YEREVAN, APRIL 27, NOYAN TAPAN. Koryun Grigorian taking 17th place on
the electoral roll of the Democratic Party of Armenia by proprtional
system for the upcoming parliamentary elections oficially withdrew
his candidature on April 27. Noyan Tapan correspondent was informed
about it by CEC Seretary Hamlet Abrahamian.

In his words, Ashot Avetisian registered as a candidate for deputact
by majoritarian system at Gegharkunik electoral district N 26 also
withdrew his candidature the same day. Gegham Gasparian, member of
Orinats Yerkir Party, Vice-Chairman of RA NA Control Chamber, also
withdrew his candidature the same day.

So, member of Bargavach Hayastan Party, owner of Sevan Motel hotel
complex Hrant Madatian, RPA member, founder of MG Housing LTD Melik
Gasparian and non-partisan Levon Margarian continue electoral campaign
at the electoral district N 23.

To recap, the deadline of withdrawing candidatures is May 2.

is likely to be the next Turkish Foreign Minister.

"With Foreign Minister Abdullah Gul now the official candidate
for the Turkish presidency, and thus, barring any extraordinary
circumstances, the future president, the empty spot at the helm
of the Turkish Foreign Ministry looks likely to be filled by Ali
Babacan. Babacan’s EU experience and foreign language skills make
him the most likely candidate for the position among high ranked
AKP officials. It is also thought that Abdullatif Sener will then be
brought in to take over some of Babacan’s current responsibilities,"
an AKP representative thinks, Hyuriet reported.

On the occasion of the 92nd Anniversary Commemorating the Armenian
Genocide, Dr. Samuel M. Edelman, Ph. D., Co-Director of the State
of California Center of Excellence for the Study of the Holocaust,
Genocide, Human Rights and Tolerance, sent a letter, urging key Members
of the United States House of Representatives to ensure passage of
H. Res. 106, the Armenian Genocide Resolution.

Dr. Edelman addressed the letter to three Members in the House of
Representatives. Congressman Adam Schiff (D-CA-29), who authored
H. Res. 106, Congressman Tom Lantos (D-CA-12), who is the Chairman
of the House Committee on Foreign Affairs where H. Res. 106 currently
sits, and Speaker of the House Nancy Pelosi (D-CA-08).

The first letter, addressed to Speaker Pelosi asks that "[Speaker
Pelosi] support this resolution and, as Speaker of the House,
ensure its speedy passage by the U.S. House." The second letter,
addressed to Representative Schiff, thanks the Congressman for
authoring H. Res. 106, which is entitled " Affirmation of the United
States Record on the Armenian Genocide Resolution." The second letter,
addressed to Chairman Lantos, asks that "[Chairman Lantos] support this
resolution and, as Chairman of the House Foreign Affairs Committee,
ensure its passage by your committee and its speedy referral to
the House."

In each letter, Dr. Edelman notes the United States’ international
humanitarian relief effort in response to the Armenian Genocide and
that comparatively, this effort was one of the greatest relief efforts
of all time. Additionally , he discusses the gravity of the crime
of genocide and the United States’ historical record documenting the
Armenian Genocide which is "all the more poignant given the current
genocide in Darfur."

"These letters demonstrate that the California Center of Excellence
for the Study of the Holocaust and Genocide stands in solidarity with
people of good conscience all over the world in calling the Armenian
Genocide what it is – the first genocide of the 20th Century,"
remarked Andrew Kzirian, Executive Director of the ANCA-WR. "As
Jefferson stated, ‘in matters of style, swim with the current; in
matters of principle, stand like a rock,’" he added.

The brutal slaughtering of three people who worked for a publishing
house which publishes the Bible and some Christian propaganda booklets
in Malatya was not a shock for the people who know what has been
going on in this country.

Almost all columnists- with the exception of a few radicals- expressed
their grief and horror about that barbaric event. They also mentioned
some events like the murder of Hrant Dink- an Armenian journalist-
in Istanbul , killing of an Italian pastor in Trabzon.

But they did not say anything about some minor events, like an Israeli
soccer player in Sivasspor was weeping after he heard anti-Semitic
curses during the game. During the TV programs about "the threat
of missionary activities", even during the famous "meeting of the
republic" in April 14th Tandogan- Ankara, one of the speakers blamed
the government by saying "the missionary activities have been increased
during their rule"

The anti-Semitic, anti-Christian mentality is on the rise in Turkey ?

What is the reason?

Turks were not that much anti-Semitic, anti-Christian , then what
happened? Why is that sick mentality getting stronger. Do those
"missionary activities" pose any danger for Turkey ?

First of all, let’s take a brief look at the history

Converting anyone’s faith is not an easy job to do.. Many evangelists
were killed in Africa or China in 19th and 20th centuries.

In the Ottoman Empire people of many religions lived together for 600
years. Approximately 500 missionary schools established in the Ottoman
Empire after the 1850’s . Those schools more or less contributed the
cultural development of the people in Anatolia . But Turkish people
did not like them, not because of their missionary activities, but
their interference into the politics. They did, to a certain extent,
many activities, but got little success in the field of converting
people’s faith. Catholics converted a few orthodox Armenians..

That was it.

They could not even accomplish one of their many duties to convert
Alawis, as a heterodox Moslem group. So as a result, even in
the poorest conditions attempts to convert Moslem Turks were not
successful.

During the Balkan War and First World War , rebellions, bloodshed,
massacres were wide spread but people did not hate each other. Let me
give you an example, Turkish Independence war ended in 1922 with the
victory over Greek invasion army and their collaborators. Exchange
of Greek and Turkish people, I am talking about a total of two
million people, between Greece and Turkey ended 1931. For nine years
there was no serious bloodshed in the two communities. There were
ultra-nationalist, religious fanatics in two communities. But ,
nothing serious happened.

With the exceptions of excessive tax operations over the non Muslim
especially Jewish citizens after the second world war and notorious
6-7 September looting of the Greek citizens of this country in 1955,
almost nothing happened.

After the collapse of Soviet Union , the world turned to be a one
bloc community. Some philosophers, historians and politics experts
were trying to evaluate the effects of that event, pointed out the
probabilities of escalation of ethnical and religious conflicts
especially in the developing countries.

That happened in this country. That is the first reason for the
Malatya brutality.

Second is the illiteracy and poverty.

New types of fanatics who are ultra nationalist and at the same time
fanatic in the faith created on this soil. These types of people are
mentally ready to act. That is the third reason.

These are reasons anybody can tell.

But the main reasons for these kinds of brutalities are only two.

The possibility of fragmentation of the country forced almost every
political movement to take an ultra nationalist motto. And people who
are mentally ready to act, illiterate and poor are ready to jump into
the operation.

The second reason is the attempts to change the map of the region.

Fanatics are very angry to what is going on in Iraq or Iran . Those
guys can not do anything other than create a "common enemy" which in
our case are Christians and Jews. We have a saying in Turkish which
I can roughly translate "if anyone is not able to beat his neighbor,
beats his wife." Now , the antagonism towards foreign forces like
the US or Europeans, rebounds on so-called "missionaries" or "pastors".

The horror on the Christians and Jews will continue to increase.

As I mentioned before, since a speaker blamed " missionaries" in the
revolutionary meeting of Tandogan, what can we expect.?

I have also a word for the so called great powers . You are trying
to replace Lausanne Treaty with Sevres. Then you must be willing to
accept the results.

YEREVAN, APRIL 23, NOYAN TAPAN. The principle of "one window" will
start operating completely in the coming one or one year and a half
in the system of RA Ministry of Labor and Social Issues. Noyan Tapan
correspondent was informed about this by Armen Abrahamian, Head of
Information Technologies Department of Nork CJSC creating and running
all seven information bases of the Ministry.

In his words, the essence of the principle is that any citizen in any
center of social service can receive from all information systems of
the sphere any information of social sphere not prohibited by the law.

In A. Abrahamian’s words, though at present all above mentioned systems
work uninterruptedly, nevertheless, activities of their modernization
are planned to solve problems of compatibility of various information
systems, mutual control through comparative analyses. For instance,
data about family benefit, pension accumulations, employment and
disability are included in all four information systems. And according
to the new legislation, it should be provided that no deliberate or
accidental mistakes should be in computer databases of social systems.

In the words of the Head of Nork’s Information Technologies Department,
the technical equipment of the system is also provided at present. In
A. Abrahamian’s words, computer equipment received within the framework
of WB program Government of Social Protection Sphere with its quality
and quantity gives a possibility with its use to bring the system of
RA social government and rendering services in line with many European
countries. The above mentioned program also envisages satellite means
of telecommunication, which are necessary for uniting all institutions
of RA social system into one information network.

Technical tasks of modernization of all seven information systems
have been worked out.

A. Abrahamian motivated his optimism by success of introduction of
system of social cards. He said that "the applicants even within a
day receive social cards without any technical or administrative long
drawn-out proceedings."

Currently the number of citizens having social cards in Armenia is
nearly 2.5 mln.

YEREVAN, APRIL 24, NOYAN TAPAN. Colonel-General Mikayel Haroutiunian,
Head of General Headquarters of RA Armed Forces, RA Acting Defence
Minister, refused to comment upon the rumors that he will be appointed
to the post of RA Defence Minister. In his April 24 interview to
journalists he only said: "you wi ll learn when we have President’s
decree." At the same time, he said that it is obliging to occupy the
post Vazgen Sargsian and Serge Sargsian held formerly.

Answering the question of one of the journalists, M. Haroutiunian
said that for having a professional army we should first of all
develop country’s economy. And former Defence Minister Serge Sargsian
appointed as Prime Minister, as he affirmed, will assist with creating
a professional army.

YEREVAN, APRIL 19, NOYAN TAPAN – ARMENIANS TODAY. "Hrant Dink’s loss at
some extent brought pessimism in the moods of the Armenian community
of Istanbul but that pessimism is being gradually overcome." Ara
Kochunian, the editor of the Istanbul Armenian "Zhamanak" (Time)
newspaper stated about it in the interview to Noyan Tapan.

In his words, murder of the Agos editor at great extent influenced
on the Armenian mass media as well, particularly, on the "Zhamanak"
activity, but, in his words, all journalists and editors strive for
keeping H. Dink’s memory bright with their work.

Touching upon recognition of the fact of the Armenian Genocide by
Turkey, A. Kochunian mentioned that it is a process demanding rather
great patience, and Armenians must take small but stable steps in that
issue. In Kochunian’s words, the Turkish public consciousness is not
ready yet to recognize the reality of the Armenian Genocide. "There
are cases when the genocide issue is touched upon at the state level:
it assists increase of the pulic consciousness."

YEREVAN, APRIL 19, NOYAN TAPAN. The RA Ombudsman finds that the
RA Committee Coordinating Public Services, providing the necessity
of its making a decision on giving advance phone cards for public
movable mobile communication by protection of public profit and
national security interests, "came out of the coordinating functions
preserved for it by the law." This is said in the April 18 information
message of the Information and Public Relations Department of the RA
Ombudsman’s staff.

To recap, according to the mentioned decision, existence of a written
contract is necessary for getting advance phone cards of mobile
communication. Copy of a document affirming the identity must be
attached to the contract.

"If definition of a similar order is really necessary in the sense
of public interest and national security, the problem must be solved
by the law, but not by the Committee decision," is mentioned in
the message.

The Armenian National Committee of America lunches an Internet-campaign
in support of the US Congress Resolution on the Armenian Genocide.

ANCA escalated its nation-wide campaign to end the cycle of genocide
today with the launch of its "Click for Justice" internet campaign,
slated to become the nation’s largest online genocide protest. From
April 20th to 30th, the ANCA website homepage, , will
feature a special "Click for Justice" banner, directing e- advocates
from across the country to a targeted Congressional WebMail message. In
letters to their Senators and Representatives, these advocates will
call for the passage of the Congressional Armenian Genocide Resolution
and urge the U.S. government to take concrete steps to end the ongoing
killing in Darfur.

The 10-day program will be accompanied by extensive netroots outreach
programs to MySpace and Facebook members, as well as partnership with
Armenian American and human rights organizations in this internet
initiative. Over 100,000 postcards promoting the "Click for ustice"
campaign are being distributed at events and university campuses
across the country.

Organizations and student associations wishing to participate in the
initiative can email [email protected]. "Take a moment today to
send a clear signal to the officials who represent you in Washington
that you expect them to deliver results in the fight against genocide,"
said Aram Hamparian, Executive Director of the ANCA.

"In less than two minutes, you can be part of the growing wave of

"Click for Justice" effort comes in the wake of the ANCA and Genocide
Intervention Network sponsored "End the Cycle of Genocide" advocacy
