MOSCOW, APRIL 13, NOYAN TAPAN – ARMENIANS TODAY. On the initiative of
the “Russian-Armenian Concord” public organization, a charity concert
of the Belgian “Araks” group will take place in the Hermitage Garden
of the city of Moscow on April 24. The concert will be dedicated to
the memory of victims of the Armenian Genocide in Turkey. As the
“Yerkramas” (country) newspaper of Armenians of Russia informs,
the “Araks” group performs traditional Armenian music in the modern
interpretation and uses classic guitar, flute, violoncello, pipe and
duduk (Armenian national pipe). The goal of the concert is to draw
attention of public and political circles of Russia to the theme of
the Armenian Genocide, as well as to support consolidation of the
Armenian community, particularly, of youth. The information sponsors
of the concert are a number of Russian leading mass media. Prominent
public and political figures of Russia and Armenia are invited to
the concert. Entry is free.

YEREVAN, APRIL 12, NOYAN TAPAN. With the aim of mitigating the
consequences of the increase in the price of gas imported into Armenia,
the whole Iran-Armenia gas pipeline and the 5th power unit of Hrazdan
Thermal Power Plant were transferred to Gasprom company (Russia),
as a result of which Gasprom’s share in ArmRusgasprom’s package of
shares has reached 82%. Independent deputy Manuk Gasparian stated this
on April 11 in the RA National Assembly. In his words, “the pivot of
the deal is to make the whole Iran-Arnmenia gas pipeline the property
of Russia, and to ensure Russia’s monopoly on all the gas pipelines
from east to west.” M. Gasparian said that this deal will allow the
Armenian authorities to get large amounts of money from Russia and to
pocket these sums. According to the deputy, it is also evident from
disappearance of the information about the gas pipeline’s sale from
Gasprom’s website on April 6, 2006. Leader of the United Labor Party
(ULP) faction Gurgen Arsenian said that in order to allay public
concern, the government should keep the public aware of details of
the agreement signed with Gasprom. In his words, it is not ruled out
that as a result of use of “this new – gas energy weapon of Russia”,
the price of Russian gas may increase to $250 for 1,000 cubic meters in
2-3 years, as currently for Ukraine and Georgia. Secretary of Justice
faction Victor Dallakian stated that conceding almost 100% of the
Armenian energy system to Russians endangers the country’s security. In
his opinion, the sale of Hrazdan TPP 5th unit is also unacceptable from
economic point of view, since under the Armenian-Iranian agreement,
the Iranian gas was to be supplied to Hrazdan TPP via the gas pipeline
currently under construction and the electricity generated there would
be sold to Iran by Armenia. As a result of this deal, Armenia could
have made an annual profit of 100 mln USD, while Hrazan TPP would have
remained Armenia’s property, supplying more than half of electricity.
Instead, in V. Dalalkian’s words, the Armenian authorities
“have presented” Hrazdan TPP, and it is not ruled out, also the
Armenian section of Iran-Armenia gas pipeline to the Russian side as
property. V. Dallakian noted that an attempt is made to justify this
deal by saying that it will mitigate the gas tariffs. In reality, the
compensation sums will mostly go to big consumers, while the condition
of vulnerable and poor sections of the population will worsen.

Baku, 12 April: The committee to protect the rights of Ramil Safarov
demands to cancel the court session scheduled for tomorrow (13 April)
on the case of the Azerbaijani officer and to replace the composition
of the court, the committee’s chairman, Akif Nagi, has said at a
press conference, MPA news agency reported.
Since the Budapest city court acts under the influence of the Armenian
lobby, one cannot expect a just ruling on [the case of] the Azerbaijani
officer, Nagi said. The committee believes that the group of the Milli
Maclis (parliament) on relations with the Hungarian parliament should
urgently fly to Budapest, put the trial on the agenda of that country’s
parliament, organize a group of journalists at the state level and
send it to Budapest. Regardless of the verdict, the group must manage
to attain the extradition of the Azerbaijani officer to his motherland.

with the Arab world the interlocutors voiced readiness to develop
the Armenia-Morocco relations.
Besides, the parties referred to the cooperation within the
international organizations and conflict settlement. On behalf of the
Moroccan Foreign Minister Abdeljalil Saubry invited Vartan Oskanian
to Rabat.

Winner of the beauty contest in Iraq, Armenian Tamar Korekyan wore
her crown for four day only. According to the Turkish “Hurriet,”
accused of being a ” disbeliever queen,” Korekyan returned her crown,
which was not accepted by those who took the second ad third places,
either. In the result the crown was given to another Armenian Silva
Sahakyan, 23, who will represent Iraq in the ” Miss World” beauty
contest to be held July 23 in Los Angeles.

“I would not say that we lose in the propagandist war to Azerbaijan.
The thing is, by us the external propaganda is not coordinated by
the authorities, as it is done in the neighboring republic. This
demonstrates that there is no democracy in Azerbaijan. Media in Nagorno
Karabakh can have different opinions on one and the same issue, which
shows the democratic nature of society. Under the authoritarian rule
in Azerbaijan this is practically impossible,” Chairman of the Constant
Commission on External of the Nagorno Karabakh National Assembly Vagram
Atanesyan is quoted as saying by a REGNUM correspondent in Stepanakert.
The MP stressed the role of the parliamentary commission in propaganda
of NKR interests, in examining the facts of violence against citizens
of the Nagorno Karabakh Autonomous Republic and the Nagorno Karabakh
Republic by Azerbaijan. He added the commission’s task is to “study
and submit to the international community facts of criminal policy
by Azerbaijan against peaceful settlements in Nagorno Karabakh, in
particular, ethnic purges in the city of Shushi in 1988, facts of
violence and other crimes carried committed during the so-called ‘ID
check’, The Ring operation held jointly by the Azerbaijani Special
Police Forces, internal troops by the USSR Interior Ministry and
USSR Defense Ministry in April-May 1991, facts of appalling massacre
in the village of Maraga, Martakert District, NKR, military crimes
in Shaumyan Dustrict, parts of Martakert and Askeran Districts,
NKR, occupied now by Azerbaijan, and all other criminal actions of
Azerbaijani armed troops towards civil population of Nagorno Karabakh.”
One of the main tasks of the propaganda, believes the MP, is informing
the international community on the essence of the national liberation
fight by the Karabakh people.

Vahram Atanesyan, Chair of the Standing Committee for External
Relations and Information of the NKR National Assembly, gave a news
conference April 10. The news conference was devoted to the massacres
in the village of Maragha, Martakert region, 14 years ago.
Early in the morning in 1992 after an air raid the Azerbaijani
combatants, assisted by a special division of the Soviet army
stationed in Azerbaijan, massacred the peaceful population of the
village. Maragha was not an emplacement, and this operation must be
characterized as a crime against peaceful population.
According to Vahram Atanesyan, about 100 peaceful people were
slaughtered in Maragha, mainly women, children and elderly people.
Presently, the village is controlled by Azerbaijan. Before April 10,
1992 Maragha had over 3000 inhabitants. After the war the natives of
Maragha remaining in Karabakh founded the village of Nor Maragha,
where 300 people live now. “In the context of settlement of the
Karabakh conflict the NKR leadership insist that the resolution of
the problem should include the restoration of territorial integrity
of NKR, particularly I mean the north of Martakert. In the past years
no relevant organizations in our country attended to the assessment
of the economic losses inflicted by Azerbaijan on NKR. No serious
investigation of facts of violence and illegal actions taken by the
Azerbaijani government and troops against the peaceful population of
NKR was carried out. As you know, a Provisional Committee on Facts
of Violence was set up by the NKR National Assembly, and I hope by
December 1, 2006 the committee will manage to sum up the findings on
the tragedy of Maragha and other illegal actions against the peaceful
population in NKR. We must be ready to extend forceful arguments to
the international community that Azerbaijan used the war to carry
out ethnic cleansing,” said Vahram Atanesyan.

The reply of former NAS President Fadey Sargsyan to the question whom
he would like to see in the position of NAS President was as follows:
“I can see everyone you are thinking about, all of them are worth
occupying the position.”
As F. Sargsyan thinks the Academy must be governed by a young person
“as rather difficult times for the Academy are approaching.” The
academic and scientific amendments have to be completed. “The Academy
must be governed by a young person who will have the ability and
strength to carry out all that work,” he said.
Yet, it’s not easy to imagine a young President of NAS as at present
the “youngest” member-academician is 65.
In his turn, F. Sargsyan fixed that the average age of academicians
is 70. “No one is t blame. It’s life.”
It’s a universal truth that our country is in a scientific
crisis. If some think the reason of the crisis lies in the person
of F. Sargsyan and his abuses, the latter think the true reason of
Armenian scientific crisis is “that there are no such conditions as
before the independence.”
However, F. Sargsyan resigned and one can hardly hope that it
will be possible to overcome the problems of science in the near
future.
