STEPANAKERT—The Lady Cox Rehabilitation Center in Artsakh hosted members from the Armenian National Committee of Australia during their visit to Stepanakert.

The rehabilitation centre, founded by former Deputy Speaker of the United Kingdom House of Lords, Baroness Caroline Cox, seeks to provide care and life fulfillment opportunities to citizens of the Republic of Artsakh who are living with a disability.

The center has undergone extensive renovations throughout the years, and currently includes a hydrotherapy pool, arts areas, autism rehabilitation rooms, a childcare centre, and provides services such as speech therapy and psychology services.

The centre is an essential service which has broken down the stigma surrounding disability in the region and currently employs over 75 people.

ANC-AU Executive Director, Michael Kolokossian and ANC-AU National Board Member, Garineh Torossian were joined by representatives of the Armenian Youth Federation of Australia who toured the Lady Cox Rehabilitation Center.

The center’s director, Vardan Tadevosyan, guided the ANC-AU representatives through the centre and provided an extensive breakdown of the services provided by his team.

The ANC-AU last visited the Lady Cox Rehabilitation Center in Artsakh in 2019, as part of the first federal-led delegation to the Republic of Artsakh, which included the first Federal Australian lawmaker John Alexander and Hugh McDermott, State Member for Prospect.

“It was extremely moving to witness the amazing work being done by Mr Tadevosyan and his team, particularly the number of Armenian military personnel they have assisted following Azerbaijan’s attacks on the Republic of Artsakh in 2020,” said Kolokossian.

“We look forward to working with the Lady Cox Rehabilitation Center and seek to provide additional assistance from Australia to further expand the reach and services the centre provides.”

The visit, which took place on Saturday July 2, was coordinated by the Permanent Representative to the Republic of Artsakh in Australia, Kaylar Michaelian.

State control of publications on the Internet

Armenian Prosecutor General Artur Davtyan suggested that the government introduce state control over information published on the Internet and, if necessary, force the removal of any publications. The Prosecutor General actually made a proposal to introduce censorship in the network. As an example, he referred to the experience of Roskomnadzor.

The initiative of the Prosecutor General’s Office has not yet been formalized in the form of a draft law. But if this regulation is adopted, it will apply not only to the media, but also to users who publish a post on Facebook.

Human rights activists and media experts reacted negatively to the proposal of the Prosecutor General. They warn that if a structure is created to control information on the web, it could become “a tool that restricts freedom of speech,” a “ministry of censorship.”

The government has not yet commented on the proposal of the prosecutor’s office, and there are no comments on the critical remarks made by the experts.

The prosecutor’s office also reports that it has conducted a study in the field of protecting the non-property interests of the state, which showed:

  • “in recent years, national, religious, sexual or other discrimination has increased in the information disseminated on websites and social media, advertising of substances prohibited in Armenia, including drugs,
  • according to the legislation of Armenia, the security of information distributed on social media is not ensured, there are no legal norms,
  • control over the provision of information security and the application of the measures arising from this are not assigned to any body.

The prosecutor’s office said that in the absence of such control, information resources continue to freely distribute such content, distorting and abusing the democratic principle of freedom of speech.

The experience of Russia is also cited as an example, where the Prosecutor General or his deputies, in the event that information about suicide methods or drug trafficking is discovered, submit a demand to Roskomnadzor to immediately delete this information and restrict access to the relevant Internet resources.

Armenian experts believe that the goal of the Prosecutor General’s proposal is not to prevent suicide and drug sales among minors, but to control media and social media.

The experts were alarmed not only by the prosecutor’s proposal itself but also by the reference to the experience of the Russian Roskomnadzor.

“In fact, Roskomnadzor has become a body that exercises open censorship in some cases necessary for the state. And the reference to it does not give grounds to think about anything positive”, said Shushan Doydoyan, head of the Freedom of Information Center.

According to her, this creates the ground for prompt intervention, so that government agencies, if necessary, can immediately take measures and actions on the Internet. According to her, this is fraught with serious consequences.

Shushan Doydoyan agrees with the presence of numerous problems in the content published on the Internet, but believes that their resolution “is not the job of the prosecutor’s office”.

“It would be good if the prosecutor’s office did not take on functions reminiscent of the Russian Roskomnadzor. This is in the interests of everyone, first of all, in the interests of our democracy”.

The legislative initiatives of the team of Prime Minister Pashinyan may also be aimed at combating disinformation, but they can be regarded as attempts to restrict freedom of speech.

Boris Navasardyan regarded the proposal of the Prosecutor General as an attempt to restrict freedom of speech. He says that the initiative has no serious justification. And the expert does not consider it a coincidence that the statement of the prosecutor’s office was preceded by high-level Armenian-Russian contacts.

“Now, when he leaves his post [the term of office of Prosecutor General Artur Davtyan expires on September 15] and receives a medal, he is doing his duty. At the same time, he will not be obliged to complete this initiative”, Boris Navasardyan emphasized.

On April 19, as part of an official visit to Russia, Nikol Pashinyan and Vladimir Putin signed a statement that refers to “the use of modern information and communication technologies to commit illegal and harmful actions, interfere in the internal affairs of states and undermine their sovereignty”. The document enshrines an agreement to strengthen “bilateral cooperation in the field of international information security”.

Recently, by decree of the President of Russia, Prosecutor General Artur Davtyan was awarded a medal.

In his article published on the Media.am website, Samvel Martirosyan emphasized that it would not be possible to fight drug selling in this way, but it would be possible to block political dissent, “closing websites for every unauthorized sneeze”.

“Under the guise of this fight against windmills, huge amounts of money for Armenia will be written off. Because if you decide to do a quality job, this implies serious costs at the level of the Internet infrastructure. Not to mention the fact that they will feed the hungry army of censors at the expense of the taxes we pay”, the expert believes.

With the results of their latest meeting, the Special Representatives of Armenia and Turkey reached an agreement to open the border between Armenia and Turkey for third-country citizens and to commence direct air cargo trade between the two countries, Prime Minister of Armenia Nikol Pashinyan said at the Cabinet meeting today.

“Now it’s very important that our agencies work with the respective agencies of Turkey because in line with the political agreement, their implementation depends on this work, and my instruction is to work in a coordinated manner in order to implement the agreements reached as soon as possible”, the PM said.

On July 1, Special Representatives for the normalization process between Armenia and Turkey, Deputy Speaker of the Parliament of Armenia Ruben Rubinyan and Ambassador Serdar Kılıç held their fourth meeting in Vienna.

They agreed to enable the crossing of the land border between Armenia and Turkey by third-country citizens visiting Armenia and Turkey respectively at the earliest date possible and decided to initiate the necessary process to that end.

They also agreed on commencing direct air cargo trade between Armenia and Turkey at the earliest possible date and decided to initiate the necessary process to that effect.

Furthermore, they discussed other possible concrete steps that can be undertaken towards achieving the ultimate goal of full normalization between their respective countries.

Finally, they reemphasized their agreement to continue the normalization process without preconditions.




New village to be built for first time in history of independent Armenia – PM

YEREVAN, JULY 7, ARMENPRESS. A new village will be built in the history of independent Armenia, Prime Minister Nikol Pashinyan said at the Cabinet meeting today, commenting on the construction of Kaps Reservoir in Shirak province.

He expressed hope that the processes will move on as planned by the government.

“For the first time in the history of Armenia, we are going to a build a new village there. And it’s very important that this project is implemented successfully and we can introduce a village model of the 21st century there and bring a new urban culture that will be in accordance with our expectations and demands of today”, the PM said.

In August 2020, the Cabinet approved the action plan on building a new village for the reconstruction of the unfinished Kaps Reservoir in Shirak Province. The village will be provided for the resettlement of residents whose homes are situated in areas which will be part of the reservoir.

MP Armen Gevorgyan quits as parliament committee chair

Opposition MP Armen Gevorgyan has stepped down as chairman of the Armenian parliament committee on regional and Eurasian integration, which he took over in 2021.

"I have constantly tried to create an effective working atmosphere in the Commission, especially taking into account the prospects for the development of Eurasian integration of the country. However, political processes in the country have led to a point where I am resigning as the committee chairman,” the MP, who represents the Hayastan bloc, said in a statement announcing his resignation on Friday.

“The current situation dictates clear rules of political, social, and human ethics which I cannot disregard and which prevent me from continuing in my role as chair of the committee,” Gevorgyan said.

At the same time, he unveiled plans to continue fulfilling his duties as an MP in all international structures.

Armenia’s economic activity index grows 10.2% in five months

YEREVAN, JUNE 27, ARMENPRESS. Armenia’s economic activity index increased by 10.2% in January-May 2022 compared to January-May 2021, the Statistical Committee said.

The industrial production volume increased by 2.7%, that of construction by 11.4% in January-May 2022 compared to the same period of 2021.

8.9% increase was registered in trade turnover in the same period.

The services volume recorded 24.9% increase.

The consumer price index increased by 7.7% in January-May 2022.

The index of industrial production prices increased by 9.6%, and the electricity production volume by 13.1%.

36.6% increase was registered in external trade turnover volumes. The export growth comprised 27.5%, and the import growth – 42.2%.

The dram exchange rate against the US dollar comprised 477.34 drams in January-May 2022.

PATRA – A trilateral meeting of Greece, Cyprus and Armenia on diaspora issues will be convened in Patras on Friday, , according to an announcement by the Ministry of Foreign Affairs.

The Greek side will be represented by Deputy Foreign Ministry Andreas Katsaniotis, the Cypriot side will be represented by Presidential Commissioner for Humanitarian Issues and Overseas Cypriots Fotis Fotiou, and the Armenian side by High Commissioner for Diaspora Affairs Zareh Sinanyan.

After the meeting, a Memorandum of Understanding will be signed and statements to the press will follow.

Hatred is especially dangerous, when it is proliferated towards a neighbor, and even more dangerous, when there is an unresolved conflict in need of a robust peace process, Armenian MP Sona Ghazaryan said, addressing the session of the Parliamentary Assembly of the Council of Europe.

“This is a case in the context of the Nagorno Karabakh conflict, and systematic Armenophobia in Azerbaijan,” she said.

“You know too well the case of the Trophy Park in Baku that glorifies war and depicts Armenian soldiers in captivity, degrading human dignity and dehumanizing Armenians. This was a case of state-sponsored hatred and racism. The mannequins of Armenian soldiers were taken down only after Armenia filed a case with the International Court of Justice based on the Convention on Elimination of All Forms of Racial Discrimination,” the MP noted.

She reminded about the interim decision of the International Court of Justice, calling on Azerbaijan to take all necessary measures to prevent incitement and promotion of racial hatred and discrimination, including by officials and public institutions targeted at Armenian nationals or people of Armenian descent.

“I believe that the Council of Europe and its Parliamentary Assembly should be very vocal and direct, calling state-level hatred, speech, racism and xenophobia by name. We should all together combat this, because hatred is a poison, it’s very hard to collect once it spills over,” Sona Ghazaryan concluded.
