Serzh Sargsyan: History cannot be distorted

The office of Armenia's third President Serzh Sargsyan has published the first three paragraphs of the proposal package submitted by the OSCE Minsk Group to the parties negotiating over a peaceful solution of the Nagorno-Karabakh conflict in August 2016.

“Does it look like a step-by-step solution? The question is in black and white, it is clear and distinct (italics added) and is addressed to those who read and understand, and not to those who are aware of all this, but intentionally distort the NK negotiation process, who failed the negotiations,” the office said in a statement.

“History cannot be distorted,” it added.

Earlier, the Armenian authorities accused Serzh Sargsyan of negotiating a step-by-step settlement of the Karabakh conflict during his presidency.

The Prime Minister of Armenia, Nikol Pashinyan, stated this Wednesday during the National Assembly debates on the execution of the 2021 program of the government, adding that he will speak about these achievements and failures, and will make self-confessions.

"The key cornerstone of our achievements in 2021 was the snap parliamentary elections. The elections after the catastrophic war showed the resilience of our statehood and people, our will to have a statehood, increased Armenia's international standing, and demonstrated our commitment to democracy and democratic values.

By going to those elections, Armenia not only overcame the internal political crisis, but also, according to international institutions’ assessment, made a transition from among the countries with electoral authoritarianism to among the countries with electoral democracies," Pashinyan added, in particular.

Lavrov Pledges Support for “Peace Treaty” between Armenia and Azerbaijan

Russia’s Foreign Minister Sergei Lavrov on Friday said that while the Russian peacekeeping contingent continued to investigate the circumstances of the March 24 incursion, by Azerbaijani forces, into the Parukh village in Artsakh’s Askeran district, certain incidents there require further “clarifications.”

Speaking at a joint press conference in Moscow, Lavrov said that he had discussed the issue with his Armenian counterpart Ararat Mirzoyan, who is on a diplomatic visit to Russia.

Russia’s top diplomat scoffed at calls for an internal investigation into the peacekeeping contingent’s activities, saying that such sentiments do not reflect the “real attitude of the Armenian people and the leadership of Armenia.”

Yet Prime Minister Nikol Pashinyan, as recently as Thursday, called for such an investigation during remarks he made at his weekly cabinet meeting.

“The circumstances there [in Parukh] are not completely clear,” said Lavrov. “I do not want to go ahead and make a final judgment.”

“We are convinced that our Armenian friends fully trust the Russian peacekeeping contingent. Calls for holding [Russian peacekeepers] accountable and launching an internal investigation do not reflect the real attitude of the Armenian people and the leadership of Armenia and the big role that the Russian peacekeeping contingent plays for ensuring stability in the region,” Lavrov added.

“Yes, small incidents are taking place, and our servicemen are dealing with this particular incident. There are things there that need clarification,” he said.

In his remarks, Mirzoyan reflected on the fact that his visit was taking place at a time when the focus of discussions had become the situation in the South Caucasus and Nagorno-Karabakh.

Mirzoyan spoke of the incursion by the Azerbaijani forces into the Parukh village, which under the jurisdiction of the Russian peacekeepers. He also accused Azerbaijan of creating a humanitarian crisis, recalling its recent blockade of natural gas supplies to Artsakh, saying that the brunt of his discussions with Lavrov focused on the situation in Karabakh.

Armenia’s foreign minister said that Armenia “continues to believe that the Russian peacekeeping contingent will manage to restore the status-quo in Nagorno Karabakh, and that Azerbaijan will return to its initial positions.”

“As I have already said, the peacekeeping contingent has been deployed in Nagorno Karabakh for ensuring the status-quo outlined in the November 9, 2020 agreement and protecting the security of the population of Nagorno Karabakh. We continue to believe that the status-quo will be restored, and the Russian peacekeepers will continue fulfilling their important function and mission,” reiterated Mirzoyan.

Hailing Russia’s “significant role” in halting military operation in Karabakh, Mirzoyan expressed hope that the peacekeeping contingent “will contribute to the observance of the ceasefire regime and the prevention of provocations in Nagorno Karabakh, the return to normal life and stability, and security in our region.”

Lavrov pledged Russia’s readiness to support the creation of conditions for the signing of a peace treaty between Armenia and Azerbaijan.

Advancing the discussion on a “peace treaty” was discussed on Wednesday during a meeting between Prime Minister Nikol Pashinyan and President Ilham Aliyev of Azerbaijan that was mediated by the President of the Council of Europe Charles Michel.

“Russia is ready to provide support to the work between Yerevan and Baku for creating conditions for the signing of a peace treaty between Armenia and Azerbaijan,” said Lavrov, adding substantive discussions took place in ways that Moscow can support the launch of this effort

“We discussed issues that have been discussed at the level of our leaders, including in terms of the delimitation of the border between Armenia and Azerbaijan and future steps to strengthen trust and stability on the borderline,” Lavrov briefed reporters about his meeting with Mirzoyan.

Lavrov expressed hope that the commission for delimitation will be created as soon as possible, and noted that Moscow did not see any obstacles for this. He further added that the work for solving humanitarian issues must continue.

The working group for unblocking of transport and economic links will convene its next meeting this month, announced Russia’s top diplomat.

Lavrov also spoke about the normalization process between Armenia and Turkey. “We welcome the process of normalization of relations between Yerevan and Ankara. This must contribute to the improvement of the situation in the overall region,” he said.

Armenia expects Russian peacekeepers to restore status quo in Artsakh – Foreign Minister

The Armenian authorities hope that the Russian peacekeepers will force the Azerbaijani military back to their starting positions and restore the status quo in Artsakh, Foreign Minister Aearat Mirzoyan said at a joint press conference with his Russian counterpart Sergey Lavrov in Moscow.

“When it comes to the invasion of the village of Parukh, violation of the status quo and the Russian peacekeeping contingent, Armenia continues to believe that the Russian peacekeeping contingent will still be able to restore the status quo as of March 23,” he said.

“We also appreciate the mediation efforts of the Russian Federation aimed at implementing the trilateral statements of November 9, 2020, January 11, 2021 and November 26, 2021. I would like to reiterate Armenia’s commitment to the implementation of all agreements,” Minister Mirzoyan said, adding that the issues of the return of prisoners of war and other detainees, preservation of historical and cultural heritage in the territories currently under Azerbaijani control remain urgent.

The Armenian Foreign Minister stressed that solutions can only be reached through peaceful negotiations.

Azeri, Armenian leaders instruct FMs to start peace talks preparations

The Prime Minister of Armenia and the President of the Republic of Azerbaijan have instructed the foreign ministers to start preparations for peace talks between the two countries, the press service of the Armenian government announced on Thursday.

The trilateral meeting between the Prime Minister of the Republic of Armenia Nikol Pashinyan, the President of the European Council Charles Michel and the President of the Republic of Azerbaijan Ilham Aliyev took place in Brussels, the press service added.

“Based on the results of the meeting, an agreement was reached to set up a bilateral commission on border delimitation between Armenia and Azerbaijan until the end of April envisaged in the agreement reached in Sochi on November 26, 2021, which will be authorized to deal with security and stability issues along the border,” according to the statement.

During the meeting, “Pashinyan referred to the situation and the humanitarian issues in Artsakh caused by the recent actions of the Azerbaijani military units.”

“Issues related to the implementation of the trilateral statements of November 9, 2020, January 11 and November 26, 2021, as well as the agreements reached at the trilateral meeting in Brussels on December 14 were discussed,” the press service of the Armenian government reported.

The European Union is committed to establishing deep cooperation with Armenia and Azerbaijan to reduce tensions in the Caucasus and is ready to assist the parties by organizing expert consultations and increasing financial assistance. This is according to a statement Michel released following the trilateral meeting with Pashinyan and Aliyev.

“President Michel reiterated the EU’s commitment to deepen its cooperation with Armenia and Azerbaijan to work closely in overcoming tensions and promote a South Caucasus that is secure, stable, peaceful and prosperous for the benefit of all people living in the region,” the statement says.

The European Council President “stressed the need for the full and speedy resolution of all outstanding humanitarian issues, including the release of remaining detainees and comprehensively addressing the issue of missing persons.”

He also stressed that “ensuring the appropriate distancing of forces is an essential element of incident prevention and tensions reduction.”

“The EU will likewise continue to support confidence building measures between Azerbaijan and Armenia as well as humanitarian de-mining efforts, including by continuing to provide expert advice and stepping up financial assistance, and assistance to conflict-affected populations, rehabilitation and reconstruction,” the statement reads.

On March 26, the Russian Defense Ministry announced that Azerbaijan’s troops entered the Russian peacekeeping mission’s zone of responsibility in Nagorno-Karabakh. On Sunday evening, the Russian Defense Ministry reported that Azerbaijan had pulled its troops back from the village of Farukh, also known as Parukh, in Nagorno-Karabakh.

Renewed clashes between Azerbaijan and Armenia erupted on September 27, 2020, with intense battles raging in the disputed region of Nagorno-Karabakh. On November 9, 2020, Russian President Vladimir Putin, Aliyev and Pashinyan signed a joint statement on a complete ceasefire in Nagorno-Karabakh starting from November 10. According to the statement, the Azerbaijani and Armenian sides would maintain the positions that they had held and then the Armenian forces would turn over control of certain districts to Azerbaijan. In addition, Russian peacekeepers were deployed along the contact line and to the Lachin corridor, which links Nagorno-Karabakh to Armenia.

Russia deploys more peacekeepers to halt ‘Azerbaijani advance’ in Nagorno-Karabakh

Russian peacekeepers in Nagorno-Karabakh have ‘deployed reserves’ in order to ‘block further advancement by the Azerbaijani army’ near the village of Parukh (Farukh).  

Azerbaijani forces had appeared to have withdrawn from Parukh by Tuesday, and Russian peacekeeping forces are currently stationed in the village. According to officials in Stepanakert (Khankandi), Azerbaijani forces remain stationed on the Armenian side of the line of contact including on a key strategic height near the village. 

Residents of Parukh were evacuated prior to the Azerbaijani advance and remain unable to return home.

Around 2,000 Russian peacekeepers were deployed to the conflict zone as part of the tripartite agreement brokered by Russia to bring an end to the 2020 Second Nagorno-Karabakh War.

The latest deployment by Russia was preceded by a statement on 26 March from the Russian Ministry of Defence accusing Azerbaijan of violating the agreement. They called on the Azerbaijani army to ‘retreat to its previous positions’, and leave the ‘zone of responsibility of the Russian peacekeeping contingent’. 

Tigran Grigoryan, a Yerevan-based political analyst, reported that in spite of the withdrawal of the Azerbaijani military from Parukh,  there had been a large military build-up near the Karaglukh height, one of the contested hills in the recent clashes.

‘It’s not about dozens of soldiers but a few hundred’, Grigoryan told OC Media

Just recently, Azerbaijani troops, according to Grigoryan, were freely passing through Parukh despite the presence of Russian peacekeepers, which makes the return of the village’s residents — who were forced to evacuate on 22 February — impossible. 

‘For now, the possibility of [military] escalation in that area is very high’, Grigoryan said.

On the evening of 24 March, the Azerbaijani military crossed the line of contact separating Armenian and Azerbaijani forces in Nagorno-Karabakh and entered Parukh and the surrounding areas. Three soldiers from the Nagorno-Karabakh Defence Forces were reported killed, and 14 wounded in clashes with Azerbaijani troops.

According to officials in Stepanakert and Moscow, Azerbaijan utilised Bayraktar combat drones during the engagement, though Baku has denied the claims. 

In response to a statement by Russia’s Ministry of Defence, the Azerbaijani Defence Ministry redirected accusations of violating the tripartite declaration toward Armenia.

‘The complete withdrawal of the remnants of the Armenian army and illegal Armenian armed groups from the territory of Azerbaijan has not yet been implemented’, the statement reads. ‘It is Armenia, not Azerbaijan, that violates the provisions of the declaration.’

According to point four of the tripartite declaration, Russian peacekeepers were to be deployed alongside the ‘withdrawal of the Armenian troops’. 

Armenia has argued that this referred to their withdrawal from seven districts surrounding Nagorno-Karabakh which were handed over to Azerbaijan. The declaration also does not explicitly mention the Nagorno-Karabakh Defence Forces, which are made up of local residents.

Despite denying that they violated the tripartite declaration, the Azerbaijani Ministry of Defence admitted to the advances made by the Azerbaijani army across the line of contact into Parukh and ‘surrounding heights’ which they wrote, are ‘sovereign territories of our country’. The Ministry also denied that their troops had withdrawn from ‘those positions’.

‘Our army is in full control of the operation’, the statement reads. 

The Ministry also accused Russia of violating the ‘essence of bilateral relations’ as well as the Declaration on Allied Interaction, signed by Russian President Vladimir Putin and Azerbaijani President Ilham Aliyev on 22 February.

Baku seeking to finish ethnic cleansing in Artsakh, Armenia`s premier states

ArmInfo.Azerbaijan's actions have brought Artsakh to a humanitarian disaster Armenia's Premier Nikol Pashinyan stated at a Cabinet meeting on Thursday.   

"For three days the Artsakh people has been without gas supply. It  happened due to Azerbaijan's interference. Under various pretexts,  Azerbaijan did not allow the gas pipeline to be repaired, and did the  repair work itself. As a result, according to the information at our  disposal, a valve was installed on the gas pipeline. On March 21, the  gas supply to Artsakh was cut off again. Thus, without blowing the  pipeline up, Azerbaijan tuned off the vavle thereby proving it was  they that blew it up on March 7," the premier said. 

Mr Pashinya emphasized the fact that the gas supply was disrupted in  most unfavorable weather. 

"I have no doubts that the heroic population of Artsakh will survive  the hardship as well. With its actions, Azerbaijan is rendering a  service to Artsakh, as this episode is a clear explanation of the  Artsakh problem to the international community. It is irrefutable  evidence of Azerbaijan's policy toward Artsakh Armenians – making  their life in their Homeland impossible. Their task is to spare no  effort to complete ethnic cleansing in Artsakh," Mr Pashinyan said. 

A regards the Azerbaijani foreign office's statement that gas supply  to Nagorno-Karabakh is Azerbaijan's domestic affair. Interpreting the  diplomatic language, it means that Baku demands that the  international community should not interfere in the ethnic cleansing  in Artsakh. 

Armenia's authorities and public must inform the international  community of the ongoing developments in Artsakh by means of social  media. As regards the criticism against the Armenian authorities'  policy of "epoch of peace" in the region. 

"I would like to state there is no alternative to this policy.  However, Azerbaijan, resorting to provocations, is trying to distract  us from this agenda, cause a new escalation and war in the region.  But w must to succumb to these provocations. I have said we need iron  nerves to implement this policy," Mr Pashinyan said. 

Finance Minister forecasts 5.5% inflation for 2022

YEREVAN, MARCH 21, ARMENPRESS. Minister of Finance of Armenia Tigran Khachatryan commented on the possible inflation in the country and said that the management of inflation is in the toolkit of the Central Bank and the Bank aims at returning the inflation to the limits defined by law.

“This means that inflation by the result of 2022 will be within 5.5%, a 1.5% deviation is also possible. The Central Bank has stated that these performance indicators will be executable and, despite the temporary difficulties existing today in the region and the world conditioned by the possible changes in prices of food and energy, they will be manageable, and in the end of the year we will have an actual inflation by law”, he said.

The minister said the calculation of increase in price of individual goods is not a general calculation. “If the food basket consists of several goods, then the sum is taken into account when determining the inflation rate”, he said.
