Sports: Caparros apologizes for Armenia national football team losing 0-5

Spanish manager of the Armenia national football team Joaquin Caparros commented on Armenia losing to North Macedonia 0-5 during a post-match press conference.

“First of all, I need to apologize to our fans. We had high hopes and were very excited about this match and aspired to make our fans happy, but the match didn’t go well. We missed a goal during the first minutes, and this had a negative impact on our game. After the match, it is easy to say we could have chosen other players. The newcomers aren’t really to blame for this defeat. The opponent played well, but we didn’t. Now we need to analyze this match, criticize ourselves and understand which footballers are psychologically strong to play during the next match against Germany,” Caparros stated.

The Germany team will play against Armenia on Nov. 14.

Italian Senate President visits Armenian St. Lazarus Island in Venice

President of the Italian Senate Maria Elisabetta Alberti Casellati visited the Armenian island of St. Lazarus in Venice, the Armenian Embassy in Italy informs.

Mrs. Casellati was received by the Pontifical Delegate of the Mekhitarist Congregation, His Eminence Archbishop Levon Zekiyan.

Armenia’s Ambassador to Italy Tsovinar Hambardzumyan, Prefect of Venice Vittorio Zappalorto, Honorary Consul of the Republic of Armenia in Venice Gagik Sarukhanyan, as well as many representatives of regional and national authorities were present at the meeting.

The Armenian community welcomed the visit, which comes to confirm the strong friendly ties between Italy and Armenia on institutional platforms.

YEREVAN, NOVEMBER 3, ARMENPRESS. Prime Minister Nikol Pashinyan received the delegation led by US Deputy Assistant Secretary of State Erika Olson, ARMENPRESS was informed from the Office of the Prime Minister.

The Prime Minister welcomed the US State Department’s delegation, noting that the Armenian Government attaches great importance and highly appreciates the friendly relations established between Armenia and the United States. According to Nikol Pashinyan, the Armenian-American strategic dialogue started in 2019, which is aimed at further development and promotion of the relations. “I would like to emphasize the role of the US Government in promoting democratic reform in Armenia. Recently we registered a concrete result in this regard, in the face of the establishment of the Patrol Police’’, the PM said. Nikol Pashinyan also praised the role of the United States in the return of 15 Armenian captives from Azerbaijan in June this year. The Prime Minister noted with satisfaction that the United States continues to make efforts in this direction.

During the meeting the interlocutors discussed a number of issues related to the processes taking place in the South Caucasus region, the settlement of the Nagorno Karabakh conflict, the efforts of the OSCE Minsk Group Co-chairs, the return of Armenian captives, hostages and other detainees kept in Azerbaijan, and democratic reforms in Armenia.

Prime Minister Pashinyan highlighted the activities of the OSCE Minsk Group Co-Chairs, the recent organization of a meeting of the Foreign Ministers of Armenia and Azerbaijan in New York, and the forthcoming visit of the Co-chairs to the region. Nikol Pashinyan stressed the need to return the captives held in Azerbaijan, noting that Azerbaijan continues to violate the relevant point of the November 9, 2020 declaration. The Prime Minister of the Republic of Armenia also referred to the opportunities of opening regional communications and carrying out the demarcation and delimitation of borders between Armenia and Azerbaijan, presenting the clear positions of the Armenian side. Nikol Pashinyan also spoke about the Government's future programs and steps aimed at the development of democratic institutions, emphasizing that our country will continue to move consistently and resolutely towards the development and strengthening of democracy.

US Deputy Assistant Secretary of State Erika Olson noted the US readiness to contribute to the resolution of humanitarian issues in the region, as well as to the comprehensive settlement of the Nagorno-Karabakh conflict within the framework of the OSCE Minsk Group Co-Chairs. At the same time, she stressed the interest of the USA in continuing to support the Armenian Government in its democratic reforms.

Security officers forcibly removed Gegham Manukyan from National Assembly podium

Tensions went high in Armenia’s National Assembly on Tuesday after the Deputy Speaker of parliament Ruben Rubinyan ordered the security officers to remove opposition deputy Gegham Manukyan from the podium where he was making a statement. 

The move came after Manukyan stated that "there are many examples of villainy but the ones who renounced Artsakh are traitors." The opposition lawmaker hinted that one of the ruling party members have publicy refused from Artsakh in front of media. Deputy Speaker Ruben Rubinyan, who was in charge of the session chairing, reminded Manukyan about ethical rules and asked for specific names whom the opposition lawmaker accused of treason. 

The incident escalated when Rubinyan ordered to switch off the microphone and asked Manukyan to leave the podium. The latter refused to leave. After it, security officers were invited to the session hall and forcibly pulled the deputy from the podium. A 20-minute break was announced. 

Iranian ambassador to Armenia condemns Azerbaijan for charging tolls on cargo shipments

YEREVAN, OCTOBER 25, ARMENPRESS. The Iranian Ambassador to Armenia Abbas Badakhshan Zohouri condemns Azerbaijan for imposing tolls on Iranian cargo trucks passing through Azerbaijani-controlled roads in south of Armenia.

The ambassador told Tasnim News in an interview that regrettably the Iranian cargo drivers passing through Goris-Kapan road were forced to pay the tolls.

The Iranian ambassador said that according to the Russia-Armenia-Azerbaijan agreement the “situation in the transit route in southern Armenia was supposed to remain unchanged until the completion of a new route.”

He explained that the transit route has been used during the past three decades. “The Iranian trucks pay toll on arrival in Armenia, and they are not expected to pay toll a hundred kilometers ahead as well. We expected that they (Azerbaijan Republic) would stop it (road charging) until the preparation of the additional road and that no problem would arise.”

Armenian, Azeri Officials Hold More Talks In Moscow

Senior government officials from Armenia and Azerbaijan began on Wednesday a new 
round of Russian-mediated negotiations on restoring economic links between their 
countries.

They met for the latest two-day session of a trilateral working group set up by 
the Armenian, Azerbaijani and Russian governments in January. It has been 
discussing practical modalities of opening the Armenian-Azerbaijani border for 
commercial traffic in line with the Russian-brokered ceasefire that stopped the 
war in Nagorno-Karabakh last November.

A source privy to the talks told RFE/RL’s Armenian Service that Yerevan and Baku 
have still not reached an agreement on the key issues on the agenda of the task 
force co-headed by deputy prime ministers of the three states. Their discussions 
are focused on legal aspects of opening Armenian-Azerbaijani transport links, 
said the source.

Speaking to reporters in Yerevan on Tuesday, Armenian Deputy Prime Minister Mher 
Grigorian said the two sides have made progress towards restoring their 
Soviet-era rail links. But he did not elaborate.

The ceasefire agreement specifically commits Armenia to opening rail and road 
links between Azerbaijan and its Nakhichevan exclave. Armenia should be able, 
for its part, to use Azerbaijani territory as a transit route for cargo 
shipments to and from Russia and Iran.

Azerbaijani President Ilham Aliyev has repeatedly claimed that the deal 
envisages a permanent land “corridor” that will connect Nakhichevan to the rest 
of Azerbaijan via Armenia’s Syunik province. He has threatened to forcibly open 
such a corridor if Yerevan continues to oppose its creation.

Armenian leaders have denounced Aliyev’s threats as territorial claims, saying 
that the truce accord only calls for transport links between the two South 
Caucasus states.

Russia’s Deputy Prime Minister Alexei Overchuk insisted last month that the 
trilateral group has not discussed possible transport corridors.

Meanwhile, Azerbaijani Foreign Minister Jeyhun Bayramov spoke on Wednesday of 
“positive messages” coming from Yerevan of late. Bayramov did not specify those 
messages. He said only that Baku hopes that they will translate into “concrete 
results” soon.



Armenian Government To Hold Fugitive Ex-Minister’s Funeral

The government said on Wednesday that it will form an ad hoc commission to 
organize the funeral of Vano Siradeghian, a prominent politician and former 
interior minister who died late last week more than two decades after fleeing 
Armenia.

The government’s press service did not say who will head the commission or where 
Siradeghian will be buried. It told RFE/RL’s Armenian Service that details of 
the planned ceremonies will be made public after a date is set for his funeral.

Neither Prime Minister Nikol Pashinian nor any member of his government has 
issued so far statements of condolence to the family of a man who is still 
technically wanted by Armenian law-enforcement bodies for grave crimes allegedly 
committed by him in the 1990s.

The death of the 74-year-old Siradeghian was announced by his wife and son at 
the weekend. They did not specify its cause or reveal his last place of 
residence.

A former novelist, Siradeghian was one of the leaders of a popular movement for 
Armenia’s unification with Nagorno-Karabakh who came to power in 1990. He became 
one of the newly independent country’s most powerful men when serving as 
interior minister in the administration of its first President Levon 
Ter-Petrosian from 1992-1996.

Siradeghian was dogged by opposition allegations of corruption and police abuses 
during and after his tenure. He denied them.

One year after Ter-Petrosian resigned in 1998, Siradeghian was charged with 
ordering a string of contract killings. State prosecutors claimed that he set up 
in the early 1990s a death squad to terrorize opponents of the Ter-Petrosian 
administration.

In July 2000, two members of the alleged gang were sentenced to death while 
seven others got jail terms ranging from 4 to 11 years. One month later, eleven 
former officers of Armenian interior troops were given lengthy sentences after a 
Yerevan court convicted them of murdering two men in 1995.

Siradeghian strongly denied ordering those killings. The former interior 
minister and his supporters insisted that the charges were fabricated as part of 
then President Robert Kocharian’s efforts to neutralize his political foes.

Siradeghian fled Armenia in April 2000 ahead of the Armenian parliament’s 
decision to allow law-enforcement authorities to arrest him. Although the 
authorities had Siradeghian placed on Interpol’s wanted list, his whereabouts 
always remained unknown to the public.

Siradeghian lived abroad under a new and false name, according to Khachatur 
Sukiasian, a wealthy businessman and pro-Pashinian parliamentarian who has long 
been close to the ex-minister.

This is why, Sukiasian told RFE/RL’s Armenian Service on Monday, repatriating 
his body is now fraught with some “difficulties.” “There are technical and legal 
issues,” he said.

The tycoon did not deny having kept in touch with Siradeghian for the past two 
decades. He too did not name the country where the latter lived.

Throughout his exile Siradeghian continued to enjoy the strong backing of 
Ter-Petrosian and members of the ex-president’s entourage. In a weekend 
statement, Ter-Petrosian’s Armenian National Congress (HAK) party praised 
Siradeghian’s literary and political legacy and deplored the “trumped-up” 
charges brought against him during Kocharian’s rule.



Armenian Regulators To Limit Water Price Hike

A French company managing Armenia’s water distribution network should scale back 
a significant increase in the price of drinking water sought by it, the head of 
a state body regulating public utilities said on Wednesday.

The price has stood at 180 drams (37 U.S. cents) per cubic meter ever since the 
Veolia utility giant took over the network in 2017 after signing a 15-year 
management contract with the former Armenian government.

The company’s Armenian subsidiary, Veolia Djur, requested in August permission 
to raise it to almost 224 drams per cubic meter. It cited, among other things, 
higher-than-expected inflation and the increased cost of electricity in the 
country.

Garegin Baghramian, the chairman of the Public Services Regulatory Commission 
(PSRC), said the commission has looked into the application and believes that 
the water tariff must remain unchanged for low-income households and be set at 
200 drams for other consumers.

Baghramian told reporters that the PSRC will “propose” this solution at an 
upcoming meeting with Veolia Djur executives. It will make a final decision on 
the new tariff after that meeting, he said.

In his words, the regulators are also seeking a 10-year tariff agreement with 
the water operator. “That presupposes a certain increase in the price, which 
will remain, nonetheless, stable in the next 10 years,” added Baghramian.

Under Armenian law, the PSRC has to fully or partly approve the Veolia Djur 
application or reject it by December 1.

Veolia managed the water and sewerage network of Yerevan from 2007-2016, phasing 
out Soviet-era water rationing in the vast majority of city neighborhoods. The 
2016 contract commits it to investing 37.5 billion drams ($77 million) in 
Armenia’s aging and inefficient water distribution network.

Sports: Armenian ice dancers win Budapest Trophy 2021

Armenian ice dancing pair Tina Garabedian and Simon Proulx Senecal have won gold at the Budapest Trophy 2021 international competition being held in the Hungarian capital on October 14-17, the Figure Skating Federation of Armenia reports.

The Armenian ice dancers scored 181.05 points according to the results of two stages.

Lithuanian pair Allison Reed and Saulius Ambrulevicius (181.01) came second.

Elizaveta Shanaeva and Devid Naryzhnyy of Russia (174.90) took the bronze medal in the international tournament.

For Canadian-Iranian film producers, Armenia is a wonderful place for development of independent cinema

YEREVAN, OCTOBER 15, ARMENPRESS. The 18th edition of Golden Apricot International Film Festival has finished with some of the best works of world cinema, hundreds of industry guests, and tens of side events in the heart of Yerevan, Armenia.

The Rain Falls Where It Will, the latest work of the renowned Iranian filmmaker, Majid Barzegar, participated along with 8 more titles in the festival line-up for the panorama competition. The film chronicles the daily life of a quiet nurse who takes away the lives of the patients who have lost their hope in recovery. It is an Iranian Canadian co-production by Rainy Pictures on the Iranian side and The Other End on the Canadian side. The film premiered in the 50th Rotterdam International Film Festival and went on to Durban International Film Festival, the oldest and the largest film festival in Africa before it was presented at Golden Apricot.

“With the exponentially increasing pressures and limitations imposed upon independent cinema in Iran, it is becoming extremely difficult to pursue the path of arthouse filmmaking in Iran. With the everchanging landscape of film politics and the exacerbating economical conditions looming over independent film budgets, it has become a very tough mission to keep the flag of arthouse cinema high in the country”, says Majid Barzegar, who is also one of the leading producers of independent cinema. Many of the films produced in his Rainy Pictures office in Tehran have premiered in some of the most distinguished festivals in the world such as Cannes, Berlinale, San Sebastian, Busan and Chicago International Film Festivals. 

Several of Majid’s previous films have seen the light of the screen in Golden Apricot in the previous years and the director is a regular participant of the festival. The Rain Falls Where It Will was presented in the festival by its Canadian producer, Amir Endalah, the head of The Other End, one of the leading production houses in Toronto focused on virtual production. The Other End also produces independent films across the globe, organizes film festivals in north America and Europe and supports the works of Iranian filmmakers through Farsi Cinema Center, the first non-Iranian platform dedicated to the promotion of Iranian independent cinema.

“It is quite delightful to see how much support and care goes into Golden Apricot International Film Festival. In The Other End, we strive for giving voice to independent filmmakers around the world and here in Golden Apricot, you see the same level of dedication and support, a very professional team and a fantastic atmosphere structured around and for independent cinema. Putin, Pashinyan to discuss implementing Karabakh agreements on October 12

According to the Kremlin's press service, relevant questions over the development of bilateral relations and cooperation within the Eurasian integration associations are set to be discussed

MOSCOW, October 11. /TASS/. Russian President Vladimir Putin and Armenian Prime Minister Nikol Pashinyan will discuss the implementation of the Nagorno-Karabakh agreements in Moscow on October 12, the Kremlin's press service said.

"Progress on fulfilling the statements of the Russian, Armenian and Azerbaijani leaders on Nagorno-Karabakh on November 9, 2020, and on January 11, 2021, is set to be discussed, in addition to further moves to ensure stability and forge economic ties in the region." the statement reads.

As the Kremlin's press service and the press office of the Armenian Cabinet of Ministers reported, relevant questions over the development of bilateral relations and cooperation within the Eurasian integration associations are set to be discussed.

Earlier, Presidential Spokesman Dmitry Peskov noted that a meeting between Putin and Pashinyan was in the works and would take place on October 12 in Moscow.

Intense clashes between Azerbaijan and Armenia erupted on September 27, 2020, with fierce battles raging in the disputed region of Nagorno-Karabakh. On November 9, 2020, Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan signed a joint statement on a complete ceasefire in Nagorno-Karabakh. According to the document, the Azerbaijani and Armenian sides maintained the positions that they had held, while several regions came under Baku’s control and Russian peacekeepers were deployed along the contact line and the Lachin corridor.

Russian peacekeepers investigate killing of Armenian farmer by Azerbaijani sniper fire

YEREVAN, OCTOBER 11, ARMENPRESS. The Russian Ministry of Defense confirmed that an Armenian farmer was killed by Azerbaijani gunfire on October 9 in Nagorno Karabakh. It added that an investigation is ongoing.

In a statement, the Russian Ministry of Defense said the civilian was shot dead by the Azerbaijani military while conducting agricultural works.

“The Russian peacekeeping contingent’s command is investigating the incident with the involvement of both sides.”

Aram Tepnants, a 55-year-old farmer, was shot dead by Azerbaijani sniper fire in a field near Martakert.
