ud] Barzani said "if Turkey interferes in the
cities of the Kurdistan Regional Government, we will interfere in the
Kurdish cities of Turkey." Immediately thereafter, in September and
October of 2007, 40 Turkish soldiers were killed by "PKK guerrillas."

YEREVAN, OCTOBER 30, NOYAN TAPAN. During 8 months of its activities,
Armenia-based ProCredit Bank () has formed a
credit portfolio of 24 million USD and a deposit portfolio of 6.1
million USD. The head of the bank’s Unit of Banking Services Alexey
Paniklov announced this at October 30, adding that Armenian ProCredit
Bank currently has 4 thousand customers.

In his words, the rates of the bank’s development are in line with
the development rates of ProCredit Holding’s newly-created banks in
other CIS countries. For example, Moldova’s ProCredit Bank, which
was established on the basis of a financial company that had operated
in that country for 8 years, has almost the same growth rates of its
deposit portfolio as Armenia’s ProCredit Bank.

According to A. Paniklov, Armenian ProCredit Bank has not perceived
the impact of the international financial crisis which is seen from the
fact that the statistical indices on trust in the bank and provision of
services to customers have not changed before the crisis and during it.

ProCredit Bank has 3 branches in Yerevan and one in Vanadzor. Another
branch will open in Yerevan soon. It is envisaged expanding the
network of the bank’s branches towards marzes (provinces). "ProCredit
Bank intends to open branches in all Armenian marzes because its
activities target the whole population by all the income groups,"
A. Paniklov said.

Armenia’s ProCredit Bank CJSC started operating in February 2008,
with an authorized capital of 5 bln 790 mln drams (about 18 mln
935.2 thousand USD), in which ProCredit Holding’s share makes 66.66%,
the share of German KfW Bank – 16.67%, and that of EBRD – 16.67%.

President of the Parliament of the National Assembly of Armenia Hovik
Abrahamyan continues receiving congratulations.

President of the Parliament of India Somnath Chatterjee congratulated
the Armenian Parliament Speaker, expressing confidence that his
long experience in government agencies will greatly contribute to
the accomplishment of his new duties. Noting that Armenia and India
have warm and sincere relations, Mr. Chatterjee said he expects
the bilateral relations to reach a new level due to the work of the
National Assembly and its President.

In his congratulatory message President of the Georgian Parliament
David Backradze expressed confidence that the good historic relations
will continue developing and reinforcing. Mr. Backradze informed that
a Friendship Group with Armenia has already been established at the
Georgian Parliament.

Minister of International Cooperation of Egypt Fayza Abulnaga
congratulated the Armenian Parliament Speaker and expressed willingness
to contribute to the deepening of friendly and effective cooperation
between the two countries.

Yesterday, the correspondent of "Hayots Ashkharh" asked the Foreign
Minister about the Armenian party’s interest in continuing the dialogue
in view of the fact that the regulation of Armenia’s relations with
Turkey continues to be conditioned by the Karabakh issue.

"We are not, in any way, interested in continuing the process for
the sake of the process. We are not interested in organizing several
meetings within the period of two, three or four years just to create
an impression that the process continues. For us, the important
thing is the result rather than the process. If the process produces
relevant results in the near future, such results will proceed from
the interests of Armenia, Turkey as well as the whole region.

Otherwise, there will be no sense in continuing the talks. We are not
going to change the process into long-term negotiations over issues
that have been under discussion for several decades. If the Turks
are really serious, we are serious too," EDWARD NALBANDYAN answered.

The newly appointed Ambassador of Nigeria to Armenia Mohammadu
M. Abubakar Cika (seat in Tehran) presented his credentials to the
President of Armenia Serzh Sargsyan.

The President congratulated the diplomat on assuming office and
expressed confidence that his appointment will mark the start of the
Armenian-Nigerian relations.

Serzh Sargsyan noted that it is necessary to exchange comprehensive
information between the two countries to determine the possible
spheres of cooperation. He attached importance to the formation of
a contractual-legal field necessary for cooperation.

During the meeting the parties turned to issues of cooperation
between Armenia and Nigeria within the framework of international
organizations, especially the UN.

Mr. President, the discourse of the settlement of the Karabakh issue
has been revived recently, different evaluations and forecasts are
made. What phase are we in now in reality?

The reality is that after a lasting phase of passiveness the settlement
of the Karabakh issue has stepped into an active phase. This is
determined by at least two important circumstances: first, the
presidential elections ended in both Armenia and Azerbaijan, and
second, the famous events in the region once again showed to everyone
that the military way of solution of the conflict is impossible.

The settlement of the Karabakh conflict is possible if Azerbaijan
recognizes the self-determination of the people of Nagorno-Karabakh,
if Nagorno-Karabakh has a land border with the Republic of Armenia,
and if the international organizations and leading countries guarantee
the security of the people of Nagorno-Karabakh.

I think activity is useful, public debates are useful, and I am
deeply convinced that soon we will enter a more active phase of
public debates.

Discussions are always useful but only one interest should be
underlying it, the interest of the Armenian people. We have contributed
a lot to the settlement of the Karabakh conflict in order to shut an
eye on or overlook the facts of manipulation.

We are solving a cherished issue. We are solving an important
historical problem, and it is not immoral to pursue other interests
in the solution of this historical problem.

Mr. President, judging by the recent developments, the other regional
actors seem to become more active in the settlement of the Karabakh
issue. In particular, I mean the Russian president Medvedev’s
initiative on the meeting of the three presidents, and the statement
of the Turkish president Abdullah Gul that you seem to have been the
first to ask him to give their assistance to the settlement. Would
you comment on this?

First, I should note that the framework of the settlement of the
Karabakh issue is the OSCE Minsk Group, based on the principles
of Madrid.

It has been said for a number of times, and I now repeat that there
are no other mediators, the only mediators are the OSCE Minsk Group
co-chairs, and the fuss that is made about it is not helpful to us
in any way. I repeat the only mediators are the OSCE Minsk Group
co-chairs, Armenia has never asked any country to mediate. Russia is
one of the co-chairs of the OSCE Minsk Group, and Dmitry Medvedev’s
invitation and activity about this issue are quite regular.

As to commenting on President Gul’s statement, first I would like to
note that you must have noticed that usually I do not comment on what
other people say, especially that the media cite passages separated
from the context.

The reality is that the only mediators are the OSCE Minsk Group
co-chairs, and we do not turn down any assistance. Yes, I am sure that
Turkey may give assistance to the settlement of the Karabakh issue,
and I think it now does give. The visit of President Gul to Yerevan,
the continuation of the Armenian and Turkish negotiations is an
excellent model of solution of complicated problems. I am sure if
Turkey opened the borders and set up diplomatic relations, it would
be a great assistance to the settlement of the Karabakh issue.

Mr. President, what are your thoughts on the effectiveness of our army?

Our army is effective. It is more effective then yesterday, and
yesterday it was more effective than the day before.

Army building is lasting, hard work taking a lot of effort, which
is based on devotion, and the idea and mindset that something should
add each day.

Every year our army’s arms and effectiveness, and most importantly
morale increase. It is the most important weapon of our army.

Ilham Aliyev, expected to sweep Azerbaijan’s presidential election on
Wednesday, has transformed his playboy image into that of a strongman
like his father, whom he succeeded to the top job in 2003.

When the well-groomed, laid-back son of veteran leader Heydar
Aliyev won the election five years ago, most thought he lacked the
ruthlessness and cunning needed to match the dominance his father
had exerted for more than 30 years.

In what was the former Soviet Union’s first family succession, the
younger Aliyev took over from his dying father after an election
widely criticised as less than free and fair.

Five years on, his re-election, challenged by no serious opponent,
is a foregone conclusion.

"He has imposed himself as a politician. He is stronger than he was
five years ago thanks to the oppression of his opponents," said Sabit
Baghirov, former head of the state oil company SOCAR.

Independent political analyst Rasim Musabayov said: "Ilham Aliyev
surprised us. He is his father’s son. Many of us under-estimated him."

Contrasting Aliyev to Mikheil Saakashvili, his counterpart in Georgia,
another former Soviet republic of the Caucasus now closely allied
with Washington, Musabayov said the Azeri leader has "demonstrated
prudence."

And although he has done little to resolve a festering dispute with
Armenia over the territory of Nagorny Karabakh, Aliyev has also made
no big mistakes in five years at the helm, he said.

Aliyev, who has a doctorate in history and studied at Moscow’s
prestigious State Institute for International Relations, had served
as vice president of SOCAR, as a parliamentary member and as president
of the national Olympic committee.

But the moustachioed young successor could not shake off his image
of a playboy and heavy gambler dating from the early 1990s. In
a political system characterised by regional clans and competition
over growing Caspian Sea oil wealth, Aliyev was widely assumed to be
a transitional figure.

But the 46-year-old has since surprised critics with both his toughness
and flexibility, a combination illustrated by the jailing of some
political opponents and the freeing of others.

Experts credit Aliyev with adeptly exploiting his oil-rich country’s
strategic importance to become a genuine player on the international
scene that must be reckoned with.

His country has joined GUAM, an anti-Russian bloc grouping four
former Soviet republics; a string of senior US officials have stopped
by recently to show their support ahead of the vote; and Moscow is
courting Azerbaijan to secure gas purchases.

"He lives according to the legacy of his father, but he is trying
to set his own agenda," said a Western diplomat in Baku, speaking on
condition of anonymity.

"When he came to power he was not a politician. But he has demonstrated
that he is capable of running a country, which is nothing to sneeze
at," the diplomat said.

On the domestic front, Aliyev has managed to stabilise his country’s
economy, although critics say he has done little to improve
Azerbaijan’s abysmal human rights situation.

Journalists complain he is even tougher than his father and has
created a climate that discourages free media. The assassination in
March 2005 of Elmar Huseynov, a fierce government critic, dealt a
heavy blow to press freedom.

"We believed this was someone young, energetic, modern, capable of
building relations with people," said Shakhbaz Khuduoglu, a journalist
close to the country’s opposition.

"He proved us wrong," he said.

Born on December 24, 1961, Ilham Aliyev speaks fluent English, French
and Russian.

He is married to Mekhriban Aliyeva, an eye doctor with whom he appears
regularly on television. The couple have three children.
