Ombudsman: 1929 decision to transfer 21 Kapan villages to Azerbaijan is example of major Armenia territorial losses

By the decision of the Transcaucasian Central Executive Committee on February 18, 1929, the transfer of 21 villages of Kapan city to the then Jabrayil province of Azerbaijan at that time is an example of serious territorial losses in Armenia. The Human Rights Defender (Ombudsman) Arman Tatoyan wrote about this on Facebook.
"Archival documents prove: one of the main reasons for this decision was that the USSR government was ignoring the rights of border residents, discussing border issues only from a military and political point of view, and was in a weak position on those issues.
It refers, first of all, to the property and economic rights of people; they were firmly connected with Kapan.
At that time, the issue of Kapan’s security was also a priority, which was also ignored.
From a strategic and communications point of view, Armenia suffered a serious loss at that time, conceding to superior positions to Azerbaijan.
As a result of that decision, it turned out that the border line between the two countries was going to pass through the suburbs of Kapan,” Tatoyan added.

YEREVAN, JUNE 30, ARMENPRESS. The International Committee of Red Cross (ICRC) is in touch with the Armenian and Azerbaijani sides over the repatriation of prisoners of war after the recent war in Nagorno Karabakh, ICRC President Peter Maurer said in an interview to the Russian Izvestia daily, adding that the Committee has increased it mission’s funding in Nagorno Karabakh, rising it to 50 million dollars.

“At the moment our budget is about 4-5 times more than 27 years ago. Earlier our budget was about 10-11 million dollars, but now we are reaching 50 million dollars and have greatly increased our presence in the region. We help the displaced persons, the people who return.

The work connected with the visit to the detainees of both sides and restoration of communication with their families is also very important. If there is a need and opportunities are provided, we will probably continue increasing our presence in this field, but at slower rates because it’s very difficult to get funding for these actions”, the ICRC President said.

Peter Maurer also commented on the process of repatriating the POWs, stating that there is progress on this direction, captives return back home, but noted that the disputes between the sides over the status of some detainees still continue. “We continue dealing with these issues”, he said.

He stated that the ICRC has a direct access to the detainees.

“Baku and Yerevan must solve this issue with each other. We can share our experience, can give advice, but the respective government must decide and set the final status of these persons. We in our turn are in touch with both sides”, Mr. Maurer said.

The ICRC President hopes that the issue with all these people will be solved in the future.

New Persian-Armenian dictionary unveiled by Sadi Foundation

TEHRAN – A new Persian-Armenian dictionary compiled by Tigran Davtyan has been published by the Sadi Foundation.

The Armenian-Persian Dictionary will be useful for Iranologists, translators, students, journalists, businessmen and a wide range of readers.

The book was introduced during a meeting at the Writer’s Union of Armenia in Yerevan, the foundation announced on Tuesday.

Speaking at the meeting, Iranian cultural attaché Seyyed Hossein Tabatabai congratulated Davtyan for compiling the lexicon and elaborated on the role of culture and literature in the expansion of relations between the countries. 

“We appreciate the great efforts Davtyan made in compiling this dictionary and we hope that in the next editions transliteration and pronunciations can also be added,” he added. 

Davtyan who also attended that the meeting expressed his hope that his work would be a step towards introducing Iranian culture, art and literature to the Armenian people.

Hasmik Kirakosian of the Yerevan State University also described the spread of Persian culture in Armenia as a valuable step in the development of Iranian studies in Armenia.

Iranian-Armenian poet, translator and journalist Edward Haghverdian, Iranian-Armenian Persian literature scholar Khoren Aramuni and several other academics also delivered speeches during the meeting.

Davtyan, who is also chief editor of the department of the Persian program broadcast for foreign countries of Armenian Public Radio Broadcasting, published an Armenian-Persian dictionary in Yerevan in 2011.

The book sums up Davtyan’s long experience of using both languages, as well as new words used in the press and everyday life.

The first Persian-Armenian dictionary was published in Armenia in 1987 by Georgy Nalbandian, a well-known Armenian Iranologist.

Turkish press: Azerbaijan puts Armenian businessmen on int’l wanted list over arms smuggling

Azerbaijan has put on the international wanted list the heads of Armenian companies for illegally transporting weapons to Karabakh over the past 20 years, Azerbaijan’s Prosecutor General's Office said on Friday.

On April 28, 2021, the Prosecutor General's Office opened a criminal case under the relevant articles of the country’s criminal code, said a statement by the office.

The statement said that an investigation had been carried out on the basis of information published in a number of media outlets and social networking platforms about the illegal transportation of weapons and military equipment to Armenia and from there to Azerbaijan's Upper Karabakh region.

It was established that the head of the Tashir group of companies, Samvel Karapetyan, Royalsys Engineering owner David Galustyan, KOMEX Director-General Ara Abrahamyan and others smuggled illegally-acquired large-caliber military firearms, ammunition, explosives and devices into Armenia and from there into the Armenian-occupied Nagorno-Karabakh region and adjacent seven districts between 2001 and 2021, it added.

The smuggled weapons, ammunition, explosives and other military equipment were intended for the Armenian armed forces.

The Prosecutor General's Office sent a request for legal assistance to the concerned state authorities of foreign countries in connection with the case.

It stated that all possible measures are being taken to bring to justice those responsible for these and other similar crimes in accordance with international law.

The Prosecutor General's Office earlier stated that under President Ilham Aliyev's instructions those responsible for war crimes and crimes against humanity will be identified and brought to justice regardless of the time of the crime.

During a 44-day conflict last year, which ended in a truce on Nov. 10, Azerbaijan liberated several cities and nearly 300 settlements and villages in Karabakh from Armenia's occupation.

The cease-fire is seen as a victory for Azerbaijan and a defeat for Armenia, whose armed forces withdrew in line with the agreement.
