Preservation of the status quo, which resulted from occupation of the
Azerbaijani territories by Armenia is unacceptable and resolving of the
conflict is possible based on norms and principles of international law
and only within the territorial integrity of Azerbaijan, Azerbaijani
Foreign Minister Elmar Mamedyarov said today at the meeting with
Emilia Muller, minister for Federal and European Affairs of the State
of Bavaria, Germany.

Muller, expressing her satisfaction with the stay in our country said
Germany is interested in developing relations with our country and
that there are opportunities for that. Muller said that a number of
the Bavarian companies have implemented successful projects in our
country, and her country is interested in deepening of cooperation
with Azerbaijan in economic, educational, construction, engineering
and other fields in the future. Then the German guest inquired about
the processes in the region.

In his turn, Mammadyarov said that the interest is mutual, and stressed
that he shares the idea of the importance of implementing specific
projects for further deepening of the relations.

YEREVAN, APRIL 23, ARMENPRESS: Commemoration ceremony was held today
in Bratislava on the 95th anniversary of the Armenian Genocide. An
official from Forum of Armenian Association of Europe told Armenpress
that the Ambassadors of France, Russia, Poland, Bulgaria and
Greece to Slovakia attended the ceremony of putting a wreath on the
cross-stone-monument erected on Danube riverside.

Ashot Grigorian, president of Forum of Armenian Association of Europe
(FAAE), in his speech expressed gratitude to all the states, which
recognized the most horrific crime committed against the humanity
at the beginning of the 20th century. Mr. Grigorian expressed hope
that the parliaments of all the countries, ambassadors of which were
present at the ceremony, will recognize the Genocide as well.

Pavol Hrushovski, former speaker of Slovakia’s Parliament, leader of
the Slovak Christian-Democratic party, and Jan Carnogursky, former
Prime Minister of the Slovak Republic also addressed speeches at
the ceremony. They mentioned in their speeches that the Parliaments
of the states, which gave a political assessment to the fact of the
Armenian Genocide, ‘just did their duty’. The speakers blamed the
current Turkish authorities for denying the historical truth and
blockading Armenia.

Some of the attendees claimed that the decision of RA President on
suspending the procedure of the Armenian-Turkish protocols was quite
appropriate and that ‘it will be a slap in the face of the Turkish
Government, so that it could properly assess the situation and make
right decisions’.

The speakers declared that they consider it their duty to make the
fight more active in order all the member-states of the European
Union recognized the Armenian Genocide and supported Armenia as a
Christian country.

Armenian Deputy PM, Minister of Territorial Administration Armen
Gevorgyan received a group of journalists from the United Arab
Emirates, the Ministry’s press service reported.

Answering numerous questions, mostly about bilateral relations, Mr.
Gevorgyan said that trade relations are developing and stressed the
importance of attracting UAE investments in Armenian economy.

He also referred to long-term cooperation, pointing out to the
potential in energy, agriculture, construction materials and tourism.

As to collaboration in culture, science and education fields, Mr.
Gevorgyan noted that this year 10 Armenian students will take refresher
courses in Abu Dhabi High Technology College.

He noted that formation of Armenia-UAE intergovernmental committee
could boost trade and economic relations. Direct synergy between
business structures can be another platform for expanding the
relations, according to him.

Mr. Gevorgyan attached importance to the role of mass media and
expressed hope that journalists will promote development of the mutual
relations through their activities.

Moscow, Russia (CNN) — — The ruling coalition of political parties
in Armenia’s parliament has called for suspending talks aimed at
normalizing relations with Turkey, Armenia’s southern neighbor and
long-time adversary.

The decision marks a setback to a U.S., European and Russian-supported
peace process aimed at reopening the border between Armenia and Turkey
and the establishment of embassies in both countries’ capitals.

In a statement published on Thursday, Armenia’s parliamentary coalition
accused Turkey of failing to ratify internationally agreed peace
protocols before an agreed deadline.

The protocols were signed by the foreign ministers from Armenia and
Turkey last October, under the watchful eyes of U.S. Secretary of
State Hillary Clinton and Russian Foreign Minister Sergei Lavrov at
a ceremony that was nearly canceled because of a dispute between the
Turks and the Armenians.

Armenian President Serge Sarkisian has since made a visit to Turkey
to attend a football match between the two countries, but critics
say there has been little movement since then toward ratifying the
protocols before parliament.

The parliamentary coalition says the Turkish side’s stance is
"unacceptable," particularly statements by Turkish Prime Minister
Recep Tayyip Erdogan making ratification of peace protocols "directly
dependent upon the settlement of the Nagorno-Karabakh conflict in
Azerbaijan."

Christian Armenia and Muslim Azerbaijan fought a bitter war over
the mountainous region of Nagorno-Karabakh, which is now controlled
by Armenian troops. The front line is still volatile, with periodic
deadly clashes.

The Turkish government says is still formulating a response to the
Armenian parliamentary decision.

"We are evaluating the statement, its contents and what it means. Our
foreign minister is having meetings with the ministry officials,"
Turkish Foreign Ministry spokesman Burak Ozugergin told CNN.

Thursday’s announcement comes just two days before Armenians around
the world will commemorate the 1915 massacre of hundreds of thousands
of ethnic Armenians in Ottoman Turkey.

Turkey officially denies a genocide took place in the last days of
the crumbling Ottoman Empire.

Sarkisian, is expected to give a speech addressing the struggling
Turkish-Armenian peace process later on Thursday.

Turkey’s Prime Minister said on Thursday his country was committed
to peace protocols with Armenia, despite a decision by Armenia’s
ruling coalition to suspend ratification of the accords by Yerevan’s
parliament.

"We have frequently expressed our commitment to the protocols in word
and in spirit and our goal to fulfil them," Tayyip Erdogan told a
news conference, Reuters reports.

Armenia’s ruling coalition on Thursday said it had decided to freeze
the ratification in parliament of accords with Turkey.

"Iran will agree for the Turkish mediation if that mediation allows
padding out the negotiation process with the West, or drags out the
political decision which has to be held between Iran and the West,"
Sevak Sarukhanyan told to the journalists.

The Turkish foreign minister Ahmet Davutoglu after the meeting with
his Iranian counterpart has announced that Turkey is ready take up
the role of the mediator between Iran and the West for solving the
problems concerning the nuclear project of Iran.

According to S. Sarukhanyan Iran can give a positive answer in his
own interests, but in reality Turkey doesn’t have the need of the
Turkish mediation as the Iran – USA negotiation format has been formed
long before.

The speaker reminded Iran – the USA dialogue was a subject of
discussion long before, since 2005 in Baghdad, when the Iranian and
American diplomats were discussing the regional issues concerning
both countries.

Rafael Huseynov News.Az interviews independent MP Rafael Huseynov,
a member of Azerbaijan’s delegation to the Parliamentary Assembly of
the Council of Europe (PACE).

What issues will be discussed at the spring session of PACE?

The agenda for the spring session of the Parliamentary Assembly of
the Council of Europe does not include any issues directly related to
Azerbaijan. However, this does not mean that no issues concerning us
will be discussed at the spring session. During most sessions, when
the agenda has not contained matters directly related to Azerbaijan,
the members of our delegation have raised issues related to our
country in the party groups and at the open PACE sessions.

As usual the first day of the session will include a report from
the Committee of Ministers and the committee chairwoman will answer
questions. Today, the chairwoman-in-office of the Committee of
Ministers is Swiss Foreign Minister Micheline Calmy-Rey and we have
questions for her. Regardless of the answers to these questions and
the issues to be raised, we are concerned about the occupation of 20%
of Azerbaijani land by Armenia, the problem of Nagorno-Karabakh. We
often receive a diplomatic answer to this question, but despite this
we regularly raise the problem, because it is important for us to
raise the issue of Karabakh and occupation of Azerbaijani land at
every PACE session.

Will the Nagorno-Karabakh subcommittee resume work?

I would especially like to mention that the PACE chairman, Mevlut
Cavusoglu, who recently visited Azerbaijan, stressed the importance
of settling the Karabakh conflict during his meetings in Baku. On 25
January 2005 the parliamentary assembly adopted special resolution No
1416 which is the clearest and most exact document on the Karabakh
conflict and the occupation of Azerbaijani land by Armenia ever
adopted by an international organization. In the initial version
of the resolution Armenia was openly called an aggressor that has
occupied Azerbaijani land. The document notes the existence of the
separatist regime in Nagorno-Karabakh and says that Armenia conducted
a policy of ethnic cleansing of Azerbaijanis.

An important feature of the document was the demand to create a
special subcommittee to control the execution of resolution No 1416.

This subcommittee was set up in PACE and at one time functioned
actively at each session of the organization. The subcommittee included
representatives of the Azerbaijani and Armenian delegations and the
Council of Europe was represented at the highest level there.

The committee was quite successful. For a long time the subcommittee
was chaired by Lord Russell-Johnston.

I think the existence of this subcommittee is already a positive
factor. Its existence marks the importance of the Karabakh conflict
settlement, but unfortunately, after Lord Russell-Johnston’s death
[in July 2008] the subcommittee has been idle for a long time. The
fact that during the visit to Baku the new PACE president promised
to restore the subcommittee fills us with hope and joy. I think that
if the subcommittee is formed again at the spring session of PACE,
it may be considered a success of the session.

The Milli Majlis delegation usually prepares a new package of documents
for each session of PACE. Are you going to present anything new
this time?

Certainly, we will again prepare a number of documents. However,
I do not want to speak about it ahead of time.

We will provide information about them once they have been signed
and passed, as talking about them in advance can hold things up. But
I can say that some of these documents are related to the occupation
of Azerbaijani land by Armenia, while others are of general European
concern.

This shows that the Azerbaijani delegation is active. Azerbaijan will
mark the 10th anniversary of its membership of the Council of Europe
this year. Over this period the members of Azerbaijan’s delegation
to PACE have prepared over 100 documents. This is a serious indicator
as the reports considered the main work of the CE have been prepared
on most of them because resolutions are adopted on their basis.

I would like to say that in anticipation of the PACE spring session
a draft and full text of resolutions on light and noise pollution
have been ratified after the phased discussions. This report has been
translated and issued in English and French and it will be distributed
as a working document during the session. The report is expected to
be presented for inclusion on the agenda of the PACE summer session
after discussion of the issues at the committee on the environment,
agriculture and regional issues. This can be considered a success for
the Azerbaijani delegation as a document on common European problems
that we have prepared will be included on the agenda of the PACE
summer session.

What other issues is the Milli Majlis delegation planning to discuss?

There is a plan to discuss refugees and IDPs [internally displaced
persons]. Naturally, we cannot stay indifferent to this as there are
more than a million refugees and IDPs in Azerbaijan today.

A very interesting report on the poverty and disaster suffered by some
peoples of the totalitarian Soviet Union will be heard at the session.

In historical literature this concept is called Holodomor. I would
like to say that the report on the 1930s famine in the USSR was
prepared by Cavusoglu when he was a deputy, that is, before he was
the PACE president. This report has been included on the agenda of
the spring session of PACE. Holodomor is one of the ways in which
the Soviet people were repressed in the 1930s. I have studied this
issue in detail and have a clear idea of the events of those years,
so I am planning to speak during the discussion of this problem.

I am also going to voice my opinion about the report on human rights
to be made by the Council of Europe’s human rights commissioner.

Members of the Azerbaijani delegation are preparing to raise the
problem of the observation of the rights of Azerbaijani refugees and
IDPs who suffered as a result of the war and aggression initiated
against Azerbaijan.

I will also talk about the need to act to preserve people’s wealth
and welfare from the political, economic and temporary point
of view when Europe is changing. When we speak about the need to
preserve the welfare and health of citizens, many different factors
in the constantly changing Europe need to be taken into account,
including economic crisis, wars and conflicts and their impact on
people’s lives. This is a serious issue because Europe is changing
economically and politically and there are different conflicts in
different regions of Europe, especially in the South Caucasus. The
existence of these conflicts has a direct impact on all these issues
and slows the development of economic ties.

In this context I am going to raise the issue of the economic
importance of Azerbaijan in the South Caucasus, the importance of
the successful economic development of Azerbaijan as a basis for
implementation of regional projects. The states that build economic
ties with our country should not bypass the conflict with Armenia,
which is of great importance for Azerbaijan. That is, those who want
to build economic cooperation with us must demand the fair resolution
of the Karabakh conflict with the observation of the territorial
integrity of Azerbaijan on the basis of the norms and principles of
international law, and not demand the opening of the Armenian-Turkish
border and establishment of economic and diplomatic contacts without
the resolution of the Karabakh conflict.

The volcanic eruption in Iceland and its consequences probably won’t
be ignored either.

The most urgent problem is how to get to the PACE session. The volcanic
eruption in Iceland and the spreading cloud of ash have hampered
flights. The delegations of most countries will probably not be able
to get to Strasbourg. However, we hope this will not happen and we will
be able to take part in the session because several air companies have
already resumed flights. We are going to fly to France via Lufthansa.

If the flights resume and we get to PACE, we will have an opportunity
to express these thoughts there. I think the agenda will also include
the volcanic eruptions and their implications. Though it is a natural
event, it is connected with both politics and the economy and covers
all spheres of life.

The volcanic eruption has changed many things. People were unable
to take part in conferences and political events, most delegations
could not come to the venue of talks on economic projects. The natural
disaster could change the situation throughout the world. A volcanic
eruption is a natural disaster, but I think that Armenian crimes and
the continuing occupation of 20% of Azerbaijani land is a volcanic
eruption that affects the development and regulation of ties. If
urgent discussions are organized on the volcanic eruption in Iceland
and its implications, we will undoubtedly raise this problem too.

His Holiness Karekin II, Supreme Patriarch and Catholicos of All
Armenians, is due to pay a single-day visit to Baku on April 26
upon the invitation of His Holiness Patriarch Kirill I of Moscow and
All-Russia and Chairman of the Caucasian Muslims Office Sheikh-Al-Islam
Haji Allahshukur Pashazadeh to participate in the second conference
of the world religious leaders, Mother See press office reported.

The religious leaders of the region, the Patriarch of Moscow and All
Russia, the Catholicos-Patriarch of All Georgia, the Sheikh-Al-Islam
and the Catholicos of All Armenians, will have a meeting in the
sidelines of the conference.

The Armenian Catholicos is accompanied by Archbishop Yeznik Petrosyan,
General Secretary for Inter-Church Relations of the Mother See of Holy
Echmiadzin, Bishop Hovakim Manukyan, the Director of the Inter-Church
Relations Office, the head of the Mother See information department
Priest Vahram Melikyan.

Archbishop Vigen Ayqazyan will also participate in the conference as
the leader of the National Council of U.S. Churches.

ARCHBISHOP CHOLOYAN OFFERS OPENING PRAYER FOR THE U.S. HOUSE OF REPRESENTATIVES

— Invokes Armenian Genocide; Prays for an End to Barbarity upon
God’s Creatures

WASHINGTON, DC – The U.S. House of Representatives opened today
with a prayer by His Eminence Archbishop Oshagan Choloyan, Prelate
of the Armenian Apostolic Church of the Eastern United States, in
which he invoked the memory of the Armenian Genocide and prayed
that such barbarity never again be inflicted upon any of God’s
creatures, reported the Armenian National Committee of America
(ANCA).

Archbishop Choloyan service today as the guest chaplain of the
House of Representatives came at the request of New York
Congresswoman Carolyn Maloney (D-NY), a long-time friend and
supporter of the Armenian American community. Following the
opening prayer, Representative Maloney offered brief remarks of her
own, praising the spiritual leadership of Archbishop Choloyan and
joining with him in marking the 95th anniversary of the Armenian
Genocide.

inflicted upon any of your creatures.

We give thanks for the blessings that you have bestowed upon the
remnant of the Armenian people who were welcomed and given new life
in the United States of America. We thank you for delivering us
from the depths of despair into this land of liberty.
