Agents who claim to sign an APPA contract may end up in court

If drivers are occasionally harassed by various agents in order to sign an APPA contract, then they have the right to report the illegal use or circulation of personal data to the relevant law enforcement agencies. This is reported by the Bureau of Auto Insurers of Armenia. 


“Recently, the Bureau of Auto Insurers of Armenia has been receiving complaints from both individual consumers and mass media representatives that individual insurance agents are calling and offering to sign an insurance policy on behalf of the insurance company with which the recipient of the phone call does not have and has never had an insurance contract.


Taking into account the mentioned circumstance, the Bureau of Auto Insurers of Armenia once again wants to remind the following: for the purpose of solving similar problems, with the general terms and conditions of auto insurance approved by the Bureau (which is an integral part of the auto insurance contract) starting from 2016, it is clearly defined that the information received by the insurance company in the process of signing the auto insurance contract can be used to inform or remind the person about the revision of the auto insurance contract only if the person previously had auto insurance with the given person. of the insurance company or its representatives (including insurance agents) that signed the contract by


Accordingly, in all cases when you are called and offered to sign or renew an insurance contract on behalf of the insurance company with which you have never signed an insurance contract, you have the right to submit a report on the illegal use or circulation of personal data to the relevant law enforcement agencies.

Azerbaijani Press: OSCE MG co-chairs urges Karabakh conflict sides to reduce tensions

    The Co-Chairs of the OSCE Minsk Group has called on the sides to the Nagorno-Karabakh conflict to take additional steps to reduce tensions.

    The Co-Chairs of the OSCE Minsk Group – Igor Popov of the Russian Federation, Stephane Visconti of France, and Andrew Schofer of the United States of America, together with the Personal Representative of the OSCE Chairperson-in-Office Andrzej Kasprzyk, met with President Ilham Aliyev in Baku on Feb.7 and President Serzh Sargsyan in Yerevan on Feb.9, reads the statement issued by the OSCE MG on Feb.11.

    In both capitals, they also held consultations with the respective Foreign Ministers. The Co-Chairs also travelled to Nagorno-Karabakh on Feb. 9-11 and visited specific locations in the Zangelan, Kubatly, Agdam, Lachin, and Kelbajar districts, reads the statement.

    “The Co-Chairs underscored the importance of fulfilling, in good faith, all commitments undertaken during the October 2017 Summit in Geneva and at previous summits, in particular, Vienna and St. Petersburg,” reads the statement.

    The Co-Chairs also expressed deep concern over the recent loss of life on the Line of Contact. The Co-Chairs called upon the sides to take additional steps to reduce tensions, as agreed in Geneva, and to respect the ceasefire, as well as to refrain from inflammatory statements and provocative actions.

    “The Co-Chairs reiterate their commitment to helping the Sides find a peaceful solution to the conflict based on the core principles of the Helsinki Act, including the non-use of force, territorial integrity, and the equal rights and self-determination of peoples,” reads the statement.

    The Co-Chairs welcomed the parties’ expressed intention to continue intensive negotiations, taking into account the current electoral period.

    Hamdan Azhar, former Lead Data Scientist at Facebook and current Chief Scientist at Zap.org, was in the international delegation of bitcoin experts, which arrived in Armenia at the end of January this year. Within the frames of this visit, Hamdan Azhar gave an exclusive interview to Itel.am.

    People often stay away from buying bitcoin, since it’s quite expensive. In your view, is it a right approach?

    That is the biggest misconception about bitcoins. People think 1 bitcoin is the smallest possible value, but you can buy up to one hundred millionth of a bitcoin. It’s called one satoshi.

    Where can we spend cryptocurrency? How can one use it in daily life?   

    People didn’t know what bitcoin was 4 years ago. Now there are many platforms, which accept payments in bitcoin. You can even get discounted present cards available in online resources with bitcoin.

    Using bitcoin is an educational exercise. You need to teach people about bitcoin. I often pay for taxi in bitcoin. For example, our driver in a London taxi didn’t know about bitcoin. We told him what it was and he was so excited that he asked to get payed in bitcoin.

    What are your further plans relating to Armenia?

    We want to do a lot of things in Armenia, including supporting the Armenian economy and making this country the world center of cryptocurrency. Why not? People are smart here, they speak several languages, and the government is forward looking. We think Armenia should be tech, innovation and cryptocurrency hub.

    We have been to many countries so far and I haven’t seen anything like this anywhere. The past doesn’t always define the future, so future can often be better than the past. Armenia was a place for worship as long as thousands of years ago. Now this should become a cryptocurrency research hub.

    We need the help of the Armenian people in this issue, and we are committed to cooperating with those interested in bringing this goal into reality.
     
    Within the frames of your meetings in Armenia, have you already found out how many people are involved in mining and how many of them have already got cryptocurrency?

    We don’t know the exact number of people working in the field here, but I guess many people in Armenia are involved in mining, as electricity is cheaper here than in many places in the world.

    Every event we attended was crowded with people interested in the sector.

    We met with the motivated and excited youngsters at Tumo. Another 200 people attended our event at American University of Armenia (AUA). We went to Armenian National Assembly, and there were lines of MPs, eager to talk to us.

    There are a number of cryptocurrencies around the world. Are those in competition?

    Not at all. Over 3000 cryptocurrencies aren’t competing with each other. Founders of the cryptocurrencies are acquaintances; they go to conferences and hold discussions together. We are all involved in the same race, and we work together to make the world decentralized.

    American co-chair of the OSCE Minsk Group Andrew Schofer and US ambassador to Azerbaijan Robert Cekuta have visited a newly-built block for IDPs in Masazir settlement, Absheron region.

    Deputy chair of the State Committee for Refugees and IDPs Fuad Huseynov highlighted what the Azerbaijani government has done to improve living conditions for refugees and IDPs.

    He said 760 IDP families were temporarily accommodated in the newly-built block. Huseynov said 97 modern IDP settlements have been built so far, accommodating 265,000 refugees and IDPs.

    Head of Zangilan Region Executive Authority Ramiz Hasanov said 20 per cent of the Azerbaijani lands still remain occupied as a result of the Armenian aggression. “The ethnic cleansing was carried out in the occupied lands and more than a million Azerbaijanis became refugees and IDPs.”

    Ambassador Cekuta said the US is interested in a peaceful settlement of the conflict.

    The American diplomats viewed apartments and spoke with IDPs, who asked the United State to speed up efforts, as an OSCE Minsk Group co-chair, to find a solution to the Nagorno-Karabakh conflict. The American diplomats also visited a local school and museum.

    Ex-PM Sees Major Presidential Powers

    Former Prime Minister Armen Sarkissian, who is tipped to become Armenia's
    next president, has dismissed suggestions that he would play a largely
    ceremonial role as head of state because of the country's impending
    transformation into a parliamentary republic.
    The switch to the parliamentary republic will make the Armenian prime
    minister the most powerful state official with wide-ranging executive
    powers, including those of commander-in-chief. Those powers have until
    now been wielded by President Serzh Sarkisian and his predecessors.
    In an interview with the private Shant TV channel aired late on Tuesday,
    Sarkissian again stated that he has yet to decide whether to accept the
    outgoing president's proposal to succeed him as head of state in
    April. But he also pointedly disagreed with those who believe that the
    next Armenian president will be "without powers."
    "If they read the constitution carefully they will see that it envisages
    not a limited monarchy but more powers than are enjoyed by the presidents
    of many European parliamentary republics," said the ex-premier currently
    serving as Armenia's ambassador to Britain.
    "Obviously, the president of the republic will have to stick to the
    letter and the spirit of the constitution during their tenure," he went
    on. "But you and I know very well that with the same letters and the same
    words one can write different sentences and express different thoughts."
    Sarkissian did not specify policy areas on which he believes the
    president could exert strong influence.He said only that he would "make
    every effort to develop the economy and create jobs" if he is elected
    president.
    Under Armenia's controversially amended constitution, the next president
    of the republic will be elected by the parliament for a seven-year term
    and be primarily tasked with ensuring "observance of the constitution" by
    various branches of government. In particular, he or she will be able to
    send parliament-approved bills to the Constitutional Court for
    examination in case of objecting to their provisions. The bills will have
    to be signed into law if the court certifies their conformity with the
    basic law.
    The president will also be empowered to appoint members of the
    government, Armenian ambassadors abroad and the Armenian army's top brass
    nominated by the prime minister. In addition, he or she can sign
    international treaties recommended by the ruling cabinet.
    Sarkissian, 64, has lived and worked in Britain for nearly three
    decades. He is thought to have made a big fortune there in the 2000s when
    he worked as a consultant and adviser for major Western corporations as
    well as lending institutions.
    Armenia Aims To Use Less Russian Gas For Power Generation

    The Armenian government has reaffirmed its pledges to significantly
    increase the share of hydropower and other renewables in domestic
    electricity production at the expense of natural gas mostly imported from
    Russia.
    According to the National Statistical Service (NSS), hydroelectric plants
    accounted for about 30 percent of electricity generated in Armenia last
    year. By comparison, thermal power plants using gas had a 37 percent
    share in the total. Virtually all of the remaining 33.7 percent of energy
    was generated by the Metsamor nuclear power station, NSS data shows.
    Energy and Natural Resources Minister Ashot Manukian reiterated on
    Tuesday that his ministry is keen to ensure that renewable sources meet
    at least half of Armenia's energy needs within the next few years. That
    is essential for boosting the country's "energy security," he said at a
    meeting with Prime Minister Karen Karapetian.
    A government statement cited Karapetian as telling Manukian and other
    senior Energy Ministry officials, also present at the meeting, to
    continue these and other activities "with greater momentum."
    Hydropower provided only one-fifth of Armenia's electricity a decade
    ago. Its share in overall power generation has increased substantially
    since then thanks to more than 150 small hydroelectric plants built on
    fast-flowing mountainous rivers. According to Manukian, 36 more such
    plants with a combined capacity of 69 megawatts will be built by private
    investors in the next two or three years.
    The minister also cited the planned construction of a 76-megawatt plant
    on the Debed river flowing through the northern Lori province. The $150
    million project is led by Samvel Karapetian, a Russian-Armenian
    billionaire businessman. The Robbins Company, a U.S. manufacturer of
    giant tunnel-boring machines, announced in October plans to participate
    in its implementation. Work on that facility court start by the end of
    this year.

    The government hopes that solar energy will become another major source
    of electricity supply. It called last year an international tender for
    the construction of a 55-megawatt solar power plant in the eastern
    Gegharkunik province which will be financed by the European Bank for
    Reconstruction and Development (EBRD).
    Deputy Energy Minister Hayk Harutiunian announced on Wednesday that ten
    foreign companies have been shortlisted for the final phase of the
    tender. "This plant will make a serious contribution to the development
    of renewable energy," he said, according to the Armenpress news agency.
    Three much smaller solar plants were already built in various parts of
    the country late last year. Work on several others is reportedly in
    progress.
    Harutiunian said at Tuesday's meeting that ACCIONA Energy, a Spanish
    company specializing in renewables, has started exploring the possibility
    of building large wind farms in Armenia that could have a combined
    capacity of at least 100 megawatts. Prime Minister Karapetian met with
    top ACCIONA executives on January 24 on the sidelines of the World
    Economic Forum in Davos, Switzerland.
    In Manukian's words, the Energy Ministry also expects that the volume of
    natural gas used by Armenian thermal power plants will fall by at least
    20 percent by 2021 thanks to their greater efficiency. The minister
    singled out the ongoing construction by an Italian company of the second
    block of one such plant located in Yerevan. The plant's existing power
    generating unit will be modernized by the U.S. giant General Electric, he
    said.
    In addition, Manukian predicted a sizable increase in electricity
    production by the Metsamor nuclear plant. The Soviet-era facility is
    currently undergoing capital repairs aimed at extending the life of its
    420-megawatt reactor by 10 years, until 2027. The Russian government
    provided Yerevan with a $270 million loan and a $30 million grant for
    this purpose in 2015.
    Russia is also Armenia's principal gas supplier. The government statement
    on Karapetian's meeting with the top energy officials said imports of
    Russian gas rose by 7 percent last year.It said nothing about the scale
    of a fall in Russian gas supplies which would almost certainly result
    from greater reliance on renewable energy planned by the government.
    Armenian Court Fines Delayed For Now

    The Armenian authorities have postponed the introduction of controversial
    legislation allowing judges to fine lawyers for contempt of court, it
    emerged on Wednesday
    Government-drafted amendments to Armenia's Judicial Code passed by the
    parliament in the first reading in November set the maximum amount of
    such fines at 100,000 drams ($210). They triggered vehement objections
    from lawyers across the country who fear that judges would use the new
    power to limit their rights during court hearings.
    Attorneys representing radical opposition activists currently standing
    trial feel that they are the main target of the proposed penalties. They
    frequently argue with judges and are sanctioned by the latter during
    those trials
    Justice Minister Davit Harutiunian, the key author of the amendments,
    said on Wednesday that the controversial clause has been removed from the
    Judicial Code which has yet to be debated and passed in the final
    reading. But he made clear that it will be incorporated into another code
    which the authorities plan to amend later this year.
    One of the outspoken lawyers, Ara Papikian, dismissed the announcement,
    saying that the authorities are simply giving him and his colleagues more
    time. He said they will not introduce the fines at least until May.
    Another lawyer, Ara Gharagyozian, dismissed government arguments that
    judges in other countries have long been allowed to impose fines on
    lawyers. "If our courts were independent I would strongly support this
    law," he said. "But since judges in Armenia are not independent and
    pressurize lawyers in political cases such a measure must not be
    introduced here."
    The head of Armenia's Chamber of Advocates, Ara Zohrabian, reacted more
    cautiously to Harutiunian's announcement, saying that it does not
    represent a "final solution" to the matter. He called on members of the
    national bar association to hold further discussions.
    The justice minister has defended the fines sought by the authorities,
    saying that they are needed to increase public respect for the Armenian
    judiciary.
    Press Review
    "Zhamanak" reports that ethnic Armenian billionaires Samvel Karapetian
    and Danil Khachaturov are on a U.S. government list of Russian tycoons
    allegedly having close ties to the Kremlin. The paper says this raises
    questions about consequences for Armenia of a possible U.S. decision to
    impose sanctions on them. "These men, especially Samvel Karapetian, are
    large investors in Armenia," it says, adding that U.S. sanctions would
    put Karapetian's projects in Armenia at serious risk.
    "At first glance, this has little to do with Armenia," "Haykakan
    Zhamanak" writes on the same subject. It too cites Karapetian's growing
    involvement in the Armenian economy and energy sector in particular. The
    paper also points out that Karapetian is planning to obtain
    multimillion-dollar loans from the European Bank for Reconstruction and
    Development and the Asian Development Bank for modernizing Armenia's
    power distribution network owned by him. It says U.S. sanctions could
    discourage both lenders from extending those loans.
    "Aravot" questions the wisdom and fairness of the U.S. move, arguing that
    the warning list does not specify why exactly those wealthy
    businesspeople are "suspicious" for Washington. "Are these 220
    individuals corrupt?" the paper asks. "They may well be. But that has to
    be proved. Do they violate human rights, cut illegal deals or abuse their
    position? We believe they do but we also want to know who did what. We do
    realize that this is a political move, a means of pressure. But can you
    really put [Russian President Vladimir] Putin's entourage under pressure
    with that?"
    "Zhoghovurd" reports that President Serzh Sarkisian called for a revision
    of Armenia's official national security strategy when he met with senior
    Foreign Ministry officials in Yerevan on Tuesday. He said that national
    security challenges facing the country are connected with "our external
    environment" in one way or another. "Sarkisian thus hinted at the need
    for making certain changes in the foreign policy course, regarding that
    as a security component," comments the paper. "But it is not clear what
    concrete changes will be made. In any case, the Russian military base
    will remain deployed in Armenia and Russia and Armenia will still be
    considered strategic partners."

    Azerbaijan fires over 2000 bullets in Artsakh direction and undertakes unsuccessful sabotage attempt

    Azerbaijan violated the ceasefire regime nearly 200 times on Artsakh-Azerbaijan contact line during the period of January 21-27, firing over 2000 bullets in the direction of Armenian border guards.

    As the press service of the Defense Ministry of Artsakh reported, in addition to the mentioned ceasefire violations, the Azerbaijani side undertook a sabotage attempt in the south eastern section of the contact line on January 25 at about 02:00. As a result of the preventive measures of the Defense Army units, the Azerbaijani special unit was repelled.

    Defense Army front line units continue to keep full control of the situation.

    Tell Us 5 Things About Your Book: The Rags-to-Riches Life of Kirk Kerkorian

    Kirk Kerkorian’s life ended, geographically, not far from where it began. Born in Fresno, Calif., he died in Beverly Hills. But in every other way, he had traveled an incredible distance. Kerkorian was born into poverty in 1917. His father was a fruit merchant who had immigrated to the United States from Armenia. Kerkorian dropped out of school after eighth grade, but eventually made millions in the airlines industry, putting him on the path to becoming a billionaire. He bought and sold MGM Studios three times. He counted Cary Grant and Frank Sinatra among his good friends. By the time he died, at 98 in 2015, he owned many of the major hotels and casinos in Las Vegas. William C. Rempel, author of “The Gambler,” a new biography of Kerkorian, spent 36 years at The Los Angeles Times, many of them as an investigative reporter. Below, he talks about how he identified with Kerkorian’s background, the skills he drew on to learn about his deeply private subject and more.

    When did you first get the idea to write this book?

    I didn’t get the idea. What I got was Julia Cheiffetz, my editor at HarperCollins, who read Kerkorian’s obituary in The New York Times and called me. At that point, I only knew him as a name in the business pages. I had no knowledge of his background. Julia was so fascinated by the life that he lived, she asked if I would look at it to see if there was a book in it.

    I pulled up coverage of Kirk over the years, and right away I found some intriguing elements. What really appealed to me was how far he had come, how modest and humble his beginnings were. And I identified with it. Kirk and I both have immigrant fathers, and they started as entrepreneurs who weren’t very successful financially. My father was from southern Ukraine; Kirk’s family came over from Armenia in the early 20th century. The boat that my folks came over on was full of Armenians, too.

    Kirk and I both moved all the time, were evicted from time to time. He became a billionaire and I didn’t. Here’s a guy who started as far from the Forbes list of billionaires as possible. He was five when his family was evicted from a farm in the San Joaquin Valley in California. I know a story when I see one.

    What’s the most surprising thing you learned while writing it?

    I found things in his life that I didn’t know about: his heroics in World War II, pioneering the polar route with guys who were in the Royal Air Force Ferry Command. Five hundred of these ferry pilots didn’t come back, and he was risking everything. He also had a boxing career, as “Rifle Right Kerkorian.” How many of our present moguls and tycoons could you picture in the ring? He spent 20 years building up a charter airline, 20 years becoming an overnight success.

    In what way is the book you wrote different from the book you set out to write?

    The estate had protected Kerkorian’s privacy for so many years in life, and they were continuing to protect his privacy right into the grave. So I wasn’t going to have the official cooperation of the Kerkorian estate, which made it a greater challenge. My investigative reporting background came immediately into play. Defeating that privacy to find so much about him was the kind of challenge reporters like. I was able to get people who were very close to Kirk to trust me. His story is incredibly inspiring, and the people who loved him and knew him really well wanted to share that inspiration. His lawyers, his fitness guru, the range is wonderful. I talked to a lot of people who didn’t want their names used, and they’re not in the book but their stories are.

    It’s the same thing in my investigative reporting career; it’s mostly about getting in front of people and being able to convey sincerity and competence and the ability to adequately tell their stories. It goes back to my father, who was a door-to-door vacuum salesman. Some of those skills, getting people to trust you and let you in, I probably inherited.

    Who is a creative person (not a writer) who has influenced you and your work?

    I’m a movie fan, and one of the things I’ve learned from my watching is how really great filmmakers, like David Lean, have the image in every frame of their movies carefully constructed, like a complete photograph. Filmmakers like Lean have given me ideas for how to tell stories with images. Even a word guy can learn from that. Part of my goal is to write cinematically.

    Persuade someone to read “The Gambler” in 50 words or less.

    This is one of those inspirational all-American tales of a poor immigrant’s son going from rags to riches with good old-fashioned hard work and sheer daring. In this era of anti-immigrant rhetoric, it’s a reminder of how important immigrants have been to all aspects of this country.

    Azerbaijani Press: Azerbaijan accuses CoE of holding soft position towards Armenia

    It is surprising that the Council of Europe (CoE) seems to be able to express a sharp attitude to a particular country and to concrete persons and meanwhile, in some cases, to display softness to those who perform the same actions and cause even greater violation, Chairman of the Parliamentary Committee for Cultural Affairs of Azerbaijan Rafael Huseynov said at PACE session Jan.22.

    “Armenia is an aggressor state and CoE has confirmed this fact in its resolution adopted 13 years ago. Why so far no punitive measure has been taken against the country that has been demonstratively neglecting such resolutions, as well as consistently violating the requirements of the statute of CoE?,” asked Huseynov.

    He pointed out that the Council of Europe can hold a tough position against a concrete country when it is willing.

    “At previous sessions, we have witnessed a clear example of how the Assembly can hold a tough stance when it is needed for actions that are inadequate to the requirements of its statute. During the period of the previous report, we have also witnessed that the Assembly is capable of demonstrating principled position towards the implementation and continuation of sanctions against a concrete country,” noted Huseynov.

    The MP said all these prove that the Council of Europe can achieve its goal when it is willing and keen on doing so.

    However, surprisingly, the Council of Europe believes that it is possible to manifest such a position only in certain cases.

    PACE winter session kicked off Jan.22 in Strasbourg and will continue until Jan.26.

    The Azerbaijani delegation led by Samad Seyidov, head of Azerbaijani Parliamentary Committee on International Relations and Inter-Parliamentary Ties are taking part in the PACE session.

    The delegation includes Chairman of the Parliamentary Committee for Cultural Affairs Rafael Huseynov, MPs Sahiba Gafarova, Sevinj Fataliyeva, Ganira Pashayeva, Ulviya Agayeva, Sabir Hajiyev, Elshad Hasanov, Vusal Huseynov, Fazil Mustafa, Asim Mollazade and Rovshan Rzayev.

    - READING OF PONTIFICAL ENCYCLICAL ON THE CENTENNIAL OF THE FIRST REPUBLIC

            On Sunday, January 21, 2018, H.E. Archbishop Moushegh Mardirossian,
    Prelate, will preside over Divine Liturgy at Forty Martyrs Church in Orange
    County.
            On this day, the ?Year of Independence? Pontifical Encyclical of His
    Holiness Catholicos Aram I dedicated to the centennial of the first Republic
    of Armenia will be read in all Prelacy Churches.
            We invite our faithful to attend Divine Liturgy on this day to hear
    the message of His Holiness and renew our allegiance to our nation and
    homeland.

    BLESSING OF WATER ON THE FAST OF THE CATECHUMENS
            Sunday, January 21 is the eve of the Fast of the Catechumens, a fast
    that is unique to the Armenian Church as it was established by St. Gregory
    the Illuminator when the Armenian nation became the first nation to adopt
    Christianity. The fast is commonly referred to as the Fast of St. Sarkis
    since it coincides with the commemoration of the feast of St. Sarkis.
            The fast is three days long, from midnight on Sunday, January 21
    until the morning of Wednesday, January 24.
            On Wednesday morning, a prayer service (khachahankisd) and blessing
    of water will be conducted in Prelacy Churches during which faithful break
    their fast by receiving Holy Communion and blessed water.  Please contact
    your local parish for service time.

    PRELACY TO HOST BOOK PRESENTATION OF PROF. RICHARD HOVANNISIAN?S ?ARMENIAN
    COMMUNITIES OF THE NORTHEASTERN MEDITERRANEAN: MUSA DAGH - DÖRT YOL -
    KESSAB?
            On Thursday, January 25, 2018, a book presentation will be held at
    the Western Prelacy ?Dikran & Zarouhie Der Ghazarian? Hall featuring Prof.
    Richard Hovannisian?s ?Armenian Communities of the Northeastern
    Mediterranean: Musa Dagh - Dört Yol ? Kessab.? The event is being held under
    the auspices of H.E. Archbishop Moushegh Mardirossian, Prelate, and is
    organized by the Prelacy Cultural-Educational Committee. The book will be
    presented by Prof. Richard Hovannisian. 
            The event begins at 7:00 p.m. and will feature a cultural program
    and a reception to follow.

    NAME-DAY CELEBRATION OF ST. GARABED CHURCH OF HOLLYWOOD
            On Sunday, January 14, 2018, on the eve of the Feast of St. John the
    Baptist and Forerunner, the name day of St. Garabed Churches in Hollywood
    and Las Vegas was celebrated with Divine Liturgy and the blessing of madagh.
            H.E. Archbishop Moushegh Mardirossian, Prelate, celebrated Divine
    Liturgy, delivered the sermon, and conducted the blessing of madagh at St.
    Garabed Church in Hollywood. Archpriest Fr. Vicken Vassilian assisted at the
    altar. Executive Council members, sponsors, and Homenetmen members and
    scouts were among the faithful in attendance. 
            Prior to delivering the sermon, the Prelate greeted and
    congratulated the parish family on their name-day celebration. ?Through the
    prayers of St. John the Baptist, who appeared in this world as a ray of
    righteousness, have mercy on us Lord;? this excerpt from the hymn dedicated
    to St. John the Baptist was the theme of the Prelate?s sermon. ?St. John was
    the forerunner saint, the last and greatest of the prophets who, filled with
    the Holy Spirit, enlightened mankind as a ray of integrity, righteousness,
    and justice. He came to pave the way and introduce our Lord and Savior Jesus
    Christ to the world. He preached about the kingdom of heaven and the coming
    of the Savior, was a guiding light of the truth, lived and served with
    utmost integrity, and showed the way to draw near to God. He was the first
    Evangelist, the first to spread the news of Christ?s salvific mission. He
    lived a pious life, stood up to the inequity of the Pharisess and king
    Herod, and defended righteousness at the cost of his life,? stated the
    Prelate, and highlighted three points about St. John the Baptist?s unique
    role in Christianity. First, he received the gift of the Holy Spirit even
    before he was born, while the Apostles were to wait until Pentecost; second,
    he was the first evangelist, who boldly proclaimed ?Behold! The Lamb of God
    who takes away the sin of the world!? and as he baptized Jesus became worthy
    of seeing the descent of the Holy Spirit and hearing the voice of the
    Father; and third, he was the first martyr prior to the Ascension of Christ,
    the first to give his life for righteousness. Thus, inspired by the day?s
    message and celebration, the Prelate invited all to live and serve in the
    example of St. John the Forerunner, with integrity and righteousness, and to
    express our faith through action.
            At the conclusion of Divine Liturgy, requiem service was held and
    the blessing of madagh conducted by the Prelate. 
            The celebratory luncheon followed at ?Karapetian? Hall, during which
    Mr. Kaloust Agopian, Executive Council member, was honored for his years of
    service to the community through St. Garabed Church, Rose and Alex Pilibos
    School, and the Raffi Romanian-Armenian Cultural Association. 
            The Prelate presided over the luncheon, which was attended by the
    parish family, Catholicosate Central Executive member Mr. Gaidzag Zetlian,
    Executive Council Chair Mr. Vahe Hovagumian and members, church consecration
    Godfather Mr. and Mrs. Vahe and Veronika Karapetian, ARF-WR Central
    Committee representative Mr. Garo Ispendjian, church new altar sponsor Mr.
    and Mrs. Hagop and Haiguhi Daglian, representatives of the ARF ?Karekin
    Njdeh? Gomideh, Pilibos and Postoian Schools, sister organizations and
    compatriotic unions, sponsors and friends.
            Fr. Vicken welcomed the guests, after which the Prelate delivered
    the invocation. Fr. Vicken introduced the day?s honoree, expressed gratitude
    for his service and sacrifice, and invited Board of Trustees members to
    present a plaque of commendation and appreciation to Dr. Kaloust Agopian. 
            The Prelate delivered his message commending the Pastor and Board of
    Trustees and especially the honoree for his decades-long dedicated service,
    and presented a Letter of Blessing which was read by Fr. Vicken. In the
    Letter of Blessing, His Eminence lauded Dr. Agopian?s valuable contributions
    through the Raffi Romanian-Armenian Cultural Association and his devoted
    service to St. Garabed Church, Pilibos School, as a delegate and Executive
    Council member, and commended his humble and exemplary service. 
            The event featured cultural performances by St. Garabed Church
    Sunday School and Pilibos School students.
            The reception came to a close with the benediction by the Prelate.
    LAS VEGAS
            Very Rev. Fr. Torkom Donoyan, Vicar General, celebrated Divine
    Liturgy and delivered the sermon at St. Garabed Church in Las Vegas. Rev.
    Fr. Arsen Kassabian assisted at the altar. A celebratory luncheon followed
    at ?Koujakian? Hall.

    ARF DAY CELEBRATION
            On Sunday, January 14, 2018, community leaders and members gathered
    at Glendale High School John Wayne Performing Arts Center to collectively
    mark the 127th anniversary of the ARF. H.E. Archbishop Moushegh
    Mardirossian, Prelate, attended. He was accompanied by Very Rev. Fr. Torkom
    Donoyan, Vicar General, clergy members, Executive Council Chair Mr. Vahe
    Hovaguimian and members.
            The program began with the flag ceremony by the Homenetmen marching
    band and color guard and anthems. Opening remarks were delivered by Dr.
    Souzy Ohanian, AYF remarks by Ms. Patil Derderian, and ARF Western US
    Central Committee remarks by Mr. Garo Ispendjian. The keynote speaker was
    ARF Bureau member Dr. Viken Yacoubian.
            The celebration also featured performances by the Hamazkayin Ani
    Dance Company, Ferrahian School Choir, Karnig Sarkissian, Tro Krikorian, and
    the Edgar Hakopyan Band, as well as an in memoriam segment and a video
    presentation on the AYF Juniors.

    PRELATE PRESIDES OVER BLESSING AND REDEDICATION OF THE ?HOVHANNES AND
    HRIPSIME JIVALAGIAN YOUTH CENTER? IN PASADENA
            On Saturday, January 13, 2018, the Pasadena Armenian Center was
    rededicated as the ?Hovhannes and Hripsime Jivalagian Youth Center? during a
    special ceremony presided over by H.E. Archbishop Moushegh Mardirossian,
    Prelate. Community benefactors Mr. and Mrs. Varant and Hoori Melkonian
    sponsored the center in honor of Hoori?s parents. 
            The program began with welcoming remarks, the flag ceremony by
    Homenetmen scouts, and national anthems. The Prelate, joined by St. Sarkis
    Church pastor Rev. Fr. Boghos Baltayan, conducted the blessing ceremony, and
    with the Melkonian family and the participation of ARF-WR Central Committee
    Political Chair Mr. Avedik Izmirlian and ?Lernavayr? Gomideh representatives
    presided over the unveiling of the new sign and ribbon cutting. 
            A dinner reception followed in the center?s hall. The Prelate
    delivered the invocation, after which remarks were delivered by Mr. Manoug
    Joukhajian on behalf of the organizing committee, Mr. Arman Baghdoyan on
    behalf of the ?Lernavayr? Gomideh, and Mrs. Hoori Melkonian on behalf of the
    sponsor family.
            The Prelate began his message by congratulating the community. His
    Eminence alluded to the center rededication coinciding with the New Year on
    the old calendar, the naming of our Lord according to our church calendar,
    and the feast of St. John the Forerunner a few days later, the first feast
    on our church calendar, and on this occasion congratulated Mr. Hovhannes
    Jivalagian on his name day celebration. He noted that Mrs. Hripsime also
    bears the name of a revered saint. ?These two saints and martyrs were
    pioneers for the Christian and Armenian nation; it is my wish that this
    center also be a guiding force for this community and especially for the
    youth,? stated the Prelate. He concluded by blessing and commending Mr. and
    Mrs. Varant and Hoori Melkonian for their benevolence and utmost love and
    reverence for their parents as evidenced by their latest sponsorship and
    their prior sponsorship of the Burbank Youth Center?s ?Melkon and Angel
    Melkonian Gym? in honor of Varant?s parents.
            The evening continued with musical entertainment.

    PRELATE WELCOMES ARS HOLLYWOOD ?MAYR? CHAPTER BOARD MEMBERS
            On Wednesday, January 17, 2018 ARS Hollywood ?Mayr? Chapter board
    members paid a visit to the Prelacy to convey their New Year well wishes to
    H.E. Archbishop Moushegh Mardirossian, Prelate. Very Rev. Fr. Torkom
    Donoyan, Vicar General, joined in the visit.
            The guests expressed their well wishes to the Prelate and clergy for
    a prosperous year filled with new achievements and invited His Eminence to
    their centennial celebration on March 4 at St. Garabed Church?s ?Karapetian?
    Hall and on March 17 at De Luxe Banquet Hall.
            The Prelate blessed and commended the members? faithful service,
    noting that he has followed the chapter?s endeavors since he began his
    service in the Western Prelacy. He wished them continued successes in all
    future endeavors and presented new ?I confess with faith? prayer books to
    the guests.

    MEMBERS OF THE ARMENIAN ECCLESIASTICAL BROTHERHOOD PAY ANNUAL NEW YEAR VISIT
    TO THE PRELACY
            On Tuesday, January 16, 2018, members of the Armenian Ecclesiastical
    Brotherhood paid their annual visit to the Prelacy to convey their New Year
    and Christmas well wishes to H.E. Archbishop Moushegh Mardirossian, Prelate
    and keep him abreast of their forthcoming activities. His Eminence was
    joined by Very Rev. Fr. Torkom Donoyan, Vicar General, and Very Rev. Fr.
    Muron Aznikian, Religious Council Chair.
            The discussion centered on general issues concerning the community
    and youth strengthening ties between the church and faithful. The guests
    thanked the Prelate for his ongoing guidance and support of their endeavors,
    while His Eminence commended the members for their faithful and valuable
    service.
            At the conclusion of the visit, guests received copies of the
    Prelacy?s latest religious publications.

    CALIFORNIA LIEUTENANT GOVERNOR CANDIDATE ELENI KOUNALAKIS VISITS THE PRELACY
            On Tuesday, January 16, 2018, H.E. Archbishop Moushegh Mardirossian,
    Prelate, welcomed the visit of diplomat Eleni Kounalakis, former U.S.
    Ambassador to Hungary and presently candidate for Lieutenant Governor of
    California in the November 2018 election. Ambassador Kounalakis was
    accompanied by Mrs. Maria Mehranian, President of Armenia Fund Western
    Region, and Ms. Christina Kegeyan, Southern California campaign Finance
    Director.
            Following introductions, the Prelate gave the candidate an overview
    of the Southern California Armenian-American community and the Prelacy?s
    endeavors and mission, while Ambassador Kounalakis outlined her diplomatic
    service, her work with the Greek Orthodox Church and diverse community
    endeavors.
            The Prelate commended ambassador Kounalakis? service and conveyed
    his best wishes for continued successes in all of her endeavors.

    EXECUTIVE DIRECTOR OF THE CALOUSTE GULBENKIAN FOUNDATION ARMENIAN STUDIES
    DEPARTMENT VISITS THE PRELACY
            On Friday, January 12, 2018, Dr. Razmik Panossian, Executive
    Director of the Gulbenkian Foundation Armenian Studies Department, paid a
    visit to the Prelacy where he met with H.E. Archbishop Moushegh
    Mardirossian, Prelate, who was joined by Very Rev. Fr. Torkom Donoyan, Vicar
    General, Executive Council member Dr. Kaloust Agopian, Board of Regents and
    Prelacy Armenian Language Revitalization Committee member Dr. Hasmig Baran,
    and Armenian Language Revitalization Committee member Mr. Jora Manoucherian.
            Dr. Panossian was in Los Angeles for a three-day workshop the
    Gulbenkian Foundation had organized for principals of Armenian day schools
    with the aim of making language instruction more successful.
            After an exchange of pleasantries, the Prelate lauded the Gulbenkian
    Foundation?s vast contributions in the advancement of Armenian language
    instruction and the preservation of our mother tongue. His Eminence also
    gave an overview of the Prelacy?s publications, which encompass Armenian
    language, history, and Armenian Cause textbooks as well as religious and
    cultural books, and spoke on the concerns which gave rise to the Armenian
    Language Revitalization Committee and its planned projects. 
            Dr. Panossian thanked the Prelate for the meeting and expressed his
    readiness to assist the Prelacy?s endeavors relating to education and
    language preservation.
            The meeting also offered the opportunity for the exchange of ideas
    and brought about agreement on a number of preliminary projects.
