US State Department documents destruction of Armenian religious heritage by Azerbaijan in a new report

In the 2021 Report on International Religious Freedom the US Department of State documents Azerbaijan’s ongoing destruction of Armenian monuments and refers to the attempts to “Albanize” the Armenian heritage in territories under its control.

The reports quotes a bishop of the Armenian Apostolic Church as saying that, since May, the government refused access of Armenian pilgrims to a monastery in the territory, which has been under Azerbaijani control after the 2020 war.

The reports reminds that in a resolution adopted on September 27, 2021, the Parliamentary Assembly of the Council of Europe (PACE) condemned the damage “deliberately caused to cultural heritage during the 6-week war, and the deliberate shelling of the Holy Savior (Ghazanchetsots) Cathedral in Shushi, and “the destruction or damage of other churches and cemeteries during and after the conflict.” 

The resolution also stated PACE remained “concerned, in the light of past destruction, about the future of the many Armenian churches, monasteries, including the Dadivank monastery, and cross-stones and other forms of cultural heritage which have returned under Azerbaijani control.”  The resolution expressed “concern about a developing narrative in Azerbaijan promoting a ‘Caucasian Albanian’ heritage to replace what is seen as an ‘Armenian’ cultural heritage.” 

“There were numerous reports during the year of vandalism and destruction of Armenian cultural and religious sites, as well as deliberate actions by the government to sever and distort the connection of religious sites to their Armenian heritage.  Government actions and rhetoric stating churches were “Caucasian Albanian” prompted international observers, Armenian officials, civil society representatives, and the Armenian Apostolic Church to express grave concerns about the preservation of Armenian ties to historical and religious sites now under Azerbaijani control,” the State Department repot reads.

For example, it notes, on May 4, the Ministry of Foreign Affairs stated the Azerbaijani-funded reconstruction of the Holy Savior Cathedral in Shushi was “in accordance with the original architectural style in order to restore the historical image” of the city and attributed renovations of the site to reflect “Caucasian Albanian” heritage.  Armenian officials said such statements attempted to conceal the church’s Armenian roots and structure, including the original spire.  In a letter to UNESCO, Armenia’s acting Minister of Education, Science, Culture and Sports Vahram Dumanyan accused Azerbaijan of actively implementing “a policy of falsification of historical facts” by calling the sites of Armenian cultural heritage in newly returned territory “Caucasian-Albanian.”  On September 27, Caucasus Heritage Watch (CHW) reported the Azerbaijani government embarked on an extensive campaign after the November 2020 ceasefire to claim Armenian heritage sites either do not exist or have “Caucasian Albanian” origins.

The report also reminds that following the November 2020 ceasefire, leaders of the Armenian Apostolic Church requested Russian peacekeepers protect the medieval Dadivank Monastery in the district of Kealbajar.  The government initially allowed Armenian pilgrims to visit the church, but access became increasingly difficult throughout the year.  According to media reports and Armenian Apostolic Church authorities, two groups of pilgrims were denied access to the monastery in February and April. Azerbaijani authorities cited COVID-19, flooding, and road damage as reasons for denying access to groups of pilgrims who were ready with Russian peacekeeper escorts to visit the monastery, according to the Armenian Apostolic Church.  By year’s end, in addition to the monastery, no Armenian pilgrims had been permitted visits to any religious site in Azerbaijani-controlled territory (where no Russian peacekeepers were present) since May 2.

The State Department notes that on May 26, BBC reported the removal of a cross atop St. Yeghishe Armenian Church in Mataghis.  A video reposted in March by Armenia’s ombudsman Armen Tatoyan on social media had shown soldiers wearing Azerbaijani and Turkish insignia desecrating the church.

“In June, The Art Newspaper published a report using satellite images that detailed the destruction of medieval Armenian churches in Agulis, Nakhchivan.  The churches were seen in 1977 images but were missing in images from 2016 and 2019.  The destruction included Surb Stepanos (Saint Stephen), likely founded in the 12th to 13th centuries, the medieval Surb Tovma (Saint Thomas), Surb Kristapor (Saint Christopher), Surb Hovhannes Mkrtich (Saint John the Baptist), and other ancient churches, such as Mets Anapat Surb Astvatasatsin (Greater Hermitage Holy Mother of God) and Surb Hakob Hayrapet (Saint Jacob of Nisibis).  The Art Newspaper also chronicled the destruction of Armenian heritage throughout Nakhchivan, which once included 89 churches, 5,840 cross-stones, and more than 22,000 tombstones, according to documentation from 1964-87 collected by independent researcher Argam Ayvazyan.  Because religion and ethnicity are closely linked, it is difficult to categorize many incidents as being solely based on religious identity,” the State Department said.

Special parliament session sought by Armenian opposition not held

A special session of the Armenian parliament sought by the two opposition factions was not held amid a lack of quorum.

Speaker Alen Simonyan announced that only 33 deputies were registered, failing to ensure quorum.

Earlier, the ruling Civil Contract faction unveiled plans to boycott the session.

The opposition Hayastan and Pativ Unem factions drafted last week a resolution rejecting any peace deal that would make Artsakh a part of Azerbaijan and called a special parliament session on Friday afternoon to debate it.

The document also warned against any territorial concessions to Azerbaijan as a result of demarcation and delimitation of the Armenian-Azerbaijani border.

It said that the demarcation process must start only after Azerbaijan releases all Armenian captives and pulls its troops out of Armenia’s sovereign territory.

The resolution also addressed the Armenian-Turkish normalization process, saying any deal cannot call into question that genocide was committed against the Armenian people.

YEREVAN, MAY 31, ARMENPRESS. According to the Central Bank of Armenia, after the deep decline of 2020 the country’s economy restored at faster rates than expected, CBA Deputy Governor Nerses Yeritsyan said at the joint session of parliamentary standing committees.

“After the deep decline of 2020, the economy of Armenia recovered at faster rates than expected in 2021, by recording a 5.7% level of economic growth. The growth was mainly connected with the restoration of external demand, as well as there were some factors in increase in domestic demand. The internal growth is connected with the growth in consumption of private sector, which was contributed by the high level of savings collected last year and the growth in monetary transfers coming from abroad”, he said.

He said that in the end of the year both the import and export growth was expressed by double-digit figures.

Yeritsyan said that 14.6% growth was registered in tax revenues because of the improvement of administration and the amendments to the tax code. The tax revenues in GDP increased just by 0.3%, however, the forecast was much more.

“The 2021 state budget expenditures increased by 5.8% compared to the previous year, connected partially with the growth of current expenditures, whereas in capital expenditures 4.1% decline was registered”, he said.

The Central Bank emphasizes the importance of improving the potential of the economic growth which will make possible to reduce the debt-GDP ratio to lower than 60%.

“Thanks to the steady consolidation of the fiscal policy and the effective combination of the monetary-loan policy of 2021 it was possible to ensure the macroeconomic stability in Armenia”, he said, adding that however the results of the fiscal policy deviated to some extent from planned midterm and long-term programs. “In this respect the Central Bank highlights adopting counter-cyclical fiscal policy during the year, but emphasized the necessity of clarifying the state expenditure strategy for sustainable long-term development of the economy”, the CBA Deputy Governor said.

The event was also remotely attended by the President of the Russian Federation Vladimir Putin, the Prime Minister of Belarus Roman Golovchenko, the President of Kyrgyzstan Sadyr Japarov, the President of Kazakhstan Kassym-Jomart Tokayev, the Chairman of the Eurasian Economic Commission Mikhail Myasnikovich. The forum was chaired by Alexander Shokhin, President of the Russian Union of Industrialists and Entrepreneurs.

In his speech, Prime Minister Pashinyan greeted the leaders of the countries participating in the forum, heads of delegations, and all those present, expressing hope that the successful holding of the event and the agreements to be reached within its framework will contribute to the further progress of Eurasian integration.

"As for the service sector, the services are really becoming a generator of new points for the development of economic cooperation between the countries of our Union. The role of this sector in the economy is constantly growing and certain types of services, as factors for production, have a significant impact on the competitiveness of goods, industries and economies. In this respect, the most important task of Eurasian integration is to ensure the free movement of services. This issue is being solved, including through the liberalization of the sector, the formation of a common market for services, which in turn expands the opportunities for business activation. We can say that the level of free movement of services is a unique indicator of integration.

The development of the trade of services is conditioned, among other things, by the development of scientific and technical progress in the field of cross-border trade, technological changes, which in itself is a tool for overcoming "geographical segregation" and is relevant for Armenia.

In this regard, special attention should be paid to the development of telecommunications and information technologies, guaranteeing their equal availability.

In this context, a key area of cooperation is the consolidation of the efforts of the IT communities of the Member States to actively develop the high-tech sectors of the economy and to fully implement the Union's digital agenda. Within the framework of the implementation of the digital agenda, it is necessary to consistently promote the initiatives aimed at deepening the integration processes and receiving direct benefits for the economies and citizens of the EEU member states.

As it is known, technological innovation is also beneficial for the provision of services. The age of information and digital technologies increases the international competitiveness of countries. And this is especially true for small countries like Armenia, which have limited influence on world processes due to geographical and geopolitical constraints. Information technologies provide a level playing field for all players, regardless of their position or capabilities. This is the reason why the Armenian Government considers the IT sector one of the bases for economic development.

We aim to expand our capabilities to become a country that produces, delivers high-quality, intelligence-based products and services at the heart of which will be the creative human capital.

In general, new technologies are an opportunity for economic breakthrough, a challenge for those who want to keep up with the progress of humanity. This sphere is of strategic importance for Armenia, as it is one of the unique branches, which does not require ports, access to the sea, rich mineral resources for development. It requires human capital, and that is the resource with which Armenia has always stood out. From this point of view, we also pay great attention to the development of young people's skills through the teaching of digital technologies."

In response to the question of moderator of the forum Alexander Shokhin, Prime Minister Pashinyan noted that the Government of our country is making all efforts to make Armenia attractive especially for investments in the sphere of information technologies, and investments in all spheres in general. "We now see that there is a certain flow of IT specialists to Armenia, we understand the context, we try to create conditions for these movements within the EEU to serve the further development of the Union's integration processes, since it is a common market, common area. In general, we can say that we show that we have achieved one of the main goals of the EEU, because we are now practically implementing the principles of free movement of labor, goods and services. I hope that this will become a usual thing in the Eurasian Economic Area, which is, in fact, the goal that was set in front of the organization at the time of its creation. So this is a very important nuance to emphasize the effectiveness of the Eurasian Economic Union."

Deputy Prime Minister Mher Grigoryan also delivered a video message at the forum.

Complying with the letter addressed to the President of the Republic by the political parties submitted to the Artsakh Republic Parliament on May 24, President of the Artsakh Republic Arayik Harutyunyan convened an enlarged sitting of the Security Council on May 25, ARMENPRESS was informed from the press service of the Artsakh President’s Office.

According to President Harutyunyan, he had a chance to meet with Armenian Premier Nikol Pashinyan and discuss the Pashinyan-Aliyev meeting held in Brussels on May 22, and in this context he would like to affirm once again, that the exclusive right of determining the fate and status of Artsakh belongs to the people and authorities of Artsakh. In the words of the President, Prime Minister Pashinyan stressed that no one can, nor is going to sign any document behind the back of the people of Armenia and Artsakh. If there is a concrete proposal for concrete solutions, it will be discussed with the Artsakh authorities, and the public will be informed properly.

President Harutyunyan stressed that the Artsakh Republic unwaveringly pursues the path of international recognition of independence through the full and unconditional realization of its people's right to self-determination, and the proper provision of the rights and security of the people of Artsakh is only possible outside Azerbaijan.

On the sidelines of the International Migration Review Forum in New York, the Head of the Migration Service of Armenia Armen Ghazaryan had bilateral meetings with the delegation of Denmark in the face of Hanne Stig Andersen, Deputy Permanent Secretary at the Ministry of Immigration and Integration, Joost Klarenbeek, Special Envoy for Migration at the Ministry of Foreign Affairs of the Netherlands and Jenny Ohlsson, the State Secretary to Minister for International Development Cooperation of Sweden, the Migration Service of Armenia said in a news release.

Armen Ghazaryan discussed with the sides both the current and possible cooperation issues, the readmission processes, presented the asylum system in Armenia, particularly the construction of a new special shelter for asylum seekers. The partners considered the opportunity of expanding the framework of the activity in Armenia.

Ghazaryan highlighted the digitization of processes as the Armenian government’s priority in the field of migration management.

YEREVAN, MAY 24, ARMENPRESS. Russian President Vladimir Putin assured that the Russian economy in the new conditions will remain open, reports TASS. 

“Under the new conditions, the Russian economy will certainly be open”, he said at a meeting on Tuesday.

“Moreover, we will expand cooperation with those countries that are interested in mutually beneficial partnership”, Putin stressed.

According to him, “a whole range of issues is important here”. “This is organizing convenient payment infrastructure in national currencies, establishing scientific and technological ties and, of course, increasing the capacity of logistics chains, increasing their efficiency, and creating new routes for cargo transportation”, the president listed.

“In recent months, the strategic significance of this work has increased significantly”, Putin emphasized. He noted the necessity of diversifying transport flows due to some countries’ wishes to “close for Russia”.

“The actions of some countries, their wish to close for Russia, not to close Russia, but particularly to close for Russia even to their disadvantage, have shown how important it is to promptly diversify transport flows nowadays, to expand corridors towards predictable, responsible partners”, he said.

Armenian, Iranian ministers discuss new contract by program gas for electricity

YEREVAN, MAY 17, ARMENPRESS. Minister of Territorial Administration and Infrastructure of Armenia Gnel Sanosyan met with Iranian Minister of Petrolium Javad Owji during the working visit in Iran, the Armenian ministry of territorial administration said in a news release.

The new contract under the program gas for electricity was discussed during the meeting.

Minister Sanosyan presented proposals over the re-signing of the contract. When the responses of the Iranian side over the proposals made are ready, the contract will be signed.

Gnel Sanosyan also said that road construction works are actively taking place in Armenia now, however, the changes in the price of asphalt (bitumen) created some difficulties. He said that it would be desirable if the bitumen is delivered to Armenia at a cheaper price.

Other issues of mutual interest were also discussed during the meeting.

The sides assessed the meeting as positive and constructive.
