YEREVAN (RFE/RL)-A senior Armenian Revolutionary Federation official
said Turkey’s preconditions for normalizing relations with Armenia
have increased pressure on Yerevan to make concessions in the
Nagorno-Karabakh conflict, RFE/RL’s Armenian Service reported.

The ARF Bureau political director Giro Manoyan told RFE/RL that
Washington and other mediators are pressing parties to agree on
the principles of a Karabakh settlement before an October 14 soccer
match in Turkey that Ankara hopes Armenian President Serzh Sarkisian
will attend.

"Their haste is, in effect, related to Turkey’s precondition that it
will not sign a [normalization] agreement with Armenia until there
is progress on the Nagorno-Karabakh issue," Manoyan said.

He said such haste endangers Armenian interests regarding Karabakh
"because it does not stem from the logic of the conflict’s resolution."

The Armenian Revolutionary Federation strongly opposes the resolution
framework drafted by American, French, and Russian mediators. The
party has also criticized Yerevan’s rapprochement with Turkey, which
was initiated by Sarkisian.

What is the reason that the agricultural provisions are almost
empty and out of markets or on the streets there are some medieval
markets where everything is sold in insanitation. Armen Poghosyan
the president of the consumers association, said "We realize that
there are concrete interests. The trade made on the street is not
taxed officially. Measures should be undertaken to move the street
trade to the markets."

One of the ways for solving the problem the speaker mentioned the
selling of the provisions in the supermarkets and the reducing of
the tax of the place in the markets.

The speaker mentioned that the taxing near the markets is not taken
officially and it goes to the pockets of some individuals, and from
the place taxes of the markets they have to pay.

But according to A. Poghosyan progress can be noticed in the system of
organizing the selling process and the way of treatment and reminded
how the shop assistants and the waiters were treating the people
during the Soviet times.

"As for the quality of the food our examinations show that there is an
improvement in this sphere. The dairy produce, the meat, beer, minerals
are competitive",- assured the president of the consumers union.

The president of South Ossetia implies that Russia is ready to go to
war for him all over again

SOUTH OSSETIA DEMANDS THE TURSO GORGE FROM GEORGIA; Eduard Kokoity
of South Ossetia demands from Georgia return of a gorge.

President of South Ossetia Eduard Kokoity said that his republic
intended to demand from Georgia the Turso George which he called "the
ancestral Ossetian land turned over to administrative management of
the Georgian Soviet Sovialist Republic for some inexplicable reason
in the Soviet past."

Kokoity’s statement probably signifies the first step to the second
Russian-Georgian war analysts have been predicting for months.

Should Tskhinvali follow the statement with any practical measures
in connection with the Turso Gorge, official Tbilisi will certainly
try to stop it. The Kremlin in its turn will automatically interpret
any clash between units of South Ossetian and Georgian armies at this
point as casus belli because it is Russia that needs another war now.

The status quo in the Caucasus cannot please the Russian leadership
and does not please it.

Saakashvili’s regime in Tbilisi denies the Kremlin control over gas
pipelines across Georgia. Uncontrollable Georgia is a major hindrance
for the Russian-Armenian cooperation. Georgia does not permit any
military transit via its territory, and Russia needs it badly. Russia
cannot maintain its military base in Gumri or build another one near
the Armenian-Azerbaijani border without it.

A more submissive president in Tbilisi will enable Russia to solve
these problems. Unfortunately, Saakashvili cannot be expected to
step down of his own volition. It follows that he should be forced
to go, and Kokoity with his territorial claims for the Torsu Gorge
may provide the Kremlin with an excuse to do just that.

Kokoity’s claims for the Georgian territory appear too outrageous even
to impartial observers. Russia defended South Ossetia from Georgia
in the first place. Shall it go for another war now to give Kokoity
a gorge? How many casualties will appease him?

Recognizing Abkhazia and South Ossetia as sovereign states, Russia
became involved in an endless saga. Endless at least in the foreseeable
future.

resolution of conflicts in our eastern neighbor countries, EU Foreign
Policy Chief said.

"We participate in the "5+2" talks on Transnistria and fully support
the OSCE Minsk Group’s efforts for resolution of the Nagorno Karabakh
conflict," Javier Solana said, adding that EU experts often travel
to the South Caucasus and Moldova to help the conflicting sides find
a solution.

"We do believe that talks for resolution of existing conflicts should
proceed in the framework of existing formats. At that, multinational
format of the Eastern Partnership will provide a good platform for
discussions," he said, Gazeta.ru reported.

The following is an article that appeared in the Los Angeles Times
regarding a photo and film festival that opened last week in Beirut
focusing on the Armenian neighborhood of Bourj Hammoud, that is now
undergoing a sort of revival due to cheap real estate prices. The
festival also includes a photo exhibit on Sanjak, the last remaining
Armenian refugee camp dating back to the 1920’s. The local municipality
plans to raze the site and build a shopping center.

A rare photo exhibition and film festival explores the ups and downs
of Beirut’s Armenian suburb as it undergoes a transition that has
the potential to either help or alienate residents who have already
endured decades of marginalization.

"Badguer," which takes its name from the Armenian word for "image,"
opened last week with a performance from an Armenian rock band and
features a number of foreign and local artists. Babylon & Beyond
visited the exhibition on a recent warm evening and found a lively
mix of local families and young, stylish Beirut residents. Bits of
Armenian, Arabic, French and English could be heard over the strains
of a young man’s violin.

Until recently, the quaint streets of Bourj Hammoud, the bustling,
mostly Armenian neighborhood just east of Beirut, were practically
unknown to the well-heeled Lebanese and Persian Gulf tourists that
crowd the capital’s cafes and shops in summer.

But as Beirut’s galleries, bars and cultural spaces creep ever eastward
in the search for cheaper real estate, Bourj Hammoud is emerging as a
destination for its distinctive food, bootleg DVDs and fine metalwork
in gold and silver.

The municipality, meanwhile, is hoping this new interest will translate
into sustained support for local cultural and artistic initiatives.

"Badguer" is currently being staged on the grounds of an old pipe
factory in the heart of Bourj Hammoud, a setting which lends itself
well to the themes of memory and transformation.

Arpina Mankasarian, the chief engineer at the Bourj Hammoud
Municipality and a primary organizer of the event, said it was
important that the show depict the community truthfully.

"People said, ‘It’s a very good project, but it’s very sad – you have
sad pictures,’" she recalled. "I said, ‘This is the reality. Sad,
and, the reality."

Work like that of photographer Sintia Karam, who did a series of
poignant portraits of the residents of Sanjak, the last Armenian
refugee camp in Lebanon, raise uncomfortable questions not only for the
community but also for its religious leaders and politicians. Sanjak
is home to about 50 impoverished families who will be homeless when
the municipality carries through on its plan to demolish the camp
and build a shopping center.

"I just hope the leadership realizes how important this is and allows
us to continue," Mankasarian added.

Jeanette Zamaroud, a 32-year-old homemaker who lives in Bourj Hammoud,
agreed. Zamaroud, who was accompanied by her young son and daughter,
said it was important for the community to be exposed to something new.

"We don’t have exhibitions like this in the neighborhood," she
said. "They should do more so that our children develop and see what
is going on in the country."

For the artists, especially those who grew up in Bourj Hammoud,
participating in the exhibition was a cathartic experience.

Tamara Stepanyan’s thoughtful installation "My Beiru" deals with
longing and emptiness by re-creating elements of the artist’s first
encounter with Bourj Hammoud after emigrating from Armenia in 1994
after the collapse of the Soviet Union.

"It’s very hard to be an Armenian from Armenia in Lebanon, especially
the first years," she said. "It’s my life I’m presenting here,
all the pictures, all the letters, they’re very personal things
[…] for me it’s like a treatment; I’m dealing with my past."

"It had to come out some time," she added, smiling.

YEREVAN, JULY 31, NOYAN TAPAN. Armenia-based commercial banks cease
operating as a commercial bank as soon as they start to use credit
resources provided by the state. The Advisor to the RA National
Assembly Speaker Tatul Manaserian said at the July 31 press conference
that by receiving credit resources, these banks become state agents,
while a state agent must act in accordance with certain conditions
of the state, which, however, does not happen.

T. Manaserian noted that the state obtains credits with difficulty and
allocates them for some projects. Whereas, the banks raise the interest
rates to an unacceptable extent and dictate their conditions, although
they do not have a moral right to do so. As for the government,
according to T.

Manaserian, it avoids laying down its conditions. "The concession
loan received by a commercial bank at a symbolic interest rate does
not exceed 1%, but when provided by a commercial bank, it amounts to
10-14% which is inadmissible," the economist said, adding that such
connivance of the government is inadmissible as well.

"You must not forget that these are the sums that have doubled our
foreign debt. We should be careful. The inefficient use of a credit
rather than its receiving poses a serious threat," T. Manaserian
underlined.

take place on August 1 at Yerevan’s Republic Square.
