YEREVAN, FEBRUARY 20, NOYAN TAPAN. At the February 20 special sitting
RA National Assembly in first reading adopted the legislative package
discussed at the previous four-day session, according to which
amendments and additions are envisaged to laws "On RA Citizenship,"
"On Compulsory Military Service," to the Electoral Code, Code of
Administrative Violations and Criminal Code.

The package, in particular, stipulates provisions connected with
dual citizenship.

The parliamentary opposition did not take part in the voting and
ULP faction voted against it. The latter conditioned its position by
disregard of prohibition of appointing dual citizens to ministers’
post being an issue of principle for it.

YEREVAN, FEBRUARY 20, NOYAN TAPAN. A rather serious progress was fixed
in the affair of preventing the electoral breaches by the amendments
made to the RA Electoral Code. Gagik Minasian, a member of the
National Assembly RPA faction expressed such a viewpoint during the
debate organized on February 20, in which Stepan Zakarian, a member
of the parliamentary "Ardaroutiun" (Justice) faction participated. In
G.Minasian’s words, the law was considerably reformed and "adapted
to the Armenian people’s mentality."

S.Zakarian in his turn mentioned that the first precondition for
holding fear elections is presence of the ruling forces’ political
will but not the people’s mentality or perfect laws which "do not have
an essential role here." He also reminded the estimations given to
the Armenian elections by athoritative international organizations,
according to which, no election, held in the country after the
independence, was democratic, free and fear.

S.Zakarian mentioned that 80 thousand drams (about 230 U.S. dollars)
fixed by the Public Television for one minute of pre-electoral
propaganda is a blow for the opposition having scanty financial
resources. In his words, numerous businessmen would like to financially
assist opposing parties, but they know that in the case of not hiding
their political sympathy, they will have problems with the authorities.

PRESENTED AT "SAINT ARMENIA" EXHIBITION IN LOUVRE

YEREVAN, FEBRUARY 16, NOYAN TAPAN. 200 exclusive and symbolic exhibits
given from depositories of the Mother See of Holy Etchmiadzin treasure
house, History Museum of Armenia and M.Mashtots Matenadaran (repository
of ancient manuscripts) will be presented in the Louvre museum of
Paris, at the exhibition entitled "Saint Armenia" to open on February
17. Vigen Sargsian, the RA President’s Advisor, Coordinator of the
events dedicated to the Year of Armenia in France, stated about it at
the February 16 press conference, mentioning that peculiarities of the
Armenian Christian Culture will be summed up by this. V.Sargsian stated
that more than 30 Armenian khachkars (cross stones) will for the first
time be exhibited in Louvre. He also mentioned that those khachkars are
already moved, that’s, khachkars, removed from their initial places
which are kept in different churches and museums. The exhibition of the
chronological department of six, 4th-18th centuries, will last in
Louvre till May 15. "It is an exclusive possibility to present the
Armenian culture abroad with such a wide-spread spector," he is sure.
V.Sargsian facted that if 8.5 mln people annually visit Louvre, about 2
mln visitors will see this exhibition during 3 months. In V.Sargsian’s
words, only 600 official events will be implemented in 100 cities of
France during the year. Besides, proposals of numerous new events were
presented on the occasion of the year. They will have an official
format. V.Sargsian also stated that besides cultural events, economic,
scientific conferences, forums will be implemented during the year.

ARMENIA’S ECOLOGY EXPERTISE REJECTED ALAVERY CITY GENERAL PLAN

The general plan of Alaverdi – the most polluted city of Armenia, was
presented for ecology expertise today. However, Minister of
Environment Vardan Aivazyan has rejected the plan as the city’s
20-years’ development scheme did not mention any environment
protecting points.

The Minister proposed to study another plan where factories and
enterprises would have environment protection obligations,
i.e. present income reports and pay taxes accordingly – to maintain
environment protection activities.

"Armenian Copper Project" (ACP) owns Alavedy’s metallurgic factory
whose sulfur dioxide pollution of air 15 times exceeds the
environmental standards. In 2006, the factory released 22 t of toxic
elements into the atmosphere. Sulfur dioxide’s reaction with water
produces sulfuric acid. The company is liable for big fines and taxes.

"It is possible that we would close the factory despite the fact that
650 people would become jobless," V. Aivazyan stressed. The factory
failed to decrease air pollution within the last years. "Now, the
company is to pay 120 mln AMD for exceeding the polluting
standards. In 3 years, if pollution volume is not decreased, the
company will pay 1 bln 200 mln AMD," he said and added that the
company will go bankrupt if it pays this sum.

TRAFFIC POLICE TO LOOSE RIGHT TO TECH-INSPECT CARS FROM 2008

Armenia’s traffic police will loose the right to maintain regular
technical inspection of automobiles from 2008. Other professional
organizations will be responsible for it, Andranik Manukyan, Minister
of Transport and Communication, said in the briefing today.

He added that Armenia’s Government has approved the relevant order on
traffic inspection today. Experience of European states will be
counted. Prices of tech-inspection will stay the same. Under-5-years
cars should be inspected twice a year.

Armenia in France are held successfully and at a high level, RA
President’s assistant, coordinator of the Year of Armenia in France
Vigen Sargsyan said. `The program is rich but the list of events was
enlarged from 500 to 600 due to high interest,’ he said. Exhibitions
of Parajanov and Saryan’s works as well as those dedicated to
architectural heritage of Armenia’s 12 capitals have already opened
and draw great popular attention.

`The exhibits of the State Museum of Ethnography of Armenia in
Sardarapat also aroused big interest just as like the exhibition of
universally known painter of sea-scapes of Armenian origin Ivan
Ayvazovsky hosted by the Navy Museum in Paris,’ Sargsyan said. Among
the planned events he mentioned exhibition of church dressing and
plates in Lyon, exhibition of Matenadaran’s ancient manuscripts as
well as four exhibitions of modern art, the first of which to be
opened in Nice February 21. `It’s remarkable that Armenian modern
painters not only from Armenia but from other states will be presented
at the exhibition,’ he remarked.

Sargsyan also said that a conference dedicated to information
technologies scheduled for late February will offer Armenian companies
an opportunity to represent their activities and establish business

rejected a UN plan that would give virtual independence to the
breakaway province of Kosovo, reports RIA Novosti The rejection sends
a strong signal that Serbia will be unlikely to compromise over its
southern province, meaning a resolution to the dispute over Kosovo’s
final status will probably have to be imposed by the UN Security
Council.

The proposal, drawn up by UN envoy Martti Ahtisaari, does not
explicitly call for Kosovo’s independence, but envisions granting
the province its own flag, anthem, army, constitution and the right
to apply for membership in international organizations.

Serbian President Boris Tadic told the parliament that the plan
"essentially opens the way for an independent Kosovo, which is a
violation of the essential principles of the UN charter that guarantees
inviolability of internationally recognized states."

Kosovo has been a UN protectorate since 1999, when NATO bombing
halted former President Slobodan Milosevic’s crackdown on ethnic
Albanian separatists in the province. Nearly 10,000 ethnic Albanians
were killed in the onslaught, and almost 1 million were forced to
flee their homes. Serbia has offered broad autonomy for Kosovo,
which it considers the medieval cradle of its statehood. But Kosovo
Albanians, who account for 90 percent of the population, demand
complete secession.

The Armenian genocide resolution has been presented to the House of
Representatives. It’s expected to be passed this time. Even though
such congressional resolutions aren’t legally binding, this does not
reduce its symbolic importance for Turkey.

At a meeting held in Washington in September 2005 with the
participation of all governmental foreign policy institutions, I said
that if the U.S. believes that the 1915 incidents are genocide,
President Bush should stop indirectly defining the genocide in his
April 24 messages and clearly use the word "genocide." The Congress
should also take a genocide decision. Then we, as two friendly and
allied countries, should apply for adjudication or arbitration.
Otherwise the damage to be done by this problem, which has been
poisoning our relations for years, may be much more severe. The
others at the meeting remained silent, probably because they weren’t
ready for such a move.

Contrary to what people usually think, the problem created by the
Armenian genocide allegations for our relations with the U.S. does
not stem from the Congress but from the fault of the administrations.
To date, U.S. presidents have somehow implied that the 1915 incidents
were genocide. So it’s understandable that the Congress wants to use
the word "genocide" in a country where politics is much more local
than elsewhere and ethnic Armenians constitute a hyperactive pressure
group.

Britain, which was the occupying power during World War I, had access
to all the Ottoman archives. Knowing the realities of the time,
British governments explicitly state at the House of Lords almost
annually that the 1915 incidents are not genocide according to the
1948 UN convention. U.S. presidents cannot make this statement.

In order to prevent passage of the resolution by the House, the
administration uses the argument that Turkey is an ally which has
great strategic importance and if the resolution were passed,
bilateral relations would be damaged. This actually means condemning
rather than defending Turkey.

By contrast it would be much more beneficial for all of us if the
administration pointed out the mistakes in the resolution of the
Congress. The feeling of injustice to be created as a result of
passing this resolution by one-half of the legislative organ of the
world’s greatest power would also be prevented in this way.

The resolution discards important parts of the Harbord report, does
not mention the insignificance of Henry Morgenthau’s book and ignores
the fact that the genocide definition which lies behind Raphael
Lemkin’s Armenian genocide allegations is not incorporated in the UN
genocide convention. But let’s put this aside.

Referring to the American archives, this draft says that out of 2
million Armenians in the Ottoman Empire, 1.5 million were subjected
to genocide between 1915 and 1923 (Why 1923?). I don’t believe that
there is a single American archive document showing that there were 2
million Armenians in prewar Ottoman Anatolia. However, an American
archive document dated November 1922, which was declassified on May
5, 1961, states that 281,000 Armenians were living in Istanbul and
Anatolia in addition to 817,873 Armenian refugees outside the Ottoman
Empire, and 95,000 Armenians were converted to Islam. In other words,
the total Armenian "survivors" at the end the war were not half a
million, but almost 1.2 million.

Why doesn’t the administration tell Congress this fact?

The resolution claims that the Armenian genocide was recognized in
the UN Genocide Convention of 1948 and the first UN General Assembly
resolution 96 (1) on genocide. But these claims are incorrect.
Doesn’t this situation disturb the administration?

The resolution alleges that the UN human rights subcommission
recognized the Armenian genocide in August 1985. In reality this
decision wasn’t adopted by the subcommission and wasn’t forwarded to
the commission. If this decision and the related minutes aren’t
available at the U.S. State Department, I can provide them free of
charge from my personal archives.

I can’t find anything to say about the argument that the Holocaust
occurred because those who were responsible for the Armenian genocide
were not punished. Did the punishment of the Holocaust prevent the
Western powers from being onlookers to the Bosnia and Rwanda
genocides?

There is one more question. Why don’t the statistics concerning the
civilian Turks who died or were killed between 1915 and 1917 find
their way into resolutions of Congress? Aren’t Turks considered human
beings?

As of now we should declare that we will invite the U.S. to go to
court together with us, as soon as this resolution is adopted by the
House of Representatives.

This scandalous situation ought to be brought to an end.

Deputy Chief of the United States Mission to Turkey Nancy Mceldowney
considers that the bill on recognition of the Armenian Genocide
will be most probably approved by the House of Representatives of
the US Congress, Nancy Mceldowney said during the dinner in honor
of the members of the Turkish "Motherland" Party. The main topic
of the meeting with the American diplomat was the discussions on
the Armenian Genocide bill scheduled in April. Members of the "
Motherland" Party declared during the meeting that adoption of the
given bill will arise negative reaction towards the US in Turkey. The
diplomat declared that "the created situation should not be a threat to
bilateral relations, since the US and Turkey take necessary efforts to
fight the terrorist organizations, particularly the Kurdish Workers’
Party. Besides, Turkish assistance is needed also in Northern Iraq,
where some important events are expected in the near future," said
the Deputy Chief of the US Mission.

Stamp Of Armenian Church Released In Canada

YEREVAN, FEBRUARY 14, NOYAN TAPAN – ARMENIANS TODAY. The Government of
Canada released a stamp presenting the model of the Armenian Surb Khach
(Saint Cross) church to be newly built. It was turned out with a print
run of only 10 thousand copies and each of them costs 0.52 cent. As
Marmara states, the initiative belongs to priest Komitas Mirzakhanian,
the spiritual pastor of the Surb Khach Armenian Apostolic Surb Church
of Laval, Quebec, and to its Parish Council.

As a stamp of mentioning, it must be used in postal services of Canada,
America and in international ones.

The foundation stone of the church will be put soon.
