President Serzh Sargsyan has presented his vision regarding the settlement of the Nagorno Karabakh conflict.

In an interview with ARMENIA TV, the president stressed that there must be calm in the line of contact. Causalities must be ruled out.

“This manhunt which exists today must be ruled out. It will create certain atmosphere and mutual trust. Where does mutual trust come from? Mutual trust comes when you begin implementing the agreements which you achieved recently. If you fail to implement the agreements once, the worm of distrust begins to gnaw. One after one and this is how an atmosphere of distrust appears. This must be eliminated, so that after this the negotiations continue in a calm atmosphere”, he said.

The president mentioned that at this moment negotiations over specific points of settlement are not proceeding, however he mentioned that this is natural – taking into account the developments of the past two years. “During the last two years we had meetings in Vienna, St. Petersburg, we’ve had agreements, and now one can say the process is proceeding in two directions. The first direction is that the tension must be eased, investigative mechanisms must be created, which will bring to a certain atmosphere of mutual trust, and after which it will be possible to go deeper over the provisions of the document. I’ve said this once, and I will repeat it again – it is impossible to negotiate with one hand and shoot with the other. Negotiations don’t like gunfire. And it is impossible to achieve agreement in this kind of conditions. Gunfire always disturb, human losses are always painful and bring a nervous atmosphere in the negotiations process. Each word, each provision must be weighed in a calm atmosphere, in order to be able to reach agreement”, the Armenian President said.

The president also mentioned that Russian foreign minister Sergey Lavrov did not present any conceptual or new proposal regarding the NK conflict settlement during his latest regional visit. According to the president, the Armenian-Russian relations agenda is so rich that solely the NK issue is not discussed during the visits of high level officials.

“In terms of Karabakh, I say again, Lavrov said everything at the press conference. The Russian FM is convinced that this conflict is possible to be settled within the OSCE Minsk Group and the proposed principles are the ones which enable to solve the conflict”, he said.

The Comprehensive and Enhanced Partnership Agreement opens a new page in the history of Armenia-EU bilateral relations, Foreign Minister of Armenia Edward Nalbandian said in Brussels following the signing of the agreement. “The signing of the Comprehensive and Enhanced Partnership Agreement between Armenia and the European Union became one of the key achievements of this summit. This comprehensive and ambitious agreement is our joint achievement, which opens a new chapter in Armenia-EU relations. It’s a firm legal ground for the strengthening of political dialogue, expansion of economic and sectoral cooperation, creation of new opportunities for trade and investments, expansion of mobility for the benefit of our citizens”,  Nalbandian said.

According to FM Nalbandian, the agreement will be a new drive for the reforms being carried out in Armenia in the direction of strengthening of the democratic institutions, human rights and rule of law.

“It’s important that the agreement reaffirms the commitment of the EU to support the efforts and the approaches of the OSCE Minsk Group Co-chairs aimed at settling Nagorno Karabakh conflict based on the norms and principles of the international law, particularly non use or threat to use force, equality of nations, right to self determination and territorial integrity.

Armenia is ready to continue developing and strengthening comprehensive cooperation with the EU in all the spheres of bilateral interest based on this agreement. We are convinced that our achievements of the previous years are a firm ground to continue and further expand our partnership and undoubtedly, this new agreement will bring our relations to a new qualitative level”, the Armenian FM said.

PACE extends investigative body’s activities for Azerbaijan corruption probe

The PACE Bureau has made a decision to extend the term of the independent investigation body probing the latest corruption scandals within the assembly until April 15, 2018, PACE Armenia delegation leader Arpine Hovhannisyan said.

The body will present its report on the matter by that deadline.

The Council of Europe launched a probe on May 31 regarding the bribery scandal in the Parliamentary Assembly of the Council of Europe in participation of Azerbaijan.

Several PACE officials are accused in making pro-Azerbaijani decisions for bribes.

Eyebrows were raised on Wednesday night when the Armenian was left out
of the squad to face Basel in the Champions League, despite flying
over to Switzerland with the rest of the players the day before.
Mkhitaryan was also left out of the weekend win over Newcastle,
throwing his future at United into doubt after a poor few weeks.
And United legend Rio Ferdinand pinpointed exactly why he's being left
out before his former club took on Basel.
Speaking on BT Sport, he said: "I think earlier in the season
Mkhitaryan was providing assists.
"But importantly when Paul Pogba was out, Jose Mourinho wanted someone
to be a creator, and to go out and take games by the scruff of the
neck, but he didn't produce in that sense. He was left wanting.
"Pogba's such a huge player in terms of creativity. Romelu Lukaku
needed someone to create for him, Pogba was doing it but Mkhitaryan
wasn't.
"Jose doesn't mess about, he makes a decision and he sticks by it.
He's calculated in what he does."
On Twitter, United fans felt that the midfielder's absence pointed
towards one thing.

Armenian defense minister's delegation completes visit to Canada
YEREVAN, NOVEMBER 18, ARMENPRESS. On the last day of the working visit
in Canada the Armenian delegation led by defense minister Vigen
Sargsyan was hosted at Montreal’s AGBU Alex ManoogianSchool, press
service of the ministry told Armenpress.
The defense minister was welcomed by the School students. The kids
performed a small concert at the School’s hall. Minister Vigen
Sargsyan thanked for the warm reception and said during his visits to
other countries he always attaches importance to the meetings in the
Armenian schools since without schools it is impossible to preserve
the Armenian identity.
“Our country is a country with limited territory and not a very large
population. But our people are bearers of a great heritage. Our fight,
meaning of our existence cannot be limited by our country’s territory,
borders or population. We are the bearers of a heritage the creators
of which have dreamed about statehood. Today, when we have a sate, we
should do everything possible for Armenia, the Diaspora and Artsakh to
jointly be able to implement our centuries-old dreams”, the Armenian
defense minister said.
The Armenian delegation thereafter visited the ARF St. Hakob School,
toured the school where the defense minister left a note in the
honorary guest book.
At the end of the visit the delegation paid tribute to the memory of
the Armenian Genocide victims in Montreal.

Armenian national football team and Manchester United midfielder Henrikh Mkhitaryan met with children with disabilities on the sidelines of the visit organized by Manchester United Foundation.

“In order to be better, you have to work hard, you have to believe in yourself and improve your qualities,” Mkhitaryan told one of the kids.

The Armenian footballer posted a video of the meeting on Facebook, adding the message: “Inspire a Child”.

A country destroying mosques can never be a friend of Muslim countries, President of Azerbaijan Ilham Aliyev said on October 20, addressing the 9th Summit of the Developing Eight Organization for Economic Cooperation (D-8).

President Aliyev is attending the Summit as a special guest.

Azerbaijani president first thanked Turkish President Recep Tayyip Erdogan for the invitation and hospitality.

“Despite the fact that Azerbaijan is not a member of D-8, President Recep Tayyip Erdogan invited Azerbaijan to this event. I express my deep appreciation,” the president said.

“The Summit of “Big Twenty” was held in the Turkish city of Antalya in November 2015. Turkey could invite only one country, that is not a group member, to this meeting as a special guest, and President Recep Tayyip Erdogan invited Azerbaijan. This is another illustrative example of Azerbaijani-Turkish brotherhood and friendship,” Ilham Aliyev noted.

The head of state drew attention of the meeting participants to the Armenian-Azerbaijani Nagorno-Karabakh conflict.

“Armenia has been occupying Azerbaijan’s historical lands – Nagorno-Karabakh and seven surrounding districts – for more than 25 years. A policy of ethnic cleansing was carried out in these territories, and more than one million our compatriots became refugees and IDPs. In 1992, Armenia committed the Khojaly genocide. As a result of this war crime, 613 innocent Azerbaijanis were killed, 106 of them being women and 63 children. Thousands of people were injured and went missing.”

“The UN Security Council adopted four resolutions in connection with the conflict. These resolutions demand immediate and unconditional withdrawal of Armenian Armed Forces from Azerbaijani lands. At the same time, the Non-Aligned Movement, the Organization of Islamic Cooperation, the OSCE and other organizations adopted similar decisions and resolutions. However, being an occupant, Armenia ignores these decisions and continues war crimes against the civilian population,” Ilham Aliyev said.

The president reminded that soldiers and civilians were killed on the line of contact in April 2016 as a result of Armenia’s armed attack.

“Hundreds of houses were destroyed. Azerbaijan decisively suppressed this Armenian provocation, and our army liberated a part of our lands from Armenian occupants. After this, the Jojug Marjanli village, completely destroyed by Armenia, was rebuilt. A school, a medical center and a mosque were built in this village consisting of 150 houses. This mosque is similar to the mosque, destroyed by Armenians in Shusha,” President Aliyev noted.

Ilham Aliyev said that Nagorno-Karabakh is historically an Azerbaijani land.

“The Armenian-Azerbaijani Nagorno-Karabakh conflict must be resolved within the territorial integrity of Azerbaijan, based on the UN Security Council resolutions. The Azerbaijani state and Azerbaijani people will never allow creation of the second so-called Armenian state on their native land. The territorial integrity of our country is not and will not be the subject of negotiations.”

President Ilham Aliyev pointed out that Azerbaijan attaches particular importance to Islamic solidarity and makes its contribution.

“2017 was declared the Year of Islamic Solidarity in Azerbaijan. At the same time, this year Azerbaijan held the 4th Islamic Solidarity Games, where about 3,000 athletes from 54 Muslim countries participated. Today we actively fight Islamophobia, which is one of the most serious threats in the world. Armenia, trying to present itself as a friend of Muslim countries, destroyed mosques and religious monuments in Nagorno-Karabakh and the surrounding regions. The country destroying mosques can never be a friend of Muslim countries,” he noted.

The head of state added that two days ago, Azerbaijan marked the 26th anniversary of restoration of independence.

“Our country has passed a successful path of development in a short period. Starting from 2004, our economy has grown more than threefold, about two million jobs have been opened. The poverty level decreased to five percent. The literacy rate is 100 percent. Our foreign currency reserves are equal to the country’s gross domestic product. Foreign state debt is less than 20 percent of GDP. This success of Azerbaijan is also noted by international organizations. Azerbaijan ranked 35th in the Davos Economic Forum’s report on competitiveness rating this year,” said the president.

The head of state noted that Azerbaijan is an initiator and active participant of international projects.

”Today, together with our partners, we are implementing the Southern Gas Corridor project. It is one of the biggest infrastructure projects in the world. The agreement between Azerbaijan and Turkey on the TANAP gas pipeline, which is the main part of the Southern Gas Corridor, was signed in Istanbul in 2012, and this gas pipeline will be commissioned next year,” said President Aliyev.

”The Baku-Tbilisi-Kars (BTK) railway, the official opening of which will be held soon, will be the shortest route between Europe and Asia. Azerbaijan invests heavily in the creation of the East-West and North-South transport corridors. These transport corridors will open new opportunities for the economic development of Eurasia. Thank you for attention,” concluded the Azerbaijani president.

On October 4, Azerbaijan’s Foreign Minister Elmar Mammadyarov received a delegation of the Political and Security Committee of the Council of the European Union, including the EU’s accredited ambassadors, the Azerbaijani Foreign Ministry told APA.

 

During the meeting, Mammadyarov talked about the development of cooperation between Azerbaijan and the European Union and the course of negotiations on the draft strategic partnership agreement and stressed that strategic partnership relations were established between 10 EU countries and Azerbaijan.

 

Touching upon cooperation in energy, transport and connectivity areas, the minister said the new agreement provides an important framework for the comprehensive development of relations between Azerbaijan and the EU, covering political, economic, trade, energy, humanitarian and other spheres.

 

Mammadyarov gave detailed information on the current status of the negotiation process on the Armenia-Azerbaijan Nagorno-Karabakh conflict.

 

He once again reiterated that resolution of the conflict within the territorial integrity, sovereignty and internationally recognized borders of Azerbaijan is the only settlement option. Mammadyarov also talked about the meeting with the OSCE Minsk Group co-chairs, as well as his Armenian counterpart on the sidelines of the 72nd session of the UN General Assembly.

 

He added that the Minsk Group Co-chairs will visit the region in the coming days.

 

Mammadyarov said that respect for territorial integrity and inviolability of the borders of the states is a fundamental principle of international relations and stressed that it was also enshrined in the European Union Global Strategy Document.

 

The foreign minister also spoke about the role of Azerbaijan in the development of the North-South and East-West transport corridors, operation of the Baku-Tbilisi-Kars railway and cooperation opportunities with the EU member states in the field of transport.

 

Members of the delegation commended the tolerance and multicultural environment in Azerbaijan, the peaceful coexistence of representatives of different religions, and the role of Azerbaijan in the energy security of Europe, the development of cooperation between Azerbaijan and the EU, political, economic and financial reforms conducted in our country.

 

During the meeting, Mammadyarov answered a number questions of the guests about the relations of Azerbaijan with neighboring countries, its position on current issues in the international agenda, the regional security issues as well as the fight against terrorism and other issues of mutual interest.  

Armenian Armed Forces conduct live-fire exercises using SMERCH multiple rocket launchers

The Armenian Armed Forces conducted live-fire military exercises with SMERCH heavy multiple rocket launchers. Zinuzh, the official TV program of the defense ministry, will air a special broadcast about the exercises on September 30.

The system is designed to defeat personnel, armored, and soft targets, targets in concentration areas, artillery batteries, command posts and ammunition depots etc.

The launchers can fire various types of rockets.

Armenia had acquired the systems from Russia.

‘Under the shadow of Ararat’ – Spanish El País publishes article on Armenia

The Spanish El País newspaper published an article titled ‘Under the shadow of Ararat’ on September 8 presenting Armenia from historical, religious, cultural and tourism perspectives.

“The prominent medieval monasteries, churches and crosses leave their traces on a journey through this republic located in the center of Caucasus. The Republic of Armenia is perhaps the only country in the world where the place which symbolizes its national identity – the Ararat, is outside its borders, on the Turkish territory as a result of the First World War. The Armenian Khor Virap monastery opens a perfect view to the plains surrounding river Araks”, the author of the article writes, adding that the Armenian church plays a key role in the maintenance of the national identity. “Yerevan, Armenia’s capital, is located not far from Etchmiadzin, with one third of the country’s 3 million population. It’s a city of good hotels and big avenues the architecture in the center of which is a mixture of Soviet and neo-modern Armenian architecture”.

The article also touches upon one of the tragic pages of the Armenian history – the Armenian Genocide. The author attaches importance to the Armenian people’s link with its past, traditions via culture. In this context the author mentions the numerous museums, monuments and cross-stones that symbolize the past and present. “The cross is never like someone else and they can be erected in different places alone or near any monastery, church. They play the role of mediator between the believer and saint”.

The article ends with description of places one should visit. “At the end of our trip we visited Tatev monastery (10th century) where there is a ropeway. The fenced structure is surrounded by magnificent mountains. According to the legend, it was necessary to have wings for constructing it”.
